Closing Ceremony of Basic Literacy Class
Ageing Nepal
Kathmandu, January 5, 2017
A six months long pilot project “Basic Literacy Class for Older Persons” conducted
by Ageing Nepal and Aasthabhuja Samaj with support from NGO Committee on
ageing, UN, NY was successfully completed. A small formal event was organized to
mark the closing ceremony on 5th January 2017. Media persons, local leaders and
older people of the area were invited for the event. Ms. Sita Adhikari, teacher of
the literary class gave welcome speech and expressed her gratitude to Ageing
Nepal.Likewise, Chief Guest of the event and Chairperson of Ageing Nepal, Mr.
Krishna M. Gautam, committed to pressure the concerned government authorities
to include older persons in their education policy and programmes. Thirty
Graduates of Basic Literacy Class were provided certificates at the end of the

Preparations to Provide SSA

The Department of Civil Registration has made preparations to provide Social
Security Allowance (SSA) for 2 million people in the current fiscal year
2016/17.Information Officer, Mr. Khil Prasad Subedi shared that the Department
has allocated over Rs 32.69 billion for the purpose. The elderly citizens above 70
years, Dalits and locals of Karnali zone who has completed 60 years and the
children will be benefited from the allowance.

The details of nearly 1.3 million, out of total 2.3 million, beneficiaries of social
security allowances have been entered into the online system of Department of
Civil Registration (DCR) as a part of initiative for paperless administration.
According to DCR under the Ministry of Federal Affairs and Local Development,as
many as 118 municipalities and 180 Village Development Committee have started
distributing monthly allowance through the banking channel while rest of local
bodies are in process of following the suit. DCR is mandated to manage social
security programme in the country.

Dhankuta district is preparing for distribution of Social Security Allowance (SSA)
through bank. Branch Manager of Rastriya Banijya Bank, Mr. Rajendra Poudel has
ensured that beneficiaries of SSA can open bank account in zero balance. There
are 4622 older people, 660 so called lower caste older people, 67 single women,
2339 widow older women, 310 fully disable, 651 partially disable, and 614 so
called lower caste children residing in the district.

Elderly Rebuilding House on her Own

House of Nhuchhe Laxmi Prajapati, 61, had turned into debris due to the
earthquake of April 25, 2015. Now, she is building her house by taking loan of
$10,000 from a local money lender. She has no idea how much the interest is and
how she will pay back. "I just got tired of living in the shed", she said. The slow
pace of distributing government grant for rebuilding has left many people to spend
their winter without a home.

Yam Lal Koirala, 76, of Palpa District is still actively engaging in orange farming.The
very first orange farmer of the area has succeed to earn both name and fame from
the production of orange. "I took up this job, 34 years ago and am continuing. It’s
my only source of income”, he said. Many villagers took Koirala as an inspiration
and 46 household of the village are following his footsteps.

Age is not a barrier to education for Ram Bahadur Karki, 74, as he is pursuing
secondary education with children of his grandchildren’s age. It is now the daily
routine of this septuagenarian man to attend Chateshwori Higher Secondary
School where he is the eighth grader. Mr. Karki is determined to continue his
studies and do something for the society.

Elderly Earning by Making Pickles

in making pickles. Through
this occupation, she has been
able to earn both name and
fame in the village. She said
“I have opened my own
industry, “Aama Achar”
(Mother Pickle) and now, I
am earning Rs. 30, 000 in a month.”
Similarly, Basanta Khatri, 66, is another renowned entrepreneur who makes 80
quintals pickles monthly. Praising her hard work, she has also been honored as the
Best Entrepreneur in various programmes. Shehas her own industry named
“Basanti Achar”. She has also provided pickles making trainings to 1000 people.

Kaji Bahadur Giri, 76, has proved that age does not restrict one from continuing
school life. Mr. Giri started his school life as 8th grader and passed SLC at the age of
69. Recently he completed 12th grade. He said that old age allowance is the only
one source that financed his study. Inspired by him, many older as well as illiterate
people of the village have enrolled in the local school.

Budget for Elderly Felicitation Programme

An Old Age Friendly Village

JP Foundation has established“an old age friendly village” in Lapsephedi,
Kathmandu. The village spread over 25 acres of land consists of 30 buildings with
fully equipped modern and age friendly physical infrastructures such as senior
citizen eco-friendly habitation site, geriatric hospital, recreation center, yoga and
meditation center, research library, therapeutic garden, culture preservation
center, organic vegetarian food court, organic farming, and ATM/Bank and so on.

Three private hospitals named Alka, Mega and Green City will now provide
discount on Elderly Health Care.Green City Hospital will provide 30% discount for
elderly of 60+ age group while Alka Hospital will provide 20% and 30 % discount
for elderly aged60 to 74 years and above 75, respectively. Similarly, Mega Hospital
has arranged 20 beds for elderly patients.

Deputy Prime Minister and Minister for Finance, Mr. Krishna Bahadur Mahara,
inaugurated the 21st town council of the Pokhara Sub-Metropolitan City. City
executive officer Mr. Nawaraj Dhungana presented the estimated budget, policy
and programmes of the sub-metropolis for the upcoming Fiscal Year
2017/2018.Mr. Dhungana said development of the indigenous nationalities, senior
citizens and backward areas, among others have been prioritized in the Sub-
metropolis’ policy and programme.

Civilization (HPCIDBC) is planning to develop a recreation site for the elderly on the

bank of the Bagmati River in Sankhamul within a few months. The Committee has
vacated 4.39acre land in this area for the purpose. The committee removed illegal
huts and cowsheds and. It also constructed toilets, boundary walls and a public
building for the elderly. Project Manager Mr. Rajesh Prasad Singh said “The
objective of the project is to create space for the elderly of the area to relax. The
committee plans to have a coffee shop, yoga and exercise center, mobile recharge
center, free health care center, disabled-friendly toilets, playground, a garden and

Jagu Pati Sapkota, 91, of Bharatpur has given Rs. 51, 51, 151 as charity to Shree
Harihar Old Age Home. His son says, “It was my father’s holy wish to donate the
money in this OAH. Before this, he had already made a huge donations in different
temples and schools.”

A sexagenarian leper, Tulasha KC, has been living in a makeshift hut nearby the
river from past 40 years. The villagers of Rukum district had left her there at the
age of 13 after leprosy caught her.She is currently making her living by begging in
and around the village.

Hundreds of service seekers have been facing a hard time due to prolonged
shortage of medicines in most health posts of Saptari district. Ful Mohammad, 80,
visited Health Post as he was suffering from fever. “I didn’t get even a single piece
of Cetamol at the health post. So, I had to travel to the district headquarters for
the drugs,” regretted Mohammad.Assistant Health Worker at the health post Mr.
Yuba Narayan Mandal said, “Many patients visit the health post for treatment but
