Volunteer Auditing

PricewaterhouseCoopers Independent Auditors analyzed the financial statements of the Parceiros VoluntáriosNGO regarding the 2007 fiscal year with the aim of ensuring the Organization’s transparency in the use ofour resources. The Auditing Team considered that such financial statements properly present, in everyaspect, the Organization’s equity and financial position. It is important to point out that the auditingperformed by PricewaterhouseCoopers was voluntary work.

The attitude that makes the differenceWe have completed 10 years of developing the

Culture of Organized Voluntary Work in Rio Grandedo Sul with success recognized by the Rio Grandedo Sul and Brazilian society and we have alsoexported our model. This is the result of the workcarried out by our efficient and dedicated Team ofcollaborators, trainees, and volunteers, who also relyon the support from the Deliberative Council and ourSponsors, Founders and Supporters.

We owe part of this result to the attitude ofsolidarity from the 249,838 volunteers engaged inthe Cause.

We owe the other part of success to theformation of a strong NETWORK encompassing 74cities that, by means of local leaders, Commercial,Industrial, Rural, and Service Associations, andCommunity Universities, make possible our actionand the cooperative work among several socialactors in order to reduce the existing socialdifferences, supporting the Coordination of theVoluntary Work Program in your city’s ParceirosVoluntários Unit.

Parceiros Voluntários relies on the collaborationof 93,000 young people, 1,410 schools and 2,031companies, serving an approximate public of950,000 people.

For comparative purposes, we should tell youthat 26% of Rio Grande do Sul (RS)municipalities have fewer than 3,000inhabitants, who account for a total of 3% of thepopulation; 20% of our State’s municipalitieshave fewer than 5,000 inhabitants, who accountfor 4% of the population. That is to say, ParceirosVoluntários serves about 9% of the RS populationwith a monthly spending of R$ 200,000.

To serve 7% of its population, the State of RioGrande do Sul needs 228 cities (City Councils, City

Halls, Police Stations, District Attorney’s Office, theJudiciary, Schools). So I ask you this question: Whatis the attitude that governmental, municipal, state,and federal leaders should adopt to follow theexample of Third Sector efficiency?

This comparison and this question are my ownpersonal responsibility, not the Parceiros VoluntáriosOrganization’s.

I suggest that every reader should ask his/herquestion and seek his/her answer.

My enthusiasm about Parceiros Voluntários isand has always been very great. In the early yearsof work, I predicted, at a moment of excitement, thatwithin one decade we would reach 100,000volunteers. Back then people called me a visionary,a dreamer.

Throughout these 10 years, my dear ParceirosVoluntários Organization has not only reached100,000 volunteers, but also nearly tripled thatnumber. The stories of every Volunteer, every CivilSociety Organization, and every institution involved,are touching and make the culture of our Rio Gran-de do Sul State.

I am especially proud of the LeadershipDevelopment and Management training coursestaught to civil society organizations and ThirdSector people. I am also proud of relying on thesupport from business entities such as FEDERASUL,FIERGS, FARSUL, and FECOMERCIO, in addition tothe companies that make up our list of Foundersand Sponsors.

I am grateful to ALL those involved in this majorVoluntary Work Movement in our State and Country.We are Volunteer Citizens!

The future is made from muchimagination, hope and conviction

With this 10th Annual Report, the entireParceiros Voluntários NGO Team wishes toexpress our gratitude to you. It is not by chancethat now you have this report in your hands. Youare either one of those engaged in the voluntarywork movement or a stakeholder, as the publicsare defined in the Balanced Scorecard StrategicMap. However, we would not like to and will notcall you a “stakeholder”, but a “friend of theVoluntary Work Cause”. And it is in this capacitythat you are now receiving our report, whichdepicts the main actions and activities undertakenby this Organization. Therefore, we ask you, ourfriend, to carefully read and interpret with loveand respect the lines and between the lines of thisReport. In it you will see the effort of 10 yearsmade by a group of people who believe in theidea transmitted in one of our campaigns: “IT ISPOSSIBLE TO CHANGE. ALL YOU HAVE TO DO ISSTART”. This effort relied on children, youngpeople, adults, companies, and all those whoform part of our Programs.

Because this Report is the closing of a decade, itcomprises this entire period and not only the year of2007. Thus, you will find information regarding theThird Sector that goes beyond the Organizationitself. You will also find reference to the book we arepublishing in celebration of our 10 years, which iscalled THE FIFTH POWER: The Social Awareness ofa Nation. We have also introduced a specialfeature about our “Life Line”.

If we think fifty years ahead and imagine thechoices and attitudes we must make and adopttoday to allow this future to happen, then this is theright moment to make our choices and whatever weare called to do in terms of the major work towardsour community. Speaking of it, it is important to ask:who is this “community”? Isn’t it composed of

ourselves? Therefore, the work we carry out will befor our own benefit, for the benefit of our childrenand grandchildren! It will be the legacy we arebequeathing. For this reason, the question is: “Whatis the next step?” Everyone’s decision and choicetoday will determine our future.

Have you realized how important YOU are? I’lltell you a story that translates well this thinking. I’veread it in the book Synchronicity: The Inner Path ofLeadership, by Joseph Jaworski.

“How much do you think a snowflake weighs?”,a canary asked a dove.

“Nothing more than nothing”, was the reply.“In this case, I need to tell you a wonderful

story”, the canary said. “I was alighted on abranch, next to the trunk of a tree, when it startedsnowing... it was neither a blizzard nor a storm... itwas like a dream, with no noise or violence. As Ihad nothing better to do, I started to count thesnowflakes that were falling on the buds and leavesof my branch. When snowflake number 3,741,953fell on the branch, nothing more than nothing, asyou said, the branch snapped”.

When it finished speaking, the canary flew away.Ever since Noah’s day, the dove has been an

authority on the subject. It thought about the story fora moment and finally said to itself: “Maybe thevoice of a person is lacking for peace to come intothe world”.

The future is not only made from logic andreason. It is made from much imagination, hope,conviction and especially responsibility, commitment,solidarity, and LOVE. Invoked or uninvoked, GOD isalways present. Therefore, let’s ask HIM to protectand enlighten us!

tThe Organization

This is one of the instigating questions to the ParceirosVoluntários NGO. Over 10 years of existence, theOrganization has been trying to find out whether, withour own practices aligned with a coherent speech andstimulating everybody’s involvement, it is really on thepath to building a better future for everyone and the RioGrande do Sul community.

Among the many actions aimed at spreadingPrinciples and Human Values, one of the major momentsof reflection in Porto Alegre is the ‘Stop and Think’International Seminar, which is organized in partnershipwith the São Paulo-based United States ConsulateGeneral. During the Seminar, national and internationalthinkers lead the public to reflect.

Why does Parceiros Voluntários NGO hold eventsin this line of reflection? As our VISION is aimed atdeveloping the culture of organized voluntary work inRio Grande do Sul State, the Organization believesthat, in order to develop this culture, it is necessary to gobeyond reason. People need to reflect on questionssuch as: Why should I do it? Why should I leave mycomfort zone and commit myself to my community? Whyare my actions important to others? What do I earn andwhat do others earn with that? I pay taxes, but how do Iexpress my humanity?

With regard to voluntary work, the people whoundertake a continuous activity are those who perfectlyand deeply understand the importance and the meaningof their actions, and what they can do for their ownbenefit and for others. It is an attitude involving feeling,solidarity, and expectation of a social and spiritualchange. If we are responsible, we will be able tounderstand how important it is for us to prepare ourselvesto do voluntary work. This includes attending meetingswith other volunteers to discuss concepts of citizenshipand commitment, understanding the role of a Civil SocietyOrganization and the role of Individual SocialResponsibility, finding out what the joining of efforts mightrepresent from a spiritual, economic, behavioral, political,and reality-transforming viewpoint.

Voluntary work also requires sharing experienceswith other volunteers and with contracted teams. Weneed to debate about the development of an organizedvoluntary work culture, our rights and duties, and learnmore about the term “organized”, as voluntary work hasbeen in place in Brazil since its discovery. It is necessaryto know the evolution of voluntary work in Rio Grande do

Sul, in Brazil, and other parts of the world; understandthe concept comprising the Third Sector. The more weknow about voluntary work, the more we will be able toimplement a conscious and far-reaching voluntary action.

It is important that voluntary work applicants seethemselves as agents to transform reality. Colombiansociologist Bernardo Toro says that every social order iscreated by us. Everyone’s action or inaction is that whichconsolidates or transforms this social order. Therefore,those debates about concepts, responsibilities andcommitment allow for a proactive action in favor of thecivil society organization, the feeling of love towards ourneighbors, and building a holistic human being.

Parceiros Voluntários believes that the strengtheningof SOCIAL CAPITAL and a firm HUMAN COMMITMENT,by means of Individual Social Responsibility, lead to theconstruction of a promising future. Social capital is basedon transparency and trust. How and with whom to startthis relationship of trust? The answer is to start thisrelationship with oneself. Everything in the Universe startsat that microcell called “I”. Each one of us must have theHUMAN COMMITMENT to being a participant formingSocial Capital. If we do not intend to be a part of SocialCapital, it will not exist.

Do we Build the Future?

Parceiros Voluntários NGO strongly believes that itis possible to make this transformation provided thatwe all want it. Therefore, it believes that we buildthe future now.

”The key to generating a worldwidetransformation, creating a better future forthe human being, is to be responsible forwhat we do. It’s time every one of usbecame responsible for the society wherewe live. We, human beings, are in a periodof history in which we have an exceptionalopportunity, but we also face a major crisis.For the first time in the history of humankind,we might become extinct by our own hands.The good news is that we have the choice toevolve into a new level of being human”.

The future in the PresentRecent studies indicate that initiatives by Third Sector

organizations achieve better results in ethicallycommitted communities, where there is a greater degreeof trust and reciprocity, greater exercise of citizenshipand, consequently, a higher level of association andcooperation among people. “If the dominant values arefocused on individualism, indifference to other people’sdestiny, lack of collective responsibility, disinterest in thegeneral well-being, and search for consumerism (...) wecan expect these behaviors to seriously weaken thesocial fabric and lead to all sorts of regressive impacts”,states Bernardo Kliksberg, economist and sociologist,general coordinator of IDB’s Inter-American Initiative forSocial Capital, Ethics, and Development.

In a process of development, what distinguishesSocial Capital from Market Capital? According toJeremy Rifkin, U.S. economist and researcher, the bestdefinition of Market Capital continues to be AdamSmith’s traditional philosophy: “Every individualmaximizes their own interests in the market and thiscauses community interests to advance”. Social capital,in turn, is based on another theory, according to Rifkin:“Each person dedicates him/herself to the community,optimizing its well-being. Thus, they optimize eachindividual’s personal interests”. Therefore, we can affirmthat we need both Market Capital and Social Capital,as one supplements the other. This assertion confirmsone of the beliefs of Parceiros Voluntários: sustaineddevelopment is reached through the interaction amongthe economic, social and environmental systems.

“If the intervention is welfarist, it creates dependence;if it is authoritarian, it creates low self-esteem; if it is based

on the exchange of political favors, it creates a culture ofadherence; if it is democratic, it creates citizenship andautonomy”, Bernardo Toro considers. Thus,understanding that one of the functions of Third Sectororganizations is to develop democratic forms of socialintervention, in which people are capable of building,in a cooperative way, the social order in which theywant to live, Parceiros Voluntários NGO has adoptedtwo distinct but supplementary lines of action: Doingand Influencing.

Influencing is directly associated with the Vision of“developing the culture of organized voluntary work”and, to this end, it is associated with the need to mobili-ze people through activities that promote reflection. Byholding awareness-raising events such as lectures,conferences and seminars; launching publications ondifferent media – print, electronic, and virtual –;networking and connecting citizens, schools,organizations and companies, Parceiros Voluntáriosencourages people to participate in the construction ofa Rio Grande do Sul State with a Voluntary Attitude.

Doing is expressed by the several programs thatmaterialize the Mission of “promoting, increasing andqualifying the fulfillment of social demands throughvoluntary work, aiming at improving the quality of life inRio Grande do Sul”. Each of these programs is shownon the following pages of this Report.

In response to the unity between Influencing andDoing, we can realize, through the figures below,that the RS community is aware of its role as an activesocial agent, building the future with actions inthe present.

Parceiros Voluntários believes that the combination“idealism + professionalism”, “emotion with results” and“inner satisfaction with social impact” is indispensable.Ever since its foundation, it has encouraged memberCivil Society Organizations to adopt a moreprofessional management system. The Third Sectorneeds to make use of a Strategic Planning Systembased on the business model without losing sight of itssocial purpose, the ESSENCE of its reason for being, theLOVE for its Cause.

Faithful to this concept, Parceiros Voluntários hasset a the General Guideline for the 2006/2007biennium the Strengthening of the Network. In thisregard, all activities undertaken were focused on threemajor objectives:

When it comes to social action, the challenge is todeal with complex and different realities inenvironments of permanent transformation. ParceirosVoluntários considers itself a learning Organization,reviewing Processes, Methodologies, Objectives, andGoals whenever necessary. The attitude of openness tothe new is also reflected in the constant updating ofIndicators – both quantitative and qualitative – toevaluate the contribution the COMMUNITY is making tothe COMMUNITY.

Evaluating the results of Civil SocietyOrganizations is no easy task, considering that manytimes funders or sponsors are more concerned aboutthe economic and financial aspects of their initiatives,while organizations are more concerned about thesocial aspects of their actions.

Ever since its foundation, Parceiros Voluntários hasbeen submitting its figures to auditing and today thiswork is carried out by PricewaterhouseCoopersIndependent Auditors.

With voluntary consulting provided by São Paulo-based company Symnetics Business Transformation,Parceiros Voluntários has been using, since 2003, theBalanced Scorecard (BSC) management tool, whichidentifies all its Processes and Indicators and suggestsways for the Organization to advance towards itsVision and Mission.

Get to know ourcustomers =deepen the knowledge of theinvolved public, their profile,needs and expectations.

Train people = disseminate the concepts ofIndividual Social Responsibilityand to stimulate voluntary work.

Promote the ContinuousImprovement of Processes,aiming at efficiency, efficacy andeffectiveness.

Being a learning Organization is one of thecharacteristics of Parceiros Voluntários NGO. Over 10years, there have been many opportunities foremployee and volunteer training. National andinternational partners have made their time andknowledge available in meetings aimed at buildingnew experiences, practices, and views.

During his stay in Porto Alegre, in 2002, to attend the1st ‘Stop and Think’ International Seminar, Lester Salomon,U.S. researcher, led a workshop with Parceiros Voluntáriosemployees and guests, revisiting the concepts ofcooperation among the First, Second, and Third Sectors.

In 2003, the presence of Bernardo Toro, Colombiansociologist, marked a deepening into the concepts of socialcommunication and mobilization. In 2004, it was MarcioSimeone Henriques’ turn to work on these concepts throughthe “Manuelzão Case” from Minas Gerais State. Also in2004, “Leadership and Self-Development to Build theFuture” was the focus of U.S. philosopher John Renesch’swork with Parceiros Voluntários.

There have been innumerous collaborative visitsby the Symnetics Team to review the Organization’sstrategic planning process and its BalancedScorecard (BSC).

One Decade of LearningThe year of 2006 marked a strong cooperation

effort between Parceiros Voluntários and UNISINOS –Vale do Rio do Sinos University to develop and provideto the Parceiros Voluntários Team the “Human Actionand Social Practice” course.

The partnership with the São Paulo-based UnitedStates Consulate General has made possible thepresence of Dr. Charlotte Shelton – Ph.D. in advisoryservices from Northern Illinois University – whopresented the concepts of Quantum Management torestructure companies and ourselves by using sevennew quantum skills. Doctor Shelton worked for threedays with the team, August 20-22, 2007, also forming,with André Coutinho, of Symnetics, a reflection groupfor the Organization’s next five years.

When Parceiros Voluntários was established in1997, the Brazilian Institute of Public Opinion andStatistics (IBOPE) conducted a survey to evaluate theimpact of NGO’s whose aim was to contribute towardssocial development. The purpose was to check how thecommunity would receive an organization aimed atencouraging voluntary participation, how that workwould be recognized and incorporated by people, andwhat was the influence civil society organizations hadon the population.

In 2001, International Volunteer Year, the surveywas carried out again by IBOPE, with the same focusand public profile, and some new questions. In 2007,hired by Parceiros Voluntários, IBOPE investigated thetopic again, providing respondents with the followingconceptualization: “Voluntary work is that in which anyperson, by his or her own initiative, undertakes anactivity of any kind, motivated by a cause or ideal, notaiming at any type of material compensation”.

The research data, collected in five RSmunicipalities (Bagé, Caxias do Sul, Pelotas, SantaRosa, and Porto Alegre) on October 7-12, 2007, in a

406-interview sample, provide important informationabout how organized voluntary work acts in people’simagination. The most encouraging aspect is that 90%of respondents have a positive image about voluntarywork, especially those aged 16-24, with more years ofschooling, who know Parceiros Voluntários.

The good image, however, does not yet translateinto a real impulse to spring into action: 92% ofrespondents do not do voluntary work. The mainreasons that lead people not to commit themselves tovoluntary work are lack of time (68%) and the needto address their own problems (13%). Also, 10% thinkthat voluntary work is the State’s duty. The good newsis that there has been an increase in the number ofpeople who regard social responsibility as the mostencouraging factor to do voluntary work (31% in2007 against 24% in 2001), considering that this isthe major motivation for those who know and dovoluntary work. 25% of respondents believe that themost stimulating factor is to get closer to socialproblems (a number that has kept stable; there were24% in 2001).

IBOPE Survey: Listening to the Community

- Personal learning or achievements byvolunteers: 59% prove to be more toleranttowards others and 47% get to know differentrealities or living conditions.Availability to do voluntary work: only 15% saidthey would certainly do it and 63% said they coulddo it, depending on the type of work. Among thosewilling to work as volunteers, 84% would like todeal directly with the population, especiallyeducation (50%) and health (47%), with children(63%) being the target of the benefit.General results reinforce the need to

systematically monitor voluntary work and the ThirdSector, especially through studies on aspects andimpacts from a sociological, anthropological,behavioral, cultural, and economic viewpoint. Thereis, therefore, a large avenue to conduct academicresearch. The survey also indicates that there is avast awareness-raising campaign to be launched tobreak down the barrier between the ideal and thewillingness to get down to work.

- To 90% of respondents, especially young peopleaged 16-24, the image of Voluntary Work ispositive.

- 32% associate voluntary work with solidarity;24% with donation and charity, and only 14%associate it with community participation.

- The means of mass communication areconsidered as the movement’s best disseminationmethod. To young people, the best disseminationmethods are shows and events. Lectures mobilize16% of respondents.

- Parceiros Voluntários voluntary work is consideredgood by 70% and excellent by 22% ofrespondents.

- Motivation: 38% of respondents ascribe it to theneed to feel useful and for self-help. But 25%indicate that doing voluntary work is a result ofbeing aware of social problems. The factor thatmotivates volunteers to keep engaged involuntary work is the satisfaction/gratitude of thebenefited people (47%).

Methodologies: Systematized Experience

For ten years Parceiros Voluntários hassystematized all of its knowledge, turning it intoprocesses with the aim of facilitating the disclosureand dissemination of these experiences as newpractices. Thus, it has produced nine methodologiesdirected at several publics:

Setting up In-House CommitteesObjective: Contribute towards setting up andqualifying an In-House Committee based on theconcepts of Business Social Responsibility andorganized voluntary work.

Training Voluntary Work Coordinators inCivil Society OrganizationsObjective: Train representatives of Civil SocietyOrganizations aimed at working with volunteers,in an organized way, by means of concepts,planning, monitoring and evaluation, to use thevoluntary human resources the society has.

Developing Third Sector LeadersObjective: Provide managers of Civil SocietyOrganizations with management models, projectpreparation techniques, actions focused onresults, and learning processes to work at andparticipate in Collaboration Networks, aiming atan effective and transparent action generatingsustainability for Organizations.

ConsultingThe experience acquired in developing andapplying these methodologies makes it possiblefor Parceiros Voluntários NGO to provide, inaddition, consulting or assistance services inundertaking community-oriented SocialResponsibility actions.

Rio Grande do Sul with a Voluntary AttitudeTo Parceiros Voluntários, Networks are a strategic

route, the search for change in the organizationalmodel, much more than a new way to designate a typeof association. Parceiros Voluntários moves away fromthe mechanistic andhierarchized view andadopts an ecologicalview, focusing on therelationship amongparts, not on the partsof the system. ParceirosVoluntários does sobecause it believes thatthe web model described by Fritjof Capra is moresuitable and effective. Thinking in terms of a web ornetwork allows Parceiros Voluntários to keep agile andlearning, capable of rapidly responding to the needsthat arise. Thus, it is not uncommon for a Network Unitto add new actions to its planning process as a result ofchange in that community’s priority need.

Keeping that level of attention to the community is abig challenge to the Units, and the state meetings are aneffective way of targeting this challenge. In state meetings,the similarities of situations that the different units face inthe everyday life become evident. In addition, they give usthe opportunity to share creative solutions. The goodfunctioning of a Network strongly depends on technical,human, and conceptual improvement so that it cansatisfactorily accomplish its mission: “allow different socialaction programs and projects to be created or replicatedso as to meet the demands of communities”.

Therefore, the coordinators of local Networks are avital link in the system that Parceiros Voluntários haschosen to consubstantiate its motto:

You want to help. We know how.In order to strengthen networked actions, Parceiros

Voluntários is faithful to the strategy of setting up unitswhere it relies on the support from recognized and honestlocal entities: class associations, trade unions or institutionshaving mobilizing and networking abilities, such ascommunity schools and universities. This strategy is basedon the perception that such organizations rely on theparticipation of leaders and entrepreneurs whoselegitimacy and ability to act are recognized at local level,which allows them to lead decision-making processes withthe support from their communities – and the ParceirosVoluntários experience has shown that the partnerships

and alliances thus formed become more stable and lastingas the leaders and directors of those entities are morecommitted to the cause. The success of our action is stronglydependent on the support and trust from those leaders and

institutions that get involved and believe inthe formation of a better human being.

In this context, Parceiros Voluntáriosattributes to itself the role of“netweaving”. It is the duty ofcities, the Network “links”,to indicate what they wantfrom Regional andState Meetings and

how they want it. Likewise, it iseach Unit’s duty to adapt tothe local reality the strategiesand guidance arisingfrom these meetings.

For the networked action to besustainable and achieve the resultsdesired by the involved communities,it is necessary to increase awarenessand mobilize the different socialactors towards joint work. Only thisway we will be able to build a Statewith a Voluntary Attitude, capable oftransforming the economic, social,and environmental reality.

In 2007, in partnership withCommercial, Industrial, Rural, andService Associations from every region,Parceiros Voluntários held four RegionalMeetings of Voluntary Work Leaders.

Leaders from the cities of Bagé,Dom Pedrito, Pelotas, and Rio Grande met on September4 at the headquarters of Pelotas’ Commercial and Industri-al Association.

The Upland Region held its Regional Meeting ofVoluntary Work Leaders on November 12 at BentoGonçalves’ Industrial, Commercial and Service Center,with representatives of the cities of Antônio Prado,Caxias do Sul, Farroupilha, Garibaldi, Nova Prata,São Marcos, and Bento Gonçalves.

Central Regions took place on August 16 at theheadquarters of Lajeado’s Commercial and IndustrialAssociation.

On the occasion of the giving of the 2007 Parceiros Voluntári-os Award, in May, it was organized the Third State Meetingof Voluntary Work Leaders, which was attended byleading business people from several regions of the State.

The main objectives of State Meetings areto offer moments of reflection, sharing, and co-responsibility to the Parceiros Voluntários Unitwith the management of the Networkedprocesses and to disseminate the practices thatfoster the culture of organized voluntary work.Every six months, those Meetings contributetowards consolidating the Plans of Action,becoming opportunities for integration atregional level.

During the 15th State Meeting, held in thecity of Viamão, April 17-18, in addition tosetting local and regional priorities, putting

forward solutions, updating and revitalizing concepts,objectives, and result indicators, we also worked onpreparing the State Meeting of Voluntary Work Leaders.

On November 6-8, the 74 Network Coordinatorsmet again for the 16th State Meeting. As istraditional in the schedule of these events, groupdynamics were carried out to make the narratedaccounts easier and to bring participants closer intheir tasks of evaluating the actions undertaken in2007 and making plans for 2008.

The action undertaken by RS volunteers becomesmore visible on certain dates and events that alreadyform part of the State’s social, cultural, and economicagenda. This is the case of the third Saturday in May,instituted as Solidarity Day by a state decree, andDecember 5th, International Volunteer Day,proposed by the United Nations Organization in 1985.On these occasions, volunteers usually mobilize todisseminate the culture of solidarity in a wider way,providing services to the community, undertaking actionsthat raise awareness of the importance of the cause,and inviting other people to participate.

In 2007, the Network adopted differentstrategies to celebrate International Volunteer Day,such as holding volunteer meetings, undertakingactions by the Tribes, marches and mobilizationcampaigns at toll plazas, get-togethers with membersof Civil Society Organizations, partners and sponsors,distribution of informative leaflets, and contact withthe media to publicize features in newspapers, radiostations, and websites.

This year, voluntary work was also part of PortoAlegre’s 53rd Book Fair, the 6th MercosurBiennial of Visual Arts, in the Educational Area,and the 30th Expointer, in partnership withSEBRAE/RS.

We Make the ChangeWe have a lot to remember over these 10 years of

activities of the Parceiros Voluntários NGO. There havebeen numberless striking activities and facts that movedus. One of them is International Volunteer Day,which the UN launched in 2001.

Back in 2001 we launched the ‘IT IS POSSIBLE TOCHANGE. ALL YOU HAVE TO DO IS START’ campaign.It touches us because we realize that things that aredone with love, dedication and ethics become timeless.A jingle was made for that campaign and it hasbecome an anthem for Volunteers. It calls upon all thosewho want to work in favor of others, but especially infavor of their own development. This anthem hascaused millions of people to respond to the call. Its freetranslation into English reads:

“When you embrace a cause,the entire cause embraces you”

I was born on February 12, 1940, in Passo Fundo, Rio Grande do Sul State, Brazil, into a family inwhich several people had already been doing voluntary work selflessly. But it was only after I turned 30that I felt the need to help people, regardless of being my relatives or not, of their religion, color, economiclevel, etc.As an executive for a large national group, in the following years I kept dedicating myself entirely to thecompany, starting to make monthly donations to several philanthropic institutions. After retiring from thecompany and starting up my own professional activity, I felt the need to work directly at an institution as avolunteer.But which group of people should I help? Newborns abandoned by their mothers, young people, adults,the elderly, the homeless, the disabled, drug addicts, patients with incurable diseases, former prisoners,etc.? To which institution should I offer my work?Then I remembered Parceiros Voluntários, which was taking its first steps in 1999.I went to its headquarters, completed the Volunteer Registration Form on 06/10/99, did an individualinterview on 06/22/99, and randomly chose Casa do Menino Jesus de Praga (CMJP) because Iunderstood that it was home to human beings totally dependent on help from others, deprived of love andcondemned to a short life replete with difficulties.

After that I went to the institution and started working at the Fund-Raising Department, receiving fromthe board of directors, on 07/20/99, a very simple card, which I still keep with much tenderness. It reads:To our friend AlbertoLove and joy are basic elements for us to win friends and keep them. And they are basic for our peaceof mind too. Thank you for the love and joy you offer us and may you feel the peace that is born within us.Happiness cannot be anywhere that is outside of you. Thank you for being by our side.From all of us at CMJPWell, after that I started to be by the side of everyone there, to attend board meetings, to accept newchallenges such as the Human Resources Department, the Treasury Department for six years and, in April2007, I took up the post of president for two years.I confess that the current post was not part of my plans. I always wanted to work anonymously, but I endedup complying with the requests of my workmates and accepted the major mission and challenges:• constantly improve the quality of life of every child the institution is home to• obstinately seek the institution’s sustainability and everlastingness• start building a new unit capable of being home to a larger number of children in better conditions• always work to improve the institution’s quality of management, and• always maintain the values of total respect for children, love for our neighbors, ethics, honesty andtransparency in search of a more equitable and solidary society.Finally, I always thank God for the opportunity He gave me in this life to have a beautiful family, withmy wife, to whom I have been married for over 42 years, my three beautiful and healthy children andgrandchildren, and for directing an institution that is home to 42 children with serious brain injuries andmotor problems who come from low-income families, who have been abandoned or ill-treated, and whowe treat as if they were our own children.Working on a voluntary basis at Casa do Menino Jesus de Praga is like attending a sacred place with aspecial aura, it is like taking a PhD degree in the school of hard knocks, remembering that it all startedduring an initial interview at Parceiros Voluntários, to which I am extremely grateful.

Exercising Business CitizenshipThe focus of Parceiros Voluntários NGO on

companies is based on the version of Milton Friedman’sthought rewritten by professor Austin: “The business ofbusinesses is to create social value in addition toeconomic value, because economic value not alwayscreates social value, but social value always createseconomic value in a virtuous spiral”. To understand andapply this thought, it is necessary to create anotherdimension of values, of systemic view and mental maps.Parceiros Voluntários believes that companies are nowrealizing that dealing with the economic aspect,environmental management, and social responsibilityare the keys to increasing productivity and creativity. It isclear that, in the coming years, companies will have tochange their focus to meet not only their physical butalso their emotional, mental and spiritual needs. Peoplewill wish to work for companies where they can taketheir highest values, companies that give them thechance to make a positive difference in the world andthat encourage them to become everything they can be.When people consider their work significant, they reachtheir deepest levels of intuition and creativity. This isgood for them, good for the company, and very goodfor communities.

Cristine W. Letts, Director of the Executive EducationDepartment at Harvard University, tells us thatcompanies, before starting a social investment action,should consider some practical issues. Among them, shehighlights an effective analysis of their motivations, howmuch and for how long they are willing to committhemselves, what type of internal support they possess tocarry on the initiative in terms of competence andtechnical authority, and which place the project willhold in the corporation. To Cristine, there are three goodcriteria to evaluate the impacts of a social project on thecommunity: integration with the public policies dealingwith the problem to be faced, the ability to generatevoluntary solidarity, involving different community actors,and the possibilities of partnership and sectorialcooperation.

Part of business people’s social awareness that isnow expressed has been stimulated by the calamitoussituation in which millions of Brazilians live. Companieshave started to help schools and sponsor students,employ the disabled, invest in cultural projects, andtake care of community health, worrying much more

about the quality of the physical milieu and theenvironment. Over the past ten years, there has beenan enormous increase in the number of companies inBrazil that include in their strategic planning process theestablishment and maintenance of constructiverelationships with the community, which today is acondition for survival.

Among these methodologies, Parceiros Voluntárioshas developed the Corporate Volunteer Program withthe aim of making it easier for a company to engage insocial actions. It is part of the methodology guidance onthe creation and the respective training of In-houseCommittees in community-oriented social projects. Theinitial preparatory training of the Committees iscomposed of 16 hours/class divided into four modules:

1. Conceptual module regarding Mobilization2. Duties, functions, and operation3. Relationships and partnerships with the community4. Indicators and evaluationTwo programs – Corporate Volunteer Program and

Civil Society Organization Program – are interlinked, aswe encourage companies, by means of theiremployees/volunteers, to qualify institutions such as daynurseries, nursing homes, and other institutions inmanagement methods. Thus, companies provide themwith their most precious asset – human resources andmanagerial knowledge – thus proving to be a veryimportant tool for transforming reality.

Business Social Responsibilityfor small businesses

When we talk about social responsibility, weimmediately think that only large companies canpractice it. Andrew Savitz, Director of SustainableBusiness Strategies, in the U.S., says that this is a seriousmistake to the extent that they are, all over the world,the driving force that boosts economic growth,generates jobs, and provides many people with theirinitial vision about how companies operate. However,we cannot think about expanding the sustainabilitymovement if it does not also mobilize directors ofbusinesses with 3, 20 or 100 employees. Many times,owners of small businesses do not identify theconnections with the improvement of their businesses. Infact, small businesses might benefit more than big ones.Without major advertising funds, or even withoutreaching a nationwide consumer scale, small businessesdepend on local good will and a positive word-of-mouth publicity to build up their reputation. A localbusiness that is harmful to the environment or thecommunity will probably not last long enough.Therefore, it is also important for small businesses tobecome aware that any movement towards “making theright thing”, building a strategy of sustainability, will besurrounded by opportunities and challenges.

Business Representation UnitsThe entities that represent several sectors of the

economy, commonly called “class entities”, are alreadyincluding the three levels necessary for a sustainable

picture – economic, social and environmental levels – intheir scope of strategy and guidance to the associatedentities. The same way these entities provide guidanceto companies on the good and mandatory practices ofthe economy, they are now starting to provide guidanceon Environmental and Social Responsibility.

In May 2005, the National Confederation ofIndustry (CNI) set up the Permanent Thematic Councilof Social Responsibility (CORES) with the duty ofsubsidizing and guiding actions of the IndustrialSystem in the field of Social Responsibility. TheCouncil is composed of representatives of severalFederations of Industry and sectorial associations. ThePresident of CNI, Armando Monteiro Neto, in theIntroduction to the entity’s Handbook, says that“reinforcing this trend and developing the culture ofsocial responsibility is one of the initiatives weconsider fundamental to economic growthand to improving the life of the population.It is one of the main programs that should beimplemented so that the goals of the Industry’s2007-2015 Strategic Map can be achieved”.

In addition, the Handbook informs that someorganizations, besides seeking EconomicResponsibility, Legal Responsibility, and Socialand Environmental Responsibility in the directscope of their business, do much more. They adoptcriteria of relationship or develop programs aimed at,for example, disseminating sustainable businesspractices with their suppliers, communities, distributors orstrategic partners, or with the suppliers of their suppliersand so on, positively modifying a whole set of activitiesthat directly or indirectly revolve around them. They arecompanies we call Co-Responsible for the Whole,that is, companies that seek sustainability by means ofactions that exceed the direct scope of their business.Sustainable companies are EconomicallyResponsible, Legally Responsible, Sociallyand Environmentally Responsible, andalso Co-Responsible for the Whole.

The essential thing here is to understand that thefirst floor of a building (Economic Responsibility) isas important as the penthouse (Co-Responsibility forthe Whole). But we can only build a penthouse afterthe first, second and third floors have beenstructurally built.

OK. So please answerthis question: What can we, young people, do? Howcan we participate?

This challenge came up in 1999. The teacher,Carlos Barcellos, went to Parceiros Voluntários and in ajoint action we looked for “a young way to participate”.Firstly, it was suggested that each school should meetsome demands of a Civil Society Organization dealingwith children.

In a short while the number of young peoplebecame very large and it was necessary to come upwith another participation process. Then, the TRIBESON THE TRACKS OF CITIZENSHIP project gotstarted with 18,000 children and young people frompublic and private schools. Today, 93,000 students takepart in the project.

Over the year, these students undertake actions intheir regions – actions they choose – seeking to take three“tracks”: Education for Peace, Environment, and Culture.The methodology used in the Tribes on the Tracks ofCitizenship project favors the co-authorship of youngpeople, teamwork, and the sharing of experiences. Italso creates conditions for reflection and skilldevelopment, training and strengthening juvenile actionand promoting student training in leadership,entrepreneurship, voluntary work, and citizenship.

Working with children and young people alsoprovides specially touching moments that confirm theyhave a strong will to participate. This project has givenus the opportunity to break with deep-rooted patriarchal

concepts that, by defining young people as “citizens ofthe future”, tend to keep them infantilized, in the badsense of the word. Children and young people are notthe future of our country, they are the present; they areable here and now! Our Book of Tribes depicts a littlebit of this story. Why this name? Because “Tribes”suggests belonging, “Tracks” suggests movement,and “Citizenship” suggests commitment andresponsibility.

One of the characteristics of Parceiros VoluntáriosNGO is to always ask, when analyzing our processesand programs: what are we really doing? What is thepurpose of this action? What is the essence? In ten yearsfrom now, what will this intervention mean in the life, inthe education of those children, youngsters and people?

In search of the answers, we joined the Center forUniversity-School Integration at the Federal University ofRio Grande do Sul. The analysis of the activities and theresults of the TRIBES action, obtained up to that moment,allowed us to jointly build our own methodology forjuvenile mobilization and training of educators andyoung people, taking into account the four pillars ofeducation: Learn to Know, Learn to Do, Learn to LiveWith, and Learn to Be.

In 2007 an important step was taken towardsgreater networking with educators by means of theCourse in Educators’ Training in Solidary andVoluntary Social Participation, provided as apilot project in the municipalities of Antônio Prado andAlvorada. The Young People and VoluntaryWork survey, which served as a starting point forpreparing the course, looked for answers to a keyquestion: “How to mobilize young people for solidaryand voluntary social participation?”

Current of Positive EnergyWhen young people receive support and

opportunities, being respected and viewed as asolution, rather than a problem, they are capable ofbringing about major transformations and, above all,taking positive attitudes such as leading, undertaking,adopting new behaviors and attitudes towards theircommunities.

Every year, the Tribal Regional Forums –organized by the Parceiros Voluntários Network in eightRio Grande do Sul regions – contribute towardsconsolidating the action of the Tribes on the Tracks

Tribes on the Tracks of Citizenship

of Citizenship in the State. During these events, theNetwork Units rely on the fundamental support from CityHalls and Municipal Offices in preparing theinfrastructure to welcome Tribe members with total comfortand safety. In the municipalities hosting the meetings, theOffices of Education, Culture, Health and Environmentjoin other companies and partners in this effort. In 2007,thousands of young people, educators, schools, andparents once again emerged stronger from the Forums,which have proved the diversity and mobilizing force ofsolidary work carried out on a joint basis.

Metropolitan Region/Vale dos Sinos Area and Coastal Region Forum

In Cachoeirinha, in order to welcome the 2,200attendees at the Regional Forum of the MetropolitanRegion/Vale do Sinos Area and Coastal Region,organizers worked with the City Hall and theOffices of Environment, Safety, Health, Labor,Citizenship, and Social Work, Transport, Educationand Culture, in addition to different public bodies,companies and entities. The mobilization and theunlimited support received from the local communitymade it possible for us to run 45 workshops

targeted at Tribe members on Oct. 25, at SESIheadquarters, in the city’s Industrial District, withtotal safety and comfort. Young people dealt withthemes such as Safe Traffic and Traffic Education,Environmental Preservation, Reuse of Materials forIncome Generation, Theater, Dance and Music. Theattendees watched a performance by Loucos dePalco theater group, from Cachoeirinha, anddanced to the sound of rock, hip-hop, and pagodeby several regional tribes.

South Region Forum

On Oct. 24, Rio Grande was the meetingplace for about 500 Tribe members from thecities of Bagé, Pelotas and Rio Grande. Onceagain, the South Region showed its artisticvocation with performances of traditional dan-ces from RS folklore and hip-hop, recitals andsongs written by Tribe members, in addition todance performances. To encourage the

development of skills, workshops on Introductionto Drawing and Expression, Chess, Guitar,Recycling (how to turn materials into toys andschool supplies such as pencil cases, dolls andgames), Dance and Parody (how to use a well-known song or poetry and turn it into a newwork with a theme relating to the interest of thegroup) were held.

Hydrangea Region ForumApproximately 700 Tribe members from five

municipalities from the mountain region met atGramado’s largest Trade Fair and Event Center onOct. 26 for the Regional Forum. In addition toyoung students, this year attendance of childrenaged 4 upwards was very significant. The makingof a peace mandala made from recyclablematerials and a special performance onenvironment by an amateur theater group werescheduled for the children. For teenagers, theactivities of the day focused on a scavenger huntregarding the themes of every Track related to theTribes project. By means of murals illustrated withpictures, texts and drawings, the main activities ofthe Tribes over the year were made known.

Taquari/Rio Pardo Regional Forum

Upland Region ForumIn Antônio Prado, five thematic workshops

marked the schedule of the Upland Region TribalForum, on Oct. 24: Leadership, Tourism, Environment,Sharing Experiences I and Sharing Experiences II.About 400 young people actively took part in theproposed group dynamics, plays and games andreflected about key questions for their development,such as the main skills a leader should have today,environmental protection, material recyclingtechniques, city heritage preservation, and valuing ofour cultural identity. During the two SharingExperiences workshops, Tribe members from AntônioPrado, Bento Gonçalves, Caxias do Sul, Farroupilhaand Garibaldi narrated the actions they undertookover the year on each track, with the aid offacilitators from Garibaldi and Antônio Prado. Afterthe workshops and the collective snack, there was aconcert by Doce Expresso band and a walk to theMother Church for a picture of the Tribes. The AntônioPrado Unit had the support from the educatorsattending the Course in Educators’ Training inSolidary & Social Participation and JuvenileMobilization, at the ‘Joy of Living’ Third Age Club,Lions Club, and LEO Club in holding the meeting.

So that visitors could get to know Encruzilha-da do Sul, the 19 workshops directed at Tribemembers were organized in different city locations,providing information on themes such as Educationfor Peace, Environment, Solid Waste Recycling, FirstAid, Handicraft made from plastic bottles, alcohol-and drug-related traffic accidents, capoeira, Africandance, Miscegenation, RS dances, body expression,aerobics, life-valuing activities, and child laboreradication, among others. Orgulho da Raça Band(African dance) and APAEXONE-SE Band (from thelocal APAE) were responsible for the musicalperformances of the day.

Central Region Forum

A beautiful symbolic ceremony closed the meetingof young Tribe members at the State’s Central Region,in Cachoeira do Sul, on Oct. 18. After the group

dynamics, the narration of the actions undertaken overthe school year and the artistic performances,everybody was invited to watch, outdoors, thelaunching of three white balloons, representing theactions of the Tribes in the fields of Culture, Educationfor Peace, and Environment. Each balloon carriedseeds symbolizing the collective desire that they wouldbear fruit wherever they landed. That was the wayfound by the roughly 400 volunteer young peoplefrom the cities of Cachoeira do Sul, São Sepé, Santia-go do Sul, São Pedro, and Santa Maria to spreadtheir message and affirm their commitment: to sowhope. During the musical performances, Coração deMaria Band, of SESC’s Maturity Choir, and Escola RioJacuí Dance Group were the highlight of the event.

Tribe members from the municipalities ofGiruá, Santo Ângelo, Ijuí, Passo Fundo, Nonoai,Frederico Westphalen, São Borja, Panambi,Quinze de Novembro, and Condor got together atSESC’s gymnasium, in Santa Rosa, on Nov. 14.The Northwest and Production Region Forum,which brought together about 600 participants,organized a Capoeira Workshop open to all withthe aim of developing mind and body balance,integrating Tribe members, and teaching them alittle bit of African-Brazilian culture. In addition tonarrating the actions undertaken in 2007, thegroups planned the activities for 2008 and thrilledat the dance performance by students attendingSão Borja-based Olavo Bilac Technical School.

Frontier Region ForumOn Oct. 27, Uruguaiana’s Lions Club was

the meeting place for the city’s Tribes with thevisiting Tribe members from Itaqui. About 150students took part in presenting the activitiesundertaken by the Tribes throughout the year,using audiovisual resources. It was the momentto narrate and evaluate how their voluntaryinitiatives impacted the communities. The city’sSecretary for Culture gave a lecture on RioGrande do Sul’s cultural identity and a biologistof the Municipal Science Museum talked toyoungsters about current environmental issues.Cooks at Uruguaiana’s Commercial andIndustrial Association (ACI) prepared lunch andafter that dances and group dynamics cheeredup the attendees.

Civil Society Organization Program

Third Sector Management is FundamentalEver since Parceiros Voluntários NGO was founded

in January 1997, we have strategically chosen legallyincorporated Civil Society Organizations (CSO) to beour strong partners in developing the culture oforganized voluntary work. The triad – Volunteers (youngpeople, companies or individuals) + CSO + ParceirosVoluntários – contains the force for sustaining thevoluntary work movement in our State.

With this view, Parceiros Voluntários, in additionto being a source of qualified volunteers, advisesCSO’s on management systems in order to better usethese resources. To institutions, a well-trained andacting volunteer makes all the difference, just likeevery new partner that is mobilized to contribute byboth disseminating knowledge and providingservices, material or financial resources. To ensure agood use of human/voluntary resources, we createdthe Volunteers’ Coordinators Training Course for CSO-indicated employees.

In the context of a Third Sector composed of totallydifferent organizations, the guidelines for developingthe Program showed us that we should work especiallywith those organizations that, because of their manydeficiencies, needed committed voluntary citizens tobe able to achieve their goals. In many of them, weidentified great idealism, which lacked an evengreater degree of professionalism. In many entities,this was one of the factors that precluded thepermanence of the volunteers or companies wesubmitted to them. For that reason, Parceiros Voluntári-os sought a partnership with SEBRAE/RS aiming atdeveloping managerial courses targeted at CSO’s.

For many years, Parceiros Voluntários has beenproviding courses within the Third SectorDevelopment Program. With a methodologybased on 88-hour experiential workshops, we trainleaders and directors of member organizations inpreparing strategic planning, fund-raising, projectimplementation and management, networking, andcollaboration with the public and private sectors.Emphasis is placed on the Human Factor,Communication, and Quality of Management inserving those organizations’ internal beneficiaries.Thus, our sponsors and partners have optimized theresources invested.

Another focus of the methodology is encouragingCSO’s to adopt the Idea of Network Formation.

This is the biggest gain because it is in the NETWORKthat the organization finds its interlocutors andimplements a number of actions ranging fromknowledge and experience sharing to materialresources. Structured networks allow for a collectivegain when planning projects, submitting them, andimplementing them in partnership. It is about mutualsupport. It is the good old saying that goes “Manyhands make light work”.

The involvement and actions of the Parceiros Volun-tários NGO with member CSO’s – in referringvolunteers, in Third Sector Development Programcourses, and in the Network Formation Methodology –are all free of charge, including lectures, courses,guidance, voluntary work database management,supply of teaching material, management software,and other training resources. To this end, ParceirosVoluntários seeks to maintain the Programs with the helpof Sponsors and Supporters.

This whole effort to qualify CSO’s through trainingcourses is free of charge because, at the final tip of theprocess, the beneficiaries are thousands of children,young people, adults and old people who receiveattention, respect, love, solidarity and have their funda-mental needs met in terms of health, well-being,education, and environment. As Peter Drucker said: “theresult of a social project is a better human being”.

Social Partnership Network – Rio Grandedo Sul State Government

At the invitation of the Rio Grande do SulState Department of Justice, Parceiros Voluntáriosjoined the Social Partnership Network, which waslaunched in May 2007.

Its strategic design is innovative and its goalsare well set:• optimize resources given by companies to

social action• enhance the action of nonprofit entities• improve the State’s traditional action in this area• create conditions to increase Third Sector

sustainability.Joining forces for development, several Third

Sector organizations in Rio Grande do Sul form partof this Program’s Social Projects Portfolio. It is Parcei-ros Voluntários’ duty to train the entities with the aimof qualifying their management methods, optimizingthe results of their actions, and collaborating withpublic policies and the State’s social development.

The training process takes place by means of3 16-hour modules, addressing:• Module I – Networking and Visibility of the CSO• Module II – Leadership, People Management,

and Relations with Beneficiaries• Module III – Financial Management, Strategic

Planning, Relation with the Environment, andEconomic SustainabilityThe two first groups were trained in 2007. By

the end of 2008, 500 people of 250 CSO’s willhave been benefited. Everything at the service of amajor goal: to generate social development!

To understand very well this customer and strongpartner – called CSO – and because one of ourstrategies is to form partnerships honestly andtransparently with the first and second sectors, ParceirosVoluntários became a member of two new networks in2007. It is important to point out that everything isentirely free of charge for the CSO’s that benefitfrom these initiatives.

In any social project, the ideal condition is when

several partners unite, when everyone brings their ownexpertise with the sole purpose of benefiting thecommunities. According to Rose Marie Inojosa, in SocialCommitment Networks, “(...) it is networks in whichpartnerships are mobilized with the shared perceptionof situations or problems that break or imperil thebalance of society or its prospects of development, andin which the solution requires more than the isolatedaction of public and/or private organizations”.

HSBC Social Participation NetworkIn August 2007 there started the formation of

the Social Participation Network, a project by theHSBC Solidarity Institute and Parceiros Voluntári-os. For two years, there will be the training,development, and coordination of 11 projects byCSO’s located in 10 RS municipalities: PortoAlegre, Novo Hamburgo, Frederico Westphalen,Santa Maria, Palmeira das Missões, Bom Retiro,Bento Gonçalves, Santiago, São Borja and Ijuí,all of them entirely free of charge forparticipants.

The training process is aimed at offering toolsso that the projects promote the sharing of results,methodologies and causes and so that theirpositive impacts can result in social and statewidetransformation.

As a social investor, the HSBC SolidarityInstitute monitors the Network development. TheSource Institute, another project partner, facilitatesCSO’s learning and development processes,checking and evaluating both the impact ofcommunity actions and how much the groups havelearned and advanced, also from a personal andhuman aspect.

The Parceiros Voluntários methodologyprovides for a 72-hour training process dividedinto 24 hours/class and more six 8-hourquarterly meetings. The first quarterly meetingwas held in Santa Maria in December 2007.Every two months a consultant visits the CSO’s.In March 2008, Parceiros Voluntários will makelocal visits and hold regional meetings in themunicipalities where the project is beingimplemented.

We always get deeply moved when we revisit theprevious editions of the event aimed at giving the Parcei-ros Voluntários Award. During these 10 years, alleditions have shown examples of Individual SocialResponsibility, Human Commitment; love for our neighbors,and education for citizenship. Our website shows allhonorees, to whom we express our extreme gratitude.

Created in 2000, the Parceiros Voluntários Award isgiven every two years, always in the odd years of thecalendar. The philosophical thinking behind it issetting a high value on Human Beings. Therefore, therecognized social initiatives represent thousands of othervery important initiatives to the beneficiaries and thecommunity, and they should also be recognized.However, Parceiros Voluntários knows it is impossible to

The Parceiros Voluntários Award iscoordinated by the Parceiros Voluntários NGO with theparticipation of the Parceiros Voluntários Networkdistributed in the Rio Grande do Sul State. One of Parceiros Voluntáriosconcepts is to have “Emotion with Results”. Therefore, theAward was conceived and based on technical qualitycriteria conducive to attaining the following goals:• Disseminate examples of replicatable social

initiatives that in the future might have someinfluence on public policies

• Show the strength of NETWORKINGand its results when the severalsegments of the Community unite –volunteers, companies, schools, CivilSociety Organizations, governmentand beneficiaries

• Have a support tool aimed atdeveloping and strengthening theculture of organized voluntary work.In this edition of the Annual Report,

when we complete 10 years of activities, wewant to pay tribute to ALL those who haveparticipated, in any way, in consolidatingthe Voluntary Work Movement in our State.We wish to thank all Volunteers, Founders,Advisers, Sponsors, Supporters, Companies,Schools, Universities, those who have beenpart of the Parceiros Voluntários Team,including our strong partners in expandingthis Movement: the Presidents and LocalLeaders of Commercial, Industrial, Rural,and Service Associations. What kind of Human do we want for the 21st century?

‘Stop and Think’ Seminar

The ‘Stop and Think’ International Seminar wascreated with the aim of, every two years, deepeningour reflections to find answers to the question above.Maybe we are looking for an express relation withTranscendence or Spirituality.

The reflections that lay the foundations of this Parcei-ros Voluntários purpose are not limited to thinking about“improving who we are”, but they dare to question“whether we are or are being what we could be”. Thereis, however, a philosophical depth that implies goingthrough and integrating different conceptual fields:

physical, biological, psychological, anthropological, andtechnological. In other words, Parceiros Voluntários hasbeen experiencing a transdisciplinary and/or holisticapproach to human issues.

The three past editions of the Seminar have, inalignment with the Organization, evolved into deepeningand expanding man’s vision and cosmovision:• The future of human beings is to have their role

recycled (2002)• The future of human beings is to be more human (2004)• The future of human beings is to be increasingly

human (2006).In 2002, the ‘Stop and Think’ Seminar brought to

Porto Alegre thinker Lester Salamon, of John HopkinsUniversity (USA), a scientist who leads a worldwideinvestigation into the Third Sector and who conducted,with Colombian sociologist Ms. Olga Toro, the criticalreflection meeting on the conceptual bases for a newman and a new society.

In 2004, philosopher John Renesch (USA),Venezuelan sociologist Charo Méndez, and a notedBrazilian panel put forward their theoretical andpractical contributions.

The 2006 edition had the presence of Ronald E. Fry,creator of the positive psychology in search of social andcommunity development; Chilean scientist Humberto

Maturana, author of the philosophical conception of thebiological matrix in human existence, and Chileanprofessor Ximena Dávila Yañez, an expert in Humanand Family Relations. Brazilian professor Terezinha Rios,Master and PhD in Education from PUC-SP, completedthe panel of speakers.

In the first Seminar, the title draws our attention toan important human dimension: what our ROLE insociety is. However, this dimension is also moreperipheral compared with the aspects highlighted in thetitles of the following Seminars: “being human” and“being increasingly human”. These two last titles areabout reflecting on characteristic aspects of humankindthat could allow people to interfere in the social changeprocess and contribute towards a better and fairer life,such as responsibility, commitment, citizenship, socialinteraction, solidarity, trust, communication andleadership, love, investigation, appreciation, and ethics.

It is clear that, from a wide point of view, taking intoaccount the current state of Brazilian society and maybeof the planet, these aspects remain very important,

needing and deserving of reflection and mobilization infavor of them.

However, Parceiros Voluntários identifies that thecommunity now wishes to take a quantum leap in itsreflections. For that reason, in order to promote a “new”reflection about what it means to be “human”, in 2008it will bring the contributions of Quantum Physics and ofthe possible integration of its postulates into differentphilosophical and spiritualistic traditions. Thus, the ‘Stopand Think’ International Seminar will open itself to newpoints of view and issues. We proposed that thespeakers should present their lectures by thinking aboutthe concepts of discontinuity, non-locality, descendingcausality, and transcendence. In this manner, thefundamentals and constituents of human species andknowledge, as well as their impacts on theunderstanding and the relation of man with God, startto be the object of interest and study, expressed astranscendence and spirituality. In celebration of our 10 years, in January2007, Parceiros Voluntários NGO would like tomake a contribution to literature, to analyses anddebates about the Third Sector and to the Cause ofVoluntary Work in Brazil. To this end, it broughttogether a group of renowned people who enjoycredibility in their fields of knowledge andprofession, relying on journalist and writer LilianDreyer as adviser. Thus a book was born. A bookwhose title is provocative and daring, but which webelieve is quite relevant too.

The book title was inspired by the words of Mr.Barry Gaberman, former Vice President of the FordFoundation: “The traditional separation of theExecutive, Legislative and Judicial branches isnot enough to protect societyagainst the concentration ofpower, even if we consider theexistence of a Fourth Power inthe form of an independent press.Civil society institutions constitute aFifth Power, helping to protectagainst the abuse of power”.

Mr. Gaberman made thisassertion in an article published inBrazil in October 2007, on GIFEONLINE NETWORK, in which headvocates the adoption of mechanismsable to show how much nonprofitorganizations are already contributingtowards generating wealth around theworld and taking part in the GDP. Hisconcern, however, was that the materialaspect should not override the importanceof the democratic control that the “fifthpower” represents in relation to the four otherpowers: “We need to be careful to preventany evaluation attempt from diminishing thisfunction, he advised.

The Fifth Power“This book is aimed at bringing together relevant

views (that is, qualified views), although they mightbe individual. The intention was not to close anyaspect. On the contrary; we intended to open afield from where collective inspiration for new studiesmight sprout up. In addition, we did not intend toshape an academic work, but rather makecontributions to discussion, stimulate creativity and,as much as possible, sow intellectual dissatisfaction.Even more ambitiously, we intended to stir the finebut hard surface of inertia”, as he tells to journalistand writer Lilian Dreyer in theIntroduction.

tThe Third Sector included in the GDP

The Third Sector finally included in the GDPUp to that moment, the methodology had a greatdistortion, as it had a rule for the calculation of socialorganizations that camouflaged their activities. That ruledetermined that, in statistical surveys, the organizationsthat received more than 50% of their revenue as Statedonations were considered as state-owned, and thosewith more than 50% of their revenue coming fromcompanies or families were classified as belonging tothe private sector. For that reason, no country in theworld would present separately the added informationabout the third sector. The United Nations calledNonprofit Sector Satellite Account the methodology thatnow advises countries’ research institutes to surveyinformation about Third Sector activities.

The long battle to replace the old model started inthe early 1990s, when the Center for Studies on CivilSociety at Johns Hopkins University, led by professorLester Salamon, launched the Nonprofit SectorComparative Project, which brought together researchersfrom seven countries and launched the conceptualmethodological base that would guide the survey aboutthe sector’s structural and operational character. Throughthe credibility acquired by this academic movement, itwas possible to initiate, in the late 1990s, a pressurecampaign, led by professor Lester, with the UNDepartment of Statistics to reformulate the nationalaccounts system, including a new specific Third Sectoraccount. In March 2002, the UN launched the NationalAccounts System Nonprofit Organizations Manual,which became a benchmark for the surveys that sincethen are conducted about the Third Sector. (...)

We can now celebrate this important victory of amovement initiated in the mid 1990s at Brazilianuniversities and whose main goal was to give visibilityto the sector. From now on, we will know, by means ofofficial statistics, how the third sector is structured andevolves in Brazil. Knowing about the growth of thesector is important, but not enough. The big challengewe face is to show that the Third Sector plays afundamental strategic role in our country’s socialdevelopment. Its transforming impact on social realityis significantly more important than its mereparticipation in the GDP.

For the first time in the history of national accounts inBrazil, the Third Sector was included with a specifichighlight in the GDP, which has occurred in the recentreview conducted by the Brazilian Institute of Geographyand Statistics (IBGE). That means its existence isrecognized as a sector with its own characteristics,distinguishing itself from the State and from the set oforganizations of the traditional private sector. Ourcountry is probably the newest member of the small 12-country community that has included the sector in itseconomic statistics.Its 1.4% official participation in forming the newBrazilian product means that it operates about R$ 32billion, an amount that is far higher than the personnelcosts in São Paulo State, which total about R$ 25 billion.It is a considerable amount, as São Paulo manages thelargest budget among Brazilian States, operating R$ 53billion – and being only exceeded by the budget of theUnion, in which personnel costs reach R$ 44 billion.Since 1948, when Getúlio Vargas Foundationimplemented the national accounting system, the methodthat had been in place did not allow information aboutcivil society organizations to be separately calculated.The traditional national accounts methodology meant astrong model, which remained untouchable until March2002, when the United Nations Department of Statisticsrecognized the importance of separately calculating theamount operated by the Third Sector.

Finally, in 2007, the Brazilian Institute ofGeography and Statistics (IBGE) recognized theeconomic participation of the Third Sector. Thepresented figures, however, are lower thanthose considered by a recent survey conductedby the United Nations Volunteer Program(UNVP) in partnership with the Center forStudies on Civil Society at Johns HopkinsUniversity, according to which the nonprofitsector in Brazil accounts for 5% of the GDP.
