was interviewed at Piedmont Hawthorne Aviation, 23411Autopilot Drive,Dulles Airport, VA. After being advised of the identity of theinterviewing agents and the purpose of the interview, Moawalla providedthe following information:He was currently traveling on a charter flight with Shafig

bin Laden who is the half brother of Osama bin Laden. Moawallatraveled from London to Boston on 9/10/01 where he stayed at the FourSeasons Hotel. During his stay in Boston, Moawalla met withrepresentatives from Wellington Management. He was scheduled to returnto London on British Airways on 9/16/01. However, after the terroristsattacks of 9/11/01, all flights were cancelled and he could not returnas scheduled. Moawalla was contacted by the bin Laden family andadvised that a charter was being hired to leave the U.S. Moawalla thencame to D.C. and stayed at the Park Hyatt Hotel, 120124th Street,N.W., Washington, D.C., telephone 202/789-1234. He thought that theSaudi Arabian Embassy had suggested to the bin Laden family that theyleave the U.S. for safety reasons because of their relationship toOsama bin Laden. Moawalla believed that the Saudi Arabian Embassy madethe arrangements for the charter flight and had coordinated everythingwith the U.S. government.

From its origination in Los Angeles, CA today, the plane wasscheduled to make stops en route to pick up various bin Laden familymembers, including several children and students. According toMoawalla, the children were "being taunted at school" because of theirassociation with the bin Laden family. Moawalla too felt as though hemay be in danger since he' worked for the bin Laden family.To his knowledge, the charter flight was next scheduled to

stop in Boston, MA to pick up additional passengers, then to Paris forrefueling, and on to Geneva, Switzerland. Moawalla planned to deplanein Paris and catch a commercial flight to London. Some members of thebin Laden family were scheduled to deplane in Geneva with otherstraveling on to Jeddah, Saudi Arabia.

This aspect of the binLaden family business is managed by Shafig bin Laden with whom Moawallaarrived at Piedmont Hawthorne Aviation this evening. Shafig wasdescribed as the President/Owner of Global.Moawalla has been employed by Global since 1990. Heobtained his,Master of Business Administration (MBA) from University ofMassachusetts, (UM) in 1976. He attended U M - on a student VISA and had aU.S. Social Security Account Number during that time (numberunrecalled). Moawalla has been a British citizen since 1986. He alsomaintains citizenship with Tunisia as well.

As an investment advisor at Global, Moawalla reviewedprop osals for different investments, prepared investment summaries, andsubmitted them to .the bin Laden brothers to decide which avenues topursue. O nce the investment prop osals were accepted by the family,they were then provided to the "p rofessional investment managers" .These investment companies thereafter conducted the financialtransactions at their own discretion based upon the plan p roposed byMoawalla and approved.by the family. Moawalla provided the followinginvestment firms and his contacts within each:

Moawalla believed that Osama bin Laden grew up ina di ffere nt household than Shafig bin Laden and many of the 52 binLaden chil dre n. He did not know nor could he re all y guess at the networ th of the bin Laden family. He did not know how the family fortunesare di strib uted among the 52 br othe rs and sisters of the bin Ladenfamily.

In the ea rly 1990s, the bin Laden family wo rk ed wi th theSaudi gover nment to buil d roads thro ughout the country. Osama bi nLaden did not agree wi th this activity on the pa rt of his family andtook exception w ith both his family and the Saudi government. In 1993or 1994, Saudi Arabia revoked the citizenship of Osama bin Laden.Moawalla felt certain that the bin Laden family has had no contact wi thOsama bin Laden.since that time.Moawalla explained that in their financial dealings with th evarious investment companies' identified abo ve, the bi n Laden family hadto provid e formal do cumentation to the investment managers showing thatthe bi n Lad en fami ly did not support or fund Osama bin Lade n. Theseinvestment companies then performe d their own due diligence tocorrobora te the informa tion provided by the family.Moawa lla did not bel ieve that Shafig bin Laden and/or hisbrothers had any curre nt relationship with their bro ther, Osama binLaden. Moawalla had no knowledge of the attacks on the World TradeCenter in New York City, Ne w York or the Pentagon in the Washington,D.C. area. He recognized th e magnitude of the tragedy and pledged toprovide any information to which he becomes privy. He explained thatFreeman was the Ambassador to Saudi Arabia during the Gulf war.The following information was obtained from Moawalla:

On 09/18/2001, SAC Grant Ashley, FBI Las Vegas and SAC Joseph Saitta, United StatesSecret Service (b'SSS), met w ith Saudi Arabian Pr ince ABD UL MA JEED ABpUL AZIZan d liis representatives. The Sau di Arabian's were asked to provide a manifest of.theirentire party and photocopies of each person's passport. A total of 69 names with \swere checked against tWatch List ma tches were discovered.3 ind iv idua ls from this flight were interviewed by the FBI because of the following non-derogatoiy information in IIIA:

O n 09/19/2001, Flight DC-8-73 , Tail num ber TR-LTZ a chartered, Republic of Gabon-flagged DC-8-73 departed Las Vegas, Nevada with the final destination of Geneva,Switzerland. The FBI cleared 46 Saudi passengers to board this flight. There were three(3 ) children under the age of 18 aboard this flight ages 11,9 and 5.

Prior to its departure, the aircraft was swept, perimeter security w as provided, a nd allpersons board ing were ma tche d to a previo usly-o btaine d manifest and photocopies ofpassports by Agents and Officers of the USCS.
