FACILITIES

Background

Capital facility assets represent a substantial investment in higher education and are critical educational resources. Utah statute grants the Board of Regents title and control over institutional facilities and property (U.C.A. 53B-21). Each year the Board of Regents reviews existing facility inventories and prioritizes additional institutional capital requests based, in part, on a space inventory submitted by each institution. The space inventory contains a detailed listing of room usage within institutional facilities and documents the square footage of owned and leased property.

Explanation of Attachments

The following tables provide detailed space inventory information for each of the eight USHE institutions based on Fall 2018 inventory figures. The tables categorize institutional space in two ways: by Space Category and by Net Assignable square feet.

Space Categories. In order to obtain accurate and consistent data, USHE created four space categories to standardize inventory reporting among the eight institutions:

Needs Analysis Space: The space used to assess institutional need based on national standards. It includes instructional and office space as well as all space not included in Auxiliary, Hospital, and Institutional Unique space.

Auxiliary Space: The space associated with auxiliaries included in Regents’ Policy R550 and a proration of space that directly support Intercollegiate Athletics and Student Recreation.

Hospital Space: University hospital and associated health sciences space and clinics.

Institutional Unique Space: Institution-specific space that ranges from museums to farms and from public broadcast facilities to airport hangers.

Net Assignable. Institutions assign a use code to each room in the space inventory ranging from classrooms and laboratories to offices and support space. These codes correspond to codes published in the Postsecondary Education Facilities Inventory and Classification Manual of the U.S. Department of Education.

Non-Assignable Structural. Square footage omitted from net assignable classifications includes circulation, building service, mechanical, and structural areas of a facility. Total gross square feet equals the non-assignable structural square feet plus net-assignable square feet.

Table 1 provides a system-wide space inventory summary by Space Category and Net Assignable square feet. Table 2 summarizes system-wide Net Assignable square feet by institution. Tables 3 through 10 provide space inventories for each of the eight USHE institutions by Space Category and Net Assignable square feet.
