MINUTES OF A REGULAR MEETING OF THE AIRPORT COMMISSION

1. CALL TO ORDERThe Torrance Airport Commission convened in a regular session on Thursday, January 9,

2020 at 7:00 p.m. at the West Annex Meeting Room, Torrance City Hall.

2. ROLL CALLPresent: Commissioners De Rago, Gong, Massa,

Ross, Witherill, and Chairperson O’Brien. Absent: Commissioner Zygielbaum. Also Present: General Services Director Megerdichian,

Facility Operations Manager Pinela, and Airport Manager Herrera.

MOTION: Commissioner Ross moved to approve the excused absence of Commissioner Zygielbaum from the meeting of January 9, 2020. Commissioner De Rago seconded the motion; a roll call vote reflected 6-0 approval (absent Commissioner Zygielbaum).

4. AFFIDAVIT OF AGENDA POSTINGMOTION: Commissioner Ross, seconded by Commissioner Massa, moved to accept

He explained budgeted and actual total Airport Aeronautical Fund expenditures, budgeted and actual total Airport Aeronautical Fund Maintenance expenditures, and budgeted and actual Project expenditures.

Chairperson O’Brien suggested including the Airport’s Income Fund in the Annual Report.

General Services Director Megerdichian offered to bring back more in-depth financial information on aeronautical and non-aeronautical revenues and expenses at a future meeting, adding that detailed information is not generally included in Annual Reports but could be added in future years.

Commissioner Gong indicated it would be valuable for City Council to see a table showing the previous five-year budgets and actual expenditures, and General Services Director Megerdichian pointed out that City Council receives this information annually.

In response to Chairperson O’Brien’s inquiry, staff explained reasons why expenditures came in under budget, noting unspent funds roll back into the Airport Fund for future years.

Chairperson O’Brien recommended adding percentages in the Noise Abatement Annual Report and Noise Abatement Exemption Annual Report.

Commissioner De Rago suggested adding the Commission’s goals in future Reports, and General Services Director Megerdichian suggested the Commission consider establishing a Work Plan.

MOTION: Commissioner De Rago moved to approve the Airport Commission Annual Report for July 2018 - June 2019 as presented, with an amendment to include an Airport revenue section. Chairperson O’Brien seconded the motion; a roll call vote reflected 6-0 approval (absent Commissioner Zygielbaum).

8. INFORMATION ITEMS

8A. AERONAUTICAL OPERATIONAL INFORMATION UNDER THE PURVIEW OF THE GENERAL SERVICES DEPARTMENT Airport Manager Herrera reviewed the following reports in the material of record: Hangar

and Tiedown Rental Status, Ongoing Projects, January Meeting Room Calendar, Hangar Waiting List, Events Requiring Emergency Response for November 2019, and Airfield Operations Status for October and November 2019. He reported there are currently 12 hangar vacancies, noting this is typical at the end of the year. Referring to Report 2, Ongoing Projects, he stated work on the burned hangars began September 9, with completion expected by February 2020. He reported staff is putting together a job specification to repair primary runway 29R/11L. He described the incident on November 18 in Report 5 and noted the increase in airfield operations compared to last year.

Chairperson O’Brien inquired about vehicle racing at the Airport, and he explained these kinds of incidents are documented in the office, but not on Airfield Operations Status Reports.

Commissioner Gong requested that staff provide more detailed information regarding Ongoing Projects in future Reports.

Airport Commission Meeting of February 13, 2020

Honorable Chair and Members of the Airport Commission City Hall Torrance, California

Members of the Commission:

SUBJECT: Airport Commission – Collings Foundation Aircraft Display at Zamperini Field, April 23-26, 2020. Expenditure: $4,500

RECOMMENDATION

The Airport Manager recommends that the Airport Commission review and recommend:

1. The Collings Foundation display a B-24 Liberator, B-25 Mitchell, P-51 Mustang,and P-40 Warhawk at Zamperini Field on April 23-26, 2020.

2. The event be designated as a special exhibit under Section 46.8.10 of theTorrance Municipal Code which exempts such events from aircraft noiseregulations.

3. The Collings Foundation be allowed to conduct flights for hire subject to FederalAviation Administration (FAA) guidelines; and

4. The City provide funding for this event in the amount of $4,500.

FUNDING

Funding is available in the Airport Aeronautical Fund Balance.

BACKGROUND

The Western Museum of Flight (WMOF) and Torrance Airport Association, in conjunction with the Collings Foundation, desires to sponsor a visit to Torrance Municipal Airport – Zamperini Field by a B-24 Liberator, B-25 Mitchell P-51 Mustang and P-40 Warhawk.

The Collings Foundation, which last visited the Airport in April of 2019, is a non-profit organization designed to preserve aviation history. Based on past practice, the WMOF has requested the City to obtain waivers for the exhibit, and provide staff support by Airport Operations and Administration personnel.

On October 2, 2019 the Collings Foundation had an unfortunate accident involving it’s B-17 in Connecticut, resulting in 7 fatalities. The National Transportation Safety Board(NTSB) is conducting a thorough investigation and can anticipate a full report to becompleted within the year.

Collings Foundation is a nonprofit organization that is dedicated to the public display and perseveration of antique automobiles and aircraft. It operates under the Federal Aviation Administration (FAA) Regulation policy for Living History Flight Experience (LHFE) that require extensive adherence to aircraft, pilot, training, maintenance, and procedural certifications. Under this exemption, the FAA allows them to operate aircraft with Experimental and Limited Airworthiness Certificate to carry passengers for compensation.

As outlined in Attachment A, the FAA evaluates each exemption application or extension with a thorough safety review, including past operating history for the organization’s aircraft, its training and maintenance manuals and records, and its crew qualifications. These aircraft are subject to an airworthiness inspection program, which operates an annual inspection, along with 25-hour, 50-hour, and 75-hour progressive inspections.

The Collings Foundation’s current certificate expires March 31, 2020. They are optimistic that the exemption will be renewed, but it is uncertain at this time. Presently, Collings Foundation continues to operate and fulfill their commitments until a determination is made. If FAA does not renew the certificate prior to April 23, 2020, the event will be cancelled.

ANALYSIS

If approved, the event will consist of a five day static display in front of the General Aviation Center. WMOF has worked with City staff regarding the logistics for the exhibit, as well as parking for the public. Along with the static display, there will be up to 37 flights for hire.

During the exhibit, tours of the aircraft will require a $15 admission charge per adult. Children 12 and under will be $5. WW II and Korean veterans are free. Flights are $475 in the B-24 (6-10 passengers) and $425 in the B-25 (4-7 passengers). Flight lessons in the P-51 are $2,400 for ½ hour and $3,400 for a full hour. Flight lessons in the P-40 are $2,200 for ½ hour and $3,200 for a full hour. Flights will not be made unless the minimum number of passengers has purchased tickets.

In addition, the event will host the fifth annual Science, Technology, Engineering & Math (STEM) day on Friday, April 24th. This involves approximately 100 high school students and faculty from the Torrance Unified School District. Students will participate in hands on activities with certain Airport businesses, as well as an opportunity to tour the Collings aircraft.

The pilots of all aircraft will be briefed on the noise abatement procedures at Zamperini Field but, because of the size of the aircraft, it is anticipated they will exceed the allowable noise limits. The Torrance Municipal Code exempts special exhibits from aircraft noise regulations and would allow the flights without penalizing the aircraft or pilots.

BACKGROUND

Collings Foundation is a nonprofit organization that is dedicated to the public display and preservation of antique automobiles and aircraft. Their current exemption expires 31 March and they expect their 24-month extension to be approved prior to that date--allowing them to keep their appearance commitments for 2020. Collings aircraft visit approximately 110 airports per year.

The FAA evaluates each exemption application or extension with a thorough safety review, including past operating history for the organization's aircraft, its training and maintenance manuals and records, and its crew qualifications. These aircraft are subject to an airworthiness inspection program, which incorporates an annual inspection, and 25-hour, 50-hour, 75-hour, and 100-hour progressive inspections.

The Foundation's specially licensed pilots fly strictly in accordance with FAA regulations for these operations. Prior to flight, all passengers are given an extensive safety briefing that focuses on the special characteristics of the vintage aircraft in which they will fly.

COLLINGS TEAM

The Wings of Freedom Tour sightseeing flights are conducted under the provisions of Title 14 Code of Federal Regulations Part 91, in accordance with a Living History Flight Experience exemption granted by the Federal Aviation Administration (FAA).

Except for takeoff and landing, the bombers fly at 1,000 to 1,500 feet over the ocean. The P-51 and P-40 typically fly at 4,500 to 5,000 feet--again over the ocean except for takeoff and landing.

The Collings Team is self-contained and they bring with them almost everything needed to support the event, either on board the aircraft or by ground transport: ticket sales booth, press kits, banners, press contacts, and advertising, ropes and stanchions (for aircraft protection) and gift shop.

A support van with tools and aircraft parts and a gift shop inventory van meet up with the aircraft at each stop. Space for them to park on the airfield has been identified.

FACILITIES & VOLUNTEERS

The Western Museum of Flight will provide their facilities and volunteers to operate the museum and their parking lot.

The Torrance Airport Association will recruit and manage the other volunteers to set up and dismantle the ramp equipment, manage the event attendees, monitor the other parking lots and work with the Collings Foundation organizers. TAA volunteer check-in and Collings flight check-in will be located in the museum's Harrier hanger.

INSURANCE

Collings Foundation carries both liability and hull insurance on all of their aircraft: $5 million total per aircraft and $500,000 per passenger.

Collings also provides additional named insured coverage for the entity that owns and operates the property where they hold their events. That can be the city, county, airport commission or FBO. They also provide multiple certificates for different entities if there is a lease or rental

situation. Ground proximity coverage is provided in case a ground tour visitor is injured during static display.

The Western Museum of Flight carries $2 million bodily injury and property damage liability coverage for visitors and event volunteers.

"Additional insured" certificates will be obtained from Collings and the Western Museum of Flying for:

The City of Torrance Torrance Airport Robinson Helicopter.

The City Risk Manager required no additional coverage for the event held last year.

AIRPORT PREPARATION

The event will involve the ramp area from the west side of Taxiway Echo to the east side of Taxiway Foxtrot (see Exhibit A). Transient aircraft and aircraft currently parked in that area will need to be moved to other areas. Tie down ropes in that area will be coiled and zip-tied to prevent the ropes from fouling a propeller. During ground tour periods, each tie down anchor in the ground tour area will be covered with a safety cone as a guard against tripping hazard. (See Exhibit B)

Strong winds at the 2016 event caused many problems with the light-weight barriers that we used for crowd control. Sturdier, heavier portable fencing panels will be rented for the event this year along the crowd line.

The main entrance to the event will be through the Museum. The Museum shares a taxi alley with two existing airport businesses. Agreements have been made with Pacific Skies Aviation and Pacific Coast Aero that will permit their safe operation during the event. We have their full support.

The General Aviation Center is also available as an event entrance--especially for handicapped visitors. We request that the parking lot at the GAC be reserved (except for employee parking) for that event use.

FACILITIES

Restrooms in the General Aviation Center and in the museum accommodate wheelchair access. An additional 3 portable toilets will be provided.

The main event operations center will be located in the Museum's Harrier hangar.

Request that the General Aviation Center meeting room and parking lot (except for Employee parking) be blocked for exclusive use during this event and that the access door from the GAC Rotunda to the ramp remain unlocked during the event from 7 AM to 7 PM.

PARKING

For Saturday and Sunday, the Robinson Helicopter Company's west parking lot will be totally available. For the other days, parking will be available at the three airport lots and at Robinson Helicopter Company after 4 PM. This was adequate for previous Collings events.

Handicapped parking will be provided in the GAC and the Museum parking lots and, if needed, on the south side of the ramp along the Robinson parking lot fence. Parking for PSA students and instructors will be allowed in the GAC lot.

Volunteer parking will be provided along the fence between the ramp and Robinson parking lot. The STEM busses may also park in that area.

SIGNAGE

Posters will be placed on airport fences--generally in the same areas used last year. Signs to direct visitors to parking and event entrances will be posted as shown in Exhibit C. Additional signs to list items/activities prohibited for safety reasons will be posted at all entrances.

Prohibited from the event: Pets (except for seeing eye dogs) Smoking Bicycles, skateboards, roller skates, hover boards Alcohol

SECURITY

Both Torrance PD and Department of Homeland Security (DHS) will be briefed by airport personnel prior to the event. On site presence by DHS will also be requested. East-west vehicle traffic on the ramp will be directed down lanes on the north side of the ramp.

STEM EVENT

The Fifth Annual Science, Technology, Engineering & Math (STEM) Event will be held on Friday, April 24, involving about 100 high school students and faculty from the Torrance Unified School District. It will involve areas adjacent to the Collings venue near the airport traffic control tower. The east end of the Collings venue may be moved about 100 feet west to accommodate this event. Buses transporting the students and faculty to the STEM event will drop off and board their passengers at the GAC parking lot. If needed, the busses will park in the volunteer parking area after unloading their passengers and proceed to the GAC lot to pick them up after the STEM event.

The following support is requested from the City of Torrance for the Collings visit:

1. Approval of the event and use of airport facilities for the duration of the visit.2. Designation of the event as a Special Exhibit under Section 46.8.10 of the Torrance

Municipal Code which exempts such events from aircraft noise regulations.3. Permission for the Collings Foundation to provide flights for hire subject to Federal

The 341 hangars owned by the City are broken down into three size categories: small, medium, and executive. Of 341 total hangars, 74 were built by the City, while 267 hangars were funded by several private contractors. At time of construction, these hangars were built with individual preferences in mind and were not standardized according to size. Here are approximate sizes of small, medium and executive hangars.

Small Type A: Under 40’ Door Opening Width 800-1,200 sq. ft.

Small Type B: 40’-41’ Door Opening Width 800-1,200 sq. ft.

Medium: 52’-54’ Door Opening Width 1,200-2,200 sq. ft.

Executive: 57’-61’ Door Opening Width 2,200-3,200 sq. ft.

Current rates for hangars are: $0.588/sq. ft. per month for Torrance Residents. $0.660/sq. ft. per month for Non-Residents.

ONGOING PROJECTS February 13, 2020

1. Burned Hangars – Work began September 2019. Work has progressed steadily for the past several months which has included electrical, paint, and metal fabrication. A custom door that required a lead time was built for one of the hangars, and is being installed this week. We anticipate work to be completed by February 2020.

2. Runway Painting - We are putting together a job specifications to re-paint ourprimary runway 29R/11L.

December Airport Incidents:

12/11/2019 16:50- Operations 102 responded to a Cessna C-172RG with no right landing gear indication and unable to determine if gear was locked into place. Aircraft landed and taxied on its own power to FBO without incident.

Definitions:

INCIDENTS: An occurrence associated with the operation of an aircraft which takes place between the time any person boards the aircraft with the intention of flight and all such persons have disembarked, and in which any person suffers death or serious injury, or in which the aircraft receives substantial damage.

SUBSTANTIAL DAMAGE means damage or failure which adversely affects the structural, strength, performance, or flight characteristics of the aircraft, and which would normally require major repair or replacement of the affected component. Engine failure or damage limited to an engine if only one engine fails or is damaged, bent fairings or cowling, dented skin, small punctured holes in the skin or fabric, ground damage to rotor or propeller blades, and damage to landing gear, wheels, tires, flaps, engine accessories, brakes, or wingtips are not considered "substantial damage".

SERIOUS INJURY means any injury which: (1) requires hospitalization for more than 48 hours, commencing within 7 days from the date the injury was received; (2) results in a fracture of any bone (except simple fractures of fingers, toes, or nose); (3) causes severe hemorrhages, nerve, muscle or tendon damage; (4) involves any internal organ; or (5) involves second or third degree burns; or any burns affecting more than 5% of the body surface.

INCIDENT: Any occurrence other than an accident associated with the operation of an aircraft, which affects or could affect the safety of operations.

NOTE: Per the FAA, Airport Operations totals will no longer be reported for the previous month. Due to automation, the totals will now be reported two months after they occur.
