1.0 PURPOSE AND SCOPE
1.1 Purpose
This procedure supports a planned 241-AP Tank Farm power outage for maintenance,
inspection, cleaning or replacement of electrical equipment.
1.2 Scope
This procedure includes the Shutdown/ Re-Energizing of electrical power to the
AP-Farm substation (AP241-EDS-ENCL-100) and associated Motor Control Centers,
AP271-EDS-MCC-001 and AP241-EDS-MCC-002.
This procedure includes the actions Operators, Electricians and Shift Manager/OE are
expected to perform during a planned AP Farm power outage. Some of the steps are
performed by Operators or Shift Manager/OE. Other steps require the Operators or Shift
Manager/OE to ensure that actions are performed by supporting craft personnel or others.
This procedure may require both the Primary and Annulus Ventilation Systems to be
Shut Down.
These are considered total farm outages, but some circuits may remain energized from an
alternate source (i.e., evaporator) after shutting off the main power supply to AP Tank
Farm.
Activity specific work instructions are contained in other documents such as work
packages, radiation work permits, and maintenance procedures.
This procedure interfaces with other nuclear facilities, i.e., the interface between Tank
Farms and the 242-A Evaporator.
2.0 INFORMATION
Data Sheet 4 – Comments Sheet is provided to record comments, observations or additional
instructions.

3.0 PRECAUTIONS AND LIMITATIONS
3.1 Personnel Safety
WARNING - Failure to don proper PPE before energizing and de-energizing electrical
systems may result in personnel injury or death.
3.1.1 Personnel trained in the operation of breakers and disconnects will wear the
following PPE as a minimum:
Non-melting (untreated natural fiber) long-sleeved shirt
Safety glasses
Leather or insulating gloves
Hearing protection.
3.1.2 All known hazards will be addressed in the pre-job safety meeting.
3.1.3 Non-electrical worker accessing electrical enclosures must ensure the
following:
The enclosure must have a white label indicating that it has been
evaluated.
The work activity within the enclosure does not involve.
- Reaching around or moving electrical equipment
- Contacting electrical connectors/connections
- By-passing protective shielding/barriers.
3.1.3.1 Stop and notify management if these conditions cannot be met, or
if discrepancies exist (e.g. conflicting or missing labels, missing
or damaged protective barriers).
3.1.4 Compliance with DOE-0336, Hanford Site Lockout/Tagout procedure is
required when working with this procedure.
3.1.5 Ensure Arc Flash/Shock Hazard analysis has been performed for operation of
any switch gear 300-600 volt utility supplied electrical equipment.
3.1.6 Contact Industrial Hygienist for appropriate sample plan.

3.2 Radiation and Contamination Control
3.2.1 Work in radiological areas will be performed using a radiation work permit
following review by Radiological Control per the ALARA Work Planning
procedure TFC-ESHQ-RP_RWP-C-03.
3.3 Environmental Compliance
NOTE: Notification of the Environmental Field representative is required seven (7)
days prior to a planned facility power shutdown that will render the leak
detection system, leak detection device, cathodic protection system, air
emission equipment or other environmental equipment inoperable for a period
of greater than 24 hours.
3.3.1 The Environmental representative shall verify that the following are
completed per OSD-T-151-00031:
3.3.1.1 Washington State Department of Ecology is notified of the
outage and/or use of any alternate leak detection systems.
3.3.1.2 Alternate leak detection requirements during the outage are
documented in a letter/internal memo from the Environmental
Compliance manager to the Senior Level 1 manager of
Production Operations.
3.3.1.3 Ecology is notified of Out-of-Service (OOS) conditions, with a
schedule from 3.3.2.2a, extending beyond 90 days.
3.3.2 Operations shall:
3.3.2.1 For outages greater than 24 hours and requiring alternative leak
detection, implement monitoring requirements per internal memo
generated in 3.3.1.2.
NOTE - OSD-T-151-00031 required leak detection systems shall
be restored to service as soon as possible.
3.3.2.2 Track the leak detection system or device outage on the
TSR/Environmental Equipment OOS section of the TOC Daily
Report with an initial “Required By Date” not to exceed 90 days.
a. Prepare a recovery plan representing returning the leak
detection system, or device, back to service as soon as
possible should the OOS condition reach 90 days..
Provide the recovery plan schedule to the Environmental
Representative for completion of 3.3.1.3.

3.3.3 If annulus or primary tank ventilation will not be maintained during the
outage; exchange the stack sample filter papers as long as the samples have
sufficient runtime.
3.3.4 Waste disturbing activities are not allowed during the outage.
3.3.5 To the extent possible; ensure the performance of environmentally required
preventative maintenance activities are completed prior to the scheduled
outage if the duration of the outage will span the preventative maintenance
activities "late due date,"
OR
Track any missed environmentally required preventative maintenance
activities due to the scheduled outage for completion after the restoration of
electrical power (e.g. cathodic protection).
3.3.6 Per WAC 173-303-640 and TFC-ESHQ-ENV-FS-C-01, Environmental
Notification, Environmental must be notified if Cathodic Protection System
will be de energized.

4.3 Field Preparation
NOTE - Signature Sheet 1 requirement is ongoing as new individuals become involved
in the procedure.
- Steps 4.3.1 through 4.3.24 may be performed in any logical order,
concurrently, or in parallel during field preparations.
4.3.1 AT least four weeks prior to the planned start date of the outage, ENSURE
the Hanford Fire Department/Fire System Maintenance (HFD/FSM) and
WRPS Fire Protection has been notified to generate planned impairment
work package.

4.3.3 EVALUATE LCO 3.4 for waste disturbing activities and time durations. (LCO

4.3.4 IF ventilation will be operable during electrical outage, ENSURE
“TEMPORARY POWER” or “ALTERNATE POWER” to Primary
ventilation system has been identified to provide alternate temporary power
as required.
4.3.5 ENSURE all personnel involved in the performance of this procedure enter
their printed name, signature and initials on Signature Sheet 1.
4.3.6 ENSURE this outage is scheduled not to prevent the timely completion of
the bi-monthly and/or annual cathodic protection preventative maintenance
activities associated with AP-Farm.
4.3.6.1 IF this outage will affect the performance of the cathodic
protection preventative maintenance activities, ENSURE the
preventative maintenance activities for the cathodic protection
system are performed prior to entering the electrical outage.

4.3.7 ENSURE this electrical outage evolution does not prevent daily leak
detection and liquid level monitoring in 241-AP Tank Farm.
OR
IF either liquid level readings or leak detection monitoring cannot be taken,
ENSURE that Environmental has issued a letter which documents alternate
leak detection requirements per OSD-T-151-00031. (Refer to Section 3.3 for
DST leak detection specifications)
4.3.8 DETERMINE if alternate power for HMI, TFLAN, Cathodic, and ENRAF
is available for the electrical outage.

4.3.9 IF alternate power to the annulus leak detection CANNOT be provided

NOTE - Some electrical circuits in the 241-AP Tank Farm may receive power from
outside sources (e.g., evaporator). These circuits may remain ENERGIZED
even though the 241-AP Tank Farm main power supply has been disconnected.
- During maintenance and repair of electrical equipment, the main power supply
to 241-AP Tank Farm will be DE-ENERGIZED unless otherwise noted.
- Additional information of systems that will be lost during this power outage
may be found on Data Sheet 1, Data Sheet 2, and Data Sheet 3 in the back of
this procedure.
- Substation 241-AP (AP241-EDS-ENCL-100) power supplies, fed from
C8X167 and associated loads are as follows:

NOTE - A common activity during power outages is to clean and inspect Motor Control
Center cubicles. Transfer pumps are normally locked out at the breakers on the
Motor Control Center cubicles. These locks need to be removed if cubicles
will be opened for cleaning and inspection.
4.3.10 CONFIRM the LOCK & TAG LOGBOOK, and ADMINISTRATIVE
LOCK LOGBOOK in Area Dayshift Managers or Central Shift Office are
reviewed to determine whether currently installed locks and tags, and
administrative locks will interfere with this work scope.

4.3.11 CONFIRM UTILITIES has been notified prior to outage to support outage
activities.
NOTE - Water Utilities will need to be provided with a CACN for work scope.
4.3.12 CONFIRM Water Utilities has been notified and arrangements have been
made to pump the 2607-E12 (4th & Canton) sanitary sewer system.
NOTE - There is only one Radio Fire Alarm Repeater (RFAR) box located in 241AP-
271. This RFAR box is number 2320. It is attached to the fire alarm system
protecting both 241AP-271 and 241AP-273. The Hanford Fire Department
will need to reset alarms at the Radio Fire Alarm Reporter (RFAR) Control
Panel located in 241AP-271 Instrument building, as they occur or notification
will be made to the Fire Department to disregard alarms during the electrical
outage. Fire department will need to be on site to reset Radio Fire Alarm
Reporter (RFAR) Control Panel at the end of the electrical outage.
4.3.13 ENSURE Hanford Fire Department (phone 373-2845) has been notified prior
to outage at 241-AP Tank Farm.
4.3.13.1 FWS/OE/Shift Manager PROVIDE MSA
work package number: .
4.3.13.2 REQUEST Fire Systems Maintenance appropriately configure
RFAR and/or FACP per MSA work package provided in Step
4.3.13.1 to support facility outage.
NOTE - Washington Administrative Code requires a level reading be taken in each tank
each calendar day.

4.3.16 ASSIST cleanup of rodent contaminated areas per TO-100-052, when such
areas are encountered.
4.3.17 CONFIRM the Present status of System(s) or equipment is as follows:
All Waste transfer pumps physically connected to AP-Farm are under
administrative lock
NO transfers associated with the AP Farm may be performed during
this outage
NOTE - Hanford Fire Department requires fire alarm system and RFAR
batteries to be disconnected for electrical outages lasting more than
10 hours. This requires WRPS Fire Protection to issue a fire
permit and Operations to implement a fire watch.
4.3.17.1 IF directed by Shift Manager/OE, PERFORM the following:
a. REQUEST a fire permit be issued from WRPS Fire
Protection.
b. ESTABLISH a Fire Watch.
4.3.17.2 DOCUMENT current alarms in alarm status log.
4.3.18 ENSURE TMACS operator, 242-A Evaporator, and Surveillance Operator
have been notified that the Primary and Annulus ventilation systems will be
shut down.

4.3.20 ENSURE PCM (AP-farm change trailer) has been shut down.
4.3.21 IF alternate power is available per Step 4.3.8, PERFORM the following to

4.3.21.1 ENSURE alternate power is connected to AP271-EDS-RCPT-
101.
4.3.21.2 IF alternate power supply is required, START the portable
generator.
4.3.21.3 PLACE AP271-EDS-MTS-101 in position 2.
4.3.22 IF alternate power is not available per Step 4.3.8, ENSURE the following
displacers for AP-Farm Primary Tank Waste Storage ENRAF’s have been
raised to approximately 12" above waste, freeze and turn ENRAF tree hand
