49 CFR Part 26 mandates recipient (City) administers a Disadvantaged Business Enterprise (DBE) Program
DBE Program U.S. Department of Transportation (USDOT) assists in
the funding for this project, which is subject to the requirements of the Federal Aviation Administration (FAA) and 49 CFR Part 26.
Phoenix DBE Program has annual Overall DBE Goal of 4.48% [to be achieved entirely with race- and gender-neutral (RGN) means]

Proposed Project AreaTerminal 2 (T2)

Design services and possible construction administration for The T2 Concourse, Apron, Terminal Processor and Parking Garage are located at Terminal 2, west of Terminal 3 at PSHIA
Design and Construction will be completed in two separate Phases.
Phase 1 – AV08000082-FAA will Demolish T2 Concourse building and existing Apron and reconstruct Apron to accommodate new Taxilane east of Terminal 3 South Concourse and RON Apron.
Phase 2 – AV02000033 will relocate art mural from T2 processor to the RCC and demolish theT2 processor and garage after T2 is decommissioned.

T2 Art Mural to be relocated from the processor to RCC
Scope of WorkPhase 1 Preferred design consultant shall have design experience in
an active airport operations environment and experience in coordinating projects with airport user groups.
Services may include phased engineering design services. Design elements shall include, but are not limited to:
Evaluate the future Sky Train extension alignment to determine the limits of the apron and concourse building demolition.
Determine the best and safest means to remove the entire T2 Concourse building and foundation
Provide a secure, insulated enclosure at the point of demolition to the existing T2 building to remain.

Maintain all utility systems in the remaining T2 structure to remain functional.
Investigate, cap, remove, realign and tie in existing sanitary sewer, water, storm drain and other utility systems to and from the T2 concourse to maintain functionality of the systems in the airport.
Remove existing concrete T2 apron and replace with airfield structural pavement section similar to the T3 apron (PCCP).
Site grading shall provide positive drainage from the new PCCP apron per FAA airfield design standards.
Evaluate existing hydrant fuel system for removal or to remain–in-place and to ensure that the T2 fuel truck loading rack remains in service.
Abandon south section fuel system on west side and fill with slurry. Control system for fuel station west of T2 needs to be relocated / remain functional.
Coordinate retaining wall and drive ramp beneath concourse at north limits of concourse removal. Remove retaining wall, fill to grade, pave for vehicle use.
Coordinate removal of airfield lighting/electrical and COP/FAA communications that may be impacted by this work.
Coordinate w/ FAA to relocate current ASDE-X remote unit antenna currently on south end of T2 Concourse.
Coordinate any City of Phoenix Environmental Services requirements

Provide pavement markings, LED ramp lighting and Signage per FAA requirements
Provide airport service roads and airside traffic controls and barricade plan where appropriate
Provide construction estimates, construction safety plans and all required documentation to submit to FAA for FAA and Airport Improvement Program (AIP) grant compliance
Coordinate with Electrical designer for miscellaneous electrical removals w/in apron reconstruction area.
Perform geotechnical engineering investigations to validate structural pavement and subgrade requirements as needed
Perform survey to update existing grades

Investigate utility conflicts
Provide updated plan/profile design
Update drainage plans
Utilize City’s web based project management system, Unifier
Complete the Engineers Report required for FAA and AIP grant compliance
Provide Construction Administrative and Inspection (CA&I) services to assure quality assurance, testing and certifications for structural subgrade and PCCP per AIP and FAA compliance and requirements as needed

PHASE 2Provide design and engineering services required to:
Relocate mural in T2 building processor to Rental Car Center
Demolish the T2 building processor
Demolish the T2 Garage structure
Provide for solution once the building and garage are removed (i.e. landscaping, pavement; etc.)
Provide CA& I services for compliance with environmental requirements and quality assurance as needed.

Pages that have photos, charts, and graphs will be counted toward maximum number of pages.
