MEET SHERIFF ED DEAN

by Ken Tipper After what he frankly describes as adivisive campaign, Sheriff Ed Dean, elected for another four years to heada department comprised of 800employees and 1500 volunteers, isanxious to implement the theme of “ANew Beginning”, a slogan that wasposted in all 18 department locationsthe day after the election.

Says the Sheriff, “In six years theculture of the Sheriff’s Office haschanged - different to what it was sixyears ago, today it is a veryprogrammed, value-centered, servant-led department directed towards‘Putting Citizens First’, a slogan thatappears on all our vehicles.” Headded, “The ‘New Beginning’concept is all about helping each otherto help the public, and to bring abouta more united Sheriff’s Office after adivisive campaign.” Sheriff Dean says his departmentcompares favorably with the top tenoffices in the state in several areas -crime solution rates (4th), in costcontrol, and participation in regionand state-wide task forces to preventcrime and apprehend criminals. Born in Los Angeles, Deangraduated high school in Flat Rock,Michigan, where his father was anengineer. Both his parents overcamethe disability of being deaf, his fatherbecoming an airplane designer inWorld War II, and his mother, deaffrom the age of six, and self-taught,obtaining a scholarship from the

famed Gaullaudet University for theDeaf, where the two met. Dean earned a BA degree withhonors from Michigan StateUniversity in 1967, then went to theCollege of Law at the University ofFlorida to earn a JD with honors in1970. His legal career began with alaw firm in Sarasota, and he laterpracticed law in Gainesville and alsoserved as Adjunct Professor of Law athis alma mater from 1972 to 1975. His business career began when hewas made Vice-President ofO p e r a t i o n s a t TownleyManufacturing, who he hadrepresented. It was there that he sayshis interest in team-building began. His next venture was as Vice-President-General Counsel for KysorIndustrial Corporation in Michigan, and while there he also served asPresident of Dexter Lock Company, aKysor subsidiary. In 1983 Dean returned to Ocala toserve as President of TownleyManufacturing in Candler. Hereturned to law and founded Dean andDean, PA, in 1988, which has officesin Ocala, Leesburg, and Beverly Hills.A later family venture was Pro Polyof America, Inc., manufacturers of

fire truck components, which hasoffices in Ocala, and in Wisconsin.Upon his appointment to Sheriff,Dean turned over control of thebusinesses to family members. So, we asked, why did you applyfor the job of Sheriff? “For two yearsprior to the position becoming vacant,I had begun surrendering control ofthe businesses to others, and wasconsidering what to do. I felt led toseek public office,” he said. “Thefamily was supportive, and the keyperson I relied on was former Lieut.Governor Jim Williams. I told mywife that if Jim Williams called andsuggested that I put my hat in the ringI would do so. And he did call me,and I was the last of 23 applicants toapply. I was the last appointment ofLawton Chiles before he died.” Sheriff Dean and his wife Sarahhave four grown children and eightgrandchildren, all residing in Ocala.Tim is President of Pro Poly, Mike isa lawyer at Dean and Dean, daughterShawn works as a bookkeeper at bothTownley and Pro Poly, and Trevor isattending Abraham Baldwin Collegein Tifton, Georgia. “Happy New Year!” The holidaysmeans more work for me. I’m the firstto tell you I’m looking forward tothem and the first to say I’m glad it’sover. The new year brings in a newcolumn that we are going to have funwith and try to open some eyes in theprocess. It’s called “The OstrichEffect!” The ultimate goal is to openpeople’s eye’s on subjects that affectthem. We want to get participationfrom readers telling us what theythink the Ostrich effect means to themand let the bad guys know we thepublic are watching them. Nopeople’s names and no businessnames. We will use your first only. The new year brings: People making resolutions, most ofwhich will not last long, but ourintentions are good. Tax time is always a challenge forme. What kind of tax breaks do wehave at the end of 2004? I heardsomething about hurricane relief?

That sure cost us some money!Whether you had damage or not thehurricane cost you a considerableamount of money. Is there a tax breakin this area? We have to get used to dating ourdocuments and checks in the rightyear. I have enough problems with thechange of months let alone the changeof year. The powers to be, state and countyofficials, are not giving Charlotte Posscopies of the documents on theconstruction waiver for the schools. They are ignoring something that willnot go away. Maybe the DemocraticParty, Senior Sleuths or other stateand Federal agencies can shed somelight on this. She is looking foranswer’s. Good work Charlotte. Charlotte was running for a SumterCounty Commissioner seat. At thelast minute a local newspaper comeout with an untrue article about whather opponent had achieved. She had

signs being stolen, one in less than anhour from the time it was put up. Weneed some better legislation to stopthis kind of stuff, maybe double thepunishment. The other thing I have apet peeve about is judges running foroffice who have been charged withsomething. I don’t think they shouldbe able to run for office until pendingcharges are cleared up. We havejudges sitting on the bench handingout punishment for the very thingsTHEY have done and werereprimanded for by the BarAssociation, but not punished. Howcan they stay as a judge. Some of these charges are DUI,spouse abuse, campaign violations, obstruction of justice and more.Obviously 99% of the judges aregreat, but a few are not, and thereneeds to be laws to deal with them aswell if they break the law. If they arefound guilty of any crime they need tostep down immediately!

I talk to a couple that toured theVillages, had lunch, talked toresidents about life in the Villages. They met a lot of people that werevery happy to live in that life style. I

know there are a lot of those peopleout there but we don’t usually hearfrom them. If you are happy with theVillages and would like to expressyour opinion please do so, it won’thurt a bit. The Villages is a beautifulplace to live and the activities arewonderful. Where the problemsusually fall is after the resident haslived there for a year to a year and ahalf. Something happens politically oractivity wise and the beautiful maskfalls. The one thing that comes tomind that happened some years ago isthe builder/developer built arecreation building that costsomething like $8,000,000 and thenthe builder/developer has the Board ofDirectors pay $80,000,000 for thesame building. Talk about a mark-up.I heard more comments on that issuethan away other back then. Thehottest issue now is One Sumter orvoting at large. The residents ofSumter County argue that the southside of the county will not berepresented. I agree! If this goesthrough they will get the dregs ofwhat is left at the end of the day. by Ken Tipper As a Salvation Army bellringer at theentrance to K-Mart for the past fouryears I wondered why Target storestook on the mantle of EbenezerScrooge this year and banned the Armyfrom its doors. It seems the corporateoffice, after allowing the bellringers tocollect for many years outside theirstores, suddenly got concerned that ifthey allow the Army that privilege thenthey should allow other charities to

solicit funds too. The rationale for thisescapes me. I wonder if in fact anyother charities complained aboutbellringers, and if the fact that this hasbeen a Christmas tradition for manyyears did not register with thoseexecutives who made this meandecision. If the comments of peoplecontributing to our kettle wererepresentative of those at other kettlestations, Target did not exactly enhanceits public image by this action.

It seems we cannot turn on the TVthese days without seeing DonaldTrump in various programs. Now Iwonder, with amazement, at thebusiness acumen of the companywhich is merchandising a DonaldTrump doll! I cannot imagine anyonewanting such a replica of this very richmogul, who apparently needs moremoney and/or believes that this doll, undoubtedly made in China, will sell. While on the subject of TV, I wonderwhy people would watch the program“Growing Up Gotti”. This is goodentertainment? While channel surfing all I have seenof this family is bratty kids talking alanguage, supposedly English, which ishard to understand. And talking aboutmore trash, I wonder why the folks atABC thought they could get away withthat disgraceful introduction toMonday Night Football featuring afootball player and a woman in alocker room. At least it raised enoughhackles to merit sanctions. I wonder if Dan Rather got a pay cutafter his embarrassing airing of thebogus memo about President Bush’sNational Guard service. He’s still inthe anchor chair at CBS, and on hisown terms, it seems, plans to stepdown in March. It would be interestingto know what effect that egregiousexample of journalistic blundering had

on his viewership. After 9-11 flags burst out all over theplace, and the display of patrioticfervor stayed with us quite a long time, but now the question is - I wonderwhat happened to all the flags! Forthose who still fly the Stars and Stripesevery day we remind them that fadedand torn flags should be honorablyretired, and that they can be taken tothe office at the Veterans Park wherethey are disposed of in the correctmanner. All sorts of weird and wonderfulthings are being sold on EBay thesedays, but I cannot help wondering whysomeone, obviously with more moneythan sense, would pay $28,000 for a24-year-old grilled cheese sandwichwhich supposedly bears an image ofthe Virgin Mary. And I have wonderedlong about the names that stores applyto their sales, and even why they haveto have names. For instance, I readrecently about one called an “AfterThanksgiving Preview Sale”. “GoingOut Of Business Sale” is anotherfavorite. I once saw one that lastedfour years while I lived in Palm BeachCounty, and for all I know it’s stillgoing on! A sale is a sale is a sale, andthe customer will decide if they aregetting a bargain!352-629-9990

LETTER TO THE Editor ~ Because I’m not a physicianlicensed to issue prescriptions or apharmacist authorized to fill medicalprescriptions, this newspapermay not chose to publish this column. Newspapers and magazines haveJoined much of our public toattack pharmaceutical corporations

for having to pay a much higherprice for their medicine than ischarged in Canada or Mexico. Mysympathies are with those who aregoing without medications becausethey can’t afford them. However, most of us know manyhours and millions of dollars go intoexploratory research, as well as thetesting that is required long before aproduct is approved for the market. Getting personal, I awoke severalweeks ago barely able to straightenup, because of intense pain in myhips, neck, knees, shoulders andankles. My doctor {hanged mymedication for 20 days in the hope thepains would go away. I had to buy awalker Just to get from my bed to anear, bathroom. On Friday afternoon, October 30,my doctor telephoned asking me topick up a prescription he had phonedto the drug store. He wanted me totake four pills that night for fournights and three every night for thenext 20 nights. The medicine is calledPrednisone. I took the first four pills

and woke up the next morning withno signs of any pain ,and ready to play golf. I am nowdown to two a day with no painsince October 30. Now for miracle number two. For15 years I’ve fought a Psoriasisproblem in my scalp, on eyelids andparts of my body. Severaldermatologists have tried variousshampoos and cremes, but they allend up saying there is no knowntreatment that works. You guessed it. The Prednisoneimmediately eliminated all palnsfrom my Joints and all signs of mypsoriasis have disappeared Now for the shocker. One hundredof these wonderful pills cost abig $18.59. My insurance paid $16.96and my Cost was $1.63

Dear Editor: During the past year I have readseveral letters to you from my feilowresidents here in the On Top of the

World CommunXies conceming theirdissatisfaction with the managementhere. They complain about the lack ofinformation about the disbursement offunds, the lack of maintenance, andthe lack of communication from thedevelopers. Not once did I readanything they woutd do to improvethings or take advantage of theopportunity to run thisdevelopment theirselves. I have attached a copy of thenotification for the annual meeting, asyou can see it is an opportunity forthem to express their dissatisfactionand elect a Board of Directors whowill listen to their complaints and actupon their request. As I write this Iam reasonably sure not one of themwants the responsibility to serve onthe Board nor do they have enoughambition to get off their stools and getout and solicit the ten percent ofresidents signatures to have a recallelection. They also have no idea whatthe increase in fees would be shouldthey take over management of thishuge complex. From past experience, having been president of a smallcondo association trying to satisfy theresidents while holding expenses inline is not an easy task.

By: Charlotte Poss It is time again to inform the readersabout what the FSHL is about. Somany people think that it is a politicalorganization. It is not. The FSHL’Smembers consists of people from allpolitical parties and people with noaffiliation at all. One could almostcall them the watchdogs of thecapitol. The FSHL tries to submitBills that will be in the interest of allcitizens of Florida. The Florida Silver-HairedLegislature , Inc. (FSHL) held itsAnnual Legislative Session in theFlorida State Capitol LegislativeChambers in Tallahassee, Florida,October 18-21, 2004. The FSHL is a statewide, not forprofit organization, which highlightsthe needs of older Floridians as wellas those of the general citizenry. Itwas initially created in 1978 as a statefunded program. In 1983, it became anot for profit corporation. The FSHLis a volunteer grass rootsorganization. All delegates areelected from the membership of theirarea. They are a dedicated group of

senior citizens who bring many yearsof diverse experience to theorganization. All voting Florida residents, 50years of age or older are invited tojoin. Throughout the year membersmeet within one of their 11 local areasto study the problems facing Floridaand Florida’s elder citizens. Theywork on solutions by drafting theideas submitted by members intoresolutions for consideration at theAnnual Session of the FSHL inTallahassee, Florida. At the Legislative Session, proposed bills are assigned toCommittees of the House and Senatewhere they are debated. If passed bythe Committees, the House andSenate consider the Bills on the floorof each chamber. Adopted bills areprioritized by the delegates anddistributed to the Florida StateLegislators and the Florida Membersof Congress. We are proud to notethat a great many of our Bills havebeen incorporated into Law. At the annual session there wereover one hundred bills submitted. Ten

of the passed bills were made“Priority Bills” broken down to five“State Bills” and five “FederalMemorial Bills”. In addition thereare Seven Bills that were carry-oversPriority Bills from previous years. These carry over Bills are consideredimportant enough to keep trying to getlegislation passage. Here is are the five State Bills:SB-105 Hurricane Insurance.SB-93 State Purchase PrescriptionDrugs.SB 88 Hurricane Protection for FL Electrical Power System.HB 29 Better Supervision of Home CareSB 37 Educational Allocations for Community Colleges. The five Federal Memorial Bills:HM 109 Do Not Privatize Social Security. .HM 60 Cola Same for SS & SSI Recipients as Congress.HM 35 The Official Language Bill.SM 79 Repeal Unconstitutional Sections of Patriot Act.HM 6 Medicare Dental Coverage. Priority Carry-overs.HB-107 Licensing of Naturopathic Physicians.HB-87 Care-givers to Receive National & Florida

Background Checks.HB-85 Enable Relative Care-givers to Receive Legal Rights and Assistance.HB-78 Ban Privatization of Municipal Water Systems.HB-83 Community DevelopmentDistrict Changes.HB-31 Improving In-Home Health Care.HB= House Bill. SB=Senate Bill.HM=House Memorials.SM=Senate Memorials. As you can see with as muchcontroversy that the Golf Car issuecreated it did not make the prioritylist, but is still among the Bills beingpresented to the House and Senate.

Q. My A/C system has completelyfrozen up. What caused this?A. There are several reasons why anA/C system may freeze-up. Checkyour air filter. A plugged filter willmake the system overwork. Whenwas the last time you had your coilscleaned, indoor and outdoor? Dirtycoils again make the systemoverwork. Has anyone recentlyadded Freon to your system? Overcharging your A/C system is just asbad as leaving it undercharged. Theremay be a Freon leak which must berepaired before Freon can be addedagain. Whatever the reason for thefreeze up, please shut off the A/C sothe system can thaw before we cometo do the repairs. You can turn the fanon to circulate air. All of the abovelisted problems are reasons why youshould have your sys temprofessionally maintained on aregular basis.

Q. I change my throw-away filterevery month and yet the coil was

very dirty when you technician didmy last tune-up. Why?A. Most throw-away filters don’tactually stop anything but the verylargest pieces of dirt. All otherparticles are stopped by your coilcosting you higher utility bills. Thecoil does not have the air flowneeded so it works harder and longerto cool. You might want to considerpurchasing an electrostatic filter. TheTotal Air Care filter we carryremoves 90 percent of all pollen, dust, dander, smoke and mold sporesfrom indoor air. This is alsobeneficial should you have an allergyproblem. Q. How does anelectrostatic filter work? A. The airflowing through several layers ofdifferent types of material creates astatic charge. Particles in the air aregiven a negative charge as they passthrough the first material layer. Thenthey stick to the interior layer, whichhas a positive charge. This staticcharge attracts and holds imitatingair-borne pollutants until they arereleased by washing.

“Will Your Retirement Years BeQuality Years?” It s no secret that our elderpopulation is living longer. Since1900, the number of Americans overage 65 has tripled. By 2030, there willbe anestimated 1 million people in the U.S.over 100 years old. Unfortunately, living older in America does notnecessarily mean seniors will livebetter. Quantity of years does notalways equate into quality of years.Life was never intended to beprolonged through the use of pills andmedicines in order to avoid chronicconditions which destroy the qualityof life for seniors. Researchers are finding that

quality of life for seniors is morelikely linked to lifestyle choices andbehaviors. According to ThomasPeris, in his book Living To 100, thekey to longevity is to avoid disease -not to survive disease! He explainsthat aging in of itself does not causedysfunction, in fact, it is disease thatimpairs normal aging. Chronicconditions such as stroke, heartdisease, diabetes, and high bloodpressure are more often a result ofpoor lifestyle choices. The good newsis, despite their age, it is never too latefor seniors to turn over a new leaf andstart a wellness program. Accordingto exercise physiologists, goodwellness habits like participating inregular aerobic (with oxygen)

Charlie Daniels Speaks OutPublishers note: The following wassent to me from the internet. Itconvey’s my feeling exactly

regardless to the authenticity. Once again Charlie Daniels speakshis feelings and once again he is right

on the money. Charlie needs to bewriting for a major news magazine. I’ve just returned fromGuantanamo Bay, Cuba Naval AirStation base where we did threeshows for the troops and touredseveral locations around the postvisiting with some of the finestmilitary personnel on planet earth. The kids seemed to really enjoy theshows and especially liked “ThisAin’t No Rag, It’s A Flag” and “InAmerica”. We had a great time withthem. We saw Camp X-Ray, where theTaliban detainees are being held onlyfrom a distance, but I picked up a lotof what’s going on there from talkingwith a lot of different people. The truth of the matter is that thisoperation is under a microscope. TheRed Cross has an on site presencethere and watches everything that

goes on very closely. The media is nottelling you the whole truth aboutwhat’s going on over there. The truthis that these scum bags are not onlybeing treated humanely, but they areprobably better off healthwise andmedically than they’ve ever been intheir lives. They are fed well, able totake showers and receive state of theart medical care. And have their ownMoslem chaplain. I saw several ofthem in a field hospital ward wherethey were being treated in a state ofthe art medical facility. Now let’s talk about the way theytreat our people. First of all, they haveto be watched constantly. Thesepeople are committed and wantonmurderers who are willing to die justto kill someone else. One of thedoctors told me that when they hadTaliban in the hospital the staff had toreally be careful with needles, pensand anything else which couldpossibly be used as a weapon. Theyalso throw their excrement and urineon the troops who are guarding them. And our guys and gals have showngreat restraint in not retaliating. Weare spending over a million dollars aday maintaining and guarding thesenasty killers and anyone who wants tosee them brought to the U.S.A. for T

rial is either out of their heads or alawyer looking for money andnotoriety. Or both. I wish that the media and the RedCross and all the rest of the peoplewho are so worried about thesecriminals would realize that this is nota troop of errant Boy Scouts. Theseare killers of the worst kind. Theydon’t need protection from us, weneed protection from them. If youdon’t get anything else out of thissoapbox, please try to realize thatwhen you see news coverage much ofthe time you’re not getting the wholestory, but an account filtered througha liberal mindset with an agenda. We have two fights on our hands, the war against terror and the oneagainst the loudmouthed lawyers andleft wing media who would sap thestrength from the American public bymaking us believe that we’re losingthe war or doing something wrong infighting it. Remember these are thesame people who told us that SaddamHussein’s Republican guard wasgoing to be an all but invincibleenemy and that our smart bombs andother weapons were not really as good

as the military said that they were. They also took up for Bill Clintonwhile he was cavorting around theOval office with Monica Lewinskywhile the terrorists were gainingstrength and bombing our Embassiesand dragging the bodies of deadAmerican heroes around the dustystreets of Somalia. It’s a shame thatwe can’t have an unbiased media whowould just report the truth and let usmake up our own minds. Here I must commend Fox Newsfor presenting both sides much betterthan the other networks. They areleaving the other cable networks inthe dust. People like being told thetruth. Our military not only needs butdeserves our support. Let’s give it tothem. The next time you read a mediaaccount about the bad treatment of theTaliban in Cuba, remember what Itold you. Been there done that. Footnote: I got an e-mail from arather irate first cousin of mine theother day who has a daughter who’s alawyer and she seemed to think that Iwas painting all lawyers with thesame brush. Please understand that

I’m not doing that at all. That wouldbe like saying that all musicians weredrug addicts. There are a lot of goodand honest attorneys out there. Ihappen to have one of them. But itseems that they never get any airtime. It’s always the radicals who get theiropinions heard, who fight the idea ofthe military tribunals and cite TheConstitution and the integrity ofAmerica as their source of justifyingtheir opinions. Well, first of all TheConstitution says “We the people ofthe United States”, it doesn’t mentionany other country. And secondly as far as integrity is

concerned, I don’t think some of thesefolks would know integrity if it bitthem in the posterior. What do you think? At age 68 he had told me onseveral occasion’s in late 2004 hewas tired. But he still stayedinvolved with the residents of theVillages. He was known for beinglevel-headed under fire, but avoidedconflict whenever he could. Iattended a few meetings with him.

It appears to me those who complainmoved into this community with theireyes shut and expected the bestwithout the williness to pay for it. Iwould hope that in the future shouldthey want to complain they write to thedeveloper or their attorney so they cantake whatever action they are willingto pay for. Please understand that I am not prodeveloper, but am a concerned residentwho has had his own problems here,

He had a tendency to ask hard-hittingquestions that most were afraid to ask.The questions he asked came from the

wealth of information stored in hismemory bank known as his wisdom.

That is why I say a part of wisdomhas died. Russell had helped literallythousands of people. There isinformation that is lost for ever. Thatis not to say there are some who havegreat knowledge and wisdom aboutthe Villages, but Russell had it in hishead and in most cases could put hishands on the documentation to back itup, right out of his files. I personallywas disappointed in the attendance at

his funeral, a few more than 50. Day was one of the few residents ofthe Villages to challenge thecommunity on a larger scale. He suedThe Villages’ developerunsuccessfully in 1997, claiming thatresidents were being unfairly billed. He wound up with a gag order onhim. Several have sued since andalways end up the same way, “notbeing able to talk about the issue athand or whether they won or lost. Most residents just assume thesepeople lost their suits but it is possibleone or two did not. Dean’s record of communityinvolvement is impressive. Since1986, he has served on the board orbeen an officer of 28 diverseorganizations, including the BoyScouts, Salvation Army, EDC, Boysand Girls Club, March of Dimes andthe United Way. “I look at this office as the

culmination of my life’s work,” saysDean. “I am thankful to have won,and try to be the best Sheriff I can be.We have a lot of work ahead, including a $30 million jail (thanks tothe one cent tax), and three districtoffices in Dunnellon, Ocklawaha, andon 200 to build. I would like to builda DNA Lab to help fight crime, andfind funding for that and a newEmergency Operations Center.” Dean explained that his office is a

exercise, stretching, weight training, and good nutrition can benefit seniorsmore than any other age group.Activities like walking, dancing, swimming, and biking can promoteand lead to a more beneficial andgratifying retirement lifestyle.

Maybe we can learn a lesson froma typical centenarian (100 year old).Accord ing to r e sea rche r s ,centenarians demonstarte somecommon habits that lead to theirlongevity. They maintain a level bodyweight, they do not smoke, they donot drink in excess, they move

everyday, they maintain strongsocial relationships, and finally theyuse humor to cope with stress. Quality of life during retirement isalso dependent upon financialwellness as well. A sound financialplan and good asset management iscritical for seniors. The use of thefederally insured and guaranteedHomeEquity Conversion Mortgage(HECM) program designed forseniors age 62 and older is a great toolto help seniors with retirement qualityof life issues. The HECM programwas passed by an act of Congress andinfluenced by AARP in 1989. Thisprogram allows seniors to tap intotheir home s trapped equity andreceive either monthly payments forlife, a lump sum, or place part or allof the cash equity into a growing lineof credit. More importantly the rate isonly 4.1% and the homeowner willnever incurr a monthly housepayment while they occupy their

home. Additionally, there areno income or credit qualifications andthe homeowner retains the title andownership of their home. collection of the Akron Art Museum, this exhibition examines Americanart at the end of the nineteenthcentury when many American artistsretreated from the realities of theearly modern era –with itsburgeoning industry and crowdedcities- and envisioned instead anAmerican Eden. They oftenemployed European impressionistictechniques to convey pastoral beauty, rather than embracing the bustle and

pollution of their industrializingnation. They painted tranquillandscapes and dreamy portraits ofwomen, aiming to fulfill the widelyheld belief that art should delight thesenses and elevate the spirit. American Impressions: AnArcadian Vision opens December 18at the Appleton and continue on anexclusive tour to 5 cities throughoutthe United States. The tour will closeat the Taft Museum of Art, Cincinnati, OH(December 16, 2005 – March 19, 2006).
