South Woods Middle School Student Council Representatives

Dr. Rogers introduced South Woods Middle School Student Council Representatives Sally

Jamieson and Maria DiBello, who provided an update on the many activities the middle school

students have been engaged in since the start of the school year. Some of the activities the

students reported on included the Morning Show broadcast, the Advisory program, the G.I.R.L

Talk upcoming brunch event to showcase female leaders, the winter concert and the production of

The Lion King Jr., activities related to the character education program PRIDE, participation in

the Anti-Bullying Conference at Hofstra University, the fifth grade trip to Washington D.C., spirit

week and activities of the many clubs at the school.

Adelettes and Choral Pride

Dr. Rogers introduced the Adelettes and Choral Pride acapella groups who, under the direction of

Ms. Kristin Howell, performed Jingle Bells, Frosty the Snowman and White Christmas.

- Instruction

Math Curriculum Presentation

Dr. Rogers introduced Coordinator of Math Dr. John Genova, who was joined by faculty

members Jill Weinberg, Danielle Villalba, Sharon Voelpel, Kristin Peterson, Anthony DePalo and

Kim Dwyer to present some exciting new initiatives in the Syosset math curriculum. Syosset has

embraced the shift from “procedural” math (which emphasizes mimicry of a problem-solving

routine) to “conceptual” math (where students understand math concepts well enough to apply

them as tools in unfamiliar situations). Consistent with the Board of Education vision of preparing

for a future we can’t yet imagine, that strategic problem-solving approach will provide a

foundation for whatever the future will bring. It emphasizes perseverance and multiple attempts

while integrating real-world applications. Small group collaboration in engaging workspaces with

flexible furniture promotes discussion and uses technology to illuminate concepts, hopefully

contributing to a love of the subject.

- Administration

Dr. Rogers presented several renderings of LED road signs to the Board at various locations

throughout the District for consideration.

Dr. Rogers announced that the High School Curriculum Guide is now online in a mobile-

responsive format. Informational pages for each department, course descriptions and course

selection information, and a search option are included.

Draft Calendar 2020-2021

Dr. Rogers announced the District mobile app is launching soon and will provide customizable

calendars, notifications, menus, access to Facebook and more.

Enrollment Study

Dr. Rogers presented a new enrollment study that was completed by a consultant at the request of

the Board, which included an enrollment projection for “The Sagamore” estates (at the former

Woodbury Country Club location). The data presented included a projection of 25 new students

to the District from the projected 76 units at The Sagamore, with 12 at the elementary level, 7 at

the middle school level and 7 at the high school level (totals do not match due to rounding).

Construction Update

Dr. Rogers provided a construction update on the security vestibule in front of the high school

and the Athletics Center. He noted a delay in the work for the security vestibule due to an

unmarked sanitary septic vault that was discovered underground. The security vestibule is now

projected to be completed at the end of February but is still very sensitive to weather-related

delays. Work is moving swiftly on the SHS Fitness Center, which remains on schedule to be

completed by March 27.

Cyber Security

Dr. Rogers reviewed several cyber security initiatives already implemented by the District, as

well as those underway and upcoming. Dr. Rogers announced emails will soon be available to

students in grades 8 through 12 (Regents-level classes) to facilitate research-related projects,

teacher conversations, and to gain access to the grade portal.

High School Start Time Update

Dr. Rogers announced that after the winter recess, the District will be soliciting community

feedback on the high school start time utilizing a new online tool named Thought Exchange.

More information will be provided after the winter recess.

11. Report from the Spokesperson of the Citizens Advisory Committee for Finance

Ms. Michelle Yen from the Citizens Advisory Committee for Finance reported on the Committee’s

November 21, 2019 meeting. Topics discussed included the reports from the external auditors,

facilities update, Committee’s work plan, the budget process, ESSA (Every Student Succeeds Act)

reporting, cybersecurity and enrollment demographics. The next meeting of the Committee will be

held on January 14, 2020 at 6:30 pm.

12. Audience to the Public

Michelle Yen, Syosset, NY, inquired about a donation to the District in the value of $1 million. Dr.

Rogers confirmed the donation is an unrestricted gift from the developers of The Sagamore (the

former Woodbury Country Club), based on an agreement the developers negotiated with a 3rd party in

the 2008 timeframe.

Kim Coopersmith, Syosset, NY, expressed concerns about the quality of food being served by

Aramark in the Syosset schools and expressed a desire to investigate “farm-to-school” initiatives. The

resident inquired about when and how often the Student Wellness policy is reviewed and suggested

students be more involved in the food selection process. Board President Tracy Frankel asked the

resident for some additional information related to farm-to-school initiatives and recruiting food

service workers and Board Trustees inquired about the cost and options for schools without cafeterias.

Dr. Rogers stated the ingredients of the food served by Aramark are posted online and stated the

District is always interested in improving Food Services. He also noted that all policies have been

reviewed over the last 5 years, and the District is now entering a second cycle of reviewing all

policies.

Howard Raphaelson, Syosset, NY, commented that he was looking forward to hearing Nassau County

Police Department Commissioner Patrick J. Ryder speak.

Kristina Silbajoris, Woodbury, NY, expressed a concern about proposed legislation related to the

requirement of the HPV and influenza (flu) vaccines for students aged 9 and above and the lack of

parental consent required prior to the administration of the vaccines. The resident requested the Board

express opposition to these bills.

Jacqueline Braunstein, Woodbury, NY, expressed support for the proposed legislation related to the

influenza (flu) and HPV vaccines.

13. Discussion Items

1. Board Conversation with Nassau County Police Department Commissioner Patrick J. Ryder

regarding School Security

The Board invited Nassau County Police Department Commissioner Patrick J. Ryder to the

meeting to discuss the topic of school safety.

Commissioner Ryder reviewed statistics related to school safety including school violence

and drug abuse; active shooter training for superintendents, principals and security personnel;

the increase in highly-trained Tactical Vigilance officers in the spring, tactical gear and

equipment used by police officers; officer mandates to visit school buildings; the RAVE app

and how it decreases emergency response time; the increase in emergency service trucks and

long guns to highly trained officers; issues with armed guards and metal detectors; the

importance of drills; and the importance of the connection of police officers and community

members.

Board Trustees engaged in conversation with the Commissioner and asked several questions

related to the above-listed topics.

Related to the topic of SROs (School Resource Officers), Commissioner Ryder confirmed of

the 56 districts, there are three districts in Nassau County that have SROs assigned, which are

districts with a high rate of gang activity. The Commissioner explained the school resource

program for all Nassau County schools has been expanded significantly. The county has an

ESU (Emergency Service Unit) and a SWAT team, 12 Homeland Security officers that visit

schools every day, and 3 POP (Problem-Orientated Policing) officers per precinct, and a

school threat assessment team.

Board Trustees reported on the conference and workshops, classes and programs they

attended at the annual New York State School Board Association Conference, which included

the following topics: measuring school climate, restorative practices, social media, school

board communication and standards-based grading (presented by Dr. Rogers and South

Grove Principal Mi Jung An).

A Board Trustee expressed support for single-sided LED road signs as opposed to double-

sided, and inquired about any possible cost difference between the locations proposed.

AUTHORIZATION FOR AGREEMENT WITH ERIE 1 BOCES

This Education Law 2-d Opt-In (“Opt-In”) is executed and entered into as of the date of

execution specified below (“Effective Date”), by the School District identified below

(“District”).

WHEREAS, Google LLC (“Vendor”), a cooperation having its principal offices at 1600

Amphitheatre Parkway, Mountain View, CA 94043, provides certain services to the District

pursuant to certain contractual arrangements and Vendor Terms of Services (“TOS”) entered into

between District and Vendor; and,

WHEREAS, the State of New York has enacted New York Education Law 2-d; and,

WHEREAS, Erie 1 Board of Cooperative Educational Services (“Erie 1 BOCES”), a municipal

corporation organized and existing under the Education Law of the State of New York having its

principal offices at 355 Harlem Road, West Seneca, NY 14224, has entered into an

EDUCATION LAW 2-d Agreement (“Agreement”) in order to address and give binding effect

to the terms of New York Education Law 2-d and Section 1.8 of which Agreement provides that

school districts can become party to the Agreement by executing a written opt-in to do so; and,

WHEREAS, District wishes to become party to the Agreement;

NOW THEREFORE, District attests and agrees as follows:

1. District has evaluated its needs with respect to New York Education Law 2-d and wishes

to become subject to the terms of the Agreement;

2. District hereby formally notifies Erie 1 BOCES and confirms that it is opting into the

Agreement in accordance with Section 1.8 thereof.

3. By executing this Opt-In, District agrees to be bound by and to comply with the terms of

the Agreement.

WHEREAS, Federal funds are required to pass through the school district to be

remitted to outside special education programs, the Syosset Central School District

must have contracts with the approved special education programs (ASEPs), and

WHEREAS, programs on the attached list have been designated as ASEPs, therefore

be it

RESOLVED, that the President of the Board of Education is authorized to sign

contracts with the various vendors and that in her absence or unavailability, Dr.

Patricia Rufo, Assistant Superintendent for Business, and/or Adele Bovard, Deputy

Superintendent of Schools, as the Board’s designee, are authorized to sign contracts,

and be it further

RESOLVED, that contracts be issued for an amount not to exceed $650.00 per pupil

for full allocation and $217.00 per pupil for related services only for 619 funds, a

maximum of $1,747.00 per pupil for full allocation and $583.00 per pupil for related

services only for 611 funds for the 2019-20 school year. Resources for the above are

to be paid from the Special Aid Fund and from Federal sources.

AUTHORIZATION FOR BOND RESOLUTION

A RESOLUTION AUTHORIZING THE SYOSSET CENTRAL SCHOOL

DISTRICT, NASSAU COUNTY, NEW YORK, TO PAY THE COST OF

ENERGY EFFICIENCY IMPROVEMENTS TO VARIOUS SCHOOL

DISTRICT BUILDINGS AND FACILITIES AND AUTHORIZING THE

ISSUANCE OF $19,989,248 BONDS OF SAID SCHOOL DISTRICT TO PAY

THE COST THEREOF.

WHEREAS, the qualified voters of the Syosset Central School District duly approved a

proposition at the Special District Meeting of said School District duly called, held and

conducted on February 13, 2018, authorizing energy efficiency improvements to various School

District buildings and facilities, including but not limited to boiler and burner replacements,

heating and ventilation system upgrades, lighting upgrades and replacements, energy

management systems, renewable energy-photovoltaic electric generation, co-generation, ceiling

replacements, and other appropriate energy conservation measures as authorized by Article 9 of

the Energy Law and Regulations of the Commissioner of Education §155.20, including original

furnishings, equipment, machinery, apparatus, appurtenances, and incidental improvements and

expenses in connection therewith, at a maximum estimated cost of $19,989,248, such proposition

providing for the levy of a tax therefor to be collected in installments, with up to $19,989,248

obligations of said School District, to be issued in anticipation; and

WHEREAS, such project has been determined to be a “Type II Action” as defined under

the regulations of the State Environmental Quality Review Act, promulgated pursuant to the

State Environmental Quality Review Act, the implementation of which as proposed it has been

determined such regulations provide, will not have any significant adverse environmental

impact; and

WHEREAS, it is now desired to authorize said capital project and to provide for the

financing thereof, NOW, THEREFORE,

BE IT RESOLVED, by the affirmative vote of not less than two-thirds of the total voting

strength of the Board of Education of the Syosset Central School District, Nassau County,

New York, as follows:

Section 1. Energy efficiency improvements to various School District buildings and

facilities, including but not limited to boiler and burner replacements, heating and ventilation

system upgrades, lighting upgrades and replacements, energy management systems, renewable

energy-photovoltaic electric generation, co-generation, ceiling replacements, and other

appropriate energy conservation measures as authorized by Article 9 of the Energy Law and

Regulations of the Commissioner of Education §155.20, including original furnishings,

equipment, machinery, apparatus, appurtenances, and incidental improvements and expenses in

connection therewith, at a maximum estimated cost of $19,989,248, in and for the Syosset

Central School District, Nassau County, New York, are hereby authorized.

Section 2. The plan for the financing of the aforesaid $19,989,248 maximum

estimated cost shall be by the issuance of $19,989,248 bonds of said School District hereby

authorized to be issued therefor, pursuant to the provisions of the Local Finance Law.

Section 3. It is hereby determined that the period of probable usefulness of the

aforesaid class of objects or purposes is thirty (30) years, pursuant to subdivision 97 of

paragraph a of Section 11.00 of the Local Finance Law.

Section 4. The faith and credit of said Syosset Central School District, Nassau

County, New York, are hereby irrevocably pledged for the payment of the principal of and

interest on such bonds as the same respectively become due and payable. An annual

appropriation shall be made in each year sufficient to pay the principal of and interest on such

bonds becoming due and payable in such year. There shall annually be levied on all the taxable

real property in said School District, a tax sufficient to pay the principal of and interest on such

bonds as the same become due and payable.

Section 5. Subject to the provisions of the Local Finance Law, the power to authorize

the issuance of and to sell bond anticipation notes in anticipation of the issuance and sale of the

bonds herein authorized, including renewals of such notes, is hereby delegated to the President of

the Board of Education, the chief fiscal officer. Such notes shall be of such terms, form and

contents, and shall be sold in such manner, as may be prescribed by said President of the Board

of Education, consistent with the provisions of the Local Finance Law.

Section 6. All other matters except as provided herein relating to the bonds herein

authorized including the date, denominations, maturities and interest payment dates, within the

limitations prescribed herein and the manner of execution of the same, including the

consolidation with other issues, and also the ability to issue bonds with substantially level or

declining annual debt service, shall be determined by the President of the Board of Education,

the chief fiscal officer of such School District. Such bonds shall contain substantially the recital

of validity clause provided for in Section 52.00 of the Local Finance Law, and shall otherwise be

in such form and contain such recitals, in addition to those required by Section 51.00 of the

Local Finance Law, as the President of the Board of Education shall determine consistent with

the provisions of the Local Finance Law.

Section 7. The validity of such bonds and bond anticipation notes may be contested

only if:

1) Such obligations are authorized for an object or purpose for which said School

District is not authorized to expend money, or

2) The provisions of law which should be complied with at the date of publication of

this resolution are not substantially complied with,

and an action, suit or proceeding contesting such validity is commenced within twenty days after

the date of such publication, or

3) Such obligations are authorized in violation of the provisions of the Constitution.

Section 8. This resolution shall constitute a statement of official intent for purposes

of Treasury Regulations Section 1.150-2. Other than as specified in this resolution, no monies

are, or are reasonably expected to be, reserved, allocated on a long-term basis, or otherwise set

aside with respect to the permanent funding of the object or purpose described herein.

Section 9. This resolution, which takes effect immediately, shall be published in

summary form in the official newspapers of said School District for such purpose, together with

a notice of the School District Clerk substantially in the form provided in Section 81.00 of the

Local Finance Law.

AUTHORIZATION FOR PIGGYBACKING

WHEREAS, the Syosset Central School District wishes to utilize a contract through Hewlett-

Woodmere Union Free School District for Environmental Consulting and Testing Services

Extension #2; and

WHEREAS, Hewlett-Woodmere Union Free School District entered into an agreement with J.C.

Broderick and Associates for Environmental Consulting and Testing Services Extension #2; and

WHEREAS, this contract authorizes municipalities, like Syosset Central School District, to

utilize this agreement.

WHEREAS, said contract is in compliance with Board of Education Policy 6700 and its

accompanying resolution, and New York State General Municipal Law §103(16).

NOW THEREFORE, BE IT RESOLVED, that the Board of Education of the Syosset Central

School District authorizes the Syosset Central School District’s use of the agreement between

Hewlett-Woodmere Union Free School District and J.C. Broderick and Associates for

Environmental Consulting and Testing Services Extension #2; and

NOW THEREFORE, BE IT FURTHER RESOLVED, that the Board of Education authorizes

the Purchasing Agent to issue purchase orders in accordance with the agreement between

Hewlett-Woodmere Union Free School District and J.C. Broderick and Associates.

WHEREAS, on July 12, 2019, the Syosset Central School awarded a contract to Watral Brothers

Inc. (“Watral”) for Site Upgrades at J. Irving Baylis ES in the amount of $120,000.00 (SED

No. 28-05-02-06-0-012-026) (“Baylis Contract”); and,

WHEREAS, the District’s Architect, H2M Architects + Engineers, and Construction Manager,

Park East Construction Corp., recommend modification to the existing Baylis Contract for a

Deduct Change Order G-01 in the amount of $10,000.00 for general contingency allowance;

NOW THEREFORE BE IT RESOLVED, that upon the recommendation of the Superintendent

of Schools, the Board of Education hereby approves Deduct Change Order #G-01 for the Baylis

Contract in the amount of $10,000.00; and

NOW THEREFORE BE IT FURTHER RESOLVED that the Board of Education hereby

authorizes the President of the Board of Education to execute Change Order G-01 on behalf of

the Board of Education, and that in her absence or unavailability, Dr. Patricia Rufo, Assistant

WHEREAS, on April 16, 2019, the Syosset Central School awarded a contract to Watral Brothers

Inc. (“Watral”) for Site Upgrades at Berry Hill ES in the amount of $358,500.00 (SED No. 28-

05-02-06-0-005-023) (“Berry Hill Contract”); and,

WHEREAS, the District’s Architect, H2M Architects + Engineers, and Construction Manager,

Park East Construction Corp., recommend modification to the existing Berry Hill Contract for a

Change Order G-01 in the amount of $22,144.11 for changes to curb cuts and additional

sidewalks as required by Nassau County;

NOW THEREFORE BE IT RESOLVED, that upon the recommendation of the Superintendent

of Schools, the Board of Education hereby approves Change Order #G-01 for the Berry Hill

Contract in the amount of $22,144.11; and

NOW THEREFORE BE IT FURTHER RESOLVED that the Board of Education hereby

authorizes the President of the Board of Education to execute Change Order G-01 on behalf of

WHEREAS, the District’s Architect, H2M Architects + Engineers, and Construction Manager,

Park East Construction Manager, Park East Construction Corp., recommend modification to the

existing Syosset High School Contract for a Change Order C-01 in the amount of $19,500.00 for

upgraded materials;

NOW THEREFORE BE IT RESOLVED, that upon the recommendation of the Superintendent

of Schools, the Board of Education hereby approves Change Order C-01 for the Syosset High

School Contract in the amount of $19,500.00; and

NOW THEREFORE BE IT FURTHER RESOLVED, that the Board of Education hereby

authorizes the President of the Board of Education to execute Change Order C-01 on behalf of

the Board of Education, and that in her absence or unavailability, Dr. Patricia Rufo, Assistant

WHEREAS, the District’s Architect, H2M Architects + Engineers, and Construction Manager,

Park East Construction Manager, Park East Construction Corp., recommend modification to the

existing Syosset High School Contract for a Change Order C-02 in the amount of $4,864.09 to

replace catch basin and casting at shop area;

NOW THEREFORE BE IT RESOLVED, that upon the recommendation of the Superintendent

of Schools, the Board of Education hereby approves Change Order C-02 for the Syosset High

School Contract in the amount of $4,864.09; and

NOW THEREFORE BE IT FURTHER RESOLVED, that the Board of Education hereby

WHEREAS, the District’s Architect, H2M Architects + Engineers, and Construction Manager,

Park East Construction Manager, Park East Construction Corp., recommend modification to the

existing Syosset High School Contract for a Change Order C-03 in the amount of $7,845.65 to

replace precast water main valve box and casting;

NOW THEREFORE BE IT RESOLVED, that upon the recommendation of the Superintendent

of Schools, the Board of Education hereby approves Change Order C-03 for the Syosset High

School Contract in the amount of $7,845.65; and

NOW THEREFORE BE IT FURTHER RESOLVED, that the Board of Education hereby

Park East Construction Manager, Park East Construction Corp., recommend modification to the

existing Syosset High School Contract for a Change Order C-04 in the amount of $16,514.18 to

supply and install drainage pool and connection pipe – existing drainage to new drainage system;

NOW THEREFORE BE IT RESOLVED, that upon the recommendation of the Superintendent

of Schools, the Board of Education hereby approves Change Order C-04 for the Syosset High

School Contract in the amount of $16,514.18; and

WHEREAS, the District’s Architect, H2M Architects + Engineers, and Construction Manager,

Park East Construction Manager, Park East Construction Corp., recommend modification to the

existing Syosset High School Contract for a Change Order C-06 in the amount of $27,359.19 to

upgrade sidewalk configuration – adjustment to sewer cleanouts, steps, ramps and railing

restoration;

NOW THEREFORE BE IT RESOLVED, that upon the recommendation of the Superintendent

of Schools, the Board of Education hereby approves Change Order C-06 for the Syosset High

School Contract in the amount of $27,359.19; and

NOW THEREFORE BE IT FURTHER RESOLVED, that the Board of Education hereby

installation of temporary access path through berm at bus loop;

NOW THEREFORE BE IT RESOLVED, that upon the recommendation of the Superintendent

of Schools, the Board of Education hereby approves Change Order C-08 for the Syosset High

School Contract in the amount of $3,961.95; and

NOW THEREFORE BE IT FURTHER RESOLVED, that the Board of Education hereby

authorizes the President of the Board of Education to execute Change Order C-08 on behalf of

the Board of Education, and that in her absence or unavailability, Dr. Patricia Rufo, Assistant

Superintendent for Business, and/or Adele Bovard, Deputy Superintendent of Schools, as the

AUTHORIZATION FOR INSURANCE POLICIES

WHEREAS, the Syosset Central School District wishes to initiate and/or continue service contracts with

vendors for insurance services that affect the ongoing operations of the district, therefore be it

RESOLVED, that the President of the Board of Education is authorized to sign NYSIR Subscriber

Agreements and contracts with the various vendors and that in her absence or unavailability, Dr. Patricia

ACCEPTANCE OF DONATION

WHEREAS, Woodbury Realty Holdings, Corp. wishes to make a donation to the Syosset Central

School District from Woodbury Realty Holdings Corp. in the amount of $1,000,000;

NOW THEREFORE, BE IT RESOLVED, that the Board of Education of the Syosset Central

School District accepts with appreciation the donation of $1,000,000 from Woodbury Realty

Holdings, Corp., subject to the receipt of a bank check from Woodbury Realty Holdings, Corp.

made payable to the Syosset CSD in the full amount of $1,000,000.
