The village hall is a registered charity available for hire for community related recreational activities. It is located in Hobbyhorse Lane (post code OX14 4BB). It has a large main hall, a smaller meeting room and kitchen. There are regular activities that take place on some weekday evenings.

Annual Meeting of Electors
The law in respect of the Annual Meeting of electors is set out in Schedule 12 to the Local Government Act 1972. There is a requirement for the electors of a parish to be able to assemble once a year between March and the end of May, but not before 6.00 p.m.in the evening for the purpose of discussing parish affairs. There is no statutory definition or case law to determine what a parish affair can be, but it is generally accepted to be any local issue or activity, which specifically affects a particular parish and which a parish meeting may wish to discuss, debate and potentially influence. These would therefore be local issues rather than national issues. The opportunity this year, for residents in Sutton Courtenay to be able to raise and discuss issues affecting the parish will be on Tuesday 3rd April, at 7.00 p.m. in the village hall. See advert below. The Parish Council members very much hope that you will be able to attend.
Cross Tree Farm – Planning Enforcement
The Parish Council has been advised that 14 planning enforcement notices were served on various businesses at Cross Trees Farm at the end of last year. There is an opportunity for appeal, and the deadline for appeals was 16th February. Two appeals have been lodged against the notices. The appeal process will follow shortly and the Parish Council will be invited to comment.
Highway Verges
There have been problems in the past, and damage caused to verges when cars park on the grass. As Spring is here, and the grass is growing, please do not park on the verges to give them a chance to recover this season.
The following planning applications have been considered :
P18/V0266/LDE Certificate of lawful development for the siting of residential mobile home at 6 Abingdon Road. The Parish Council objected.
P18/V0298/LDP Use of outbuilding as self contained residential annex at The Barn, Church Street. The Parish Council objected.
P19/V00056/FUL Variation of condition 2 on P17/V1770/FUL Alterations to roof and roof pitch at 19 Harwell Road. The Council had no strong objection, but the elevations did not show the revised roof line.
P18/V0272/HH Raise front eaves to same height as rear eaves, and other work at Willowbrook House, Drayton Road. The Council had no objections
P18/V0372/HH Ancillary annexe at 14a Harwell Road. Council objected as the proposal seemed to create a totally separate unit.
P18/V0387/LB Replacement of 2 windows on High Street elevation with like for like at 57-59 High Street. Council had no objection
P18/V0143/FUL Conversion of and extension of garage to form granny annexe at102 Milton Road. This seemed to be a separate unit, and the Council raised an objection and requested a legal agreement to tie it to the main house should consent be granted.

The Building Work Stops
After the terrible cold weather and a snow day, it looks like spring is finally here at last and we are starting to see some signs of new growth. Unfortunately, we still do not have any news regarding when the building work will spring into life again! Since the collapse in January of the company who were managing the construction, Carillion plc, no further work has taken place. We are left with half the playground and grounds out of action, a car park full of holes, and an almost completed building- fenced off. There is currently no news as to when work will begin again, as Oxfordshire County Council continue the complex and lengthy process of re-procuring the contracts. Luckily, the children seem to quite like the temporary classrooms that were air-lifted in last summer, but they are noisy and not nearly as pleasant as our new building should be when we finally get it. It is very frustrating. However, other aspects of school life continue to grow and develop.
The New School Garden
Due to the location of the new buildings, our much admired school allotment had to relocate. Mr Greenough our caretaker has done a marvellous job constructing the new garden area, with generous donations from the Friends Of Sutton Courtenay School. We have a large new shed, raised beds, a hand-made potting table, and of course the greenhouse made from plastic bottles that made our old garden so famous. Gardening club has started again and the children have been very busy with the spring planting. Gardening is considered to be a vital part of the curriculum here, as the children connect their learning about science and nutrition, and experience the wonder of watching the seasons change and the miracle of new growth.
World Book Day
We just managed to get our celebrations in on Thursday 1st March before the snow came down. The children looked amazing in their costumes with some incredibly inventive and
original ideas. After a special assembly, the children returned to their classes and enjoyed some book themed activities, including a quiz all around the school grounds for some of them, finding clues to guess book titles. This was particularly challenging in the sub-zero temperatures, but nothing stopped the fun! Meanwhile, everyone had fun guessing the characters from the hints the teachers had given.
Ye Ha!
Year 3 and 4 are well underway with their rehearsals for their production of ‘Ye Ha!’, a Western musical. Children are busy learning their lines and the corridors echo with the singing practice. We have all been working hard to collect costumes. The performance is now only two weeks away! Members of the wider community are very welcome to come and watch. Tickets are available by calling the school office on 01235 848333. There are performances at 2pm and 6.30pm on Thursday 22nd March.
And Lots Of Hard Work…
Year 6 are very busy preparing for their SATs tests prior to their move to secondary school. They are working incredibly hard, with extra lessons after school for many of them. We have an exciting team building day out planned for them before Easter however, at the Hill End Outdoor Centre near Eynsham. Let’s hope for some warm spring weather for that!

SUTTON COURTENAY PRIMARY SCHOOL
If, by chance, you have noticed the roof of Sutton Courtenay’s
Village Hall lifting off on Sunday afternoons since January, rest
assured, it is only the voices of 30 members of the SCIDS cast
and assorted backstage crew rehearsing for this year’s
production of THE LAND OF XYZ. With the young of the
village and five wonderfully supportive adults we have brought
to life Prince Ildred’s dream world of the letters of the
alphabet, helping the young dyslexic prince to learn to read.
The cast represents seven different schools, which is a great
mixing of the young and parents and if the occasional line was
missed we are sure no one noticed! SCIDS has had a great
deal of fun over the ten weeks, and thank the village for much
support. If you missed this production - there is always next
year!
EDITORS’ REVIEW
We at Sutton Courtenay News were kindly invited to the first
night of The Land of XYZ. Once the cast got over their initial
nerves, the sheer exuberance swept everyone along. We were
treated to clever special effects, lots of spirited singing, an
unusual story line, and some great performances, notably from
the animals, the two bears, amongst others. And we shall never
think of the alphabet in quite the same way again!
Many thanks to everyone involved for such a wonderful
community event.

Forty minutes for a soft boiled egg sounds like overkill. And if it’s chickens you keep in your garden, that would undoubtedly be the case. If however you’re an ostrich farmer, forty minutes seems just about right.
Decorating eggs is a practice with a long history. Sumerians and Egyptians who lived more than five thousand years ago placed embellished eggs in graves, and in parts of Africa engraved ostrich eggs that had been used as water carriers have been found which date from some 60,000 years ago. Eggs had, quite understandably, been a symbol of fertility and rebirth when Christians began using them as a symbol of the empty tomb of the very first Easter. The outside of the egg appears dead, but inside there is new life about to break out. For Christians it’s a reminder that when Jesus rises from the tomb he brings new life too.
Early Christians in Mesopotamia began staining the eggs red in memory of the blood of Jesus shed at his crucifixion. The custom spread from there through the Orthodox Church to Russia and then through the Catholic & Protestant churches into Europe and beyond. And so Easter & eggs became inextricably linked.
The shelves of our national supermarkets are loaded to capacity with hundreds of different chocolate eggs at Easter. From Cadbury, to Green & Blacks, to Lego, every brand wants to take a chunk of the market - but for so many consumers, the reason we have the eggs at this time of year is at best fuzzy. The Meaningful Chocolate Company is trying to change that with their Real Easter Egg. They have sold more than a million of these Fairtrade eggs over the last six years. Each of them comes with a beautifully illustrated 24 page Easter story activity book that explains the meaning of Easter - New Life.
That’s what Christians celebrate at Easter. Jesus Christ who was whipped, crucified and died, is alive again. And because of his death and resurrection Christians believe that New Life in God is available to everyone. Happy Easter!

paragraph 5.1) and is held for the purpose of electing Churchwardens.
Following straight on from the Annual Parish Meeting will be the Annual Parochial Church Meeting. This is a meeting of those whose names are on the church electoral roll for the purposes of presenting the annual report and
accounts for 2017 and for electing Parochial Church Council Members and Deanery Synod Representatives.
Church Building Project - The River Room Update
We are delighted to announce that our fundraising total has now reached £298,000 – over half way to our target thanks to your generous response to our appeal and through various grants we have received.
We are in the process of applying for a faculty and the
fundraising continues. See details in the separate advert about a special event with ‘Paddington’s
Grandparents’ on 6th May in the church.

Forty persons defied the inclement weather conditions to participate in the Friends' Quiz Night on 3rd March in the Village Hall. A very good-humoured but naturally competitive evening concluded by the team named 'Tullis Close +2' win by a narrow margin and take home some prosecco and scratchcards (rewarding them with the grand sum of £15 - not quite 'millionaire standards"). Quizmaster Fred Cubbage was assisted by Roger and Shirley Rance. Profit was £367
The Charity's AGM is on 8th of May in the Church. This year Robert Montgomery, an architect associated with the building for many years, will talk about all the various interesting projects he has been associated with including those involving churches. As I look over the lake most of it is covered with ice, there are
two hardy soles camped out and fishing some open water on
the far side. Keen or deranged, I think optimism is alive and
well. By the time this tome of information is published and
out, snow and ice will be gone, and iris and wild spring flowers
will abound. we live in hope. Well that was last week, what a
quick change artist this weather man is, even the fish have
started to move and get their heads down (start eating). We
have a limited number of places for the coming year, midweek
or full membership, should you be interested, contact me

SUTTON COURTENAY NEIGHBOURHOOD PLAN STEERING GROUP
You may remember some time ago we reported that Sutton Courtenay was starting to prepare a Neighbourhood Plan.
The preparation of our plan has become more urgent since the announcement in the November 2017 Budget that Oxfordshire had reached a deal with the Government to build 100,000 homes in the county within the next 14 years. Without a plan our village could be left more vulnerable than elsewhere to development particularly as neighbouring villages and those villages surrounding Didcot either have their plans in place or in preparation. A Neighbourhood Plan becomes a legal document which must be taken into account by the planning authority when considering planning applications. It is therefore essential, that as many residents as possible play their part to ensure their views regarding the village as it stands now and how the village may grow and develop into the future are included and form part of the plan itself. In order to obtain your views a draft
questionnaire, which covers issues such as housing, the local environment, the village community and facilities and infrastructure, has been prepared and is being looked over by the District Council. It is hoped that the questionnaire will be distributed to all households this spring. It is important that as many residents as possible complete the questionnaire in order that the final plan fairly represents the sort of future we collectively want as a community. Accordingly, when you receive your copy please take time to complete the survey, either the paper copy or electronically. Help or assistance and a chance to discuss the contents will be available should you need it when the time comes. Once the Steering Group has analysed your responses, a draft plan reflecting the views of the village will be prepared for consultation. At this point you will have the opportunity to vote on whether or not to back the final plan before it is submitted for approval.
POTHOLES “ You can turn your back on a pothole. You cannot turn your back on a needy child.” As we enter the end of a decade of austerity, Oxfordshire, along with many other Councils responsible for Highways, has taken some tough decisions to protect our children’s and adult social services from the worst of the cost cutting - at the expense of the Highways budget. We now spend less than half what we spent on our roads and Highways 10 years ago. Meanwhile social service costs and demand go up and up. There is, of course, a limit to how long we can continue to do this. Roads do not deteriorate at a steady rate. After a few years of neglect, the rate of deterioration falls off a cliff. And the cost of bringing the roads back into an acceptable condition escalate dramatically. In other words, our present policy of “managed decline” is inevitably storing up more and more trouble for the future. We are, potentially, handing over a massive problem for our children. I find this very uncomfortable. So what are the possible solutions? First, if we can actually get the Growth Deal in place, the money it gives us to develop the major road network, will allow some of our present budget to be diverted to repairing the smaller A and B roads. Secondly, whilst we demand that Government gives more money to the Health Service, more money to social services, more money to environmental protection and more money to Education, we need to persuade them that there is now a major problem in underfunding of road maintenance. Thirdly, Councils – including Oxfordshire - need to be allowed and encouraged to borrow against their assets to spend
money on roads. Every pound we spend keeping a road from falling off that cliff, is future pounds saved. Without good roads, local economies cannot thrive. Building ever more houses without a safe, effective route to and from work will put people off coming to live here. It will also put of companies from setting up and staying here. Without good roads, our social services suffer as people find it harder to get to shops, to schools and to hospitals. To bring our roads back to an acceptable condition will, it is estimated, cost more than £150 million – and that’s just Oxfordshire. We cannot wait for Elon Musk to fly us about in rockets or in supersonic underground tunnels and we would all prefer not to have to risk our tyres and our suspensions every time we take to the Highway. Step one is for all of us right up to Central Government to recognize the scale of the problem. We can hide from it no longer. South Oxfordshire and the Vale of White Horse have announced a partnership to promote our area’s scientific prowess. Part of the partnership includes bids for new infrastructure, which could see a new Science
Bridge to help traffic around Didcot, a Didcot to Culham link road and improved cycle networks around the town. We should find out if the funds are allocated in the next few months. A pilot study on green spaces around Didcot as part of the “garden town” plans has also been started. The results of the study will define green buffer zones for the garden town development plans and help protect open spaces and pedestrian routes around the whole garden town area. This month I was pleased to host the Cycling Minister, Jesse Norman MP, in Milton Park to view new cycling infrastructure improvements, including the new Backhill Tunnel. The Government has committed £100,000 of funding to cycling safety projects, including reducing the cost of e-bike batteries through recycling used laptop batteries. I also visited JISC in Harwell, which provides broadband for all our universities and colleges, and saw the excellent new Renaissance Retirement Homes in Wantage.
The Oxfordshire Clinical Commissioning group have opened a consultation of local health services (yet another one!). You can register to take part on the ‘Get Involved’ section of the NHS Oxfordshire website. Our local health services have been under serious pressure, particularly with the closure of Wantage Community Hospital. I encourage everyone to share their views. In February I received 456 items of correspondence (emails and letters) from constituents. Subjects raised with me included the NHS, Brexit and free trade. THE ABBEY
Shed Oxford now warm and cosy thanks to support from Parish Council Shed Oxford, the community recycling and creative workshop at the Abbey, has been going from strength to strength in recent months. The Tractor Shed refurbishment is nearing completion and is now insulated, lined, electrified and illuminated, all with donated materials; in addition a woodburner has been installed, plus new shelving and storage space created. The club is now officially a charitable incorporated organisation (CIO) and has received much appreciated local financial support. A £100 start up grant was awarded by Sutton Courtenay Parish Council and a further £350 has been granted by Achilles from Milton Park to pay for insuring the Shed's activities. The group continues to meet regularly 3 times a week on Mondays, Wednesdays and Fridays with around 10 active members attending on different days and 1 or 2 new members joining each month. Men from across the area are attending for company, camaraderie, practical work and, as the Shed becomes a more workable space, to pursue their own creative
projects. Club members have wide and varied skills and experience and can count scientists, cabinet makers, engineers and electricians in their number. “Shed Oxford is open to anyone who wants to come along to enjoy working in the beautiful Abbey grounds. The Abbey Sutton Courtenay goes green!
The Abbey Sutton Courtenayis saving money and improving the comfort of guests with an energy efficiency make-over of the on-site guest-house. Supported by the Trust for Oxfordshire’s Environment, with funding from Grundon Waste Management Limited through the Landfill Communities Fund, and funding partner Low Carbon Hub, through their Oxfutures programme, (from European Regional Development Funding), substantial energy conservation and enhanced visitor experience at the Abbey is now a reality.
Following a free OxFutures energy audit, which identified and prioritised several recommendations, the project included replacing old, poorly controllable night storage heaters with modern thermostatic electric wall-mounted heaters; preventing loss of heat with insulation for lofts, walls and windows; and installing efficient LED lighting.
Installing the loft insulation was undertaken by volunteers from Shed Oxford, a not-for-profit initiative bringing people together at a community recycling and creative workshop based at the Abbey.
Linda Hull, development co-ordinator at The Abbey, said “The audit process really helped us to think clearly and make the case for change so we were absolutely delighted to win financial support to actually implement our plans. Investing in these basic improvements to our guest-house is also providing an opportunity for us to collaborate more closely with Shed Oxford, whose members have all the skills we needed to get the work done in a fun, community building and skill sharing way!"

Scams phone calls purporting to be from the Telephone Preference Service (TPS) The caller asks if the subscriber is still receiving unwanted calls. This is inevitably the case because the TPS is only able to reduce the frequency of such calls. Sooner or later the caller will talk about payments, claiming it’s in order to help to provide a more comprehensive service. Do not be drawn in by this and do not make any payments. The call is a ruse to obtain subscribers’ bank details. If you have the caller’s number you can report it to TPS, who do not charge for their services. Call TPS on 0345 070707 or e-mail [email protected] Scam phone calls purporting to be from BT Calls have been made to both landlines and mobile phones where the scammers have known the customer’s personal details, and even provided reference numbers, claiming that this would reduce their BT bill. Please exercise extreme caution, as criminals are trying to trick customers into providing their bank details. Fraudulent callers may:
try to convince you that you owe money on your bill and threaten to disconnect the phone line immediately if you do not pay there and then over the phone. BT will never disconnect a phone line during a call.
say your computer has a fault or a virus, and then try to scare you by suggesting that your computer will stop working if you do not take action. They might try to persuade or coerce you into installing software or ask you to perform commands on your computer with the intention of gaining remote access to it.
Such callers ‘spoof’ the number they are calling from. If you dial 1471 to obtain the caller’s number you may get a fictitious number that masks the real destination. You may also be offered a number to call, to confirm the legitimacy of their call. A scammer will answer calls to this number, tricking you into thinking it’s BT. Protect yourself
Be suspicious about unsolicited calls relating to a security or system problem, even if the caller claims to represent a respected company.
If you want to make a call to check the legitimacy of the caller find the number yourself, either from your bill or from the BT website, and use a different phone from the one you took the call on.
Ask questions about your account before continuing the call. If the caller cannot answer they are not legitimate.
Never give any personal information, such as credit card or bank details to an unsolicited caller.
Never type anything into the computer, install software, visit any websites or follow any other instructions unless you are confident that the call is genuine.
Do not agree to sign up for anything and, under no circumstances, allow the caller to take over control of your computer system. Doing so would allow access to your personal files to obtain information.
If you use a public, or shared, computer always remember to sign out completely when you exit any account by clicking on ‘Sign out’, ‘Log Off’ or ‘Log Out’.
BT has said it is aware of these fraudulent activities, which are industry-wide problems that they are actively working to tackle. They advise customers to check www.bt.com/scams for details of the latest developments. You can also check your account online to see if there are any problems by going to www.bt.com/mybt. If you don’t have the internet check your bill for the number to call. BT also says it constantly monitors the network to safeguard its
customers. If it detects suspicious account activity, which
makes them believe that an account may be compromised or at
risk, they will act to secure the account immediately. They will
prompt the customer to change their password when they next
log in. BT never charges for support of this kind. They also
have preventative measures available such as BT nuisance call
blocker phones that block up to 100% nuisance calls plus
advice on how they can help to deal with unwanted calls.

Local Cycling Rides with Cycling UK Cycling UK is the UK’s national cyclists’ organization and the group based in Wantage organize regular rides in our area, all led by an experienced cyclist. The group caters for all types of recreational riders: beginners, families, and more experienced riders. In response to "Land junction of High Street/Frilsham Street" published in the in the Parish Council News section of the March edition of SCN.
I am one of the residents who took part in the "clearance works". I was approached a few weeks before by a District Council worker who requested that the area was Spring cleaned as it was the 3rd time this winter that the District Council had had to come out to clear the drains at the junction of Frilsham Street and High Street blocked by the mud and leaves washing off the land into the drains across the street. As a groups of residents who overlook this land and use it to park, build snowmen, host play dates... we agreed to give an afternoon to Spring clean the area. We removed the surface mud in the parking area, flattened it and dried it with saw dust, we pruned the trees and bushes, the children planted bulbs, sowed grass seed on the verge to maintain it and removed all the rubbish. And at the end we raised our mugs to the wonderful sense of community we have - a rare thing nowadays - and how proud we were to be showing our children how communities can come together. So how do we explain to our children that the Parish Council - who in the near 2 years we have lived here, I have never seen maintaining this land - were made "aware" of this, and instead of contacting us directly, they decided to humiliate us in writing in front of the whole village in this publication?
The Parish Council is meant to represent the local community and surely embrace its' sense of community. As a family we are a member of the Neighbourhood Watch, the RBL poppy collection and we help our neighbours - only last week my husband jumped our back fence as we spotted our elderly neighbour laid in the grass and, thanks to the paramedics we called, he was treated for hypothermia. Whose sense of community do you prefer, ours or the Parish Council who call out people's actions in a public forum with no facts or engagement?
