torTacoma City Council approved a resolution Tues-

day that consolidates the management of the City of Tacoma's on-street and off-street parking facilities.

According to a report prepared by City staff, Taco-ma has one contract with Republic Parking Northwest to manage its off-street parking operations, which in-clude 1,700 parking stalls in six garages, and 216 park-ing stalls in three surface lots, and a separate contract with Xerox for its on-street parking operations, which includes 2,200 parking stalls located within the down-town parking enforcement area. Of that total, 1,800 spots are metered using approximately 160 Parkeon Strada pay stations. The dual management arrange-ment has been in place for the past � ve years.

The staff report also notes City-owned parking ga-rages earned approximately $2.2 million in gross reve-nue for the City of Tacoma in 2013; approximately $1.6 million in gross revenue in 2012; and approximately $1.65 million in gross revenue in 2011. The on-street pay stations earned the City of Tacoma $970,524 in gross revenue in 2013; $962,751 in gross revenue in 2012; and $897,968 in gross revenue in 2011.

In March, the City of Tacoma published a legal notice in the Tacoma Daily Index requesting propos-als for an estimated six-year, $12 million contract for one company to manage both on-street and off-street parking operations (see "$12M contract would consolidate Tacoma's parking operations," Tacoma

Daily Index, March 10, 2014). The bid deadline ex-pired on Tues., April 8, and three companies submit-ted proposals (see "3 bidders emerge for downtown Tacoma parking contract," Tacoma Daily Index, Apr. 8, 2014): LAZ Parking (Seattle, Wash.), Republic Parking Northwest (Tacoma, Wash.), and Diamond Parking Services (Tacoma, Wash.).

The resolution approved this week awards an 18-month contract worth approximately $5 million to Republic Parking Northwest to manage City-owned on-street and off-street parking facilities, in-cluding maintenance, deferred maintenance, daily operations, and customer support. The resolution

also allows for the option to renew the contract for two additional two-year terms, for a projected con-tract total of approximately $11 million.

Tacoma City Councilmember David Boe noted the contract will be paid for through revenue gener-ated by Tacoma's Parking Enterprise Fund.

"Being that this is an Enterprise Fund, all of the parking revenues go back into this Enterprise Fund," said Councilmember Boe. "So revenue from on-street paid parking and off-street parking in our garages goes back our Enterprise Fund and helpa to cover this proposed contract. So there is no use of general funds to support this contract."

infrastructure improvements along city streets and sidewalks.

According to City of Tacoma of� cials, work recently wrapped on the so-called Bikeways and Pedestrian Improvement Project, which spans more than 13 miles — from South 96th Street and Park Avenue South, through downtown Ta-coma along Fawcett Avenue to North 26th and

Stevens streets — and includes 58 new pedes-trian ramps, two miles of bike lanes, 296 shar-rows, � ve pedestrian islands, and 15 improved intersection crossings. The project dates back four years when it was included as part of the City of Tacoma's Mobility Master Plan. City staff secured more than $1.85 million in grants to pay for the project, which completes the highest four priority projects called for by residents in the Mobility Master Plan, as well as and completes 10 percent of all its outlined improvements.

"These improvements create a more comfort-able and pleasant experience," said City of Ta-coma Active Transportation Coordinator Diane Wiatr. "We think it's going to facilitate more peo-ple walking or riding a bicycle. You'll save mon-

ey, improve your health and protect air quality when you move on your own power."

Tacoma Mayor Marilyn Strickland and for-mer U.S. Representative Norm Dicks will mark the project's completion during a ribbon-cutting ceremony on Thurs., Sept. 4, at 5 p.m., in Wright Park. Visitors will be invited to participate in a 1.5-mile walk with Mayor Strickland and Down-town on the Go representatives; a 3.5-mile bike ride to the Lincoln District with Tacoma City Councilmembers Lauren Walker and Marty Campbell; or a three-mile bike ride to the Proc-tor District with Tacoma City Councilmembers David Boe and Robert Thoms.
