The following are what the Cruisers are requesting of Council: 1) That requested Roads Closures will be between 1 :00 and 10:00 p.m. on Friday, June 17 1 h, 2016. 2) That the following roads be "closed". a. Front Street from the west side of Thomas to the west side of Caradoc. b. Front Street from the east side of Caradoc to the Tim Horton entrance. [Please note the Caradoc Street north/south would still be open to regular vehicle traffic flow and be regulated by the traffic lights.] c. Frank Street from the south edge, of the west entrance, to the parking lot behind Gibbon's Law Office and Bosson's Drugs, to the north side of the Frank I James intersection in front of the library. Parking behind the north side stores will still be accessible from Frank Street. d. The laneway, from Frank to Caradoc, beside Dance Factor. [Needed to temporaryily park trailers used for carrying show vehicles.] e. Centre Street from the west side of Thomas to west side of Caradoc. f. Thomas Street from the north side of Front to the north side of Albert. 3) That the Mayor provides appropriate comments at the "Official Opening' of the Turkeyfest weekend from the stage at the corner of Front and Frank Streets on the Friday evening. The Cruise show has traditionally been the site of the "Official Opening" and we would like that tradition to continue. 1

Hello Township Councillors,

The Strathroy- Caradoc Cruisers Car Club is planning for next year's Turkeyfest weekend "Show & Shine", scheduled for Friday, June 17th 2016. We plan the 2016 event is to be managed in the same manner as the previous year's event.

Strathroy - Ca ra doc Cruisers Car Club

Our plan is to close town streets at 1 :00 p.m. , allow the next hour for citizens to clear the streets and Cruise Club members to start placing specialty show vehicles in the core area. When we have the "closed streets" cleared, we will then move the show vehicles into place in order of arrival.

We have worked closely with Police Chief Laurie Hayman; and Fire Chief Brian George. As a result, to best address public safety concerns, we have agreed that:

• No show vehicles will be parked on Front Street from the Caradoc intersection, for 3 parking spaces toward the east, (in front of Macs) to allow large vehicles (fire trucks) a turning radius onto Caradoc.

• North I South traffic on Caradoc will flow with the lights. Barracides I cones will be placed to "close I redirect" the turning lanes from Caradoc onto Front. Thus traffic will flow North I South without turns onto Front.

• East I West pedestrian traffic at Caradoc and Front will flow with the traffic lights. Pedestrians will be responsible tor their own behaviour.

• The Police and Fire Services will develop their own dispatch protocols and share them with the Cruisers.

• The Cruisers will provide a dedicated cell contact number for emergency use from the police I fire services.

• Police services will have a "higher profile" in key places at key times, including show traffic exit at about 9:00 p.m.

• The Cruisers will provide citizen support to Police and fire services in emergency situation via walkie-talkie. Police call us, we walkie-talkie our members on the streets, members facilitate "early warnings" to citizens on the street.

• There will be people available to move barricades from emergency access points as quickly as practical.

• Show vehicles on Front and Centre streets will park facing west and vehicles on Frank and Thomas streets will park facing north.

• Exit and evacuation will be to the west and north

The Turkeyfest Show & Shine event has been a major draw of people into the downtown shopping area, and subject to Coucil's approval, our plans to expand will increase that attraction.

The Strathroy- Caradoc Cruisers are hopeful that Council will be positively receptive to our three requests as we work together for the betterment of our town. We are available to address any questions or comments that Council may have about this event.

Dear Mr. Cook,

Having reviewed your request to Council for the road closure between 10:00 and 10:00 pm on Friday

June 1ih, 2016, I am pleased to again offer my support. Your club has continued to work closely with

the Municipal Fire and Police Services to ensure the safest possible routes are maintained that would

allow the road closure as outlined in your request to be supported by this Police Service.

The Show & Shine is certainly one of the highlights of the annual Turkey Fest. The Car Club's attention

to planning and detail is evident. Working with emergency services to ensure that the risk of closing the

streets is minimized is an important part of the long term success of the show, and is appreciated.
