アジアジュニア&カデット、-21沖縄大会は東京2020オリンピックの前哨戦として大い

に関心を集めることになると思います。また、この大会を通してアジアの人びとが交流の輪を広

げることによって、競技力の向上はもとより世界平和に貢献できるものと確信しております。

We are hosting the 17th Asia Junior & Cadet, U-21 Championships at Okinawa Prefectural Budokan in May 2018. With the cooperation of Okinawa Prefecture, JKF is now preparing this event to welcome all the athletes and officials from all over Asia. I believe that the 17th Asia Junior & Cadet, U-21 Championships in Okinawa will receive great attention as a preliminary event of Tokyo 2020. I hope all the athletes gathered here will be able to improve their techniques, and that they will be able to strengthen their mutual friendship and promote international goodwill through this event. I trust that it will lead to world peace. I will be expecting a great number of people to gather in Okinawa, the birthplace of Karate.

Forewords from The President of WKF

As Karate continues setting its course to make its Olympic debut at the Youth Olympic Games of

Buenos Aires 2018, we at the WKF know how important it is to further grow our sport all over the

world.

In this new and thrilling landscape for our discipline, the celebration of top underage events has

become essential, as we are determined to give athletes more and more opportunities to make

their dreams in the sport come true. The 2018 AKF Cadet, Junior & U21 Championships will be the

perfect stage, since not only Karate’s future stars will have the chance to take the spotlight by

winning the continental crown. The event will also be crucial as this tournament is immersed in the

process for the qualification to the Youth Olympic Games Buenos Aires 2018.

I would like to take the opportunity to thank the Japan Karatedo Federation and its president

Takashi Sasakawa for their support and their audacity in the celebration of this event. After the

successful previous editions of this tournament, the AKF Cadet, Junior & U21 Championships

reaches Okinawa for a memorable event to be held at the birthplace of our sport. I am sure that

the delegations travelling to the iconic Japanese island will enjoy the tradition and legendary

scenery of Okinawa, in a competition which will leave its mark in the sport in Asia and around the

world.

The 17th AKF Cadet, Junior & U21 Championship is one of the most important Karate Championship for all young Karate athletes in Asia, for the year 2018. It is the only Championship in Asia that allow the athletes to win ranking points for the coming Youth Olympic qualification.

I believe the 17th edition of Asian Cadet, Junior & U21 Championship, with the support of Japan Karate Federation and Okinawa Local Government, will be a very successful event.

Further, starting from this edition of the Asian Championship, we have made some changes to not only conform to WKF policies, rules and regulations, but to make the Asian Championship a better Championship. These changes have been communicated to all National Federations in the past few months, and I believe it will contribute positively to the Asian Championship.

Finally, I wish everyone a successful championship and looking forward to meet up with you again in the beautiful island of Okinawa.

3. INTRODUCTION OF JAPAN & OKINAWA

The birthplace of Karate - OKINAWA

Okinawa Prefecture is located in the eastern part of the Asian continent, and is the most south-western point of the Japanese archipelago, which is a chain of isolated islands. It is a prefecture of islands, comprising 160 large and small islands. Okinawa was once an independent country which was ruled by the Ryukyu Kingdom, and flourished through trade with China - the largest country in Asia - as well as other neighboring countries. Okinawa Prefecture is the only region in Japan that is in the subtropical zone, and is blessed with a warm climate all year round. An ocean with coral reefs, where school of colorful tropical fish swim about, sustains various forms of life. LANGUAGE The official language of Japan is Japanese.

TIMEZONE All of Japan is in the same time zone. Tokyo time is 9 hours ahead of GMT. Tokyo is 14 hours from EMT and 17 hours ahead from PST. Japan does not go on daylight saving time.

WEATHER Average temperatures in May in Okinawa is 24 degrees celsius.

10. Rule: WKF/AKF rules

The 17th AKF Cadet, Junior and U21 Championship 2018 will be conducted in accordance with

the latest rules of World Karate Federation (WKF), which were adopted on January 2018 for

Senior, Junior, Cadets and Children’s.

In case of any change, it will be notified by the organising committee or the Referee Commission

in consultation with WKF/AKF Executive Council.

11. Anti-Doping Test

WKF Anti-doping regulations will be applied during the competition.

12. Insurance

All participants and members of delegation must arrange their own medical insurance and

personal trip insurance. The Organising Committee in not liable for this purpose.

IV. The Official Registration session will take place at the HQ hotel on 7th & 8th

May 2018, from 09:00 to 18:00.

V. If changes are required during the official registration session because of

incorrect or missing registration data, a fee of USD20 is charged for each

change. Accreditation cards will be issued during the registration on site and

upon received of full payments. The accreditation card must be worn at all

times during the event.

VI. The qualification for each of the age group (Cadet, Junior and U21)

shall be based on the first day of the Competition. This means

competitor must have the eligible age by 11 May 2018

*Please submit national anthem CD and two national flag(1m x 1.5m) of their

country/region or Olympic flag, at the registration.

13.2 Drawing of lots

I. The drawing of lots will be conducted by AKF Organising Commission. Any

change request during the Team Manager Meeting will not be accepted.

II. The Team Manager Meeting & Draw will be held at the HQ hotel on 10th

May 2017, 09:30 am.

15. Number of official Referees and Coaches

I. Official Referees: up to 5 referees / NF

II. Coaches: 1 to 10 competitors ⇒ 2 coaches max.

11 to 15 competitors ⇒ 3 coaches max.

Over 16 competitors ⇒ 4 coaches max.

16. National Federations and Referees Examination, Upgrading & Officiating

As per the new policies approved by AKF Executive Council and to be effective from 1st January 2018, the followings rules applied:

I. All NF participating in AKF Championship shall be obligated to send qualified referees to

officiate. The minimum qualification of the referees to be send by the NF is of AKF Kumite RA / Kata JA. The number of referees to be send by NF shall be according to the number of athletes from the NF participating in the Championship, as follows:

5-10 athletes 1 referee

More than 10 athletes 2 referees

Less than 5 athletes No minimum

II. There shall be no maximum number of Referees send by NF however at any one time

there shall be a maximum of 5 referees from the same NF officiating. III. If the NF cannot comply with the minimum referee requirements then the NF shall be liable

to pay a levy of $100USD per referee short. This amount shall be payable to the Treasury of AKF during the registration time.

17. Referees & Coaches Programmes Registration

I. Officiating Referees per NF at any one time shall be of a maximum of 5 persons, this

quota inclusive of those who have passed their examination and obliged to officiate in

the Championship.

II. Examinations candidates that passed have to officiate during the championship.

III. Each NF shall be limited to register a maximum of 10 candidates for examination, and

must be registered by the NF online.

IV. Total examinations candidates is limited to only 200 paxs.

V. The theory examination for Kata and Kumite will be done in English.

VI. For only officiating referees must register online using the online system between

5th February 2018 to 11th April 2018 at https://www.sportdata.org/wkf/set-

online/veranstaltung_info_main.php?active_menu=calendar&vernr=202#a_eventhead

VII. All referees and coaches taking referee course (renewal or upgrading exams)

must register online using the online system between 5th February 2018 to 11th April

VIII. The Examination fees must be transferred to AKF account no later than 11th April

2018. Any delay in payment will be liable to a penalty of $100 USD per registration.
