Introduction This document constitutes the data dictionary for variables from the TAC database available from the Compensation Research Database (CRD). The CRD is a database of claims made to WorkSafe Victoria (WorkSafe) and the Transport Accident Commission (TAC). It has been assembled by the Institute for Safety, Compensation and Recovery Research (ISCRR) working with WorkSafe and the TAC. The WorkSafe data dictionary is a separate document available on our web site www.iscrr.com.au
Background ISCRR was established in April 2009 as an unincorporated joint venture between WorkSafe, TAC and Monash University. One of its first research projects was to work with WorkSafe and the TAC to establish the CRD database. The TAC database is updated at least once per annum. A new version of the data dictionary document is produced after each yearly update detailing the new version currently available for research purposes. The TAC data available is de-identified meaning that the original data is replaced with generated data so that the individual or an organisation cannot be identified. The following variables are de-identified, date of birth, date of accident, claim number, provider number and payee number. The data access policy available on our web site www.iscrr.com.au details the process to follow to obtain a data extract from the CRD database. To request a data extract send an email to [email protected] indicating which variables are needed for research from this data dictionary document.
Overview This data dictionary document relates to the last TAC update and the datasets available from the TAC CRD database are as follows:
• Claims Dataset (0.6 million claims records between 1987 and 2014) • Payments Dataset (35 million payments records between 1992 and 2014)
Note that all the records are linked via “CLAIM_NUMBER” variable which is a random de-identified number created by ISCRR.
Note to researchers
The TAC database is an administrative dataset designed primarily for claims management and not for research purposes. To assist with quantifying the potential limitations of these data, we have presented the percentage of missing data and the percentage of change for each variable. Percentage of missing data (called Percent missing data: in detailed variable description) represents the proportion of cases that have either no data or data indicating a null value (e.g. 9999 or 0000). Percentage of changed data (called Percent of change in detailed variable description) represents the proportion of cases that have had their values changed by the TAC over the previous year. Case values might have changed due to new diagnostic information becoming available, the identification of a previous error or new information provided by the claimant. Such statistics may provide researchers with an indication of the accuracy and reliability of a given variable.

Claims Dataset The claims dataset contains information relating to claimant, no-fault claim, accident, common law and injury.
Dataset Summary Statistics Between 1 January 1987 and 30 June 2014, there are 552,282 TAC claim records accepted for statistical analysis. The following graph shows the number of claims per annum based on transport accidents occurring between 1 January 1987 and 31 December 2013. Please note that the year 2014 was not included as it is incomplete.

The TAC records a person as being "hospitalised" if they were an inpatient for 1 full day or more. Note that if bedays is 0 and fhosdate has a value then the admission to hospital was only to ED/Outpatients (not an inpatient admission). If bedays is 1 then this was the same day inpatient admission.

Recording Guide A small number of claims, about 3% are handled by the Independence division as opposed to 97% for Recovery division.

Independence handles the most severely injured claims including fatalities (where benefits can be paid to dependents) and injuries such as severe Acquired Brain Injury, Spinal Cord injuries and severe burns etc. The expectation with Independence clients is that it is unlikely that they will be able to return to their pre-accident status and that they may require lifetime support from the TAC.

IRSAD_Variables
Recording Guidance
A lower IRSAD score indicates that an area is relatively disadvantaged compared to an area with a higher score. Scores should only be used in distributive analysis. To enable easy recognition of high and low scores, the statistical area 1(SA1) index scores have be standardised to have a mean of 1000 and a standard deviation of 100 across all SA1s in Australia. However, this is not the

The Index of Relative Socio-economic Advantage and Disadvantage (IRSAD) variables can be used to measure socio-economic wellbeing in a continuum, from the most disadvantaged areas to the most advantaged areas.
An area with a high score on this index has a relatively high incidence of advantage and a relatively low incidence of disadvantage. Due to the differences in scope between this index and the Index of Relative Disadvantage, the scores of some areas can vary significantly between the two indexes. For example, consider a large area that has parts containing relatively disadvantaged people, and other parts containing relatively advantaged people. This area may have a low Index of Relative

Payments Dataset
The payments dataset represents the payments made by TAC to the service provider on behalf of the claimant and includes details of claim, payment, date of service and treatment as seen below. Notes regarding the Payments dataset: There are TAC claims starting from 1-Jan-1987 and there are Payments that start from 1-Jul-1992. The reason for this is that the TAC data prior to July 1992 is in a completely different format - it does not contain benefit type (bentype), benefit category (bencat) or the benefit code (bencode) - nor does it include consistent payment reference numbers that would enable the TAC to calculate the unique payment identifier. Negative amounts in the payments dataset (FINPAY – actual payments file):
Negative amounts in the payments dataset are not mistakes – these represent the TAC recovering money for services they should not have been paid or that have been paid the wrong amount. To interpret these when looking at services provided, these negative amounts should be treated as "negative services" to counteract the “false positives” the TAC paid for previously.
Dataset Summary Statistics Between 1st Jan 1987 and 30 Jun 2014 there are 35,059,423 payment records accepted for statistical analysis. Please note that the year 2014 was not included as it is incomplete.

When Looking for income replacement payments (to derive return to work measures), if you selecting pcode='Regular payment for LOE', the payments may present in periods of 14 days, 5 days, sometimes 100 days. The instances of service periods longer than 14 days are essentially caused by re-assessments of the rate of payment that must be applied to historical payment periods. There may be periods shorter than 5 days for the first payment where people are paid so as to be "in sync" with the standard fortnightly payment cycle currently in place with the TAC. With the current payment system payments (from July 2008 onwards) are typically fortnightly paid from Monday to Sunday the following week --> 14 days. However, they appear as two-weekly payment records with the same service dates covering the fortnight. It is a quirk of the way the payments are calculated in the system. Essentially each weekly payment is determined separately but paid to the client fortnightly. For the old payments system there was a single fortnightly payment but the payment period was from Monday to Friday the following week --> 12 days.

TAC Scheme changes: Medical Thresholds (i.e. Medical Excess) changed within the scheme over time from 1987 through 2013. In 1997 a change occurred pertaining to Medical Excess. Services received in a Community Health Centre prior to 1997 were paid regardless of whether excess was reached or not. Post 1997 services at a Community Health Centre became subject to excess. In 2007 there was a change relating to all accident years, each accident year is allocated the same accident excess threshold. Also, family members in the same accident share an excess threshold. Prior to 2007, family members only included partners or dependent children under the age of 18 years. After 2007 family members include partners, parents, children or siblings. Medical thresholds (in the form of Medical Excess) have changed over time. The historical excess rates TAC applied are listed below:

Definition of services and benefits Question: Does TAC have an official definition of what health care service is?
Does that include physician or provider services/Procedures/ Radiography/films/ Prescription medications?
The TAC doesn't tend to use the term "health care service", but the "Medical" and "Rehabilitation" services (and possibly "Disability" services) probably most accurately capture health care services. The link below gives a detailed breakdown of what is payable in each of these categories. http://www.tac.vic.gov.au/claims/what-the-tac-pays-for As for a standard or official definition, each of the categories has a definition in the website above - but it is overall governed by Section 60 of the TAA 1986, relating to accredited medical and like services. Section 60 does include physician and provider services, procedures, radiography, prescription meds, prosthetics, hospital costs etc. All of these costs would be included in the BENCODES, and as a general rule of thumb, would be contained within the BENCODE most specifically relating to the type of service. For example, both the radiography consultation and film costs would sit in "Radiology" BENCODE. Where things get complex is when trying to stitch together an event: For example, a total knee replacement. The costs associated with this would sit in the –
� BENTYPE "Hospital" (bedfees and theatre costs for acute and rehab hospitals), � BENCODE "Consultation - Specialist" (Initial surgeon consult, hospital visits, post-
hospital follow-up), "Doctor - Surgery" (Surgeons' surgery fees), "Doctor - Anaesthetic" (Anaesthesist's fees), "Prosthetics" (Hardware costs), "Pharmacy" (pain relief post discharge) and
� BENCAT "Paramedical Rehab Hospital" (Outpatient program). Employment status, days off work and Loss of Earnin gs payments:
1. To determine if a claimant was employed or not, type of employment can be determined from the “EMPTYPE” variable.
2. It is only possible to determine ‘days off work’ of a given claimant (due to the accident) if
they were paid income replacement (which only gets paid to those who were employed at the time of the accident unless there were excepted circumstances – see point 2b). For most clients, income benefits will cease at 3 years post-accident. There is no way from the data to determine how much longer the person was away from their employment. Also note that the TAC does not cover the first five days off work.

a. To find days off work, look for anyone paid BENCODE 70000 (Loss of Earnings) and count the total days they were paid - how many weekdays are between SDATE1 and SDATE2 for each payment.
b. It is also worth noting that the only people captured are people off work in the first 18 months after their accident. To also look at payments after 18 months use BENCODE 70100 and 70101. BENCODE 70100 is the income replacement for people off work greater than 18 months. There are additional eligibility criteria, which mean that non-employed people (at time of accident) may be eligible. For this reason, you would only be interested in keeping people who have also been paid 70000.
3. If interested in work disability and loss of earning payments for accepted claims ensure
that you use BENCODE 70000 which is individuals fully off work receiving full income replacement payments AND BENCODE 70001, which is people partially off work receiving partial income replacement payments. Note that the 'days off work' calculation at point 2a will not really work here as BENCODE 70001 payments reflect someone who was not off work for the entire period. It also coves par-time employees and also people who have returned to work part-time when their substantive employment is full-time.
