ETPLOVERVIEWAs part of the infrastructure to carry out the mandates of the Workforce Innovation andOpportunityActof2014(WIOA),statesarerequiredtomaintainalistoftrainingprovidersandprograms that are certified to receive students using WIOA funds. WIOA students are onlypermittedtousetheir IndividualTrainingAccount(ITA)fundsinprogramsthatappearontheStatewideEligibleTrainingProviderList(ETPL).AlloftheinstitutionsandprogramsthatcomprisetheStatewideETPLhavebeenapprovedbyaLocal Workforce Development Board (LWDB) in Tennessee. Each of Tennessee’s 13 LWDBsmake initialeligibilitydecisions regardingwhatprogramstoaddto theETPL.After theLWDBmakes the initial eligibility decision, subsequent eligibility decisions are made on an annualbasis by the Tennessee Department of Labor &Workforce Development (TDLWD) based oninstitutionalperformancedata.AlloftheinstitutionsthatappearontheStatewideETPLarerequiredtosupplyindividualleveldata.ThisinformationistobesubmittedwithinQuarterlyPerformanceReports.ThesequarterlyreportsarelaterusedtocompiletheWIOAAnnualSubsequentEligibilityReport.
EXISTINGELIGIBLETRAININGPROVIDERS
This section is to aid existing training providers through various items in their providerdashboard. Prior to submitting a new program, the program(s) must have received priorapprovalfromyourstategoverning/authorizingbody.
I. AccessingtheLog-InPage
Toaccessyourproviderdashboardpleasevisitwww.jobs4tn.gov.There isa log inboxwhereyouaretoenteryourusernameandpassword.Ifyouareanindividualwhoneedsonlineaccessforanexistingtrainingprovider,youwillneedtoregisterbyclickingthe“Register?”linkfoundinthesigninboxontheJobs4TNhomepageasseenbelow.

II. NewUserRegistrationforanExistingProviderAccount
Afterclickingthe“Register”linkyouwillbedirectedtoapageyieldingseveralregistrationoptions.Asanexistingtrainingprovider,youwillwanttoselectthe“Provider”linkfoundinthe“Option3-CreateaUserAccount”box.• Asanexistingtrainingprovider,youwillwanttoselectthefirstoptionstatingthatyou

approvedbyStatestaff. Ifyouhavequestionsregardingyouruser registration,[email protected]@tn.gov
• You will not be able to access your Provider Profile until your username has beenactivatedforuse.

• At any time you can access your entered user information by logging in atwww.jobs4tn.gov and clicking the Manage Provider User Profile link found in theServicesforProvidersboxintheleftsidebar.

Afteryouruserprofilehasbeenmadeactivebelowshowswhatyourproviderworkspacelookslikeafterlogginginatwww.jobs4tn.gov.
• TheServicesforProvidersboxcontainsthenecessarylinkstoedityourproviderinformation(i.e.,address),programinformation(costs,length,etc.),submitadditionalprogramsaswellasmanageyourownuserprofileinthecaseofhavinganemailorphonenumberupdate.

III. ProviderDemographicInformation
• ClickingManage Provider Profile will allow you to viewand edit the information for you institution thatcurrentlyappearsontheETPL.
• The “Status” field cannot be changed. It can only bechangedbystaff.
• Your“LWDARegion”shouldbesettoState. Thisallowsallcareercenterstafftohaveaccesstoyourschoolwithinthesystem.
• Fields beginning with “State Use…” are not applicable.You are not required to enter or have informationcontained in these fields. Your Local WorkforceDevelopment Area (LWDA)may opt to add informationhere.

• To edit information under the Provider Account, scroll down below the first sectionlabeled“ProviderDetails”(screenshotabove)andclickontheEditProviderDetailslink.
• Ifthebillingormailingaddressinformationisthesameasyourpreviouslyenteredmainaddress,youcanpopulate theBillingAddressorMailingAddress fieldsbyclicking theapplicablelink(i.e.Provider’sMainAddress).
• Besure to includeanappropriatecontactperson in the“Attention” field.This canbethesameperson.
• Aftercompletingallrequiredfieldsclick“Save.”• Missing information from required fields can cause your institution to not appear in
certaininstancesforcareercenterstaffsoitisimportantthattheserequiredfieldsarecomplete.(Thismainlyaffectsproviderswhowereconvertedfromtheoldsystem.)

IV. AddingSatelliteLocations
• Clicking the Locations tabwill display information for your institution. The previouslyenteredinformationcanbeeditedbyclickingthe“Edit”linkintheActioncolumn.

• Whenfillinginyourprograminformationyouwillneedtoselectthe“SearchforCIPCode”linkinordertofillintheCIPCodeinformationforyourprogramofstudy.ThereareseveraloptionsyoumayusetosearchfortheappropriateCIPCode.Intheexamplebelow,the“ProgramsbyKeyword”tabisusedtoobtaintheCIPCode.(seescreenshotsbelow)
• In order for a program to be approved as being a WIOA eligible program you must select “Submit for ETPL Approval and accept participants” under “Purpose for adding program.”
• Type in your keyword in the box and click “Search.” The results will display. From this list, select the most appropriate option by clicking the program. It will then populate the “CIP Code:” field.

Click “Select Occupation From ONET Table” link. From here you are to select all applicable
occupations. If none exists, click Cancel and continue. All of the Occupations must be added to the list before alternate titles are added. If titles are added and then the list is opened, the title name information will not save.

You must select the location(s) where the entered program is offered. If you’ve only submitted one campus location then this is what you will select. If you entered additional locations (via the Locations tab) then these will become options on this page.

You will need to enter performance data for the most recent full year which you are to select from the “Program Year:” drop-down menu.
• Programs being submitted for approval will not have WIOA performance information
• Please provide a short description as to how your performance is measured in the box provided
• Once complete, click the Save button • It is important to enter this information as it is used by the Local Workforce
Investment Area Boards in their decision making process when approving new programs and providers
• Once all information has been entered navigate to the Confirmation tab and click “Yes, I agree to the above statement. Please submit this educational program for WIOA Approval.”
• You must agree to the printed stated in order to submit your application for approval
• After selecting the check box in agreement with the statement you may submit your application by selecting the radio button next to “Yes, submit this program for WIA Approval.”
• Click “Save” when done

• After you have , you can go back through the tabs of the Program wizard to review the information entered.
Review Status: To see the status of your application, log in and look in the “Program /
Service Review Status” box. Here you will be able to view any items you failed to submit in your application along with the approval status of your program.

G. SubmitDocumentationtoYourLocalWorkforceDevelopmentArea(LWDA)
After you have submitted your program application for approval youwill need to submit allsupportingdocumentationtotheLWDAwhereyourinstitutionis located.TheLWDAcontactsare listedonpages34-36.All institutionsauthorizedby theDivisionofPostsecondarySchoolAuthorizationwiththeTennesseeHigherEducationCommission(THEC)aretoprovideacopyofany program approval letters that apply to the submitted programs. The program approvalletter(s)shouldshowtheapprovalofyourprogram’sname,cost,lengthandcredential.PleasenotethatyoursupportingdocumentationaidsyourLWDAintheirapprovalprocess.IfyouhaveanyquestionsregardingneededdocumentationpleasecontactyourLWDAlistedonpages34-36)
H. ProcessingYourApplication&WaitingonaResponse
Afteryourapplicationhasbeensubmitted,itgoestoyourLocalWorkforceDevelopmentAreaBoardtobeprocessedandvotedonforpossibleplacementontotheEligibleTrainingProvider.
WaitforLocalWorkforceDevelopmentBoard(LWDB)Response
ThewaittimebetweensubmittingaNewProgramApplicationandreceivingaresponsefromyourLWDBdependsonseveraldifferentfactors.TwoofthosefactorsarethemeetingscheduleofyourLWDBandyourdateofsubmission.IfyourapplicationissubmittedafteryourLWDBhasmet,youmustwaituntiltheirnextmeetingtoobtainadecisiononyourprogram(s)additiontothe ETPL. Thus, to expedite the approval process, contact your LWDB for informationconcerningtheirapplicationdeadlines.

Each LWDB is geographically different and creates their own criteria of approval based onnumerousfactors.InformationregardingyourLWDB’scriteriaforapprovalshouldbeobtaineddirectlyfromyourLWDB.
VII. QuarterlyReports
All providers are required to submit quarterly reports. Reminders are sent by email to allprovider contacts approximately 2 weeks prior to the due date. With the reminder emails,several attachments are included: a blank report template, an example report template,instructions on how to correctly format your report along with general information on

performanceandreportingrequirements.ThisinformationisalsosentouttonewprovidersatthetimeoftheiradditiontotheETPL.Belowaretheduedatesalongwiththecorrespondingtimespansassociatedwiththereportingperiod.
APPLICATIONAPPROVALEXPECTIONS
Step1A:YourLWDBHasApprovedYourNewProviderApplication
IftheLWDBapprovesyourinstitutionandprograms,theywillappearontheETPL.YourinstitutionandassociatedinformationwillappearontheETPLexactlyasyousubmitteditinyourapplication.PleasenotethatyourLWDBdoesnothavetoapproveyourapplicationinitsentirety.Forexample,theymayapprovetwoofyoursubmittedprogramsbutdenytheremainingprograms.AfterbeingaddedtotheETPL,youarevisibleontheETPLstatewide.ToviewyourinstitutionontheETPL,visitwww.jobs4tn.govandclickthe“EducationandTrainingData”linkundertheSpecialServicescolumn

Step1B:YourLWDABoardHasDeniedYourNewProviderApplication
IfyouaredeniedaccesstotheEligibleTrainingProviderList(ETPL)youhavetheoptiontoappealyourLocalWorkforceInvestmentArea(LWIOA)Board’sdecision.ThepoliciesdetailedbelowgoverntheETPLappealprocess.
A. AppealstoLocalBoard[WIOASection122(c)(1)](1) Local Boards must have a written appeal process that includes the following
provisions:
(a) A Providerwishing to appeal a decision by a Local Boardmust submit anappeal to the Local Board within 30 days of the issuance of the denialnotice.Theappealmustbeinwritingandincludeastatementofthedesiretoappeal,specificationoftheprogram(s)inquestion,thereason(s)fortheappeal(i.e.grounds),andthesignatureoftheappropriateProviderofficial.
(b) TheLocalBoardappealprocessmustgranttheProvidertheopportunitytodirectlyaddressthereasonsfordenialeitherinwritingorthroughanappealhearing.

(c) TheLocalBoardmusthave1-3impartialappealofficerswhoareresponsiblefor re-evaluating the supplemental materials supplied by the Provider inaddressingtheinitialreasonsfordenial.
(d) The Local Boardwill notify the Provider of its final decision on an appealwithin30daysofreceiptoftheappeal.
(e) The Local Board appeal notification to the Provider must reference theprocessforfilingaStateappealintheeventthattheProviderisnotsatisfiedwiththeoutcomeofthelocalappeal.
B. AppealstotheState[WIOASection122(c)(1)]
ThisprocedureappliesonlytoProviderswhohaveexhaustedtheappealprocessofaLocalBoardandaredissatisfiedwithLocalBoard’sfinaldecision.
(1) AProviderwishing toappeal to theStatemust submitanappeal request to theStatewithin30days from the LocalBoard’snotification to theProviderof theirfinal decision on an appeal. The request for an appeal to the Statemust be inwriting and include a statement of the desire to appeal, specification of theprogram(s) in question, the reason(s) for the appeal (i.e. grounds), and thesignatureoftheappropriateProviderofficial.
(2) The State will promptly notify the appropriate Local Board when it receives arequestforappeal.TheStatewillalsonotifytheappropriateLocalBoardwhenitmakesthefinaldecisiononanappeal.
(3) TheStateappealprocessincludestheopportunityforappealingProviderstohavea hearing. The hearing officermust be an impartial person. The hearing officermustprovidewrittennoticetotheconcernedpartiesofthedate,time,andplaceof the hearing at least 10 calendar days before the scheduled hearing. Bothpartiesmust have the opportunity to present oral andwritten testimony underoath; to call and questionwitnesses; to present oral andwritten arguments; torequestdocumentsrelevanttotheissues(s),andtoberepresented.
(4) The five member State appeals committee, chaired by the hearing officer, willadministratively review the appeal,make a preliminary decision, and notify theProvider and the Local Board. The committee can either upholdor reverse theLocalBoarddecision.
TheStateappealscommitteemustrenderadecisionwithin60daysfromreceivingtheProvider’sinitialStateappealrequest.
SubsequentEligibilityDeterminationsThe subsequent eligibility process is ongoing throughout each program year. Subsequent eligibilitydecisionsaremadequarterlyandannually,basedondifferentfactors.AprovidercanberemovedfromtheETPLfor:failuretosubmitquarterlyperformancedata,schoolclosure,lossofstateauthorizationtooperate,providerrequestsforremoval,orfailuretomeetoneoffourperformancestandards.

Quarterly, providers submit performance reports which are comprise of individual level studentinformation that includes, but is not limited to, student SSN, race, gender, program of enrollment,enrollment date and date of completion/withdrawal where applicable. This information must besubmittedforbothWIOAparticipantsandnonWIOAparticipants(allotherstudents)foreachprogramthathasreceivedat least1WIOAstudent.TheWIOAAnnualSubsequentEligibilityReport iscompiledbasedonthequarterlyperformancereportsubmittedduringeachprogramyear.Anyprogramthathasreceivedaminimumof10WIOAstudentsattheendoftheprogramyearandfailstomeettheminimumperformancelevelsestablishedbythestateissubsequentlyremovedfromtheStatewideETPL.Thefourperformancestandardsareasfollows:
1.TheWIOAstudentcompletionrateforeachprogrammustbeequaltoorgreaterthan40%.2.TheWIOAstudentplacementrateforeachprogrammustbeequaltoorgreaterthan70%.3.TheALLofstudentcompletionrateforeachprogrammustbeequaltoorgreaterthan40%.4.TheALLofstudentplacementrateforeachprogrammustbeequaltoorgreaterthan70%.
The WIOA Subsequent Eligibility Report is intended to assist constituents in making an “informedchoice”whenchoosingwheretoutilizetheirtrainingfunds.Toaidinthiseffort,everyproviderontheETPLhasaConsumerReportthatprovidesextensiveperformanceinformationforeachprogramyear.
RegisteredApprenticeshipPrograms
RegisteredApprenticeshipprogramsarenotrequiredtosubmitperformancedataandarenotheldtothe performance standards mentioned above.
