1. IntroductionIn June 2014, the Infrastructure Approval was provided for the CBD and South East Light Rail project,being the construction and operation of a light rail service generally from Circular Quay to Kingsfordand Randwick via Surry Hills and Moore Park including approximately 20 light rail stops, interchangesat ferry, rail and bus stations along the route and the transformation of a section of George Streetbetween Hunter Street and Bathurst Street, Sydney into a pedestrian zone. The proposal alsoincludes:

facilities in Randwick and at Rozelle for light rail stabling and/ or maintenance interchanges with heavy rail, bus and ferry services at Circular Quay, Wynyard, Town Hall and

Central stations integration with the existing light rail system bus interchanges at Rawson Place, Central Station, Queen Victoria Buidling, Town Hall,

Kingsford, and Randwick stops and public domain improvements including concepts for paving, street trees, lighting and furniture

1.1 BackgroundThe Sydney Light Rail project (SLR) is to be delivered by the ALTRAC Light Rail Partnership (ALR)with design and construction obligations in respect of the CBD and South-East Light Rail (CSELR)passed down to a design and construct joint venture (D&C JV) consisting of ACCIONA InfrastructureAustralia Pty Ltd (Acciona) and Alstom Transport Australia Pty Limited (Alstom). The D&C JV willengage with various other pre-qualified design and construction sub-contractors.

The SLR project consists of:

1. the design, construction, manufacture, testing and commissioning of the CSELR:

A. a new light rail system to service the Sydney CBD and south east Sydney running fromCircular Quay to Central Station via George Street, and on to Kingsford and Randwick viaSurry Hills and Moore Park. The CSELR include LRVs, CSELR Stops, terminus facilities,interchanges and facilities for the maintenance and stabling of LRVs;

B. public domain works, including a pedestrian zone in George Street from Hunter Street toBathurst Street; and

C. adjustments to existing public roads, existing Utility Services and private properties that areaffected by the construction of the CSELR;

2. Operation and maintenance of the CSELR and the IWLR.

1.2 Purpose and ScopeThe purpose of the Network Management Plan is to identify appropriate measures and mitigations tomanage the impacts of changed traffic patterns and operations as a result of the Sydney Light Rail.As noted in the EIS Technical Paper 2 this includes intersection modifications, traffic signal changesand traffic management measures that integrate to deliver the overall strategy for network operationswith CSELR in place. This work is ongoing and the modelling assessment undertaken, by TfNSW, todate represents the first stage in the development of the wider NMP. It is noted that the EIS identifiesTfNSW and RMS as working together to develop an appropriate Network Management Plan (NMP)both during the construction and operation phases.

The Network Management Plan operates as a subset of the Traffic and Transport Management Planand is a requirement of the Planning Approval dated 4th June 2014, condition B26 and the ModifiedPlanning Approval dated 17th February 2015. As identified in the CTTMS this plan would operate infour main phases, with CSLER operations forming the final phase:

This document details Phase 3 Construction.

1.3 ObjectiveThe high level objectives of the Network Management Plan are to:

Maintain congestion levels at acceptable levels and to Identify management and mitigation measures to manage the impacts of changed traffic patterns

and operations as a result of the construction of the Sydney Light Rail.

2. WorkflowRefer to Appendix 1.

3. Planning Approval RequirementsPrior to works impacting on key intersections, unless otherwise agreed by the Secretary, the Applicantshall prepare a Network Management Plan for the SSI, in consultation with the Traffic and TransportLiaison Group identified in section 2.8.2 of the Construction Traffic and Transport ManagementStrategy (prepared by Booz and Co and dated 7 November 2013). The NMP shall determineappropriate measures and mitigations to manage the impacts of changed traffic patterns andoperations as a result of the SSI, both locally and regionally, to the satisfaction of RMS. The NetworkManagement Plan shall include:

Details of construction and operational impacts to the network from closures, night works,diversions and traffic operations required to accommodate the SSI.

Details of further appropriate network/ intersection modelling and analysis Consideration of cumulative impacts, both from internal and external sources Details regarding intersection upgrades, traffic management and mitigation measures by precinct

including but not limited to the following road intersection locations:

George Street and Ultimo Road, Alison Road/ Anzac Parade/ Dacey Avenue Junction Alison Road at John Street Anzac Parade / Moore Park Road Anzac Parade/ Day Street King Street/ John Street intersection Arthur St/ Botany St Arthur St/ Belmore Rd Cleveland St/ South Dowling St Alison Rd junction at Botany St High Cross Park – Belmore Rd/ Avoca St junction Nine-Ways at Kingsford Other intersections as required

Traffic signal control plans Access changes and mitigations (businesses, private property, pedestrians, cycleways,

emergency vehicles, buses (infrastructure) Design elements (including platforms, footpaths, kerbside treatments, pedestrian facilities) Traffic and transport network management for special events Consideration of the SCCAS in relation to the SSI Monitoring of the performance and function of the pedestrian zones and an outline of mitigation

A copy of the NMP shall be provided to the Secretary for information prior to commencement ofeach phase

4. LocationThis NMP specifically details the impacts associated with construction works in the sections of AlisonRoad between Cowper Street and Wansey Road/ Prince Street. This area is included withinconstruction Area 24.

Area 24 works are at the location denoted by the red area in Figure 2.

5. Construction WorksThe construction works to be undertaken in Area 24 (Stage 4A) include civil and utility worksassociated with the installation and operation of the Sydney Light Rail. Upon completion of the civilworks, further works will be required including the signalling and power and communicationsconnections. This Network Management Plan is to cover the track, share path, stormwater and utilityworks. Further changes to Alison Road will prompt a revision of this plan.

5.1 ImpactsWorks within the subject area will be undertaken during approved construction hours (M-F 0600-1800;Sat 0800-1700). For works requiring rerouting of pedestrians and/ or changes to current drivewayaccess, works may need to occur outside of these hours. Works at intersections will be scheduled tooccur over weekends/ nights unless agreed otherwise with the Road Authority.

6. Traffic Flow SummaryThe changes required to the subject section of Alison Road involve the removal of parking andimplementation of clearway on both sides of Alison Road between Darley Road and Wansey Road/Prince Street. Alison Road will be two lanes eastbound and two lanes westbound in Area 24. Theexisting intersection arrangements at both the intersections of Cowper Street/ Alison Road and PrinceStreet/ Wansey Road/ Alison Road remain in place other than the introduction of pedestrian crossingand activation of traffic signal at Alison Road / Wansey Road intersection.

Alison Road has two lanes of traffic flow with parking on the kerb side lane. In this stage, trafficarrangements remains as two lanes of traffic on Alison Road between east of Prince Street/ WanseyRoad to the intersection of Cowper Street with Alison Road. No modelling has been undertaken.

7. Cumulative impactsRMS works on Alison Road are planned to be completed prior to the commencement of Light Railworks on this corridor.

7.1 Special EventsSpecial events that will be impacted by the Area 24 works include:

Randwick Race Days

The only impact Randwick Race Days have is the removal of existing parking on southern side ofAlison Road between the hours of 10AM-6PM on race days. Race days are predominantly held onpublic holidays or Saturdays only. As the purpose of the network management plan is to consider theoperation of the weekday traffic network, the effect of the removal of the kerb side parking in relationto Race days is not seen as relevant.

8. Enabling WorksMinor works are required for the commencement of this fee zone as detailed below.

8.1 Kerbside useThe removal of parking on both the northern and southern kerbsides of Alison Road between CowperStreet and Prince Street/ Wansey Road will allow the installation of full time No Stopping restrictions.

8.2 Alternate Power and Communications for Traffic SignalsTfNSW have implemented alternate power and communications supply for traffic signals. Thesemodifications allow continued operation of traffic signals in the event of existing power andcommunications failure. In the CBD, 64 intersections have been upgraded; 7 in the Central Stationprecinct; 6 intersections along William Street leading into the CBD, 8 intersections in the Broadwayarea, 10 intersections along Anzac Parade in the Kensington/ Kingsford areas, 8 intersections in theMoore Park area including all intersections along Anzac Parade, 2 intersections in the Randwick areaand all signalised intersections along the length of Cleveland Street. Appendix 2 contains a listing ofall intersections with alternate power and communications as upgraded by RMS/ TfNSW.

9. Other Mitigation MeasuresThere are a number of measures being implemented in the lead up to the occupation of Fee Zone 24and these measures are detailed in the individual Traffic Management Plans and Local Access Plans.

9.1 Traffic Signal PlansFor the initial occupation of Alison Road there are no proposed changes to traffic signals.

9.2 Access ChangesAny changes to access arrangements will be detailed in the relevant Local Access Plans. Anychanges proposed will be discussed with the property owner. Any temporary changes to access willbe minimised with the previous access requirements implemented to the current conditions. It is notproposed to replicate that information within this report.

9.3 CommunicationsThe CBD Coordination Office is now responsible for communications associated with the SydneyLight Rail. A comprehensive campaign was launched to inform the public of the Light Rail works andto try and influence travel behaviour and trip planning. Communications has taken various formsincluding:

Media releases; Campaigns; Advertisements and Variable message signs

These communications will continue throughout the construction phase of the project.

9.4 Network ManagementTfNSW and RMS have in place considerable systems, procedures, data, information and resourcesfor monitoring and managing the network impacts of these works. One part of these proceduresincludes tested Incident Response Plans (IRP) across the network. These IRP also dictate theresources required and when/ where those resources will be deployed.

The network is also managed through various Intelligent Transport System installations including:

Closed Circuit Televisions Public Transport Information and Priority System Variable Message Signs Sydney Coordinated Adaptive Traffic System

10. Design ElementsAs required under B27 of the Planning Conditions of Approval, OpCo will prepare as part of thedesign documentation, Access and Design Plans. These plans will be provided to the Urban DomainReference Group, Community Reference Group, Business Reference Group and RMS for review.

These Access and Design Plans key objectives are to ensure all stops are designed to ensure safety,connectivity, efficiency, and convenience is maximised. The Plans will include transport and access

It is not proposed to replicate that information in this report.

11. Other Matters

11.1Sydney City Centre Access StrategyThe Sydney City Centre Access Strategy details the requirements to be implemented for theconstruction and operation of the Sydney Light Rail.

11.2Pedestrian ZoneNot applicable to these works.

11.3Implementation TimeframesThis NMP commences from the 17th February 2016 and is applicable to the occupation of theadjacent area within Area 24.

11.4Plan Submission RequirementsThis NMP will be submitted to RMS. The NMP will be submitted to the Secretary prior to thecommencement of construction works as defined in the Planning and Modified Conditions of Approval
