The contractors will tow the former fishing vessel to their shipyard just inside the Ballard Locks in Seattle for disman- tling, recycling and disposal. The removal of the Golden West clears the way for the removal of the 167-foot Helena Star, which sank on Jan. 25 in the Hylebos Waterway. The Helena Star will be scheduled for removal in the coming weeks. The Golden West was tied to the Helena Star when the Helena Star sank and was lying at an extreme angle until the boat was righted and secured to the shore. The Golden West must be moved out of the way to give crews safer access to the Helena Star. DNR's Derelict Vessel Remov- al Program officially obtained custody of the Golden West and the Helena Star Aug. 16 after the 2013 state Legislature appropri- ated additional funds for their removal. Both ves- sels had been on DNR's vessel watch list for several years, but the program lacked funding to remove them. The U.S. Coast Guard, the Washington Depart- ment of Ecology, and DNR will be meeting next week to develop a unified plan for raising, moving, and dismantling the Helena Star. "Post it as soon as you vote to prompt your friends to vote. It's also a good reminder that you can vote and return your ballot as soon as you're ready." The Auditor's Office is providing images formatted for Facebook profile pictures and cover photos, and for Twitter avatars. These images can be found here and here and here. Voter turnout has improved with the shift to Vote-by-Mail, but with expected turnout for the Nov. 5 election at 46 percent, the Auditor's Office is looking for new ways to promote vot- ing. "Personal outreach is the very best way to prompt participation. We want our most enthusiastic voters to promote the vote. Use your social capital and be a civic leader," said Anderson. SEALED BIDS for the above solicita- tion. Submittals will be received and time stamped only at the Purchasing Division, located in the Tacoma Public Utilities Administration Building North, Main Floor, at 3628 South 35th Street, Tacoma, WA 98409.

Bids will be received until 11:00 a.m., Pacific Time, Tuesday, No- vember 5, 2013, at which time they will be opened by a Purchasing repre- sentative and read aloud during a pub- lic bid opening held in Conference Room M-1, located on the main floor in the same building.

An electronic copy of the complete solicitation documents may be viewed and obtained by accessing the City of Tacoma Purchasing website at www.TacomaPurchasing.org. A list of vendors registered for this solicitation is also available at the website. After 1:00 p.m. the day of bid opening, the
