Approval and deletion of ITU-T Recommendations
A.1 By TSB Circular 81 of 2 March 2006, it was announced that the following ITU-T Recom-mendations were deleted, in accordance with the procedures outlined in § 8.2 of ITU-T Recom-mendation A.8, of the WTSA (Florianópolis, 2004):
– ITU-T Recommendation J.168 (09/03/2001): IPCablecom Media Terminal Adapter (MTA) MIB requirements
– ITU-T Recommendation J.169 (09/03/2001): IPCablecom network call signalling (NCS) MIB requirements
– ITU-T Recommendation J.174 (13/02/2002): IPCablecom interdomain quality of service
– ITU-T Recommendation J.176 (29/07/2002): IPCablecom management event mechanism MIB
The conditions governing the deletion of ITU-T Recommendations were met and 14 Member States and 15 Sector Members participating in the meeting of Study Group 9 (Geneva, from 17 to 21 October 2005) proposed to delete these ITU-T Recommendations. Nine Administrations of Member States responded to the consultation on 1 March 2006, and no objection to these deletions were received.
A.2 By TSB AAP-32 of 16 March 2006, it was announced that the following ITU-T Recom-mendation was approved, in accordance with the procedures outlined in ITU-T Recommendation A.8:

The Ministry of Posts and Telecommunications, Phnom-Penh, announces the following National Numbering Plan (NNP) for Cambodia:
Structure of the Numbering Plan
The numbering plan is based on a closed numbering scheme, with each subscriber having a fixed number of digits. The number consists of area codes or operator codes corresponding to the province or the operator and the subscriber number corresponding to individual subscriber numbers.
The numbering plan is structured in the following manner:
Number known internationally: CC + NDC + SN Number known nationwide: NDC + SN Number known locally (within an area): SN
where:
CC: Country Code (855 for Cambodia) NDC: National Destination Code or Area Code SN: Subscriber Number
Fixed PSTN Area Codes
For fixed PSTN (Public Switched Telephone Network) including wire-line and www networks, the following Area Codes apply. When calling from a different NDC, subscribers need to dial “0” as the first digit before NDC.

There are currently three fixed PSTN operators, namely MPTC, Camshin and Camintel. The numbers allocated to the three operators are:

The numbering for mobile networks is as follows: 1N + AXXXXX and 9N + AXXXXX
where:
1N and 9N: as mobile operator code,
A: can take digit between 2 and 9 and X: can take digit between 0 and 9.

The following number is to be assigned by each GSM mobile operator to a foreign phone that has roamed to Cambodia:
1N 11XXXX (011 11XXXX, 012 11XXXX, 016 11XXXX, ...) 9N 11XXXX Reserved
where:
1N: is the operator code specified above and XXXX: is the number assigned for each roamer phone; X can take digit 0 – 9.
This is to enable that phone to receive calls from foreign countries and for it to call other phones locally in Cambodia.
In accordance with GSM MoU a number of other codes are necessary to effect international roaming. Those codes are:

Cessation of telex service
Deutsche Telekom, Karlsruhe (Germany) and Legacy Communications Luze GesmbH, Vienna (Austria), announce in this joint communiqué that since 1 April 2006, Legacy Communications Luze GesmbH no longer provides the telex service (international and national) to and from Austria.
For the period of 1 January 2002 to 31 March 2006, Legacy Communications Luze GesmbH has provided telex service for a closed user group of remaining Austrian telex customers after the general cessation of telex service in Austria effective 31 December 2001 (see ITU Operational Bulletin No. 749 of 1 October 2001). All telex traffic to and from Austria had to be routed via Deutsche Telekom telex exchange at Stuttgart, accounted in terminal SKA (“Sender Keeps All”) method. Only Deutsche Telekom’s transit fee applied.
The telex destination code (TDC) “47” allocated to Austria (ITU-T Recommendation F.69), including the telex network identification code (TNIC) “A” (ITU-T Recommendation F.68), remain, nevertheless, reserved for use by Austria.

To meet the communication needs of its customers, Telecommunicatiebedrijf Suriname (TELESUR) uses more economic and faster services such as telephone, facsimile and e-mail.
Furthermore, owing to the closure of the national and international telex service in Suriname, the telex destination code (TDC) “304” allocated to Suriname (ITU-T Recommendation F.69), including the telex network identification code (TNIC) “SN” (ITU-T Recommendation F.68) (also used as telegram destination indicator), remain, nevertheless, reserved for use by Suriname.

Administrations are requested to notify ITU about their national numbering plan changes, or to give an explanation on their web page concerning the national numbering plan as well as their contact points, so that the information, which will be available freely to all Administrations/ROAs and service providers, can be posted on ITU-T website.
For their numbering website, or when sending their information to ITU/TSB (e-mail: [email protected]), Administrations are kindly requested to use the format as explained in ITU-T Recommendation E.129. They are reminded that they will be responsible for the timely update of this information.
