• 95% should have a youth education by 2015

• Today 95% of all young people start, but only 80% completes a youth education

POLICY RECOMMENDATIONS• Basic demand for autonomy:

comprehensive support that takes into account the the personal plans

• New forms of participation, local associations, cultural groups, networks, humanitarian work

• Balance between private and professional life; meaningful job
