At the start of the year, I set three goals - reducecrime, increase clearance rates and reduce thenumber of citizen complaints against Departmentmembers. Commanders were asked to develop cre-ative ways to achieve these goals. Several initia-tives were tried and found to be successful.

At District Three, police aides are being usedmore efficiently to assist the community liaisonofficers and community prosecutors with issuesthat negatively impact the quality of life for resi-dents. Not only does their research and increasedinteraction with the public aid in the reduction ofcrime, but it also enhances their career develop-ment. The police aides seem to enjoy doing morethan clerical duties, and are truly learning how tomake a difference in the lives of others.

A pilot program utilizing pole cameras in zones with high criminalactivity began in November. Test units were placed in both north andsouth side locations, allowing direct video feeds to our CommunicationsDivision. This new tool in fighting crime is of great interest to thecommunity with neighborhood residents voicing support. As fundingbecomes available, additional equipment will permit the images tobe downloaded into squad-mounted cameras.

Entry and approval of on-line offense reports was completed dur-ing 2006. There were some “growing pains” associated with thistransition; however, this component of the new records managementsystem will improve our crime reporting capabilities. Following newreporting guidelines, we are now submitting crime statistics usingWIBRS and NIBRS criteria. This differs tremendously from theUniform Crime Reporting guidelines that were used for many yearsand the results cannot be accurately compared.

The field training officer program was revised to enrich the devel-opment of police officers by providing them with better training,quality oversight and valuable evaluations. The program guidelinesplace a strong emphasis on professional conduct and high lawenforcement standards.

Operating with a large number of police officer vacancies, exten-sive cruising, and several extensive investigations, we were limitedin our ability to deploy personnel. Again, new ideas were tested. Athree-prong summer initiative plan was developed to provide moreflexibility in patrol during the busy summer period and still permit usto assign resources to areas in need of intervention. Once an area or“hot spot” was selected, an advance team would analyze crime andgather intelligence for the target area. This determined where anenforcement team was sent to saturate the target area on pre-deter-mined dates and times. Following this saturation, a mobile communi-ty resource van, staffed by community volunteers offered informationand services available to individuals in need. This three-tieredapproach permitted area residents to see a visible presence ofresources in their neighborhood.

Tactical Communication training was provided on a Department-

wide basis to empower all members to provideservice with courtesy, dignity, and respect. Thesemethods permit controlled communication duringstressful and sometimes emotionally chargedencounters.

Crisis Intervention Training began with selectmembers receiving forty hours of specializedinstruction on how to interact with individualsexperiencing mental crisis. De-escalation andnew communication methods provide officerswith an alternative to arrest and permit the indi-viduals to receive the treatment or exposure toresources they truly need.

Almost 20 members of the Hmong communityattended and graduated from our Citizen Academy.

This educational opportunity will enhance our ability to understand andcommunicate with this growing population and foster an appreciation ofboth cultures.

Several major rules and procedures were updated followingsupervisory and union review. One of the most important involvesuntruthfulness. Lying is unacceptable in law enforcement and causefor dismissal because it negatively impacts the integrity and credibil-ity of officers and diminishes their ability to testify in court. It alsodamages the trust we are trying to restore in the community.

The Mayor, Police Department, and other city departments are col-laborating to reduce violence in Milwaukee. Several violent crimesummits were held to discuss the root causes of violence and itsimpact on our community. Along with the discussion on crime, reduc-tion strategies were shared. Violent crime is rising throughout theUnited States, forcing law enforcement to look for new ways toaddress this issue. Many feel an emphasis must be placed on thedevelopment of our youth before we will see reductions in the future.

Department members participated in interviews as part of theBest Practices Review of the Fire and Police Commission. Numerousrecommendations were made to strengthen the Commission’s over-sight authority. The Department is most interested in updating ourtesting and hiring procedures. Initial contacts have been made toevaluate perpetual hiring, although a number of employment andlegal issues must first be resolved. It is hoped that changes in inter-nal and external procedures will provide the Department with quali-fied employees to enhance our policing efforts.

Each strategy or new initiative that we try helps to make our citysafer. I must recognize the members of the Milwaukee PoliceDepartment, for it is their performance each and every day thatresults in criminals, guns, and drugs being removed from our streets.I will continue to search for new ways to reduce crime, enhance ourservices, and improve the quality of life in Milwaukee.

Office of the ChiefOffice of the Chief

The Office of the Chief consists of the Professional Performance

Division, Budget and Finance Division, Public Information Office,

Research and Development Division and the Community Liaison.

Deputy Inspector Mary Hoerig was thecommanding officer of the ProfessionalPerformance Division during 2006. TheProfessional Performance Division ismade up of the Internal Affairs, CriminalInvestigation, Risk Management andBackground Investigation Sections.

The Internal Affairs Section is taskedwith investigating complaints againstmembers of the Department. These com-plaints are generated either internally oras a result of a citizen complaint. Of the1,135 complaints received during 2006,190 allegations were sustained. Each ofthe seven detectives assigned to the sec-tion completed 28 investigations duringthe year and monitored each case as itmoved through the criminal justice system.

The Background Investigation Sectioninvestigates the background history ofindividuals that apply for employmentwith the Milwaukee Police Department.Several changes have been made to thebackground investigation process, suchas a more liberal use of disqualifyinginformation, the Chief’s ability to objectto a candidate and psychological exami-nations. These changes have increasedthe level of work for the personnelassigned to the section. Based on thetwo anticipated academy classes in

2007 and the likelihood of continuedseparations from the Department, it isexpected that the workload for thebackground investigators will continueto increase.

The Risk Management Section ismade up of the Civil Litigation Unit, EarlyIntervention Program and RecordsRequest Section. The Civil Litigation Unitacts as the designee for the Chief ofPolice and Milwaukee Police Departmentregarding civil process and also investi-gates large claims against the city. Inaddition to completing 36 claim investi-gations this year, they also transitionedfrom a manual tracking system to a com-puterized system, and plan on transfer-ring all taped internal interviews to com-puter discs. The equipment required forthis project will be purchased with assetforfeiture funds. A proposal for the EarlyIntervention Program (EIP) was developedand a database was established in 2006.The sergeant assigned to oversee theprocess has been working diligently withthe vendor to tailor the program to meetthe needs of the Department as well asaddress problems and concerns with thesystem. It is hoped that EIP will be onlineby April, 2007.

The Research and DevelopmentDivision is responsible for the prepara-tion, drafting and updating ofDepartmental rules and procedures,directives, memos and general and spe-

cial orders. The division is involved inthe maintenance and update of opera-tional manuals and conducts researchon police issues and technologies.

Research and Development

It is the policy of the Milwaukee PoliceDepartment to establish, provide andmaintain open lines of communicationwith all citizens and cultural groups inthe community in a professional man-

ner. The Community Liaison Officerscoordinate this commitment by promot-ing cooperation, establishing and main-taining public trust, developing andforging partnerships with the communi-

ty as well as bridging cultural differ-ences between Department membersand different cultural groups within thecommunity.

The Public Information Office is respon-sible for the dissemination of informationto the citizens of Milwaukee concerningthe Department and its activities. Theoffice utilizes all available media formatsand the Department’s website. The office

also disseminates information to mem-bers of the Department through memosand an inter-department newsletter, TheM.P.D. Extra.

Public Information Office

The Budget and Finance Division isresponsible for the preparation and justi-fication of the Department’s financialmatters, as well as its accounting, budg-eting and purchasing activities.

The Department relies on capital proj-ect funds, the city’s operating budget,asset forfeiture funds, and federal, stateand local grants. Capital projects are one-time large projects for which the city bor-

rows money. The operating budget is theamount of the property tax supportedbudget that is allocated to theDepartment. Asset forfeiture funds areawarded to the Department by the federalcourts from money the Department seizedduring drug related arrests. TheDepartment continuously works to acquirefunding through various grants.

Office of the Assistant ChiefOffice of the Assistant Chief

The Intergovernmental Services Divisionis made up of the Property Control Section,License Investigation Unit and theMunicipal Security Section.

The Deputy Inspector of theIntergovernmental Services Division is theliaison for the Department and all outsideentities, to include elected officials on thelocal, state, and federal levels and privatepartnerships as well.

A notable accomplishment for 2006 wasthe implementation of the Crisis InterventionTeam (CIT). CIT officers receive 40 hours ofintense training in dealing with people suffer-ing from a mental crisis. The Department cur-rently has 120 CIT officers and plans to have25% of the first responding patrol forcetrained within three years.

The Property Control Section is responsiblefor all property coming into the possession ofthe Milwaukee Police Department. In 2006,the section received in excess of 93,000pieces of property, including general property,money, narcotics and guns.

The Municipal Security Section providessecurity for the mayor at all events and pro-vides security for the three building munici-pal complex. This allows for the safety ofelected officials and citizens visiting or con-ducting business in or around City Hall. Inmost cases, officers assigned to theMunicipal Security Section are able to han-dle calls for service and complaints comingto their attention, which allows districtsquads to remain available.

The License Investigation Unit (LIU)investigates and processes city licenseapplications, request and renewals. Thisyear alone, they performed 9,775 licenseinvestigations. The LIU is also tasked withthe random annual inspection of all taxi-cabs, limos, shuttles, horse and surreys andpedi-cabs in the city. In 2006, the LIUinspected 562 taxis and 141 other passen-ger vehicles. These inspections resulted in44 vehicles being taken out of service forvehicle safety issues.

The Office of the Assistant Chief of Police

consists of the Field Inspection Division and the

Intergovernmental Services Division.

The Field Inspection Division consist oftwo Deputy Inspectors who work in thefield and are responsible for maintainingoperational oversight of the Department,with particular emphasis on line operationsand inspections.

The Administration Bureau is comprised of the

Police Academy, Personnel Division, Central Records

Division, Communications Division, Data Services

Division, Identification Division and Facilities Services.

The Police Academy is comprised ofthe Firearms Section, In-service Section,Recruit Section and Community ServicesDivision. The Police Academy has beenrecognized as a regional training centerand offers training to all members ofthe Department, as well as outsidejurisdictions.

Firearms Section

The Firearms Section provides train-ing to new recruits as well as continu-ing instruction to all members withpolice powers. In addition, they overseethe purchase and maintenance of allDepartment issued firearms and “lesslethal” weapons. This year, the rangewas totally remodeled and outfittedwith the most modern and efficientequipment available which makes it astate-of-the-art system.

In-Service Section/SpecializedTraining Section

The In Service/Specialized TrainingSection is responsible for the imple-mentation, delivery and coordination ofall training programs in the Department.During the course of the year, 32 hoursof in service training was provided forall sworn members of the Departmenton a variety of law enforcement topics.In addition, the Police Academy spon-sored specialized training on topicssuch as ethics and integrity, tacticalcommunications, diversity and activeshooter. In some cases, nationally rec-ognized experts were brought in to pro-

vide training to personnel while othercourses were taught by in house per-sonnel with specialized expertise. On-linesupervisory training was made availablein cooperation with the Wisconsin LawEnforcement Standards Board and UW-Platteville. Training was also offered tocivilian members of the Department.

Recruit Section

In 2006, Recruit Section personnelimparted their knowledge on threeclasses of recruit police officers, providingthem with the skills needed to becomesuccessful law enforcement officers. Inaddition, the staff instituted a modifiedfield-training program, which wasdeveloped using best practices foundnationwide as a model. They also part-nered with the Verbal Judo Institute andthe Force Science Institute to expand thebody of knowledge in law enforcement aswell as professionalize law enforcementboth nationally and locally.

The Safety Division is charged withoverseeing a variety of programs toenhance traffic and pedestrian safety andeducate the community in matters relatedto public and personal safety. Some of theaccomplishments for 2006 are as follows:

• Trained and supervised 216 schoolcrossing guards, who insure pedestriansafety near elementary schools through-out the city.

• Provided over 600 area teachers withpedestrian, water and bicycle safetytraining to share with their students.

• Collaborated with community groups tooffer free swim lessons to children.

• In cooperation with the CommunityServices Division, developed an out-reach program to educate students andthe community on the danger offirearms.

• Provided car seat installations and pre-sentations on seat belt safety.

• Coordinated the “Annual InternationalWalk Our Children To School Day” atGuadalupe Elementary School.

• Conducted training program for schoolcadets.

• Conducted 43 defensive driving coursesand public passenger vehicle tests thatwere attended by almost 1,000 partici-pants.

• Conducted 28 line of sight inspectionsand provided instructions on correctiveactions needed to comply with the ordi-nance.

• Disseminated “Slow Down” signs toelected officials, city residents and com-munity organizations.

• Set up the speed display board in desig-nated areas of the City of Milwaukee,upon request.

Safety Division

The Administrative Section of the Police Academy serves as the

Department’s quartermaster, overseeing the issuance and replacement of

uniforms and other equipment that is issued to Department members. This

section also provides the logistical support for all of our training,

including the production of audiovisual presentations. In addition, they

facilitated hundreds of request from members to attend training hosted

by the City of Milwaukee’s Department of Employee Relations.

The Personnel Division is responsiblefor the administration of personnel,ensuring that the provisions of variouslabor contracts covering Departmentmembers are complied with and otherduties as may be prescribed by theChief of Police. The Division is com-prised of the Medical Section and

Payroll Section. The following are someof Personnel’s accomplishments in 2006:

• Processed over 50 promotions.

• Processed 200 records requests andemployment verifications.

• Assisted in the selection process for theOpen Records Section and PoliceService Specialist-Investigator positions.

• Coordinated three police officerrecruit classes.

• Facilitated 38 Applicant ReviewCommittees to review the applica-tions for both civilian and police posi-tions.

• Published numerous orders, memos,directives and postings.

Medical Section

The Medical Section monitors the statusof personnel on sick or injury leave andmaintains medical records. In 2006, theSection processed 7,000 sick and injured

reports and 900 Worker’s Compensationreports. It also reviewed and processed 700requests for leave under the Family MedicalLeave Act, as well as maternity, childrearingand unpaid medical leaves of absence.

Payroll Section

The Payroll Section oversees a $150 mil-lion dollar budget and administers the payfor over 2,600 employees of theMilwaukee Police Department. In 2006, thepersonnel assigned to Payroll coordinatedthe transportation of approximately 10,000overtime cards for input into the On-LineTime Entry System, conducted severalsalary and overtime audits, completed over3,000 payroll adjustments, and processed225 separations. They are currently gearingup to get the Department enrolled in anemployee self service system, which willallow Department employees to accesstheir personal information, paycheck infor-mation, and benefit information from theirhome computer.

Personnel Division

The Community Services Division devel-ops and implements strategies to preventcrime in the city. This effort includes coordi-nating the Police Athletic League, a citywideblock watch program, preparing crime trendbulletins, and coordinating with district com-munity liaison officers. The Division alsocoordinates the Explorer Scout and PoliceAuxiliary programs. Noteworthy accomplish-ments in 2006 include:

• Recruited 35 new police auxiliaries.

• Translated 33 brochures into Spanish.

• Collaborated with members of theHmong community who participated inthe Citizen’s Academy.

• Developed crime trend and safety alertsfor the community.

• Maintained the “Catch Auto Thieves”program registrations.

• Attended 343 community meetings andhosted several crime prevention confer-ences.

• Responded to 22 homicides withCommunity Liaison Officers and theCommunity Partner Organization.

The Central Records Division is respon-sible for the gathering and storage of allreports, correspondence, and other data asit relates to criminal activity. It is alsoresponsible for maintaining all recordsrelating to traffic accidents and adminis-tering compliance with the WisconsinState Statutes relative to access torecords in the custody of the Department.It is comprised of the RecordsManagement Section, Open RecordsSection, and the Traffic Records Section.

Records Management Section

In 2006, the Records ManagementSection completed the Department wideconversion to the Tiburon AutomatedReporting System (ARS) and RecordsManagement System (RMS). This systemprovides all Department members withimmediate, desktop access to all incidentreports. In addition, an online reporting sys-tem, CopLogic, became available to thegeneral public on a limited basis and wasused to report 226 incidents. The followingare some of the other accomplishments ofthe Section in 2006:

• The Word Processing Unit transcribed264,251 minutes of dictations resultingin 22,797 various incident reports.

• 121,000 ARS records were reviewed,approved and transferred to RMS.

• The Telephone Reporting Unit handled17,364 calls for service.

• 4,966 new missing person records wereprocessed through CIB/NCIC.

• 1,028 fire reports were processed

• 833 sudden death reports were processed

• 1,476 sick and injured reports wereprocessed.

Also, in 2006, the FBI conducted aTIME system audit of the stolen vehicleand missing person’s records maintainedby the Records Management personnel.Stolen vehicle records were error free,while only two errors (which were not thefault of Records Management personnel)were located in the missing persons file.This is a remarkable achievement for anagency of our size.

Open Records Section

The Open Records Section is responsi-ble for the compilation, review and dis-semination of Department records as man-dated by the Wisconsin State Statutespursuant to the Open Records Law. In2006, the Section processed 28,307requests resulting in the release of112,779 records.

Traffic Records Section

In 2006, the Traffic Records Section pro-vided courteous and prompt service to thepublic regarding all traffic and court proce-dures, including parking, traffic, municipalcitations, information on the registration ofvehicles, operators licenses and trafficlaw. This year, the Section processed92,851 traffic citations. In addition, theWisconsin Department of Transportationprovided the Department with the TraCSProgram, which allows our officers to elec-tronically issue and process traffic cita-tions. To date, 264 citations have beenissued using this system.

The Division is also respon-sible for dispatching squads and providingservice to other city, county, state and fed-eral emergency radio communicationsthrough the facilities of the MilwaukeePolice Department. The following aresome of the accomplishments of theDivision in 2006:

• Dispatched 297,286 calls for service.

• Conducted a full-scale activation of theEmergency Operations Center followingthe explosion at the Falk Corporation.

• Purchased and installed an electronicmessage board for the 9-1-1 center.

• Developed a Tactical InteroperableCommunication Plan that is required bythe Urban Area Security Initiative-Office of Domestic Preparedness.

• Converted the Department’s phone sys-tem from analog to digital, thus match-ing the city's system.

The Facilities Services Division isresponsible for providing maintenance ofequipment and facilities, as well as theadministration and record keeping asso-ciated with our vehicle fleet. The follow-ing are some of the Division’s accom-plishments in 2006:

• Installed a new boiler at District Five.

• Installed LED lighting into Departmentvehicles to increase their visibility andprovide officer safety.

• Renovations were completed at theDistrict Two police station, whichincluded new windows and roof,wheelchair accessibility ramps andutility and heating/air-conditioningupgrades.

• Court ordered restitution for damagesto police equipment and propertyamounted to $272,506. The actual col-lected amount returned to the city’sgeneral fund was $170,402.

• The fuel-efficient Ford Focus was pur-chased for use by the CommunityServices Division and the SafetyCommission.

• $80,000.00 was saved by outsourcingpolice vehicle set-ups.

• The sixth floor of the PoliceAdministration Building’s east endwas remodeled and is currently hometo the Vice Control Division.

• 74 new vehicles were purchased.

• The Printing and Stores Section con-tinues to print for other city depart-ments including the Department ofAdministration, DeferredCompensation, the Milwaukee FireDepartment, the Treasurer’s Office andthe Election Commission.

Facilities Services Division

The Identification Division has threemain areas of responsibility: the detec-tion, preservation and collection of physi-cal evidence; the analysis, evaluation andcomparison of recovered evidence; andthe maintenance of criminal history

records. The following are some of theaccomplishments of the Division in 2006:

• The conversion from film to digitalcrime scene photos was completed andan interface was established to allowauthorized Department personnel toview crimes scene photos via theDepartment web browser.

• The Morpho Automated FingerprintIdentification System was upgraded toenhance the Division’s ability to identifylatent prints.

• 15,654 calls for service were answered.

• 5,586 latent cases were assigned toincidents. Fingerprint evidence wasrecovered in 2,738 of the cases and1,374 persons were identified from therecovered latent impressions.

• The fingerprints of 38,604 prisoners

were processed and identified.

• The photo lab processed, entered andfiled digital images for 19,696 inci-dents.

• The fingerprints on 408 disputed munic-ipal citations were compared, resultingin 36 instances in which someone otherthan the defendant was identified.

• 1,226 surveillance tapes wereprocessed, compared to 1,113 in 2005and 739 in 2004.

• 3,568 persons were fingerprinted forlicensing requirements.

The Patrol Bureau is comprised of Planning

and Operations, the seven police districts, and

the Patrol Support Division. The function of

the Bureau is to provide for the preservation

of public peace, the protection of life and

property, the detection and apprehension of

persons engaging in illegal activity and the

enforcement of all laws and ordinances.

David Vahl was the commanding offi-cer of the Patrol Support Division during2006.

The Patrol Support Division consists ofall the “specialists” in uniform. They arediverse in their functions and aredeployed throughout the city, freeing updistrict personnel for other duties.

Among one of the most visible units inPatrol Support are the police officers andhorses assigned to the Mounted Patrol.They have become a familiar sight down-town, near Marquette University and inthe Historic Third Ward, as they performpatrol duties. The Unit also conducts

crowd control at large events and partici-pates in public relations demonstrations.In 2006, the Mounted Patrol performedover 5,000 hours of service at specialevents.

The officers assigned to the MotorcycleUnit are an effective means of traffic andcrowd control during large events. In2006, they facilitated pedestrian and traf-fic control at 147 special events. Theyalso investigate motor vehicle accidentscitywide and excel at enforcement of traf-fic laws.

The members of the TacticalEnforcement Unit are highly trained offi-cers who assist the patrol force. Inaddition to conducting search warrants,they are trained to handle subjects withweapons and barricaded persons. Theycan respond rapidly to violent crimeoffenses throughout the city. Theyrecently won the bid to host the 24thAnnual National Tactical OfficersAssociation Tactical OperationsConference to be held in Milwaukeeduring 2007.

The Harbor Patrol Unit is made up of 12officers that patrol Milwaukee’s navigablewaterways on three boats betweenMarch and October. Not only do membersof the Unit conduct search and rescueoperations, ticket violators of boating reg-

ulations and escort stranded boats backto safe harbor, but they also monitor ourlocal waterways as part of anti-terrorismefforts.

The Underwater Investigation Unitplayed an intricate part in the search fortwo missing juvenile this spring. As aresult of this tragic situation, manyMilwaukee area businesses, citizensand local government entities collabo-rated and raised over $29,000 to start a“Learn to Swim” program, which pro-vides free swimming lessons to innercity youth. 388 youth took advantage ofthis program in 2006, and hopefully,many more children will benefit fromthis program in the future.

The Accident Reconstruction Unit iscomprised of specially trained investiga-tors that are able to reconstruct thedynamics of an accident to determine pre-impact speeds of the vehicles, as well aspre and post crash events based on physi-cal evidence. This year, they conducted186 fatal or serious traffic accident inves-tigations. They also investigated an addi-tional 367 hit and run accidents, clearing318 of them. In addition to their regularday-to-day assignments, the AccidentReconstruction Unit assisted the CriminalInvestigation Unit with numerous investi-gations, including the Falk explosion.

In 2006, the commander of DistrictOne was Captain Linda Haynes.

District One provides police service tothe vital downtown area. The area ishome to many commercial enterprises,government buildings and private resi-

dences. It has a large commuter popula-tion and is the cultural magnet of artsand entertainment. The downtown areahas a reputation for being an extremelysafe and friendly area within the City ofMilwaukee.

During 2006, the dedicated men andwomen of District One continued tomaintain the high quality of life in thedowntown area and ensured an orderlyand safe environment for those whowork, shop, and visit the area. This ded-ication resulted in a fifty percent reduc-tion in burglaries to businesses in thedowntown area. District One personnelalso provided safety and security forseveral major conventions that wereheld this year, including those of theNational Rifle Association and theLeague of United Latin Nations.

The Court Administration Section islocated in District One. It is responsiblefor processing and handling state mis-demeanor cases at the DistrictAttorneys office, processing municipalcitations through Municipal Court andmonitoring the Department personneland resources relating to the multi leveljudicial system.

In 2006, the commander of District Twowas Captain Eduardo Negron.

District two abuts beautiful LakeMichigan and is home to one of the mostdiverse populations in the city of

Milwaukee. Among some of the areas ofinterest in District Two are the CaesarChavez Drive area, which is enjoying aresurgence in business and home invest-ment; Mitchell Street, home to many retailinstitutions, among them the famousGoldman’s Department Store, and the his-toric Bay View neighborhood. The ThirdWard borders the District and is alsoresponsible for some of the renewed inter-est in the area.

During 2006, District Two was home tomany church festivals, the South ShoreWater Frolics, and the annual fireworks onJuly 3rd, which brought large crowds andtraffic to the lakefront. District Two officersmet the challenge; the public enjoyed aspectacular display and were able to gohome safe and happy.

2006 was an interesting year for the

personnel assigned to District Two due tothe major renovation taking place in thestation. Although this work temporarily dis-placed the workers, it did not affect theircommitment and dedication to the commu-nity they serve. The renovation was finallycompleted in May and is a showcase tothe hardworking men and women ofDistrict Two.

In 2006, Captain James Harpole was thecommanding officer of District Three.

Within the boundaries of District Threeare many different and diverse neighbor-hoods, each with its own challenges.Captain Harpole and his officers met thesechallenges through a variety of innovativetechniques. District Three implemented a“Corner Grocery Store” initiative to target

the sale of drug paraphernalia at small,neighborhood grocery stores. A two-officerfoot patrol was deployed in the MetcalfePark neighborhood, which is currentlyundergoing economic redevelopment. Theearly feedback on this new foot patrol hasbeen positive. Also, Captain Harpole hasstarted a much publicized neighborhoodwalk initiative that encourages community-based organizations to sponsor regularwalks with the police and community.These walks include squad officers, com-munity liaison officers, community prosecu-tion team members, the District Threecommunity prosecutor, patrol sergeants,lieutenants and the Captain. Six neighbor-hoods have now started their own regularmonthly walks.

In 2006, District Three also establishedregular monthly meetings with owners ofsome of the most problematic propertiesin the district. This has proven to be aneffective tool in clearing up neighborhoodnuisances, such as drug activity, prostitu-

tion, curfew violations, and alcohol relat-ed offenses. These meeting are attendedby the Captain, the Community LiaisonOfficer and the community prosecutor andhis team. Remedies to cure the nuisancesare discussed at these meetings and fol-low up meetings are scheduled to ensurecompliance with abatement efforts.

In 2006, Captain Eric Moore was thecommanding officer of District Four.

Several Directed Patrol Missions, orDPM’s, were initiated in 2006 toaddress citizen concerns. Officersinvolved in the Summer Violent CrimeDPM arrested almost 300 subjects.During the Holiday Presence DPM,

which was in effect during theChristmas holiday, officers patrolledarea shopping centers and businesses.This resulted in a safer environment forholiday shoppers, as well as the arrestof 45 subjects.

Twenty commercial businesses wereintegrated into existing neighborhoodblock watches. These businesses assist-ed the block watches and law enforce-ment by providing information on criticalissues as well as improving and sus-taining public safety. The success ofthis integration has far exceeded theexpectations of the affected blockwatches and businesses.

Chief Hegerty, along with areaAldermen and a representative fromMayor Barrett’s office met with blockwatch captains during an informalmeeting hosted by District Four. Thepurpose of the meeting was to recog-nize the dedication of the block watch

captains and the difference blockwatches have made in the community.

District Four, along with theHavenswoods Economic DevelopmentCorporation, hosted the 2006 NationalNight out on August 1, 2006. The eventwas an unparalleled success with wellover 600 citizens in attendance. TheNational Night Out resulted in strength-ened neighborhood spirit and police/community partnership.

In 2006, Captain Michael Massa wasthe commander of District Five.

Although there are many dedicated offi-cers assigned to District Five, several lateshift officers have been working extremelyhard to fight crime. These officers areresponsible for the seizure of almost 50firearms and 70 felony arrests, including asuspect wanted for homicide.

One of the busiest areas for the officersof District Five has been the neighborhoodsurrounding UW-Milwaukee, which hasbecome home to many of the UW studentswho chose to live off campus. This year, aField Intern Program was started at UWMto evaluate and develop strategies toimprove relations between students thatlive off campus and the residents in thearea. Quality of life issues such as under-

age drinking and noise nuisance weresome of the areas of concern that wereaddressed. This program was such a suc-cess that it will continue into 2007 and anadditional intern will be added.

During 2006, District Six was awarded aWeed and Seed grant for the HistoricClarke Square Neighborhood. The grantresulted from the efforts of interested citi-zens, government agencies, and DistrictSix personnel. There is every indicationthat this grant will result in a reduction ofcrime in the area and an improvement inthe quality of life for everyone.

Police Officer Charles Roessler,assigned to District Six day shift, wasthe recipient of the American LegionLaw Enforcement Officer of the Year in2006. This national award recognizedOfficer Roessler for his years of serviceto the Milwaukee Police Department aswell as many hours of volunteer work.

In 2006, Captain Donald Gaglionewas the commanding officer of DistrictSeven.

Throughout the year, there weremany notable efforts from members ofthe community to work with the depart-ment to improve the quality of life foreveryone. Among some of the effortsworth recognizing are the over 450

meetings and presentations attended bymembers of District Seven.

During a summer-long collaborativeeffort by Fox 6 and the Milwaukee PoliceDepartment, 35 new block watch groupswere started in District Seven alone.

The Fourth Annual Youth LeadershipConference was held in April and wasattended by 420 middle school agedchildren. The conference featured work-shops on drugs and alcohol abuse, peermediation, sexual assault, as well as amyriad of other topics. This eventproves its success as it continues togrow each year.

District Seven, along with LibertyMutual Insurance and St. JosephsHospital, offered a program to 60 auto-mobile owners to etch their vehicle’sidentification number onto the auto’swindows. This crime prevention methodis designed to help prevent a car frombeing stolen and to prevent the vehicle

from being resold if stolen.

District Seven’s auxiliary officers vol-unteered over 1,200 hours to the com-munity throughout the year and werenamed the Auxiliary Unit of the year inApril, 2006.

District Seven hosted their NationalNight Out celebration in August inDineen Park. Although it was well over100 degrees that evening, almost 600citizens from the area came out toattend the event.

Captain David Zibolski was the com-manding officer of the Homicide Divisionduring 2006.

In 2006, the Homicide Division investi-gated 103 homicides, which was a 16%decrease from 2005. Seventy-four homi-cides were cleared, for a clearance rateof 71.8%, up from 71.3% the previousyear. The Division worked cooperativelywith the Milwaukee Homicide ReviewCommission to identify causal factors inhomicides and prevent future offenses.

2006 was a challenge for the Divisionwith several high profile homicidesreceiving attention from the public andthe media. These cases involved a doublehomicide in South Shore Park, a triplehomicide involving a young mother and

her small children, and the murder of adelivery person in the Riverwest area.With the assistance of other units in theDepartment, these homicides weresolved and arrests made, relieving anxi-ety in the community.

Recent advances in technology andforensic science have provided detectiveswith new tools to help with investiga-tions. A new plotter was purchasedenabling the printing of diagrams. Also,several members of the Division haveattended seminars to further their knowl-edge of biological evidence and impartthe knowledge gained to other members.

Captain Darlene Jenkins was the com-manding officer of the Crimes AgainstPersons Division in 2006.

There were several high profile incidentsduring the year that were investigated bythe Division’s personnel. One involved anincident in which shots were fired into thehome of a witness who testified during ahomicide trial. The investigation took sever-al months, but resulted in charges beingissued against the suspect by the DistrictAttorney’s Office.

Detectives recovered and processed alarge number of robbery offense videosurveillance recordings, which were thenreleased to the media to help identify sus-pects responsible for the robberies. Inaddition, robbery detectives lectured atseminars for employees of financial insti-tutions and worked cooperatively withsuburban police agencies on multi-juris-dictional robberies.

Captain James Shepard was thecommanding officer of the CrimesAgainst Property Division in 2006.

The High Technology Unit investi-gates computer crimes, including inter-net predators and financial crimes. Incooperation with the FBI, several suc-cessful investigations resulted in thearrest and prosecution of adults whoattempted to meet with children for thepurpose of facilitating sexual contactand/or possession of child pornography.

The Auto Squad has purchased awireless Automatic Vehicle Security andLocation System (AVSL). This systemwill be installed in a “bait car”, whichwill be placed in an area experiencing ahigh number of auto thefts. Once thevehicle is taken, it can be traced andwhen the time is appropriate, the vehi-cle is disabled and the suspect takeninto custody.

The Recovered Property Unit investi-gates second dealer transactions and

salvage dealers. In December, 2006, asa result of joint efforts with DistrictsFour and Seven, several salvage opera-tions were ticketed for violations of thejunk dealers and collectors regulations.

The White Collar Crimes Unit hasexperienced an increased workload asidentity theft has become more prevalent.Unit personnel have held meetings withother agencies to investigate the forma-tion of a task force to address thismulti-jurisdictional problem.

The Fire Investigation Unit personnelhave attended training with theNational Fire Academy and other cours-es during 2006. As a result of this train-ing, the investigators assigned to theUnit have increased their expertise andimproved their professionalism.

Crimes Against Property Division

Captain Debra Davidoski was thecommanding officer of the SensitiveCrimes Division In 2006.

The Sensitive Crimes Division isresponsible for the investigation of sex-ual assaults, crimes against children,domestic violence related crimes andtruancy. The Division currently has 14police officers and detectives trained inconducting advanced forensic inter-views. Due to the exceptional workingrelationship with the Child ProtectionCenter, members of the SensitiveCrimes Division have been allowedaccess to their facilities after hours toconduct video taped forensic interviewsof child victims. In 2006, the MilwaukeeCounty Child Neglect Protocol was alsofinalized. This protocol is based on col-laboration between the Department,

Bureau of Milwaukee Child Welfare, theDistrict Attorney’s Office, MilwaukeePublic Schools and the HealthDepartment to share informationregarding any documented history onvictims or suspects that will assist incriminal investigations.

2006 was a successful year for theIntelligence Division. There was anincrease in the amount of seizures andarrests made during the year as well as asubstantial increase in the number ofsearch warrants served.

Four major street gangs were disman-tled in 2006; the Murda-Mob, 2-6 ViceLords, 1st and Keefe Vice Lords, and theSimon City Royals. The members of thesegangs were arrested and prosecuted as aresult of diligent investigations and coop-

eration amongst the various units of theDepartment and other agencies.

A new cooperative effort was formedin 2006 called the SoutheasternWisconsin Terrorism Alert Center (STAC).STAC allows members of the MilwaukeePolice Department, the Milwaukee FireDepartment, the Milwaukee HealthDepartment, the Milwaukee CountySheriffs Department, the State ofWisconsin Department of Justice and theFBI to collaborate regarding terrorism andcrime related incidents. The purpose ofthe exchange of information is the pro-tection of the citizens we serve.

Intelligence Division

Captain Timothy Burkee was the com-manding officer of the Vice ControlDivision in 2006.

The Vice Control Division participatedin a large investigation in conjunctionwith a federal agency involving the drug“ecstasy”. As a result of the investigation,over 2,400 grams of ecstasy were seized(which is an increase of more than 350%from 2005.) There also were increasedseizures of heroin, methamphetamine,and other drugs.

A detective was assigned to theHuman Trafficking Task Force thanks to afederal grant. The detective assigned tothis task force also conducts awarenesstraining for other Department members.

The Vice Control Division moved intore-designed space on the sixth floor ofthe Police Administration Building inDecember, 2006. The remodeling is amuch-needed improvement to the workenvironment and appears to have had apositive effect on the staff, improvingeffectiveness and efficiency.

The HIDTA and MMDEG programs pro-vide state and federal funding to facilitatethe collaboration of local, state and feder-al law enforcement agencies to investi-gate drug trafficking organizations, gangsand violent crimes. HIDTA provides intel-ligence and technological support to theinvestigations.

The HIDTA program has located pros-ecutors for the District Attorney andU.S. Attorneys offices in the sameoffices as law enforcement personnel.This approach has lead to more cooper-

ation among the various criminal justiceentities and has proven to be efficientin prosecuting suspects.

The MMDEG is a task force made upof officers from the Milwaukee CountySheriff's Office, West Allis PoliceDepartment, Milwaukee PoliceDepartment, South Milwaukee PoliceDepartment, Glendale PoliceDepartment, and the Milwaukee CountyDistrict Attorney's Office. The duties ofthe MMDEG are to investigate drugcrimes in the Milwaukee County area.
