Munis System Administration and Tyler Dashboard This document provides an overview of the major enhancements for Munis® System Administration Version 10.5 and Tyler® Dashboard. System Administration includes Cubes, Munis Self Service (MSS) administration, Workflow, and Munis MapLink. It also includes the Central Administration and Workflow Central programs.

System AdministrationAttachments, Tyler Content ManagerIn the Tools group of the ribbon, the TCM [ ] button is removed and the Attachments [ ] button is the single option for attaching and storing documents in Munis.

To use either attachment process in Munis, you must ensure that in the Roles – Munis System program, the View Attachments and Associated Documents check box is selected. This permission makes the Attachments button accessible on the ribbon.

To use the standard Munis attachments screen and store documents on your Munis server, in the TylerCM for Munis Settings program, select None from the Content Manager System list and select Use Munis Server from the Munis Attachments Type list.

In this case, when you click Attachments in the ribbon, the program displays the standard Munis Attachments screen, where you can attach new document files or maintain existing attachments.

To use Tyler Content Manager to store and retrieve documents, in the TylerCM for Munis Settings program, select Tyler Content Manager from the Content Manager System list and select Use Content Management from the Munis Attachments type list.

In this case, when you click Attachments, Munis provides the Document Mappings box. Double-click a document map type or highlight a document map and click View Documents to open Tyler Content Manager.

If your organization uses Tyler Content Manager and in the TylerCM for Munis Settings program, the value of the Content Manager System list is Tyler Content Manager and the value of the Munis Attachment Type list is Use Munis Server, when you click Attachments, the Munis program displays the Document Mappings dialog box. When you double-click Generic Attachment, Munis provides the standard Munis attachments screen.

When you double-click a mapping, Munis opens Tyler Content Manager.

If your organization does not use Tyler Content Manager, but the settings in the TylerCM for Munis Settings program are set to Tyler Content Manager and Use Munis Server, when you click Attachments, Munis provides the Document Mappings box with only the Generic Attachment option available.

Double-click this option, or highlight the option and click View Documents, to display the standard Munis Attachments screen.

Once you open either Munis Attachments or Tyler Content Manager, the procedures for managing attachments within those applications have not changed.

Note: If your organization uses Laserfiche®, the TCM button remains available and there are no changes to the access or use of your content management system.

Menu SettingsWhen changes to the Munis menu are made during an upgrade or as a result of MIU updates, custom menu entries are not updated. For example, if you have added a custom menu that includes specific programs applicable to a certain group of users, Munis maintains this custom menu when you upgrade your Munis system or install MIU updates.

If you have created custom menus, you must manually update these menus (that is, add new programs or remove retired programs) whenever a system upgrade or MIU update causes changes to the programs associated with these menus.

Roles The following table provides a description of permission changes in the Munis Roles programs for Version 10.5

Permission DescriptionAccounts PayableMaintain Vendor on Purchase Card Transactions

When this check box is selected, users assigned to the role can modify the vendor information on a transaction. If your user role has not been assigned this permission, you are restricted to the default vendor.

View/Maintain Vendor Banking Information

This check box, if selected, allows users assigned to the role to view and update bank account information for vendors in the Vendors program.

Allow Mass Update of Inactive Bank Codes

This check box, if selected, grants users assigned to the role permission to mass update inactive bank codes. When this check box is selected, the Mass Update option on the Federal Reserve Bank Import screen of the Bank Codes program is available.

Allow Printing of Invoice Barcodes

This check box, if selected, allows users assigned to the role to print barcode labels for invoices. The default value for this permission is not selected. In addition to this permission, to print barcode labels, Tyler Content Manager (TCM) must be installed and in the Accounts Payable Settings program, the Enable Printing Invoice Barcode Labels for TCM check box must be selected.

Modify 1099 CodesModify Fixed Asset Codes

These check boxes provide two distinct permissions for updating 1099 or Fixed Asset codes on invoices. This allows you to grant permissions for one code type but restrict access to the other.

View Others’ Purchase Cards and Statements

This Data Access option manages users’ permissions for viewing or maintaining others' purchase card records and purchase card statements. The value selected from the list controls the user’s ability to update, convert, and view purchase cards and statements assigned to other Munis users. The permission can be set to Full, Limited, or None. If you select Limited, you must select the department codes to which the assigned user has access.

Permission DescriptionBudgetBudget Transfers Need to be in Balance by GL Account Segment

This list grants the user permission to perform a secondary balancing check for a specified segment value. You can specify Segments 2-8, Object, or Project. The number of segments 2-8 is based on the number of segments in use in General Ledger Settings. The default value is Blank. If you specify a value, budget transfers are only permitted if the segment specified is in balance.

Bypass Over Budget Conditions at the Time of Posting

This list grants the user permission to check a budget at the time of the amendment/transfer posting:

If a user does not have permission to Post Amendments, this permission should be set to Never and not be accessible.

If a user does have permissions to Post Amendments, this field should be accessible. Options are Always, Override with Warning, or Never.

When selected, users assigned to this role can approve over-budget conditions for transfers or amendments at the time of posting. If the Post Amendments check box is not selected, the default value is Never. If the Post Amendments check box is selected, the default value is Always.

General LedgerAllow Access to Active AccountsAllow Access to Inactive AccountsAllow Access to Close Accounts

In the Data Access group, these check boxes, along with the Account/Segment Group Access list, limit account access to certain general ledger account statuses. The default values for these check boxes are set as follows:

If the value of the Account/Segment Group Access list is None, the default value for these check boxes is not selected and you cannot change that.

If the value of the Account/Segment Group Access list is Full or Limited, the default value for these check boxes is selected, but you can clear one or more of them, as required, to define the permission.

These check boxes combine with the fund or segment restrictions to define access. For example, if you select Limited to allow the role to only access Objects 1000-2000 and select only the check box for Active accounts, the role can only access Active accounts that use Objects 1000-2000.

active role's permissions for the Employee Emergency Contacts program.

These category permissions are the sole category permissions for the associated programs—Emergency Contacts, Employee Beneficiaries, and Employee Dependents.

Munis SystemAllowed to Override Tyler Forms Job Properties

This check box, if selected, grants TylerForms users permission to update options on the Output dialog box when your organization uses the TylerForms integration.

Permits and Code Enforcement The screen is reorganized to include the Permit

Applications/Contractors, Inspections/Violations, and Collections/Others tabs, in addition to the Property Role Permissions tab.

The Permit Applications/Contractors tab includes the Add Plan Reviews, Update Plan Reviews, Delete Plan Reviews, Access Electronic Plan Reviews, Start Electronic Plan Reviews, Add Plan Reviews to Application with ePlans, Update Plan Reviews on Application with ePlans, and Delete Plan Reviews from Application with ePlans check boxes for use with electronic plan review software. These electronic plan and review permissions are intended for use with future functionality.

Purchase Order and RequisitionModify 1099 CodesModify Fixed Asset Codes

For the Purchase Order and Requisition roles, the Modify 1099 Codes and Modify Fixed Asset Codes are two distinct permissions. This allows you to grant permissions for one code type but restrict access to the other.

System SettingsOn the Application Integration tab of the Site Settings screen, the SSRS is Installed in SharePoint Integrated Mode check box is available.

If selected, this check box indicates that SSRS is installed in SharePoint Integrated mode, which means that the .rdl extension is appended to the URL of the menu option for each report.

In addition, all instances of the plus symbol (+) within SSRS report URLs in the menu have been replaced with %20.

Munis WorkflowWorkflow Business Rules, Pending ActionsApproversThe All Approvers Required check box is removed and replaced with four options within the Group Approvers at this Step group.

Within this group, there are four options for defining required approvers:

First Approver Can Complete this Group—This option creates one group at the step filled with pending actions from all business rules for which this option is not selected. The first approver to approve from this group will complete the group for all approvers. For new business rules, this is the default option. All Approvers Needed to Complete this Group—The program creates one group at the step filled with pending actions from all business rules for which this option is selected. Every approver in this group must approve their pending action to complete the group. By Source Business Rule - First Approver from Rule Can Complete this Group—This option groups pending actions at a step according to their source business rule. Multiple groups may be present on a given step. Only one approver needs to approve to complete the group when this option is selected.

By Source Business Rule - All Approvers from Rule Needed to Complete this Group—This option groups pending actions at a step according to their source business rule. Multiple groups may be present on a given step. Every approver in the group needs to approve to complete the group for this option.

These options apply to all business rules that generate pending actions into a step. The pending actions at that step create one or more groups based on the selected option. Whenever a user approves a record, the program checks the current step by group to see if more processing is needed. All groups selected must approve an item to complete the step and advance the workflow.

Existing business rules for which the All Approvers Required check box is not selected are mapped to the First Approver Can Complete this Group option. All existing rules for which the All Approvers Required check box is selected are mapped to the All Approvers Needed to Complete this Group option.

The browse screen, created output, and Excel export file provide a brief description that identifies the method of grouping approvers at a step.

RolesWorkflow Business Rules allows you to require that a user be a member of more than one role to be included in the approval process. For example, you can specify that an approver be a member of Role A and Role B.

The default value is Or and if your organization currently has rules established for roles, the Or value is still applicable.

When you generate pending actions, each step level is examined and two groups of approvers are created. If any pending action at the current step has the All Approvers Needed to Complete this Group option selected, then it is set for all records in that step and for this group of approvers, all members must approve their individual records.

The program creates an additional approvers group at the step level for any pending actions for which the First Approver Can Complete this Group option is selected. In this case, only one approver of the group needs to approve a transaction to complete processing for the group. Both groups must be completed independently before the workflow process advances.

Important! Your organization should review existing business rules to ensure that the setup meets the correct approval criteria.

Step Level 0 The workflow process supports adding a user or role to a workflow process without specifying a step in the workflow process. In this case, the approver can approve workflow items at any time throughout the process without interrupting the rest of the workflow process. In the Workflow Business Rules program, the Step box accepts a value of (0) to indicate no step is required.

Step level zero pending actions can be approved at any time. Step level zero rules are generated into pending actions and activated first, followed by the next regular numeric step level. Step level zero pending actions and the regular numeric step levels are considered as two distinct groups that can be completed independently. Both groups must be completed before the workflow is identified as complete. A rejection from either group rejects the entire workflow. A hold only affects the group in which it is applied, allowing the other group to complete its approval process. If changes are made to the underlying Munis item that cause the workflow to be cancelled, then both groups of pending actions are cancelled.

When identified approvers are roles, the step level zero business rule processes an item according to the settings in the Group Approvers at this Step group:

If the rule contains one role and the All Approvers Needed to Complete this Group option is selected, then all users within that role must approve to complete that groups approval. If the rule contains multiple roles and the All Approvers Needed to Complete this Group option is selected, then all users within all roles must approve to complete the step. If the rule contains one role and the First Approver Can Complete this Group option is selected, then only one user from the role is required to approve for the group.

Step level zero business rules support currently available workflow options such as time limits and alternate approvers. The Workflow Central program accommodates level zero processing in the same manner.

Workflow User Attributes, Workflow Assistant (Log-in Version)In Workflow User Attributes and Workflow Assistant, the Set End Date or Time option is available. When you enable forwarding for a workflow approver, use this option to define a certain date and time at which the forwarding ends.

The Scheduled Stop Forwarding On/At boxes define the end date and time for the forwarding activity. The Notify Approver via Email of Any Error While Stopping Forwarding check box causes the program to send an email to the approver if the forwarding does not stop at the scheduled time. The Stop Scheduled End option allows you to manually end scheduled forwarding prior to the defined date and time.

The Scheduled # field identifies the Munis Scheduler job assigned to the forwarding process.

Munis Data CubesMunis data cubes allow you to use Microsoft® Excel to view and manipulate data in a dimensional style. Once you have connected to the data, use standard Microsoft Excel options to organize the data for analysis.

The following table provides a description of the cubes being introduced in Munis V10.5.

Cube DescriptionGrant

Contains grant journal and allocation information for grants managed in Project Accounting. The amounts come from Project Journals, Project Month Amounts, Project Allocations, and Grants.

GL Asset and Liability Accounts

Contains the standard Account and Time dimensions with measures for Debits, Credits, Net Change, and Balance. This cube contains Balance Sheet type accounts showing balances and actual amounts for each account and time period selected. The amounts come from the journals.

Business License

Provides license and tax bill information for business licenses. The amounts come from Bill Charges. The dates included are Post Date and License Issued Date. It also includes the Business Start Date to allow for reporting of New Businesses.

Munis Self Service (MSS)CSS – Citizen AdministrationThe Application Settings page in Citizen Administration includes the Module Display Title list from which you can select Citizen Self Service, Self Service Only, or Use Alternate Title.

When you select Use Alternate Title, you must complete the Alternate Title box with the name for the CSS Welcome page and the navigation menu on the Login page. For example, if you select Use Alternate Title and enter CSS for My Town in the Alternate Title box, the navigation pane on the Login page and the CSS home page displays the updated title.

When the Allow Self Registration check box is selected and the check box for Login Required is selected on the Module Configuration screen in Munis Self Service Hosting, the program displays a registration form when a user who is not registered attempts to access Citizen Self Service.

The After Self Registration, Direct New Users To list determines the page to which new users are directed after registration: My Account page, Self Service Home page, New User Welcome page, or Customer Profile page.

If you select Welcome New User Page, the Settings page refreshes to include the Header and Instruction fields for the new user page.

Citizen Self Service administrators control the following options in the Change of Address and Notification Settings group of each module of Citizen Administration that allows change of address processing: Animal Licenses, Business Licenses, General Billing, Parking Tickets, Permits Inspections, Real Estate, and Utility Billing.

Select this check box… And…Allow Citizens to Submit Change of Address Requests

Users can submit address change requests.

Submit Change of Address Requests by Email Only check box

Users can submit change of address requests through email and those requests are not submitted through Munis. When this check box is selected, the Send Notification Emails to Contact check box must also be selected.

Send Notification Emails to Contact

The application sends an update notification to the email address in the Contact box.

Send Notification Emails to Citizen (Contractor for Permits and Inspections)

The application sends an update notification to the user's email address provided through the Change of Address request page in the module.

The Subject box contains the text that displays in the email's subject line. When the Send Notification Emails to Contact or Send Notification Emails to Citizen check boxes are selected, the Subject box must contain a message.

The Contact's Body Text and Citizen's Body Text boxes display a message for the selected email notification check boxes.

The Original Account, Name, and Address Values and Modified Name and Address Values lists include the Do Not Include in Message, Include for Contact Only, Include for Citizen Only, and Include for Citizen and Contact options.

ESS – Employee Administration The Performance Reviews group determines users’ access to the Performance Review options in ESS. The Allow Access to Performance Reviews check box must be selected for the Performance Reviews section to be available in ESS.

The Allow Access to Self Evaluations, Allow Access to Peer Evaluations, and Allow Access to Supervisor Evaluations check boxes determine the evaluation types that are available in the Performance Reviews section in ESS. These evaluations are considered 360 Source Type evaluations and are managed in the Munis Evaluation 360 Sources program.

The Allow Employees to Add Evaluations check box grants the overall permission for an employee to add an evaluation in ESS. However, in order to add an evaluation, an employee, supervisor, or manager must have at least one employee in the evaluation category. For example, to add a peer evaluation, an employee must have at least one peer; to add a supervisor or manager evaluation, an employee must have a supervisor or manager assigned in Employee Master; and so on.

Tyler Dashboard Dashboard AdministrationOn the Dashboard Services page for the Munis tenant, the ArcGIS Server group includes the Client ID, Client Secret, and Authorization Service URL fields. These fields support changes to the Esri® mapping parameters, which are redefined to be less specific to the United States and North America. For example, instead of passing a ZIP Code™ parameter, the application passes a postal code parameter, and instead of looking for a state, it looks for a region.

To complete these values, you must generate a client ID and client secret value. To do so, you must be a registered client of Esri and you must complete the application form that is available on the developers.arcgis.com website. Once you complete the application, you receive your API access, which provides your client ID and secret code. The value for the Authorization Service URL box is https://www.arcgis.com/sharing/oauth2/token.

If your organization uses Esri mapping for web parts, specifically Work Orders with Esri Mapping and Inspector Schedule Routing with Esri, you must enter these values.

SearchFor Tyler Dashboard 6.1, the Search box on the home page provides an integrated search tool.

When you use this option, the search results include records stored in Tyler menu and Munis central programs. For example, if you enter 100 as the search criteria, the results include employee records that include 100, customer records that include 100, account records that include 100, and so on.

With additional setup, your SharePoint administrator can configure this search feature to also search items stored in your organization’s SharePoint directories.

The search results display by category, for example, Vendor, Employee, Property, and so on. Highlight a category to view the results. If your SharePoint administrator has configured the search to include your SharePoint directories, the list also includes an entry for these results. Use the Sort Results By and Sort Direction options to change the sort order of the results.

Tyler UniversityFor Tyler Dashboard 6.1, the Dashboard tab provides direct access to Tyler University (TylerU). TylerU provides eLearning and other resources available to users for learning and understanding Munis and Tyler products.

The Tyler University options include TylerU, Enroll, and My Courses. To access the university, your User Profile page must be completed with your Tyler user ID and password.

If you select an option in the Tyler University group and your profile is not complete, the program displays a login page.

When you click the TylerU option, Dashboard displays the home page for Tyler University.

Use the options within Tyler University to manage your personal training for Munis and Tyler products.

When you click Enroll, Dashboard provides a list of defined curricula for core and end users of Munis and Tyler products. Each option includes the resources available to complete the eLearning curriculum for that product area.

To enroll in a specific curiculum, select the check box and click Enroll. The page provides a confirmation next to the Enroll button.

Once you are enrolled in a curriculum, when you click My Courses, the Dashboard provides a list of courses within that curriculum.

Click the Open button to launch an eLearning course or click the course title to display a summary page for the course.

The summary page includes a discussion board and a document library for the identified course.

To launch the eLearning course from the summary page, click View Course Material. Click Withdraw from Course to cancel your enrollment.
