13. PUBLIC CONSULTATION 13.0 Introduction

The Ministry of Environment, Forest and Climate Change, (MoEF&CC) Government of India

issued Environmental Impact Assessment notification S.O. 1533 dated September 16, 2006

mandating prior environmental clearance for manufacture of (Bulk drugs and intermediates

excluding drug formulations) industry under category ‘A’ for projects located outside notified

industrial area/estate. The proposed expansion project of SV Labs Pvt. Ltd., is located at Sy. No.

501, 506 & 507, Koyyalagudem Village, Choutuppal Mandal, Yadadri Bhuvanagiri District,

Telangana. The proponents obtained the terms of reference from the MoEF&CC, which mandated

public consultation vide letter no. F.No. J-11011/301/2015-IA II (I) dated 05.03.2016.

Accordingly the draft Environmental Impact Assessment was submitted to Regional Officer,

Telangana State Pollution Control Board, Regional Office Nalgonda District for conducting public

hearing. The public hearing for the proposed expansion of bulk drug and intermediate

manufacturing unit was conducted on 14.11.2017 neat the industry site. The public hearing was

chaired by The public hearing was chaired by Sri Ravi Gugulothu, Joint Collector & Addl.

District Magistrate, Yadadri Bhuvanagiri district and Sri P. Jawaharlal, Environmental

Engineer, Telangana State Pollution Control Board, Regional office, Nalgonda district.

13.1 Advertisement

Press notification regarding the date, time and venue of the Environmental public hearing for the

proposed expansion was issued in “Andhra Jyothi” (Telugu daily) and “The New Indian Express”

(English daily) newspapers on 14.10.2017. Copy of the advertisement is enclosed.

Minutes of the meeting

The minutes of the public hearing is enclosed along with the attendance sheet. Concerns expressed

by speakers during public hearing and responses of the proponent are presented in table 7.1.

Response to written representations is presented in Table 7.2.

13.2 Concerns expressed by public

He stated that the industry started in 2001 in 6 acres land. The villagers faced problems due to pollution from the industries located in and around the area. The pollution created differences among villagers. He requested for implementation of pollution abatement measures by the industries. He complimented the industry for contributing to the development of village, and requested to provide jobs to local people. He extended the support for expansion.

The proponent stated that Pollution control equipment is being operated through out and pollution levels are within the standards stipulated by the MoEF&CC and TSPCB. He assured that the additional equipment will be installed under expansion and latest technology will also be adopted to upgrade the equipment. Proponent informed that the presently 100 employees are from local area out of 138 employees in industry, he assured that the employment shall be given to the local people based on the qualification and skills.

2 Sri K. Bhoopal Reddy, R/o Koyyalagudem

He stated that earlier some problems are noticed but as on today no problems are noticed. Now the pollution is reduced. This industry provided employment to the local people and about 75% are from the local area only. He supported the proposed expansion of the existing unit.

The proponent assured that the pollution control equipment will be operated through out and pollution levels will be maintained within the standards stipulated by the MoEF&CC and TSPCB. Employment shall be given to the local people based on the qualification and skills.

3 Sri P. Yadagiri, R/o Koyyalagudem

He supported proposed expansion as there was no pollution problem from this industry. M/s. SV labs is better company comparatively with others. He sought employment to the local people and participation of industry in village development by taking up of development activities like laying of CC roads, drinking water supply, community toilets etc and requested the industry to ensure pollution free environment.

The proponent assured that the pollution control equipment will be operated through out and pollution levels will be maintained within the standards stipulated by the MoEF&CC and TSPCB. Employment shall be given to the local people based on the qualification and skills. The Proponent stated that One CC road was already laid in the village and two other roads are under active consideration. Drinking water is being supplied to the needy villages i.e., D. Nagaram,

Yellambavi and to primary schools also regularly. He also stated that they contributed to the construction of Gram Panchayath building in Koyyalagudem. The company is participating in community development activities undertaken by Grampanchayaths and assured to continue their cooperation and participation in future also. Contribution to CSR will continue.

4 Sri P. Ram Reddy, R/o Dharmojigudem

He supported the proposed expansion as this industry is almost free from pollution. He requested the industry to continue the implementation of pollution abatement measures, employment to the locals, 2% CSR funds shall be given to the surrounding villages. The industry to take up health camps etc. in the surrounding villages.

The proponent assured that the pollution control equipment will be operated through out and pollution levels will be maintained within the standards stipulated by the MoEF&CC and TSPCB. He assured that the additional equipment will be installed under expansion and latest technology will also be adopted to upgrade the equipment. Employment shall be given to the local people based on the qualification and skills. The proponent informs that the company is participating in community development activities undertaken by Grampanchayaths and assured to continue the cooperation and participation in future also. He assured monetary and material help for the proposed shill development centre and assured to take-up two water treatment plants to meet the dirking water requirement.

5 Sri K. Srinivas Reddy, MPTC, Lakkaram

He stated that Choutuppal Mandal was affected with water pollution. Some industries discharged effluent into bores resulting in the contamination of ground water. He wanted that the polluting units should be closed and pollution free units may be continued, He sought 50% of employment to local people and 90% should be from Telangana State. He extended conditional support

He stated that due to industries air and water is contaminated. He stated that wolfs, peacocks and rabbits were not found in the villages anymore due to pollution. He opposed the proposed expansion of the unit.

7 Sri M. Shankar, R/o Koyyalagudem

He opposed the setting up of new industry or expansion of existing chemical industries. He stated that the life span of the people decreased due to pollution. He owed to fight against the polluting units.

The proponent assured that the pollution control equipment will be operated through out and pollution levels will be maintained within the standards stipulated by the MoEF&CC and TSPCB.

8 Sri Malkapuram Narasimha, MPTC, D. Nagaram

He stated that he used to visit the industries regularly and complimented M/s. SV Labs Pvt. Ltd for maintaining pollution control measures. He stated that the industry provided employment to a tune of 70% to the local people. The industry shall develop 30% greenbelt and provide CSR funds to the villages. He extended his support for the proposed expansion.

Proponent assured that the employment shall be given to the local people based on the qualification and skills. The proponent stated that at present Green belt covers 33% of the area i.e., 2 acres of the land out of total plant area of 6 acres and assured that additional area depending on the availability will be covered during the expansion. The Proponent assured to continue the cooperation and participation in community development activities undertaken by Grampanchayaths in future also. He assured monetary and material help for the proposed shill development centre and assured to take-up two water treatment plants to meet the dirking water requirement.

9 Sri Raghuma Reddy, R/o Tangedapally

He stated that no intimation was given about public hearing. The industries failed to provide employment to the local people. The people employed in these units were underpaid. Water pollution is severe in these areas and bore wells giving polluted and coloured water. He opposed

the expansion. members working in this unit, with 100 of them hailing from local villages. The proponent stated that Pollution control equipment is being operated through out and pollution levels are within the standards stipulated by the MoEF&CC and TSPCB. Additional equipment will be installed under expansion and latest technology will also be adopted to upgrade the equipment.

10 Sri Venkanna Goud He wanted the TSPCB to take action against erring industries. He has stated that this industry may not be polluting one and has fared better in controlling pollution, the industry shall give jobs to locals and funds to all the affected villages. He extended his support to the expansion of the industry.

Proponent assured that the employment shall be given to the local people based on the qualification and skills. Proponent assured to continue the cooperation and participation in community development activities undertaken by Grampanchayaths of surrounding villages.

11 Sri Girish, R/o Koyyalagudem

He raised the issue of employment to the local people. He complained that the villagers were not informed about the Public Hearing. CSR funds were not provided to the village for undertaking of the development activities. The village was subjected to foul smell from the industry during the evenings and opposed the proposed expansion.

The Proponent assured that they will provide employment to the local people based on the qualification and skills. The proponent stated that the company is participating in community development activities undertaken by Gram panchayaths and assured to continue their cooperation and participation in future also. He informed that the drinking water is being supplied to the needy villages i.e., D. Nagaram, Yellambavi and to primary schools also regularly. Teachers engaged by the local body are paid salaries as part of improving the education standards in villages. Books and uniforms are supplied to the children.

12 Sri Kandi Laxma Reddy, R/o Koyyalagudem

He stated that there is benefit as well as loss due to companies. He alleged that there were no crops in this area due to polluted water. This industry shall provide employment to local people. He supported the proposed expansion.

The Proponent assured that they will provide employment to the local people based on the qualification and skills.

13 Sri Rachakonda Nagaiah, R/o Koyyalagudem

He stated SV labs is a good one, other companies also should maintain on par with SV Labs. He stated that other units in the surrounding areas should emulate this industry as a model unit and supported the proposed expansion. He sought jobs to local people.

The Proponent assured that they will provide employment to local people based on qualification and skills.

14 Sri Komatireddy Pradeep Reddy, R/o Koyyalagudem

He expressed his opposition to the proposed expansion.

The proponent assured that the pollution control equipment will be operated through out and pollution levels will be maintained within the standards stipulated by the MoEF&CC and TSPCB.

15 Sri P. Sai, R/o Koyyalagudem

He complained that there was no information on public hearing in the village and surroundings. He alleged that not even 10% of the local people were provided employment in the unit and at least 17 members were not provided with employment though the industry existed for the last 17 years, He wanted that all the industries should be closed forthwith and opposed the expansion.

The proponent stated that the Paper advertisement for public hearing was given in “Andhra Jyothi” (Telugu daily) and “The New Indian Express” (English daily) newspapers on 14.10.2017. The proponent stated that there are totally 130 members working in this unit, with 100 of them hailing from surrounding villages.

16 Sri Komatireddy Prabhakar Reddy, R/o Koyyalagudem, Ex-ward member

While extending his full support to the industry, he stated that the industry was established by the local entrepreneurs and should be supported. He complimented the industry for providing maximum local employment and requested to provide additional employment to local people.

Proponent assured that employment shall be given to local people based on qualification and skills. The proponent assured to take up two water treatment plants to meet drinking water requirement.

He requested to set up 3 drinking water treatment plants in the village and to cooperate for the development of the village.

17 Sri Shekhar, R/o Dharmojigudem

He stated that the industry is implementing pollution control measures. He supported the expansion of industry to ensure overall development of the area.

The proponent stated that Pollution control equipment is being operated through out and pollution levels are within the standards stipulated by the MoEF&CC and TSPCB. He further assured that the unit will follow the standards prescribed by Ministry of environment forests and climate change and TSPCB.

18 Sri Rajesh Reddy, R/o Jyothinagar

He gave a call to boycott the public hearing as there was no information and there was no public participation. He stated that the industries in the surrounding areas are polluting the lands, air etc. He sought details of CSR funds and to whom it was given. He challenged the supporters to substantiate their views. The company is not providing any funds to the villagers. He opposed the public hearing and the expansion also.

The proponent stated that the Paper advertisement for public hearing was given in “Andhra Jyothi” (Telugu daily) and “The New Indian Express” (English daily) newspapers on 14.10.2017. The proponent stated that

They had contributed to the construction of Gram Panchayath building in Koyyalagudem. One CC road was already laid in the village and two other roads are under active consideration. Incentives to promising and bright children will be considered to encourage them to attain higher levels academically. 19 Sri B. Nagasena Reddy, NGO, Nalgonda

While expressing his support to the proposed expansion, he stressed the need to spend the CSR funds contributed by the industry should be spent for the development purposes in surrounding areas only.

The proponent stated that the company is participating in community development activities undertaken by Gram panchayaths and assured to continue their cooperation and participation in future also. He assured that contribution to CSR will continue. He assured monetary and material help for the proposed shill development centre and assured to take-up two water treatment plants to meet the dirking water requirement.

20 Sri Kolan Srinivas Reddy, Nalgonda Youth Associations Co-ordinator, Allapuram

He stated that the youth should be aroused and alleged that the local people are not aware of this Public Hearing and, only leaders of the area were informed about the event. He requested the local political leaders not support the expansion. He requested the officials to visit the surrounding villages in the evening to experience the impact of pollution. He demanded that the industries in the area shall be shifted to proposed Mucherla Pharma City. He demanded that the views of the leaders on the present expansion should not be considered. He opposed the proposed expansion.

21 Sri Chandrashekhar Reddy, R/o Koyyalagudem

He wanted that the venue of the Public hearing should be within the village and not near to the unit and demanded an explanation for conducting the Public hearing in an open place away from habitation. While opposing the proposed expansion, he sought information on the details of number of people provided with employment. He opposed the proposed expansion.

The proponent stated that there are totally 130 members working in this unit, and 100 of them hail from surrounding villages.

22 Sri Surekanti Venkat Reddy, R/o Choutuppal

He stated that development of industries was essential and so was the consequent pollution. He complimented the PCB for closing down 150 polluting units. He cited the example of developed countries where industries were operating despite some adverse impacts on the surroundings. He stressed the need to implement CSR activities including setting up of water treatment plants. He requested to support the expansion of the unit. He supported the proposed expansion as it would help socio economic development of the local people.

The Proponent assured to continue the cooperation and participation in community development activities undertaken by Grampanchayaths. He assured monetary and material help for the proposed skill development centre and assured to take-up two water treatment plants to meet the dirking water requirement

23 Sri Venkataswamy, R/o Tangedapally

While supporting the proposed expansion, he requested the PCB officials to inspect the area frequently to monitor the levels of pollution.

The proponent stated that Pollution control equipment is being operated through out and pollution levels are within the standards stipulated by the MoEF&CC and TSPCB.

24 Sri Malla Reddy, R/o Lakkaram

While supporting the proposed expansion, he stated that people from Narayanapur, Chityala and other surrounding mandals apart from Choutuppal were working in this industrial unit, more employment would be provided in the proposed expansion. He stated that not even a drop of effluent was spilled out of their premises so far and complimented the industry for implementing pollution control measures. He informed that due to the expansion, about 300 persons can be additionally employed in this unit.

The Proponent assured that they will provide employment to local people based on qualification and skills.

25 Sri Venkatesh, R/o Lingojigudem

He has asserted that this industrial unit is working very well without pollution. He has stated that the SPM (dust) from the boiler is very well contained with the installation of pollution control equipment. The sludge generated from the ETP is sent to Ramky for further treatment. He complimented the management for providing

26 Sri P. Madhusudan Reddy, R/o Jyothinagar

He stated that the villagers are facing loses due to industrial pollution and establishment of industries and there is no benefit to the people in any way. He complained that the odour emanating at 4 'o' clock at dawn from various industrial unit made their life miserable. He alleged that the employees of the industry should not be given a chance to offer their opinion. He also stated that there was no information to the locals on the public hearing. He opposed the expansion.

The proponent stated that Pollution control equipment is being operated through out and pollution levels are within the standards stipulated by the MoEF&CC and TSPCB. He further assured that the unit will continue to operate as per the norms stipulated by the authorities. 27 Sri Gurram Narasa Reddy, R/o Koyyalagudem

He stated that his health was affected due to pollution emanating from the Industries. He opposed the deployment of Police. He alleged that even complaints against the industries were not entertained by the authorities and opposed the proposed expansion.

The proponent stated that Pollution control equipment is being operated through out and pollution levels are within the standards stipulated by the MoEF&CC and TSPCB. He further assured that the unit will continue to operate as per the norms stipulated by the authorities.

28 Sri Kanakala Chandraiah, R/o Koyyalagudem and Ex-ward member

He stated in general that the water was polluted in this area previously and did not point out specifically against this unit. The industry has to implement pollution control measures to avoid pollution in the area. He supported the Industry.

The proponent stated that Pollution control equipment is being operated through out and pollution levels are within the standards stipulated by the MoEF&CC and TSPCB. He assured that the additional equipment will be installed under expansion and latest technology will also be adopted to upgrade the equipment.

29 Sri Jangaiah, R/o Yellambavi

He stated that earlier the area got polluted. He stated that they are visiting the industries every month and this particular unit operating without any pollution.

The proponent stated that Pollution control equipment is being operated through out and pollution levels are within the standards stipulated by the MoEF&CC and TSPCB. He further assured that the unit will continue to operate as per the

31 Sri Chintala Sailoo, R/o Choutuppal and District Congress Party

He stated that the MoEF&CC provided only 7 to 8 parameters on which the environmental consultants were expected to prepare the EIA, whereas 3 other important sectors were left out. The sectors are related to agriculture, animal husbandry and human development. He advised the consultants to prepare baseline data on these three parameters also. He suggested to increase the area under green belt from existing 33% to 66%. He stated that water would be made available under Mission Bhagiratha and from Kaleshwaram project. Hence, he advised the industries to supplement the rain water harvesting schemes. Therefore, he suggested that if it is possible, to prepare plans for growing of trees at least 45% to 50%.

through Village Plantation programme and grow greenery in the vicinity of industry and nearby villages.
