I. Strengths Ubihan possesses several strengths, as a barangay, and these reflect multi-level governance in the barangay setting as coordination and cooperation between different levels of society are present in the case of Ubihan. These are reflected in the relationships of three different levels, namely, inter-official relations, barangay-citizen relations, and barangay-LGU relations. Under these are the strengths of Ubihan in policy- making and policy implementation. A key strength Ubihan has is that officials are in close coordination and cooperation with each other. Such teamwork is significant in attaining the goals of the barangay. According to the barangay secretary, he, along with the other barangay officials, prioritize what the citizens need, and work together to meet such needs. The plans put forth by the barangay officials are not subject to much opposition, as each of the officials reach consensus regarding certain policies before they enact them (see Appendix A).

I. The citizens of Ubihan, as mentioned above, have been supportive of their barangay initiatives, and this is yet another strength possessed by barangay Ubihan. Because of properly reporting and engaging with its citizens, Ubihan has been successful in rallying support from its people. As a result, the citizens of Ubihan are informed and engaged regarding the affairs of the barangay, and they can give necessary input regarding the programs and policies of the barangay officials. In this way, governance is not only exclusive to the barangay officials, as the citizens are participative when it comes to formulating and enacting barangay policies.The strong coordination between the barangay and the local government unit itself is another strength. The interviewees mention how the city has been giving them frequent aid, such as the recent shipment of nine (9) motorboats for Ubihans fisher folk. Relief good and disaster response are cascaded by the city in an efficient way, according to one of the interviewees. Even in environmental concerns, such as garbage collection and management, barangay Ubihan must report and coordinate with its LGU.II. WeaknessesBarangay Ubihan is facedwith several weaknesses, and some of which are even its strengths.First and foremost, Ubihans greatest problem is infrastructure. The community relies on boats and rafts to move around and the have little roads that they can utilize. It would take one 45 minutes to 1 hour to get to the community, not to mention having the people transport goods and services to the barangay requires funds to be shelled out. The accessibility of the community marks a great hindrance in efficient delivery of goods and services, such as the much-needed technology transfer for livelihood in the barangay and availing of major health services, such as surgery and child birth, not provided by the barangay health clinics.With regards to formulating programs and initiatives for the barangay, both interviewees mention that sessions discussing such take only a day, and face minimal to no opposition. This can prove to be disadvantageous in certain circumstances. Take for instance, a poorly-planned program is formulated and is to be enacted, if the barangay officials do not deliberate and assess the program thoroughly, then the barangay will suffer in the long run. The barangay may be prone to haphazardly formulated programs for the sake of efficiency.Budget allocation, revenue allocation, and credit and loan systems are not effective in Ubihans case. Barangay Ubihan adopts unsustained revenue generation and credit and loan support mechanisms, not to mention faulty budget allocation schemes. It is important to mention that it has been successful in bridging donors and the locals when it comes to loans. Sustainability of efforts to improve industries and livelihood within the barangay are not very effective, as appropriate budget allocations needed for such improvement are not given to the pertinent actors.III. OpportunitiesBarangay Ubihans access to several donor organizations present a major opportunity for the barangay, as maintaining a strong relationship with such organizations may give them an avenue for accessing loans needed to further enhance its livelihood programs. The loans can be used buy better fishing equipment, even allow the barangay to access pertinent research and development arms of universities, which could facilitate for technology transfer and better knowledge needed to improve the output of Ubihans fisher folk.Ubihans healthy relationship with its LGU can serve as an opportunity to address several key issues with the barangay, more specifically, its infrastructure. It can utilize the LGU as an avenue in which it can communicate with the Department of Public Works and Highways (DPWH), in order to begin with the planning and eventual construction of roads that will provide easy access to and from Ubihan. Likewise, this relationship with the LGU can be beneficial to Ubihan since it can coordinate with it in order to have funds and cooperations in order to enhance its livelihood programs, i.e. technology transfer, trainings from experts. With this, Ubihan can contribute substantially to the development of Bulacan as a whole.
