The Hilltop Diversitree Project aims to plant more than 200 trees throughout a 12- to 15-block area that runs north to south from South 9th to Earnest S. Brazill streets and east to west from South J Street to South Sheridan Avenue. In addition to planting trees such as Tri- umph elm, Katsura, willow oak, and ever- greens, the City of Tacoma plans to build four medians on South 11th Street between South J Street and South Sheridan Avenue in an effort to provide additional locations to grow trees without reducing the amount of available parking, offering more rooting vol- ume than traditional street tree pits, elimi- nating conflicts between street trees, build- ings and signs, and providing traffic calming effects. Elsewhere, trees are proposed to be planted in turf planting strips, as well as existing asphalt planting strips meeting a minimum width of five feet. Dead, damaged or inappropriate trees in the wrong places will be removed and replaced. The project has been made possible by a donation of $100,000 from an anonymous donor to The Greater Tacoma Community Foundation, and an additional $30,000 for three years of project maintenance from the Donald R. and Mary E. Williams Horticul- ture Fund of The Greater Tacoma Commu- nity Foundation. Funding assistance is also provided by USDA Forest Service and the Washington State Department of Natural Resources Urban and Community Forestry Programs. The Hilltop Diversitree Project helps move Tacoma toward a goal of 30 per cent tree canopy to maximize the environmental benefits that trees provide, such as absorb- ing storm water, improving air quality, se- questering carbon and shading homes and streets. Project Name: Citadel Marine Center RailwayDescription of Proposal:

Citadel Yachts is proposing to rein- stall a marine railway within the foot- print of an existing ramp located at their facility in Commencement Bay, Tacoma.

The proposed marine railway will be welded to the existing embedded met- al joints within the concrete section of the existing ramp (upland to +5 feet MLLW). As the ramp transitions to pile and graded coarse rock material (+5 feet MLLW and waterward), half inch steel plates will be installed directly on top of capped pile in order to provide a surface for the marine rails. A large forklift will be used to place steel plates on top of a portion of the ramp comprised of pile and graded coarse rock material at low tide. The steel plates will be welded onto metal caps placed onto the existing pile. The ma- rine railway will support the dollies that carry the weight of the vessels as they are transported to and from the water. The maximum ramp area covered by steel plates as a result of this project will be 3,500 square feet. The steel plates for each rail will be 25 feet in width and extend approximately 140 feet in length, terminating at -3 MLLW. All project work and associated miti- gation will be conducted during low tide events. No increase in overall ramp footprint is proposed.

The project will avoid and minimize impacts to the aquatic environment by conducting all work within the existing ramp footprint and during periods of ti- dal exposure (i.e., “in-the-dry”). The use of the steel plates in the gravel and pile portion of the ramp will prevent the need for more disruptive means of supporting the rails, such as the in- stallation of concrete blocks with met- al attachments. In addition, the project proponent will also offset the minimal impact of the project by placing 30 cu- bic yards of small rounded gravel, commonly referred to as “fish mix” on top of 60 cubic yards of stabilizing 5 to 8 inch rock in a 3,500 square foot area to improve the benthic commu- nity adjacent to the ramp. This materi- al will be placed in-the dry during low- tide events at an elevation range of ap- proximately +2 to +10 feet MLLW.Proponent: Citadel Yachts, Greg WardLocation of proposal, including street address, if any: The project is located at 401 Alexander Avenue, Building 407, Tacoma, WA 98421, Pierce County. Project Scope: This contract pro- vides constructing a 300’ long con- crete esplanade, with lighting, railing and park benches. The project will also install seventeen new piles to sup- port the new Esplanade, all in accord- ance with the attached Contract Plans, these Contract Provisions, and the Standard Specification.
