follow with alight modifications the general pattern of

segregation proposed by the City Council.

One cannot, of coarse, conclude that the "deferred* areas w ill be zoned by the Land Tenure Advisory Board or the

Minister exactly as the City Council had P ^r »a e d . But on the oth er hand, it would not be unreasonable to infer from the recommendations already made that the^e is likely to be s u b s t a n t i a l agreement botween the City Council’ s the Board's final recommendations. As a working Tusei* the 1952 „aP of the City Cojmoil. I f any * the proposed by the City C o u n c il /C m reoommended by the happen to coincide fairly olosely then the future of the existing Ind C schools in such areas might be said to have been c it h e r in favour o f or against the Indian people except, £ »for the M i n i s t e r ' s proclamation. Where the Board has eferre its final recom m endations , I have assumed the racial pattern of the a~ea to be as proposed by the City Council.

5. For those who would prefer to have a clear-picture of the distribution of the schools as it stands today oh the

Board's announce* recommendations, I am presenting two ^ P ^ * ; 6 iTsts of school, and figures of attendance: one based upon the City Council's proposals of 1952 and the other base on B o a r d ’ s recommendad and deferred areas.

6 Mow tu^n to Annexure A in which I set out a list of Indian schools as they w ill become distributed on the City

Council's proposals for the Borough of Purban. It shoulf be noted *hat I am dealing with Indian schools within the Borough S ? u r S only! The sthools listed are government, government ai^ed, platoon, religious schools, and certain private r e g is t e r e d schools whose pupils <*o not attend an English

school at a ll .

7. The Group Areas classification used are:-

(1) Working or Unzoned Area.(2) European area ^ , .

(a) full group; (b) undated (or 2 bis area).

(3) Colou^od area(a) full group; (b) undated.

(4) Indian area'(a) full g^oup; (b) undated,

beyond Umgeni, main line suburbs, Clairwood, etc covered by the

group areas.

attendance 76 ,443)

10 . This tcblo shows that in Durban nearly 45 por cont of tho pupils (15,954) fell in the sc-callod forking or

Unzmod urou iBTolring 43 sohools. (Horo I should mention that the Beard hcs rocommondod that Rivorsido should boccmo a Lure peon *jroQ, whoroas tho Counoil had left this as an Unzonod uToa. I havo.thoroforo, in my location of sohocls taken the recommendations of tho Board f ir s t ) . Furthor, anothor 20 por cont of the pupils (7091) would fall in an Luropoan aroa, invclving 27 schools. Nocarly 5 por cont or 1680 pupils will fell in the Coloured i*roa, involving 8 schools. Some 30 por cent or 10,751 pupils fall in tho Indian arocs involving 32 schools.

11 . Tho fcl.L. Sultan Technical Collogo and its branches in Durban v.lth a gross cnrolmont of over 2500 in 1955

would fall in tho "'harking" or unzonod aroa.

12. In 1^56 two government schools, ono primary and ono• high school, were eponad in clcirvood, i .o . in a "i.orking

*-roa" and onrollod over 1200 pupils. In ^ugust 1956 ancthor Government primary school will bo oponod noar tho Springfiold Training Collogo in a Proposed Indian aroa L.nd is liKoly to enr*l . ver 600 pupils.

13. Tho cistributi;n of schools by tho rocommondod and doforro- aroas of tho Lrnd Tonuro «^dvis:ry Board arc

From an examination of thoso figuros it ill bo obsorvod that tho B a r d 's recommendations to deto have caused to fall in a Luropoan aroa 27 schools (24 ~f v.hich are in Undatod aroas, mainly Cato Lianor and Rivorsido). S* far nly ono school (-ocnathoo) falls in tho Undatod Celourod aroa at iMerebank, and, eight schools remain in areas prosontly prod minantly Indian and rocommondod for Indian occupation. This l^av^s 74 out 110 schools in tho doferred aroas, comprising mainly tiic working *^rcos, Sydenham-Sperks estate, Springfiold- Ovorport, and DAikerf ontoin. ** fairly oxtonsivo aroa rocommondod f . r Indian .coupctien falls in the Rosorvoir Hills - Chiltcrn H ills soct.r and in tho Umhlatuzana rural aroa which falls outside tho borough boundary.

sot asido for juuropoan and Coloured occupation, according to tho City Council’ 3 proposals which cover a v.ider aroa, 35 Indian schools t.ill fell into aroas sot asido for othor racial grcups, involving 8771 pupils ( i .o , 25 per ccnt of tho total number in Durban). *d.l thoso schools cro Government--.-ided, platoon, and private schools. For tho oroction of thcso schools the Indian community had to pay fully for tho land, and tho Pr vincial ^ininistcrtion cane to their assistanco only with a £ f r £ building grant. Tho Indians thouselves had to foot tho greater part of tho b ill . Indood, ovor 90^ of the Inlian schools are such Government aidod schools, n t by choice but by tho forco of circumstances.

15 . It shculd bo pcintod, h'wovor, that tho 35 schools mentioned abcvo are conductod cctually in 22 school

buildings. Ov.ing to tho pressure upon school accomodation there are sovoral "platoon" schools to-day, i .o . soporato aftornoon sohocls conducted in the same building after tho morning school has boon dismissod. Thoso platoon schools oro in receipt of a Government grant-in-aid.

16. One could estimate the Immediate replacement coat of these 22 school buildings. Let us make the conservative

assumption that the rospectivo schools would continue to carry thoir ’’platoon” schools (These ’’Platoon” schools provided accomodation-for 2537 pupils). The morning schools had an ettendance of 6234, and on this figure alone we would need to build about 15C classrooms (based on 40 pupils por classroom). .ut prosont day avorago cost of about £1600 per classroom to local Indian School Committoea tho total co8t of roplacomont of the 22 buildings ould bo £249,600 . To thia wo should add tho cost of land. Lcni valuos in tho Indian aroas are high, and oik- would oe lucky to purohaso an aero in tho proposed Indian for less than £1200 an aero. By departmentalstandards a primary lnaian school requires at loast 4 acros of ground (though somo of tho oxiating schools havo grown up on loss acreage) . 3o we should havo to purchaso about 88 acres. an averago cost of £1200 per aero this would total 2105 ,600. Tho combined total ostimnto for land and buildings for those 22 schools could thcrofcro amount to £355,200.

17. From tho proportion of government to govcrnmont-aidod Indian schools, end tho present dopondonce upon tho

platoon school for providing oxtra accommodation, it is cloar that tho policy of tho Provincial i*.dministiation ia to throw the ‘major responsibility for providing school accomodation upon tho Indians thom3olves. If Indians ero to bo catipulsorlly moved out from tho aroes v.horo they havo built thoir schools at considerable financial sacrifico, then one may ask whoso responsibility it would bo to prcvido them with tho altornativo acccmodc-uicn? Me morally responsible person would suggoat that the Indi ans should begin at the boginning. For one thing, it would bo cn economic impossibility for th- Indian.

suggested tiiat a certain cmount of nonoy would bo recovered by tho sale of these buildings and land. What occnomic valuo has a school building for tho industrialist, businessman or houaeownor? Cno could imagino the resale valuo of somo of those builciinga which are attachod to a rncaquo or c tomplo, and m ny of which aro sitod cn slopes of h ills . Generally it would scum that the implementation of tho group aroas scheme would involve tho provinco in a lot of additional capital expenditure, whether tho Indians are to bo movod out within tho noxt five years (in tho full group aroasj or gradually over the next twenty years in tho undated group aroas.
