from New York City arrived at Tacoma City Hall. The sender, Vincent Fremont, might not have been familiar to people who didn't pay at-tention to the international art world. But the letterhead printed in bold letters was immediately recognizable: Andy Warhol Studio. Fre-mont was a close associ-ate of Warhol's for nearly 20 years, and he was writing on behalf of the fa-mous artist, who wanted to create public art for the Tacoma Dome.

How Warhol became connected to Tacoma is a story familiar to local historians.

In March of 1980, Tacoma voters approved a plan to spend $28 million to build an indoor area. An ordinance created in 1975 set aside one percent of the total construction budget for pub-lic art. That meant $280,000 was up for grabs. While the building was under construction, the City of Tacoma convened a panel of art experts to attract high-pro� le artists and their propos-als. In the end, four artists—Stephen Antonakos, Richard Haas, George Segal, and Warhol—were paid $4,500 each to create original art. Antona-kos envisioned a roof painted blue and illumi-nated by neon arcs and angles. Haas imagined a cluster of stars and constellations. Warhol saw the Dome draped in a bright � ower. Segal's pro-posal, destined for the inside of the Dome, in-cluded statues of trapeze artists and acrobats. In the end, Antonakos's neon design was brie� y se-lected before it was de-selected after much public hand-wringing, as well as concerns the art work might compromise the roof's structural integrity. Instead, Antonakos created neon art for inside the Tacoma Dome—a move that led to more rounds of controversy and public outcry.

More than 30 years later, the mood has changed and public art at the Tacoma Dome is in the news again. A campaign is under way to place Warhol's design atop the Dome. In Febru-ary, Tacoma City Council voted unanimously to support a campaign to raise money for the project. The estimated $5.1 million needed to see Warhol’s work crown the iconic, City-owned downtown arena will come from the private sec-tor—not City coffers.

City of Tacoma Arts Administrator Amy McBride has been a strong advocate for the plan. Three years ago, she presented a fascinating and informative (and funny) slideshow on the history of public art at the Tacoma Dome and Warhol's connection to the building as part of Tacoma Art Museum's major exhibit "Andy Warhol's Flowers for Tacoma" (a video recording of the presenta-tion is required viewing for anyone interested in the topic; it is available online at tacomadailyin-dex.com).

"Andy said he wants to see the Tacoma Dome as a � ower," McBride recently commented. "I think we should ful� ll his wishes."

McBride, 48, was born and raised in Wiscon-sin, earned a Bachelor of Arts Degree from the University of Colorado at Boulder in 1988, at-tended the Academy of Art in San Francisco, and later moved to Seattle, where she began working as Bellevue Community College's Arts Coordina-tor in 1995. Four years later, the City of Tacoma hired her as its � rst public art coordinator. Four years later, she was promoted to Tacoma Arts Administrator, a position she still holds today.

When I met her last month at a downtown Tacoma cafe, McBride told me she wasn't too familiar with Warhol's proposal for the Tacoma Dome when she was hired at City Hall. That has changed over the past decade or so as she has done more research, collaborated with Tacoma Art Museum staff, and reached out to represen-tatives of the Andy Warhol Foundation for the Visual Arts.

McBride argued the signi� cance of putting Warhol's work on the Tacoma Dome is huge and manyfold. By most counts, Warhol agreed to cre-ate only one other public art commission—a mu-ral depicting the mug shots of 13 criminals, it was

created for the 1964 World's Fair in New York but was painted over following its own round of controversy. Warhol also created an entire series entitled 'Flower for Tacoma Dome' based on the Tacoma commission. And a giant � ower atop the Tacoma Dome could be a huge draw for the city and raise awareness for arts in Tacoma.

"[The] next step is to hire a development � rm to do some legwork determining who should sit on the capital campaign committee and identify the best funding targets and goals for raising the money," McBride told me when I asked her about the fund-raising campaign. "This step will help us solidify the framework for implementing a well-organized campaign. Unlike a non-pro� t institution, this is an ad hoc effort and we need to structure it effectively for a short-term goal."

McBride spoke to the Tacoma Daily Index at length about the plan to place Warhol's design atop the Tacoma Dome. Extended excerpts of our conversation are included in today's edition of the newspaper.

This article is part of a larger ongoing series of pro� les and oral histories that feature key peo-ple associated with the history of public art at the Tacoma Dome. The series began last month with the local architect Lyn Messenger, who cre-ated the original rooftop design for the Dome (see "Tacoma Dome: Before Warhol's � ower, Lyn

Messenger drew diamonds on the Dome," Taco-ma Daily Index, March 30, 2015), and continued last week with Ellida Lathrop, who pushed for the One Percent for Art ordinance that eventu-ally created a budget for public art at the Dome ("Tacoma Dome: How Ellida Lathrop helped to shape public art at the Dome," Tacoma Daily In-dex, April 6, 2015). Our conversation has been edited for clarity and abridged for publication.

"This captured Warhol's imagination."I talked to Vincent Fremont, and he said this

captured Warhol's imagination. There was some-thing about it. He said Warhol got a lot of offers. He certainly didn't pick them all. This was some-thing that must have captured his imagination, which I think is interesting.

But what else is interesting is that he's really only ever done or proposed two public art proj-ects. The other one was the World's Fair installa-tion, which was a bunch of federal wanted post-ers of criminals. [New York Governor Nelson] Rockefeller ordered it to be [painted over], and Warhol wasn't going to do public art after that. So this was going to be the � rst time that Warhol attempted it [since then].

"Even if people didn't know anything about art, they would know who Andy War-hol was."

[Warhol's propos-al] was probably the least popular. He was the most controversial

back then because he was the most controver-sial artist, I think. He was the only one that any layperson would know because he was a celeb-rity. He was on TV. Studio 54. Vidal Sassoon com-mercials. You know, this wacky New York guy. So even if people didn't know anything about art, they would know who Andy Warhol was and not like him for whatever he stood for—or like him! I mean, I was never a giant Warhol fan. I have grown to appreciate his work and what he has done, particularly as we look at our culture now, just sort of how our lives have become pop culture in a way that they never were, in some weird way. But [there's] also the test of time. His reputation as a preeminent American artist. Pe-riod. Like it or not, he's huge.

"It is a really lyrical and poetic piece of his work."

There's a series called 'Flower for Tacoma Dome.' There are about nine or ten different images. It's the same image, but different color schemes. That is something that, over the course of the past couple years, has hit me as kind of—wow!—he created a series based on [the Tacoma Dome proposal]. So that puts the piece in this whole different context [in terms of] his body of work. [Tacoma Art Museum Curator] Rock [Hushka] was saying � owers have always been a consistent piece throughout [Warhol's] work, no matter what he was doing. It's always been something that he has wanted to do. I think that back in the day people assumed that he was be-ing snarky or whatever. But it is a really lyrical and poetic piece of his work.

"This would be an icon for a cultural com-munity."

There are de� nitely people who oppose it. There always will be. I've come to terms with that. We are not going out expecting everybody to like everything. That's impossible. So let's not have that expectation. But I think that there's support in the way that there never has been be-

fore. I think it's way, way more positive than it's ever been.

The negative things are kind of the same old,

same old. Some of it is wanting to protect the Dome or pay attention to deferred maintenance that needs to be dealt with whether we do any-thing with it or not. Some people just don't like change and they don't want to see their skyline change. Fair enough. That's common. People are concerned that money should be spent elsewhere. But it's not like we have a big pile of money lay-ing around that we are choosing to do this with. It's got to be privately raised. Some people say, "Why not a local artist?" They think it's a choice. It isn't. It's intrinsically linked to the Warhol name to any ability to even approach dollars like that.

But the arguments aren't like, "We hate art." Back then it was so poisonous. We're such a dif-ferent community now than we were then. This would be an icon for a cultural community that exists.

"This is more than art."I think it has the opportunity to telegraph who

we are as a community. This is more than art. If the City were to say, "What's something that we could do that could bring eyes to our commu-nity that nothing else would? What would make people pay attention to Tacoma who never heard of us, cared about us, or anything?" This is some-thing that will do that in a way that I can't even fathom.

awarded the 13th Annual Tahoma Environ-mental Business Award for outstanding envi-ronmental awareness and ef� ciency to NuStar Energy.

The award was presented during a luncheon on Fri., April 10, at Paci� c Grill Events Center in downtown Tacoma. The event was hosted by the Tacoma-Pierce County Chamber and spon-sored by Taylor-Thomason Insurance.

According to Tacoma-Pierce County Cham-ber of� cials, NuStar Energy aims to continually improve processes and programs to ensure that the best environmental practices are shared across their numerous terminal and storage systems, such as painting roofs to reduce metal pollutants that may be in contact with storm water; the development of a Bucket Tree to pre-vent empty buckets from collecting storm water, and upgrading vapor hoses to improve capture ef� ciency for emission at the truck rack. The company has also made internal changes which have improved storm water and air quality, as well as a signi� cant reduction in waste, and has surpassed 23 years since their last reportable spill, according to Tacoma-Pierce County Cham-ber of� cials.

Other nominees for this year's award includ-ed Associated Petroleum Products, Inc.; Car-tridge World; Nisqually Red Wind Casino; NW Etch; Point Ruston, LLC; Puglia Engineering, Inc.; and TPT U.S. Limited.

Past recipients include JL Darling (2014), Targa Sound Terminal (2013),Richlite Company (2012), Waste Connections (2011), Walsh Con-struction (2010), Carlile Transportation Sys-

tems (2009), Paci� c Lutheran University (2008), Totem Ocean Trailer Express (2007), Port of Ta-coma (2006), McFarland Cascade (2005), Simp-son (2004), and Kay Parks/Dan Meyer Auto Re-build (2003).

The luncheon and awards ceremony on Fri-day included featured speakers representing the intersection of business and the environment, such as Puget Sound Clean Air Agency Execu-tive Director Craig Kenworthy, who discussed steps for achieving air quality improvements; and City of Tacoma Transportation Engineer Joshua Diekmann, who discussed Tacoma's Transportation Plan.

for Pierce County ferry passengers that drive a vehicle or motorcycle onto the ferry. Peak season runs through Weds., Sept. 30.

Passengers driving vehicles 21 feet in length or less will see their fares increase from the non-peak season rate of $17.80 to the peak sea-son rate of $22.30, while passengers driving motorcycles will see an increase from $9.60 to $12. Rates for seniors or disabled drivers will increase from $14.85 to $18.65.

The � ve-trip Value Pass for vehicles 21 feet

in length or less remains at $71.20, while the � ve-trip Value Pass for motorcycles remains at $38.30.

Walk-on passenger rates are the same year-round, and bicycles can be walked on at no extra cost.

Riders will not be able to use non-peak sea-son tickets once peak season begins.

The Pierce County Ferry System provides service between the town of Steilacoom and An-derson and Ketron islands.

DETERMINATION OF NON- SIGNIFICANCE

WAC 197-11-970Project Name: Combined Breasting/ Mooring Dolphin ProjectDescription of Proposal:

The Project proposes to install three in-water dolphins (two to act as com- bined breasting and mooring dolphins, one strictly for mooring) southeast of Totem Ocean Trailer Express (TOTE) existing loading pier. A mooring bit and capstan structure are proposed for installation onshore and above the Mean Higher High Water (MHHW) mark.

In-water Project ElementsThe three proposed breasting/ mooring dolphins will be construct- ed of up to 6 steel pipe piles (of a maximum diameter of about 20 inches each) and 3 steel or con- crete fender piles (of a maximum diameter of about 16 inches each). The pile cap (top of each dolphin) will be approximately 12 feet long by 12 feet wide poured-in-place concrete.Shoreline/ Upland Project Ele- mentsThe proposed upland capstan and mooring bit will be constructed of a pile-supported concrete cap (of ap- proximate maximum dimensions of 15 feet wide by 13 feet long and about 3.5 to 6 feet deep). All con- crete piles (approximately 21, up to about 14 inches in diameter) will be installed landward of the MHHW mark to support the mooring bit.This project is proposed to support

direct liquefied natural gas (LNG) fueling of marine vessels that are be- ing converted to LNG that already use and visit the TOTE facility. Spe- cifically, the proposed structures will stabilize the fueling barge as it pro- vides LNG to the vessel berthed at the existing pier. The location of the dolphins will allow fueling operations to move from their current location out board of the ship, which puts the barge 40 feet into the navigation channel, to a location aft of the ship nearer to the shore and away from vessels transiting the Blair Water- way.

Each pile installed (only metal and concrete pile are proposed) will be mitigated with the removal of an equivalent area of creosote treated pile. Each square foot of new over- water coverage will be mitigated for by the removal of an equivalent square foot of existing creosote

treated timber deck. The removal for mitigation will happen on either the Blair or Hylebos Waterways as part of Puget Sound Energy’s proposed LNG plant. If that project does not go forward, TOTE has committed to removing the necessary pile and over-water coverage from Com- mencement Bay.Proponent: TOTELocation of proposal, including street address, if any:

Project Scope: The Pt. Defiance Regional Treatment Retrofit Project is designed to improve the quality of stormwater discharged from to City’s North Tacoma watershed. This project shall generally consist of constructing stormwater flow splitter system, con- veyance, pretreatment system, con- crete cascade pools, distribution troughs, high flow treatment cells, landscaping, and irrigation. Stockpil- ing approximately 22,000 cubic yards of contaminated soil on site and re- moving approximately 73,000 cubic yards of clean soil excavation, utility constructing approximately 1,150 lin- ear feet of storm sewer and the re- placement of an existing outfall with a 36-inch outfall. Small building demoli- tion/removal including site utility re- moval, and abandonment.
