Ye Editor: Our Maryland State Delegates know about NARFE and Chapter 969. Delegates Deb Rey and Matt Morgan attended our 50th

Anniversary meeting in April (Deb presented us with a certificate recognizing out 50 Years)‘ Delegate Matt Morgan was also the featured speaker at our May meeting. Matt has pledged his support for our issues in the 2018 Assembly. I suggest you contact them to thank them for their interest in NARFE,

Our Federal Representative, Steny Hoyer, and Senators Van Hollen and Cardin are, of course long-time supporters of Federal employees and retirees.

Your Membership Renewal This is a reminder that when you renew your membership the cost is $45 each year. To continue your membership with our

chapter, you must pay national dues of $40 plus chapter dues of $5. The only exception to this rule is if you paid to have a lifetime membership with our chapter. When you get renewal notices for $40 or $39.95, paying those amounts will transfer you out of Chapter 969 and put you in the national chapter 0000. The only way we can put you back into our chapter is if you pay the $5 chapter dues. We will be contacting some of you that were recently transferred out to make sure it was not your intention to leave our chapter.

Therefore, in the future when renewing with NARFE national membership, please include the extra $5 for your chapter dues (Total of $45: National-$40 & Chapter 969-$5). If you have any questions, please contact Geneva Leon (301) 884-5112.

NEW LOTTERY TICKETS ARE COMING SOON LOTTERY Tickets will hit the mailbox of members early in August. We hope you will continue to support NARFE Chapter

969 General, Special Projects and Delegate funding with your purchase of LOTTERY tickets. What an easy way to support NARFE Chapter 969 AND have the opportunity to be one of three $50 LOTTERY drawing winners at the monthly luncheons. You do not need to be present to win.

Watch for your LOTTERY mailing, follow the guidance for purchasing, and use the return mailing envelope to participate! You can also return the completed tickets at the August luncheon and of course we have LOTTERY ticket sales at all monthly luncheons. Remember that Lottery ticket purchases are not tax deductible. If you have any questions or need more tickets to buy or sell to your friends/family, feel free to call Gwen Estep at 301-884-5717. Thank you for your support to NARFE Chapter 969.

May 12, 2017 Luncheon: President’s Report: President Luskus reported the following speakers for future luncheon meetings: August - Sherry Hamilton, Acupuncture and Chinese Herbal Center September – A Government Representative from Thrift Savings Plan (tsp.gov) October - Mary May, BC/BS with other invited Benefit providers. November - Rebecca L. Jahed, Doctor of Audiology (ADD) and Fellow of the American Academy of Audiology (FAAA). December - Christmas Program is in the planning stages.Treasurer’s Report: Joel Ekhaus reported that as of May 15, 2017 our checking account beginning balance was $20,639.00

and the month’s ending balance from all fund repositories is: $31,502.42. Voting for New Officers: Bernie Goldsborough conducted the voting for the offices of: Secretary, 1st Vice President and 2nd

Vice president. The following will be sworn-in at the June meeting: Secretary, Sandra Simmons, 1st Vice President, Geneva Leon, and 2nd Vice President, Gwen Estep.

Guest Speaker: State Delegate Matt Morgan. Vice President for Membership: Geneva Leon discussed membership costs. Unless you are a Lifetime Chapter Member, your

yearly membership fee is $45.00. Of that $45.00, $40 goes to National and $5 for Chapter membership. She gave a recap of Federal Employees Recognition Day which was held on Saturday, May 13 from 12 – 4pm. The event was held at Northern Senior Center in Charlotte Hall.

Vice President Ways and Means: Gwen Estep reminded membership that the current monthly lottery will end in August and the first drawing for the new lottery will be in September.

Federal Legislative Report: Dick Myers gave an overview of current pending budget. He noted increases: $15 billion for Defense, $1.5 billion for Border Security, and $400 million for Alzheimer Research.

He encouraged membership to use the NARFE Legislative Action Center to send letters to Congress on issues of importance. New Business: Roy Wetzel reported that the Hospice/Alzheimer fundraiser is coming up in September. He has confirmed

some businesses and this year we can only get one day each at Giant and Walmart. Giant suggested that we have giveaways’ since we are collecting money.

Money Raffle: $279.00 collected: two prizes of $69 each and $141 went into the General Fund. Monthly Lottery Drawing: Winners were Dennis Figel, Ann May and Raymond Dianeo. Cake Raffle: $220.00 dollars collect for 21 cakes/deserts donated by: Rose Dement, Doris Fields, Carol Ann Combs, Brenda Guy, Criss Cullison, Paula Luskus, Judy Loflin, Nettie Harding, Brenda Abell, and Harry Childers. June 16, 2017 Luncheon: Installation of Officers: Officers for the upcoming year were sworn in by Roy Dyson. The following newly-elected/reelected

officers were sworn-in: 1st Vice President, Geneva Leon, 2nd Vice President, Gwen Estep, Secretary, Sandra Simmons and State Legislative Officer, Roy Wetzel.

President’s Report: Vice President Leon reported that our accounting records for the year have been audited. Thanks to Joel Ekhaus and the audit committee members, Bill Thompson and Roy Wetzel. Audit results sent to the Maryland Federation and they were approved.

Treasurer’s Report: Joel Ekhaus reported that as of June 15, 2017 our checking account beginning balance was $20,210.71 and the month’s ending balance from all fund repositories is: $30,963.13.

Guest Speaker: Geneva Leon conducted a webinar on Estate Planning. Vice President for Membership: Geneva Leon discussed membership transfers and she and Judy Loflin are working that

issue. Reminder: Unless you are a Lifetime Chapter Member, your yearly membership fee is $45.00. Of that $45.00, $40 goes to National and $5 for Chapter membership. Any questions regarding membership should be directed to Geneva.

Vice President Ways and Means: Gwen Estep reported that the lottery letters will be mailed out the first week of August and tickets will be on sale at monthly luncheon meetings. The lottery funds the Delegate Fund, Special Projects Fund and the General Fund.

Federal Legislative Report: Dick Myers reported that these are troubling times for federal employees and retirees. We are under siege and a lot depends on the Congress’s budget which is due by September 30 for fiscal year 2018. Now is a great time to reach out to our elected officials to remind them that we are out here, we appreciate what they have done in the past and hope for their continued support for NARFE.

The President’s proposed budget contains a series of provisions that negatively affect federal employees and retirees. • COLA’s for CSRS employees would be reduced by .5% each year.• FERS COLA’s will be completely eliminated.

• Current FERS employee contributions will be increased by 1% each year for the next six years without anycorresponding benefit.

• CSRS and FERS retirement benefits will be based on high 5 instead of the current high 3.Membership needs to be aware that Trey Gowdy, newly appointed Chairman of the Committee on Oversight and Government

Reform has voted to support NARFE initiatives only 4% of the time. Dick distributed “call scripts” to be used for conversations on the President’s 2018 budget proposal with our elected officials.

The script is online at the NARFE Legislative site at http://www.narfe.org/pdf/2018%20budget%20call%20script.pdf and is included in this newsletter on page 5. He also encourages membership to send letters to Hoyer, Cardin and Van Hollen requesting their continued support on the budget and other NARFE issues. (Ye Editor: contact information – phone, mail, and email addresses for our elected representatives is included in every email newsletter and once a year in the printed newsletter. If you get the printed newsletter and didn’t save the latest contact information, contact me (Harry) at 240-925-9009 and I’ll mail you a copy). THIS IS IMPORTANT!

State legislative Officer: Roy Wetzel will receive help and support from Oscar Horton and Roy Dyson. In addition, Matt Morgan has pledged his support.

Federal Employees Recognition Day NARFE Chapter 969 had several vendors available to

answer any questions attendees may have. This included: Blue Cross Blue Shield, GEHA, United Health, Aetna, TSP.gov, AARP, Edward Jones. Dr. Rebecca L. Jahed-Audiologist, VSP-Vision, Metlife, St. Mary’s County Government, and NARFE Experts. Each vendor had giveaways and door prizes that were awarded every half hour. Special thanks to NARFE members that came out and worked the events and to our vendors for their continued support!

Calling Capitol Hill is an easy and powerful way to protect your earned benefits. Use NARFE’s toll-free number and follow these simple instructions:

Step 1: Call the Capitol using NARFE’s toll-free number 1-866-220-0044. Once you reach the capitol switchboard, you will

be asked whether you would like to be connected with your senator (press 1), or representative (press 2). You will then be asked to enter your zip-code, and then should confirm who you would like to be connected with. St Mary’s County residents should call Representative Hoyer and Senators Cardin and Van Hollen.

If you do not know who your senators are you can find them here. Find your representative here (enter your Zip Code).

Step 2: Politely greet the staff person who answers the phone. Give your name and address so they know you are a

constituent. Then say [brackets indicate that you should choose the appropriate language]:

I am calling to ask [Representative /Senator X] to reject the unprecedented cuts to the earned retirement benefits ofactive and retired federal employees contained within the president’s fiscal year 2018 budget proposal.

The budget would target cost-of-living adjustments for federal annuities. I worked hard over [ ] years to earn myannuity. It is not a gift. Cutting its value now, after I’ve earned it, fails to honor the commitment made to me. It’s theft.

I ask the [representative / senator] to reject any attempts to reduce or eliminate COLAs for federal workers andretirees and block any such attacks during the budget process. Thank you.

Chapter Lifetime MembershipThe Schedule of Fees encourages members to become Lifetime Chapter Members.

a. All Chapter 969 members are eligible to become Chapter Lifetime Members.

b. Member must be in good standing and provide an email address so that all future editions of our newsletter can be delivered electronically.

c. When a member attains the age of 85, is in good standing, has paid dues to this chapter for the most recent 15 years and agrees to receive our newsletter electronically, that member will become a Lifetime Chapter Member provided the member presents a written request for such status to the Membership Chairman.

d. Existing Chapter 969 Lifetime Members will be grandfathered into the new system.

e. Fees collected are non-refundable and non-transferable, applicable solely for membership in Chapter 969.

Dues payments and gifts or contributions to NARFE are not deductible as charitable contributions for federal income tax purposes.

Dues Withholding Is a Good Deal for Retirees!Unless you are a Life Member, an Honorary Member or you have a multi-year membership that does not expire anytime soon, you will be receiving a membership renewal notice this year, at least two months before your membership is slated to expire. If you would like to save yourself the trouble of seeing yet another dues reminder, choose dues withholding! What is dues withholding? It is a dues payment method that gives NARFE members (retirees) the option of having their annual NARFE membership dues deducted from their annuities on a monthly basis. How does it work? One-twelfth of your total dues is automatically deducted from your monthly annuity. Your monthly deduction is determined by the following formula: (National dues ÷ 12) + (Chapter dues ÷ 12) = Total Monthly Deduction Advantages • Save 15% off your national membership dues annually!• Sign up your spouse and double your savings!

Once the process is complete, you will receive a special membership card distinguishing you as a NARFE dues withholding member.
