The company had attributed the closing to a deteriorating economy and rising energy costs, but the Environmental Protection Agency also played a role.

The EPA fined St. Marys Cement and co-owner St. Barbara Cement $800,000 for violations of the fed-eral Clean Air Act. In addition, the settlement called for the companies to spend nearly $2 mil-lion to upgrade pollu-tion control on three of its four kilns. The fourth kiln had to be replaced or shut down.

The settlement was the first completed as a result of an EPA crackdown on Portland cement manu-facturing facilities. EPA said the companies ille-gally modified the kilns at the Dixon plant in a man-ner that increased harm-

ful sulfur dioxide and nitrogen oxide emissions. In addition to failing to install the proper pollu-tion-control equipment, the companies were cited for failing to get the prop-er permit before making modifications.

When the company bought the Dixon plant from Cemex in 2005, it assumed liability for the kilns that were not oper-ating up to EPA stan-dards. St. Marys had said it was a coincidence that the EPA settlement and the announcement to suspend operations occurred on the same day.

St. Marys had left the door open to resume operations in Dixon, saying that the decision would be based on prod-uct demand rather than the cost of EPA compli-ance.

DIXON – Last year’s O n e N i g h t W i t h o u t a H o m e f u n d r a i s e r for PADS was such a success – more than $12,000 was raised for the 24-7, 365 homeless shelter and its programs – that organizers are giving it another go.

And they’re making it even easier for folks to help out.

Instead of squeezing the fundraiser into one night, organizers have m a d e a r r a n g e m e n t s for folks to put them-selves into the shoes of a homeless person, and spend some time out in the cold, whenever they choose over the next

month.It’s a choice the people

they are helping sel-dom get to make. And it’s a good way to raise awareness of the plight of the area’s homeless.

Here’s how it works:Scout troops, church

g r o u p s , b u s i n e s s employees, club mem-bers, families, indi-viduals – anyone with a hankering to help – are asked to gather pledges to cover however many hours they think they can make it in the chill.

Then those willing to brave the elements can pick any time, day or night, from 6 p.m. Sat-urday through the third week of December, to put on a parka and park themselves outside the shelter at 805 W. First

let Vanessa White, the shelter’s board presi-dent, know what block of time they want, and she’ll make sure a board member of other vol-unteer is on hand to keep everyone safe and secure.

About two dozen peo-ple participated in last year’s fundraiser, which was the shelter’s first. There was a fire, fel-lowship and fun – kind of an outdoor slumber party.

With its wider time frame, organizers hope to see even more people participate this year.

Of course, there also are other ways to help PADS, which, at 16 or 17 homeless men, women and children, is pretty much at capac-ity. Donations of food, clothes, toiletries, bed-

ding or other useful items, as well as money, always are needed.

The Illinois portion of the Rock Island Clean Line energy transmission project, which will cut through parts of White-side and Bureau counties, was approved Tuesday, Clean Line Energy Part-ners LLC said in a news release this afternoon.

The Illinois Commerce Commission unanimous-ly approved an order to grant Rock Island Clean Line LLC, a subsidiary of Clean Line Energy, a certificate of public con-venience and necessity. That will allow the com-pany to build and operate a 121-mile transmission line in Illinois as part of a new 500-mile direct cur-rent electric power line.

If similar approval is granted by Iowa, the line will deliver 3,500 mega-watts of wind power from the northwest Iowa area to Illinois, the release said.

It would begin in north central O’Brien County, Iowa, and end at a Com-monwealth Edison sub-station in Grundy County, Illinois. In the Sauk Valley area, it would include 8 miles in Whiteside Coun-ty between Hillsdale and

Erie, and run the length of Bureau County.

The company recently filed for the same permis-sion in Iowa and must go through the same regu-latory process, said Amy Kurt, manager for Rock Island Clean Line.

Officials hope to have that approval in 2015, start construction in 2016, and begin transmission in 2018, Kurt said. It took 2 years to win approval in Illinois.

Opponents of the proj-ect have said they object to the elimination of some prime farmland, either by purchase or eminent domain.

“The ICC approval is a great step forward for the Rock Island Clean Line project and brings Illinois one step closer to creating a cleaner energy future,” Michael Skelly, president of Clean Line Energy, said in the release.

“We are grateful to the commission for their careful consideration of our application and pro-posed route. By approving game-changing projects like the Rock Island Clean Line, Illinois will benefit from access to low-cost clean energy and job cre-

ation in the construction and manufacturing sec-tors.”

According to the com-pany, Rock Island Clean Line will decrease the annual cost of wholesale electricity used to serve Illinois customers by an estimated $320 million in its first year of operation alone.

In addition, it will bring a direct investment of about $600 million in the state and create hundreds of construction jobs and job support in the manu-facturing sector for the wind turbines that will provide power for the line.

Clean Line will use local vendors, such as construction materials suppliers, and will, buy its wire from Southwire Inc.’s Flora factory.

The Rock Island Clean Line will also pay millions of dollars in taxes to local government each year for counties, schools, fire dis-tricts, and other services where the line towers and converter station are located, the release said.

Rock Island Clean Line submitted its applica-tion to the ICC in Octo-ber 2012. It proposed two

routes, a preferred and and alternative route; the preferred route was approved today with no objections.

The company still is signing up landowners, and will provide ease-ment payments and structure payments that can be made each year or up-front, at the land-owner’s option, plus any damage payments, it said in the release.

The wind energy deliv-ered by the Rock Island Clean Line will allow other generators to run less and burn less fuel by eliminating the need for the equivalent amount of energy to come from fos-

sil fuels, thereby reduc-ing pollution. More than 1.4 million homes will be powered by the renew-able energy generated as a result of the project, the release said.

“This project will deliver pollution-free power to Illinois homes and busi-nesses, and create good jobs in clean energy tech-nologies,” Jack Darin, director of the Illinois chapter of the Sierra Club, said in the release.

The full text of the final order will be posted Wednesday on the ICC website, www.icc.illinois.gov.

Falls man found guilty of aggravated cruelty to animals after a bench trial Tuesday in White-side County Court faces

1 to 6 years in prison.Joseph Nelson, 38, is

to be sentenced Jan. 13 for leaving his caged pit bull starve to death in the basement of a home he once rented. The dog’s body was found by authorities March 25 after it had been discovered by a worker hired to clean the home. It appeared to be an adult male, but the carcass weighed only 25 pounds.

“We’re quite pleased that the court found the

defendant committed this offense,” Joyce said. “The evidence was very horrific, and certainly the defendant had other options available to him and chose not to. And so, in essence, this poor dog starved to death.”

Whiteside County Ani-mal Control received a call March 14 to do a welfare check on the dog. Workers went to Nelson’s home in the

1000 block of Lincoln Street, knocked, and got no answer. Workers looked in the yard and windows, but didn’t see, hear, or smell anything. They talked to neigh-bors, and left the home-owner a note to call them.

They never got any more complains, and they never got a call.

“If [Nelson] was unable or unwilling to care for

this animal, he could have contacted a shelter; he could have tried to seek a different owner,” Joyce said. “Even releas-ing this dog would’ve been better than what this dog’s fate was.”

Nelson, who has been in Whiteside County Jail since his arrest March 28, is represented by public defender Jim Heuerman. Judge John Hauptman heard the case.

MORRISON – Autopsy results were not available Thursday in the death of a woman who appears to have suc-cumbed to hypothermia after being released from Whiteside County Jail on Monday morning.

The body of Janet Sims, 65, of Rock Falls, was found around 3 p.m. Tuesday in a wooded area a few blocks north of Whiteside County Jail, roughly 30 hours after she was released from the facility, Sheriff Kelly Wilhelmi said Wednesday.

Foul play is not suspected, Wilhelmi said.

Jamie Richards, 42, of Lyndon said Sims, his mother, suffered from bipolar and schizoaffective disorders, and had been in and out of local hospitals and the jail off and on for the past 18 months, he said.

She was released around 8 or 9 Mon-day morning – her 65th birthday – after serving 5 days of a 10-day sentence for contempt of court in a trespassing case.

through the area at the time.“I feel horrible,” Wilhelmi said

Wednesday. “You never want to see anything like this happen. You want to see everyone get home safely.”

No one was available Thursday to provide further information, includ-ing results of an autopsy that was done Wednesday, a dispatcher at the depart-ment said Thursday morning.

What happens to inmates once they are released is a situation over which jail staff have little control, Wilhelmi said. Once an inmate has served his or her sentence, staff has no authority to hold them, and for liability reasons, the department does not provide rides home.

“There are opportunities for phone calls,” the sheriff said, adding that he did not know if this woman called anyone after her release. She did sit upstairs at the jail for a few hours before deciding on her own to leave, he said.

To the knowledge of the staff, the

woman had no mental issues. Cer-tainly she had not been deemed by the court as being in need of a men-tal evaluation, Wilhelmi said.

“What could we do?” he said. “Our hearts go out to her and her family.”

Richards, however, disputes the sheriff’s assertion that Sims’ mental health issues were not known to jail staff.

The last time his mom was held, jail personnel called him when she was released so he could pick her up, he said. He’d even asked them to call the county health depart-ment to get her on some medication, although he was told that that was not something they were able to do, Rich-ards said.

Neither Richards nor his brother even knew Sims was being held this time, though, he said.

“What bothers me the most is that this could have been prevented with a ride home,” he said. “This is just trag-ic.”

A n d while he realizes it’s not jail policy to give a released inmate a ride, “I just don’t understand how anyone can take someone with a mental illness and send them out the door in a snow-storm and just tell them good luck,” he said.

Sims’ funeral arrangements are being handled by McDonald Funeral Home.

Oyster StuffingYield: About 4 servingsFrom “The Ocracoke

Cookbook,” by the United Methodist Women of Ocracoke Island (1970s edition; originally published in the 1950s). This is a very minimalist dressing, as befits an isolated com-munity. So add celery and other seasonings if you like. It also could be doubled easily; use 24 ounces of oysters.

5 cups day-old bread cubes (see note)

2 (16-ounce) jars oysters or 16 freshly shucked oysters, drained and chopped

3 eggs, hard cooked, peeled and chopped

1/4 cup (4 tablespoons) butter

! cup chopped onion! teaspoon salt" teaspoon black pep-

per! to 1 cup chicken

broth (plus turkey drip-pings if you like)

Gently mix the bread cubes, oysters and eggs in a large bowl. Melt the butter in a skillet and sauté the onions until tender. Add the salt, pepper and chicken broth and bring to a boil. Pour over the dry ingredients and toss until moistened.

Place in a 1!-quart bak-ing dish. Bake uncovered in a 350-degree oven for 25 to 30 minutes, or until heated through.

NOTE: We tested this with a firm white bread, sometimes called toasting bread, but Italian or French bread also would work. To hurry the drying, you also can spread it on a bak-ing sheet and place it in a 325-degree oven for about 20 minutes.

Green Beans with Bacon Dressing

Yield: About 6 servingsAdapted from “Betty

Feezor’s Carolina Recipes, Vol. 1,” originally published in 1957. The old-time boiled dressing is both sweet and sour, a nice bal-ance to heavier fall foods. It can be served hot or cold as a salad.

About 1! pounds fresh green beans

About 6 slices bacon2 eggs1/3 cup apple cider or

white wine vinegar! cup water3 tablespoons sugar" teaspoon salt1 tablespoon diced

pimentoTrim the ends from the

green beans and cut or break them into bite-size pieces. Fill a bowl with ice and a little water; set aside. Place in a pot and cover with cold water and about 1 tablespoon salt. Bring to a boil, reduce heat and sim-mer just a few minutes, until crisp-tender. Remove from heat, drain and pour into the ice water. Drain again, roll in a clean dish towel or paper towels and refriger-ate until ready to serve.

Cook the bacon until crisp. Drain. Reserve " cup drippings and discard the rest. Crumble the bacon and set aside.

Whisk together the eggs, vinegar, water, sugar and salt. Return the reserved drippings to the skillet. Add the egg mixture. Cook over low heat, stirring constantly, until thickened. Add the cooked green beans to the sauce and stir until warmed through. Serve topped with the crumbled bacon and pimentos, or chill and serve as a salad.

Sweet Potato and Pear Casserole

Yield: About 6 servingsAdapted from “Bill Neal’s

Southern Cooking” (UNC Press, 1985). The original version is a souffle, with beaten egg whites folded in. For a holiday meal, we wanted something that could be reheated and could wait longer before serving. So we kept the original flavors but changed the method.

3 medium sweet pota-toes, about 1! to 2 pounds total

2 medium ripe pears, such as Bosc

Half of a lemon1⁄8 teaspoon white pep-

per ! teaspoon salt2 tablespoons honey4 tablespoons butter,

softened, divided2 eggs, beaten ! cup chopped pecansPoke the potatoes all over

with a fork and bake on the open rack of a 375-degree oven about 50 minutes, until soft. Remove, cut in half and cool.

Peel, quarter and core the pears. Chop coarsely and place in a stainless steel or glass mixing bowl. Squeeze the lemon half over them. Scoop the sweet pota-toes from their jackets and add to the pears. Add the pepper, salt, honey, 2 tablespoons butter and the eggs. Beat well, but leave the mixture lumpy.

Coat a 1-quart baking dish with 1 tablespoon but-ter. Spread the sweet pota-to and pear mixture in the dish. Bake at 350 degrees for about 30 minutes. While the casserole is baking, melt the remaining 1 table-spoon butter and cook the pecans until lightly toasted. Sprinkle over the casserole before serving.

Sweet Potato Pecan Cake with Coconut-Pecan Cream Cheese

FrostingYield: 8 servingsAdapted from “It’s Not

Gourmet – It’s Better,” by Eudora Garrison (1978, Washburn Graphics). The original called for a cooked frosting, but the cream cheese version is simpler.

Nonstick cooking spray1 medium sweet potato2! cups all-purpose

flour3 teaspoons baking

powder" teaspoon salt1 teaspoon each ground

cinnamon and nutmeg1! cups vegetable oil2 cups sugar4 eggs, separated4 tablespoons hot water1 cup chopped pecans1 teaspoon vanillaFrosting:1 (8-ounce) package

cream cheese2 tablespoons milk" teaspoon salt2 teaspoons vanillaAbout 16 ounces con-

fectioner’s sugar1! cups chopped

pecans, divided1! cups flaked coconut,

dividedSpray the bottoms of 3 (8-

to 9-inch) cake pans. Using the pans as a guide, cut three circles of wax paper and place one in the bottom of each pan. Spray again.

Peel the sweet potato and shred on a box grater. You should have about 2 cups.

Sift flour and measure 2! cups. Add the baking powder, salt, cinnamon and nutmeg and sift again.

Place the oil and sugar in a mixing bowl and beat with an electric mixer until smooth. Beat in the egg yolks and the hot water.

Beat in the flour in several additions. Stir in the sweet potato, nuts and vanilla.

Using a separate bowl and clean beaters, beat the egg whites until peaks stand up when you lift the beaters. Mix about a quarter of the egg whites into the batter to lighten it, then fold in the remaining egg whites. Divide the bat-ter between the three lined cake pans and smooth the tops.

Bake at 350 degrees for 35 to 45 minutes, until cakes are pulling away from the sides and tops spring back when lightly touched. Remove from oven and cool a couple of minutes, then carefully turn out onto racks. Peel away the paper and discard. Cool cake layers completely.

Beat the cream cheese with the milk, salt and vanilla. Beat in the confec-tioner’s sugar. Stir in 1 cup each pecans and coconut. Frost cake, then garnish with remaining pecans and coconut.

Scuppernong Wine Jelly

Yield: About 6 servingsFrom “It’s Not Gourmet

– It’s Better,” by Eudora Garrison. Wine jellies used to be traditional on holiday tables all over the South. This version adds a North Carolina touch with scup-pernong wine.

1 cup cold water2 envelopes (half a box)

unflavored gelatin1" cups boiling water1 cup sugarJuice of 1 lemon1! cups scuppernong

wineRed food coloring

(optional)Boiled Custard (see

recipe)Place cold water in a mix-

ing bowl and pour the gela-

tin over it. Let stand briefly to soften. Add the boiling water and stir until the gela-tin is completely dissolved.

Add sugar, lemon juice and wine. Add food color, if desired. Blend well and pour into a mold. Refriger-ate until firm.

Remove from bowl into a large, shallow bowl. Spoon boiled custard or whipped cream around the edge and serve in a dish or glass.

Old Salem Cookery,” by Beth Tartan (UNC Press, originally published in 1955 and reprinted in 1992). Boiled custard isn’t boiled, it’s gently cooked. Tartan noted that it was some-times called dip and served chilled with warm fruit cob-blers and pies.

mixer, gradually beating in the sugar.

Place the half and half and milk in a saucepan over medium-low heat and warm until it is starting to steam and show a few bubbles around the edge, but isn’t boiling. Slowly beat the hot milk into the beaten eggs.

Pour into the top of a double boiler over simmering water (or, if you’re using a stainless steel mixing bowl, just place it over a saucepan of simmering water). Heat, stirring constantly, until it thickens enough to coat a spoon. (Watch carefully – it can go from thick to curdled very quickly.) Immediately remove from heat and stir in the salt and vanilla. Chill
