1. Introduction Rural development is the key for the growth of the country. Rural population in India

depends on agriculture and other allied occupations related to agriculture. The main factors

for the development of the rural areas are improving agricultural productivity, encouraging

economic activities in the rural areas, developing quality of infrastructure etc. These would

contribute to the overall development of the human resource in the rural India.

Suvarna Gramodaya Yojane is a new initiative of the Government of Karnataka for

developing vibrant village communities by adopting an intensive and integrated approach to

rural development. This scheme was launched at the commemoration of the Golden Jubilee

Celebrations of the formation of the State of Karnataka, the initiative focused on the

development of 1000 villages every year by a concerted effort of the Government, Non

Governmental Organizations, Private Sector Partners and the Village Communities.

1.1 Objectives of Suvarna Gramodaya Yojane:

The specific objectives of Suvarna Gramodaya Yojane:

1. To upgrade the physical environment of the selected villages for improving the quality of

life ;

2. To develop the income generating potential of land based activities

3. To provide full and adequate infrastructure for human resources development including

education, health services, childcare facilities etc.

4. To generate significant levels of non agricultural employment, especially for educated

unemployed youth ;

5. To support community awareness and development through Self Help Groups, Cultural

Associations, etc.

1.2 Selection of Villages under Suvarna Gramodaya Yogane:

Selection of villages for inclusion in Suvarna Gramodaya Yojane has been made with a

view to maximize the impact of the programme within the shortest possible time span. The

initial batch of 1000 villages have been selected by Government based on criteria like the

size of the village (villages with large population being preferred), proximity to market

centers, general accessibility through a good network of roads, and the potential of a village

to develop into a Growth Centre. Villages meeting the above criteria will be selected from all

districts and taluks to ensure a proper geographical spread of the programme. (A Multi

Departmental Committee appointed by Government will shortlist the villages in each Taluk

Page 5: Suvarna Grama Booklet

Report on Suvarna Gramodaya Yojane, Belgaum District

[2]

from which the final list will be prepared for approval by the Government). Once selected, the

village will continue to be in the Suvarna Gramodaya Yojane list till the implementation of the

programme as per the plan approved for each village.

1.3 Strategy for Development:

The Suvarna Gramodaya Yojane Strategy for development incorporates the following

elements:

a) Making use of the resources, personnel and processes of the existing development

programmes and schemes to meet the needs of the selected villages to the fullest

extent ;

b) Taking up additional/supplementary schemes to meet village specific development

needs and to fill any gaps in the existing schemes.

c) Making use of the services of Private Sector Partners, Non Governmental

Organisations, Community Based Organisations, etc. to implement various aspects

of the programme ;

d) Achieving the convergence and coordination of the effort of the various Government

and Non Governmental Agencies and the Village Communities. Keeping the above

principles in view, the approach that will be adopted for implementing various

aspects of Suvarna Gramodaya is outlined below:

1.4 Upgrading the Physical Environment:

The most striking feature of a typical village in Karnataka is its poor infrastructure and

unhygienic environment within the village site consisting of most of its dwelling houses and

other buildings. Generally the level of basic services like water supply, sanitation and

electricity is also very poor. These factors greatly undermine the quality of life in the villages.

Consequently, villagers clamor for upgrading these facilities whenever they have an

opportunity for seeking the Government’s assistance for the development of a village.

Therefore, the development of infrastructure and basic services in the villages needs to be

given due priority in the Suvarna Gramodaya Yojane. The villages under the programme will

be fully provided with the following infrastructure and facilities according to the norms of

service currently adopted in various programmes:

Page 6: Suvarna Grama Booklet

Report on Suvarna Gramodaya Yojane, Belgaum District

[3]

1. Paving of all internal roads/streets which have a minimum density of at least four

dwelling houses or other buildings per 100 meters.

2. Internal roads will have kerb side drains for draining off storm water with all the storm

water being lead away from the village site. Separate system of sullage drains should be

provided to avoid stagnant pools of sullage in the village site.

3. Water supply schemes will be built or augmented to meet the full requirement of drinking

water in all parts of the village, especially the parts of the village inhabited by weaker

sections. The R.D.P.R norms of 40 lpcd/55 lpcd will be applied to assess the

requirement of water.

4. A new village extension will be developed with basic infrastructure and adequate sites to

meet the requirement of the future expansion of the village for the next ten years. The

sites in the new extension will be available for sale at cost with free sites being

distributed to identified houseless /site less BPL families.

5. Houses will be built under Ashraya/IAY for all the houseless BPL families.

6. Electricity will be provided to all the dwelling houses and community buildings. BPL

familities will be given assistance under Bhagyajyothi scheme. Adequate street lighting

will be provided to all parts of the village.

7. A separate community site is to be developed for disposal of solid waste away from the

dwelling houses. Individual plots may be allotted to households for forming manure pits.

8. All households in the village shall be assisted to build household toilets for their use.

Community facilitates with water supply will be built in schools and Anganwadis. The

development of infrastructure like roads and drains, while being universally popular will

be of limited consequence in improving the quality of life in the village without adequate

sanitation. Therefore, the development of roads and drains will be taken up only after

completing the work on construction of toilets and shifting of manure pits outside the

village site.
