The Ministry of Environment and Forests has examined your application. lt is noted proposal of M/s Hinduslan Petroleum Corporation Limited for expansion of LPG Mounded Storage capacity from 2100 MT to 4200 MT in District Ajmer in Rajasthan. No eco-sensitive area is located within '10 Kms periphery of the plant. The expansion is proposed within the existing land area. Land required for the proposed expansion will be 14000 m2. Out of which 56 acres of land acquired by HPCL, around 15 acres will be used for green belt development. lt is proposed to provide LPG storage in the form of 3x700 MT mounded storage vessels at LPG TOP & bottling plant at Ajmer, which is distributed through tankers and LPG cylinders to a major part of Rajasthan. Each LPG storage bullet will be mounded type and will have storage capacity of 700MT each. There will be only one LPG liquid nozzle through which LPG would be received and discharged from each bullet. The total cost of the project for the proposed expansion will be Rs.22.27 crores. 3. The total water requirement will be 2 to 6 KLD and will be sourced from the bore well with in the premises. No process effluent will be generated. The domestic waste water will be treated through septic tank followed by a soak pit. Water used for fire fighting drills will be used for gardening etc, Power requirement will be 360 KVA and will be met from the Rajasthan electricity power board. Two numbers of DG sets of capacities 380KVA & 125 KVA will be used for emergency power supply. Adequate stack height will be provided to control emissions from the stand by DG sets. No solid waste will be generated by the storage of LPG storage. 'Ihere will be no process emissions from handling and storage of LPG. The safety measures for each bullet would be provided by provision of two safety valves; remote operational valve (ROV) on the inlet LPG line; radar level gauge; two different type of level gauges; cathodic protection (CP) system; anti corrosive painting; earthing system and gas monitoring sensors. Plant has automatic fire fighting system installed and the same will be integrated for mounded storage vessels in line wilh OISD-144 & OISD-150.

Sir,This has reference to your letter no. dated nil received in the Ministry on 11.3.2008

2. The Ministry of Environment and Forests has examined your application. lt is notedproposal of M/s Hinduslan Petroleum Corporation Limited for expansion of LPG MoundedStorage capacity from 2100 MT to 4200 MT in District Ajmer in Rajasthan. 4. The project activity is listed at 6(b) in the schedule of Environmental lmpactAssessment Notification, 2006 and is of 'B' Category, however was considered at theCentral Level as the proposalwas received before constitution of lhe SEIAA and SEAC forthe State of Rajasthan. The project has been appraised by the Expert Appraisal Committee(l) in its 83'd meeting held on 14-16th July, 2008 and categorized as 'B 2' hence no EIfuEMPand public hearing reports are required for the project. Proposal was recommended forenvironmental clearance.

5 Based on the information submitted by the project authorities to the Ministry ofEnvironment and Forests hereby accords environmental clearance to the above projectunder the provisions of EIA Notification, 2006 subject to strict compliance of the followingSpecific and General Conditions.

SPECIFIC CONDITIONS:

Regular ambient air quality monitoring shall be carried out for VOC and HC, besidesother parameters in ambient air around the plant. The location and results of existingmonitoring stations will be reviewed in consultation with the concerned StatePollution Control Board based on the occurrence of maximum ground levelconcentration and downwind direction of the wind. Additional stations shall be sel up,if required. lt will be ensured that at least one monitoring station is set up in up windand in down wind direction along with those in other directions.

The plant shall have automatrc fire fighting system with hydrant system with hydrantand monitors located as per OISD guidelines, Proper safety measures as prescribedby OISD 144 and OISD 150 shall be undertaken. Allthe network in and around tankfarm area shall be designed as per OISD 117 requirements.

iii. The DG sets will have stacks of height as per the CPCB guidelines.

v-lV Noise level shall be within the approved limits of 80 dB(s). the practice of acousticplant design shall be adopted to limit noise exposure for personnel to an I hr timeweighted average of 90dB(A)

Regularty monitoring of VOC and HC in the work zane area in the plant shall becarried and data be submitted to MOEF, CPCB and RSPCB. Quarterly monitoring offugitive emissions will be carried out as per the guidelines of CPCB,

vi. No waste water and solid waste shall be generated due to the expansion project.

Green belt shall be provided to mitigate the effects of fugitive emissions all aroundthe plant in a minimum of 33% of the plant area in consultation with DFO as perCPCB guidelines.

The company shall unde(ake measures for rainwater harvesting to recharge theground water.

GENERAL CONDITIONS

The project authorities must strictly adhere lo the stipulations made by the RajasthanState Pollution Control Board and the State Government.

The project authorities must strictly comply with the rules and regulations underManufacture, Storage and lmport of Hazardous chemicals Rules, 1989 as amendedsubsequently. Prior approvals from Chief lnspectorate of Factories, Chief Controllerof Explosives, Fire Safety lnspectorate etc. must be obtained, wherever applicable.

The project authorities must strictly comply with the rules and regulation with regardto handling and disposal of Hazardous Wartes (Management and Handling) Rules, -/1989/ 2003 wherever applicable. Authorization form the State Pollution Control Boardmust be obtained for collections/treatment/storage/disposal of hazardous wastes.

The overall noise levels in and around the plant area shall be kept well within thestandards by providing noise control measures including acoustic hoods, silencers,enclosures etc. on all sources of noise generation. The ambient noise levels shallconforrn to the standards prescribed under EPA Rules, 1989 viz. 75 dBA (daytime)and 70 dBA (nighttime).

A separate Environnrental Management Cell equipped with full fledged laboratoryfacilities must be set up to carry out the environmental management and monitoringfunctions.

The project authorities will provide adequate funds bolh recurring and non-recurringto implement lhe condilions stipulated by the Ministry of Environment and Forests aswell as the State Govornment along with the implementation schedule for all theconditions stipulated herein" The funds so provided shall not be diverted for anyother purposes.

The Regional Office of this Ministry at LucknowlCentral Pollution Control Board/StatePollution control Boai'd w;ll monitor the stipulated conditions. A six monthlycompliance report and the monitored data along with statistical interpretation shall besubmitted to them regularly.

The Project Proponent shall inform the public that the project has been accordedenvironmental clearance by the Ministry and copies of the clearance lelter areavailable with the State Pollution Control Board/ Committee and may also be seen atwebsite of the Ministry and Forests at http:/www.envfor.nic,in. This shall beadvertised within seven days of the issue of this letter in at least two localnewspapers that are widely circulated in the region of which one shatl be in thevernacular language of the locality concerned.

-4-The Prolect Authorities shall inform the Regional Office as well as the Ministry, lhedate of financial closure and final approval of the project by the cpncerned authoritiesand the date of commencing the land development work.

6. The Ministry may revoke or suspend the clearance, if implementation of any of theabove conditions is not satisfactory.

7. The Ministry reserves the right to stipulate additional conditions if found necessaryThe Company in a time bound manner will implement these conditions.

B. Any appeal against this environmental clearance shall lie with the Nationat AppellateAuthority, if preferred, within a period of 30 days as prescribed under serJion 11 of theNational Environment Appellate Authority Act, 1997.

9. The above conditions will be enforced, inter-alia under the provisions of the Water(Prevention & Control of Poltution) Act, 1974, the Air (Prevention & Control of Pollution) Act,1981 , the Environment (Protection) Act, 1986, Hazardous Wastes (Management & Handling)Rules, 1989, 2003 and the Public Liability lnsurance Act, 1991 along with their amendmentsand rules,
