STTPPImplementationConceptsIntroductionVISIONSTATEMENT:Gibraltar’s future transport systemwillbeone inwhichusersareable tomovearound ina safe,reliableandsustainablemanner increasing itsattractivenessasaplaceto live,work,visitanddobusiness.Therewillbearealchoicetomeettravelneedswithgoodaccesstoemployment,health,education,retailandleisure.Thiswillencouragemoresustainabletravelbehaviour.Sustainablemodesoftravelwillbedevelopedthatminimiseadverse impactsontheenvironmentandpromotehealthierlifestyles.’

TheSTTPPsetsouttheoverarchingvisionandobjectivesfortrafficandtransportinGibraltaroverthenext10years.Itsetsouttheframeworkandcontainsclearpoliciesaimedattacklingthemanytrafficand transport related issues being faced today and those that are expected to surface in the nearfuture.ThePlansetsoutbothspecificproposalsandothers,whicharemoregenericinnature.Itthendescribes how and when recommended schemes and initiatives should be introduced and mostimportantly,howtheyshouldbemonitoredandreviewed.Mostschemes implementedwill initiallybepilotinnature,andastheverytermimplies,duringthisperiodtheseconceptsarebeingassessedand tested to seewhether they can, or even need to be improved or perhaps even discontinued.PublicfeedbackisanessentialpartoftheprocessbutsufficienttimeisrequiredtoallowtheconceptstosetandfindtheirplacewithintheoverallPlan.Untilthejigsawpuzzleincomplete,therealvalueoftheplanwillnotbecomeevident.Schemesshouldthereforenotbeseenindependentlybutaspartofabiggerpicture.Eventhougheveryproposalhasbeenaccompaniedbyanelementofengineeringjudgement,manyoftheconceptsdescribedwithinthisdocumentwillrequirefurtherdevelopmentbeforetheyarereadyto be tested as pilot schemes. Some are straightforward and inexpensive whilst others are morecomplexandwillneed funding sought.Manyof theseconcepts still require furtherwork, technicalassessments, value for money analysis and detailed engineering study including digital modellingwherenecessaryinordertoassesstheirfeasibilitystatusbeforeseekingfundingapproval.There are also external influences that could andwillmost probably affectGibraltar in someway.Brexit for one,may bring about a need to tackle traffic and transport related issues in a differentmanner.Furthermore,thereareotherfactors,whoseeffectsontraffic&transportareyetunknown,such as the future, final arrangements for the current airport runway crossingwith regards to theGibraltar Airport and Access Road, including the runway tunnel (GAFAR). Nevertheless, the mainobjectives,keyrecommendationsandthepoliciesarenotexpectedtochangeinanysignificantway.Thisdocumenthasbeenpreparedwiththeviewofdemonstratingmoredetailedconceptsbasedontheunderlyingprinciplesof theSTTPP,whichcanbesummarisedby thevisionstatement.Someoftheseconceptsarealreadypilotschemesandothershavealreadybeenfullyadopted.Theintentionis

that the STTPPwill be a ‘living’ document, one thatwill need to be reviewed and updated in thefuturetokeepitfreshandcurrent.The STTPP report covers a broad range of topic areas ranging from parking, public transport,sustainable travel, environmental enhancements, traffic management and road safety. The reportfocuses its content on the main objectives of the Plan, which is supported by the central STTPP“VisionStatement”.This document is closely linked to the Objectives Table found in Chapter 10 of the STTPP MainDocument also reproduced at the end of this document. The Objectives Tables underline the keyinitiativesandprojectsthatareeitherunderconsideration,inprogressorthathavebeencompletedprovidingastructureforthosewhoseresponsibilityisofimplementingtheseprinciples.

01.PublicTransportSystemsBusInformationSystemsImprovementsThe bus information systems currently available are limited and dated. Much work research hasalreadybeencarriedouttoestablishnewwaysinwhichthepubliccangaineasyaccesstovaluableinformationonthebusnetworkthatwillinturnleadtoincreasedconfidenceandacceptabilityofthebusservice.

TaxiServiceEnhancementsAs highlighted in STTPP Chapter 5 “Public Transport”, the taxi service in Gibraltar does not meetpublicnorstakeholderexpectations.Athoroughauditandcompletereviewoftheserviceiscriticalifanyseriousandmeaningfulinroadsaretobemade.Followingthis,aseriousattemptmustbemadeto bring this, what should be considered an essential public service and not a luxury, in line withpublicanduserexpectations.

02.PedestrianRouteUpgradesandProposedCyclingRouteThere are numerous pedestrian routes/areas that require upgrading and improvement in order toattractmoresustainabletravelsuchaswalkingand/orcycling.Manypedestrianroutesandpotentialcycling routes throughout Gibraltar have already been identified with a view of carrying outimprovements.Someoftheseschemesarereadytobeimplementedwhilstothershavealreadybeencompleted.

03.AlternativeFormsofSustainablePrivateTransportItiscrucialthatotherformsofsustainableprivatetransportareencouraged,wellpromotedandtheiruseincentivisedinGibraltarinordertokeepinlinewiththecentralenvironmentalaimsoftheSTTPP.

04.TrafficManagement,RoadInfrastructureandSafetyManytrafficmanagementandroadimprovementschemesareconstantlybeingexploredwithaviewofenhancingthefluidityoftrafficandimprovingroadsafety.

05.ParkingManagementandPlanningParkingmanagementandplanning is another crucial elementof theSTTPPas it targetsoneof thecore problems that have been constantly raised throughout the study. It is therefore important toregulate parking restrictions, reduce indiscriminate parking, zone and prioritise residential parkingareas,andensurethatlogicalwell-definedparkingplansareestablishedwhererequired.

06.CarCultureandOwnershipThe inherentcarculture inGibraltarhascontributed toa staggering increase incarownership thatdirectly affects traffic fluidity and parking space availability. Both soft and hardmeasuresmay berequired in the future in order to stabilise and improve the existing problems and allow otherinitiativessuchasResidentialParkingSchemestobeimplementedsuccessfully.Thiswillnodoubtbeoneofthemostdifficulttargetstoachieve.Oneofthemostimportanttoolsavailabletotacklethissocietal phenomenon will be that of education, especially of the younger generations who willperhapsbemoreamenabletochange.

1.1BusInformationSystemImprovementsItisonlythroughthedevelopmentofimprovedandclearbusinformation,thatthepotentialbususercanunderstandthebusservicebeingoffered.Agreateruserunderstanding leadsto increaseduserconfidence,inturnleadingtoanincreasedtake-upoftheservice.Real-time information systems allow users to make timesaving choices and open up more routeoptions.Itallowsbususerstobeableto“meetthebus”insteadofhavingto“waitforthebus”.OtherexistingbusnetworkinformationsystemsthroughouttheworldhavebeenanalysedsothattriedandtestedschemeselsewheremaythenbeconsideredandadaptedtosuitGibraltar’sneeds.Thefollowingideasshouldbeconsidered,someofwhicharealreadyon-going:

In order to effectively increase the quality of the information systems that are currently presentthroughout the bus network, it is necessary for the existing layout of signage and bus routerepresentationstobecompletelyreviewedandredesignedifnecessaryinordertomakethemmoreuser friendly. Thereare stillmanypotential userswhodonotuse thebus as adirect result ofnotknowing how the service works and not having sufficient information regarding the bus routesavailable,timeofdepartureandfrequency.Byprovidingmoreinformationthatiseasilyinterpretable,confidenceinthebusservicewillincreaseandthiswillresultinincreasedinusertake-up.It isalso importanttoconsidertheneedsofotherbususergroupsotherthanthe localpopulation.Visitors,whoareunfamiliarwithGibraltar,willalsousethebusservicewhenvisitingGibraltarandareoften foundstrugglingasa resultofpoor information. It is thisusergroup that, in fact contributesdirectlytothebusservicethroughthepaymentofbusfares.

One of the most important concepts related to bus route information displays is the element ofspatialawareness.Byprovidingasenseoforientationtotheuserrelativetotheirpositiononamapand by displaying landmarks and/or tourist attractions as necessary, the public can better learn tounderstandthebusroutenetworkandmakeinformeddecisionsastowhichbusestheycancatchineachparticulardirection.

Figure1.2showsanexampleofanewbusroutenetworkmapcurrentlybeingdeveloped,providingspatialawarenesstotheuser.Atpresentthebusroutesaredisplayedindependentlyineitherlinearor circular type format. Theyprovidenonotionwhatsoeverwhere sharedbus stops (hubs) canbefound.Thismakesitverydifficulttochangeeasilyfromoneroutetotheother.

The comparisonbetween this newdesign and the existing bus route representation format clearlyillustratestheeffectivenessofhavingbusroutesmodelledinalogicalanddiagrammaticfashion.ThefullmapcanbeviewedinAppendix1.

1.1.3 RealTimeInformationSystemsTofurtherincreasethequalityoftheexistingbusservice,considerationmustbegiventoprovidethepublicwithreal-timeinformationsothatthepresent“waitforthebus”customcanslowlyevolveintooneof “meeting thebus”.Thiswillnotonlyeliminate the inconvenience to thepublicofhaving towaitforthebus,butitwillalsominimisecomplaintsderivedfrombusesarrivinglateorbeingoutofservice. Real-time information can effectively show the precise location of the bus and provideestimatedarrivaltimestoallowforsensibledecision-making.

WebandMobileApptechnologyisdiscussedingreaterdetailattheendofthischapter.

1.1.4 EnhancementofBusStopSignage

§ FlagpoleSignageTheexistingsignpostsdonotprovideclearinformationregardingtheroutesservedbythebusstop.Onsomebusstops,theprivatelyoperatedRoute5isnotreferredto.Itisessentialthatbusstopsignsdisplayallthebusroutesavailableregardlessofwhooperatestheroute.Busstop“flagpole”signageshould be upgraded to reflect clear well-presented information. Figure 1.3 shows an example, forillustrativepurposes,ofhowabusstopsignpostcanbeusedtodisplayuseful information.Thesignshould show the name of the bus stop location, the bus routes served at this stop and the busesdirectionoftravelreferringthesetoapointorplaceofinterestasnecessary.FullandfurtherdetailsarefoundinAppendix1.

§ LocationMaps

Locationmapsarenormallydisplayedatbusstopsandthesegivetheuser,mainlythoseunfamiliarwiththesurroundingarea, theiractual relativetoamap,butmost importantly itwillpointoutthepositionofotherbusstopsinthearea.Akeyonthemapwillgivetheusertheexactlocationofthebus stop required to reach their destination. This is particularly useful in areas where there aremultiplebusstopseachservedbydifferentroutebusesheadingindistinctlocations.

§ Real-TimeInformationSignage(Concept)

ThisconceptofReal-timeInformationsignageconsistsofdisplayingonthebusstop,thesamereal-timeinformationasdisplayedontheBusTrackerWebApp.Thisgivesuserswithoutasmartphonetheabilitytoseewherethebusisandcanthereforetrackitsarrival.AnexampleinshowninFigure1.4.

Theseinclude:

• ThelackoftaxisonCityServiceforthegeneralpublicnotleastthelocalresident,especiallybutnotlimitedto;whenthereisalargeinfluxoftourist’sarrivingfromcruiseships,acrossthelandfrontierandduringothertouristicevents.

• The unavailability of taxis during the late evening / night and the very poor service being

reportedly provided at the Gibraltar International Airport at flight arrival times and theunavailabilityoftaxisforhotelpickupswhenrequested,thuscontributingtoaverynegativeperceptiontotourists,businesspeopleandGibraltarresidentsalike.

• Apre-booking servicewith a considerably highpre-chargeof £5 is often seenbymany as

unfairforaserviceconsideredgenerally,atbest,extremelyunreliable.

• The public perception that some taxi drivers provide a poor image with regards to theirattire,theirattitudeandlackoflocalknowledgegenerally,butparticularlywhenconducting

Rock Tours. Taxi drivers and their vehicles are often the first impression that visitors toGibraltarreceiveuponarrivalmakingthisfactorextremelyimportant.

• Arefusaltoacceptcityfares,especiallywhentherearelargenumbersoftouristsintown,in

thehope that theywill beable to conductamuchmore lucrativeRockTour. This ismorecommonincertaintaxiranks.

• Fees are generally considered high by many and do not reflect value for money for the

servicebeingprovided.Forthisreason,itisproposedthatthefollowingmeasuresbeconsideredandexploredfurther:

1. ThedevelopmentofaGPS linkedtaxiAppfor iOSandAndroidplatforms likemanyothersthatalreadyexistinthewidermarket.

Ø Thiswouldallowusers tobooka taxi instantly in real-timevia theirGPSenabled

devicesaswellaspre-bookaserviceinadvance.

Ø This would give rise to other options such as cashless payments, registeredmembers and direct pre-payment options to secure both the user and the taxidriver.

2. Government should liaise closelywith theGibraltar Taxi Association (GTA) in order to setminimumrequirements for taxioperations, includingCityService rosternumbers, suitabledresscodesandotherrequirementsincludingtourguidetraining.Thesesetconditionscanindirectly boost the service and the image of taxis by their users and the community ingeneral.Thiswillhelpincreasetheacceptabilityandhencetake-upoftaxisasanalternativeandmoresustainableformoftransport.

Ø Largevisiblesignsshowinglicencenumbersinordertoenhancetransparencyand

accountabilityintheeventauserneedstofileacomplaint.

Ø AclearvisiblefaretablewithsuitablysizedPhotoIDdisplayedbothatthefrontandrearofthepassengercabinstoincreasetransparencyofserviceandprovideusersthemeanstoidentifydriversshouldacomplaintneedtobemade.

3. Insupportofpoint‘2’above,thenumbersof‘TransportInspectors’(TI)shouldbeconstantlyunder review to ensure adequate policing of the Transport Act, and monitoring of theservicebeingprovided.Efficientpolicingwouldensuretaxidriversadheretolegislationandfollowtheguidelinesof theTaxiCitizen’sCharterasagreedbetweenGovernmentandtheGTA. The real possibility of actually receiving fines, written warnings or even licencerevocations would go a long way in seeing tenable and tangible improvements to thecurrenttaxiservice.

4. Thepresentlocationsoftaxiranksshouldalsobestudiedwiththeviewofprovidingthebestpossible locationsforthese,especiallyto improvetheprovisionoftheCityService.Alltaxiranksshouldoperateassuchandnotsimplyasholdingbays/parkingbaysfortaxivehiclesawaitingRockToursexclusively.

5. Considerationneedstobegiventohotelsandotherimportantfacilitiestofindrealsolutions

sothattheycanguaranteeatransportservicefortheirclientswhologicallyexpectacertainlevelofservicefromahotel.Amorereliableandprofessionallocaltaxiservicewouldbethe

preferred first option, failing which, other solutions that look outside of the present taxiservicemayneedtobeconsideredandsought.

6. The lack of competition to the local taxi servicemeans that theGTAhavenopressure of

havingtoimprovetheirofferingforfearoflosingtheirmarketshare.Competitionishealthyand it creates a framework to improve the service being provided to the customer. Atpresent,manywouldagreethatthereisnorealandserioustaxiserviceinGibraltar.Otheralternative modes of public transport have surfaced in other cities of the world purelybecause of issues such as lack of service or high cost of service. Uber is one of these,marketedasacar-sharingschemeandisgrowingrapidlyworldwide.Allowingthelicencingofalternativesmayneedtobeconsideredinfutureshouldtherebealackofwillfromtheserviceprovidertoimprove.

7. Governmentneedsto liaisewiththeGTAonthemainunderlyingproblemsrelatingtothe

roster duties of taxis. 112 taxi licences for a population size such as Gibraltar with thenumbersofvisitorsreceivedonadailybasis isdeemedsufficient. It is feltthatthere isnoneedtoincreasethenumberoftaxilicences,onlyenforcethatanequitablenumberoftaxisareavailabletocarryoutCityServicebyensuringthataCityServiceRosterisdesignedandadhered to. Should this not be possible, then granting more licences exclusively for CityServicemay need to be considered sometime in the future, although this is not seen aseithernecessarynoradvisable.Itisrecommendedthat:

Ø The number of taxi licences, which are currently held by Government, are

maintained but that the roster schedule and framework be adjusted in order tobalanceouttheneedsofthetaxidriverswiththeirusers.

Ø The numbers of taxis available for City Service are adjusted by increasing the

number of taxis available in each given shift, reducing the number of shifts ifnecessary.

Ø AstrictertimetablebeimposedforCityServiceShiftstoguaranteetheavailability

of taxis at given, specific peak times, during the week and weekends and tocoincidewiththearrivalofflightsattheGibraltarInternationalAirport.

Ø Consideration is given as to who should own and hence control taximeters.

Taximetersprovidehugeamountsofusefulstatisticsanddata,whichareessentialto monitor the service and propose improvements to it. The taximeters’ GPSsoftwarealsoprovides crucial data tohelpmonitor complianceofdriversonCityService.AtpresentthisdataisheldbytheGTAalone,althoughasmallamountofdata is shared with Government. Consideration should also be given forGovernmenttoregainownershipoftaximetersfromthedriversandhenceowntherightstothedatathemselves.

8. The Government should continue to work closely with the GTA in every possible way inordertoreviewchangesandmonitorprogressregardinganynewinitiativesorschemesthatmay be introduced. Public consultation and other stakeholder contributions should beexaminedandtakenon-boardasamechanismtoimprovetheservice.

9. The trade should see the Transport Commission as the authoritative agency capable ofeffectivelydealingwithpubliccomplaintsandtransposingtheseintorealpunitivemeasuresifnecessary,inordertoensurethatthereisrespectforlegislation.

GibraltarmustconsiderimprovingitspublictransportsystemcapitalisingonadvancesintechnologyandtheavailabilityofsmartphoneApps.TheuseofsmartphoneAppsnowadays,isontheincrease.ManypublictransportservicesdevelopfreeAppswhichcanbeusedtoview information,purchasetickets and carry out day-to-day operations that were once cumbersome, time consuming andunreliable.TheGibraltarBusCompanyisaprimeexamplewherethedevelopmentofasmartphoneAppwouldleadtoanimprovementintheserviceprovided.TheAppwouldprovideaneasyaccessportaltoviewreal-timebusinformation.Thiswouldallowuserstomakesensibledecisionsbasedontheestimatedarrival times of buses as displayed on their smartphones. Queues formed by the public trying topurchaseticketsonthebuscanbeminimiseddrasticallybyallowingticketstobepurchasedviatheApp. This will then provide App users with an “e-ticket”, as used by other transport providerselsewhere.Asimplescanofthee-ticketonthephonecanthenallowuserstoenterthebuswithoutanyfurtherdelays.Figures1.7and1.8showsexamplesofwhatfutureAppscouldofferintermsofdeliveredservice,inavery easy to follow user-friendly design. A bus tracker App both in iOS and Android platform hasalready been launched in part. This is only the first version of the App and therefore endlessopportunities toexpandand improve theAppstillexist.FulldetailsofcurrentlydesignedappsandproposalsareattachedinAppendix3.

02.PedestrianRouteUpgrades&CyclingFacilitiesIntroductionThe improvement of pedestrian and cycling facilities is another important aspect of the STTPP.Consideration should be given to the improvement of existing pavements and zones in order toincrease their level of safety where practically possible. It is important to note that Gibraltar’stopography is extremely restricted inmany areas and therefore poses a huge challenge regardingspaceandaccesslimitations.Nevertheless,itisimportanttostudyareaswhereminorimprovementscanbecarriedout,sothatbetterfacilitiesforboththepedestrianandthecyclistcanbedelivered.A number of pedestrian improvement projects, although not by anymeans finite, has been listedbelow,manyofwhicharedirectlylinkedtotheobjectivestableintheimplementationplan.Someoftheprojectslistedbelowhavebeencompleted,othersarebeingconsideredinfurtherdetail:

2.2 PedestrianCrossingCountdownTimersAspartoftheoverallpedestrianrouteimprovementscheme,therehavebeenaseriesofcountdowntimers installed throughout various pedestrian crossings in Gibraltar. 2.7 Governor’sStreetGovernor’s Street is another very narrow stretch of road that has very poor pedestrian facilities.Furthermore, ithasalsobecomeoneofthemainroutestaken intotheCityCentrefromtheUpperRockbytourbuses,taxisandprivatevehicles.Thecurrentpavementontheeasternsideofthestreetis inapoorconditionwhilst there isnopavementon thewesternsideof the road.There isonlyasmall kerbstone as edge protection to the buildings on the eastside and to further exacerbate theproblem, there is an existing parking area which has been almost completely taken over bymotorbikeswhichcausefurtherdifficultiesasaresultofprotrudingrearstorageboxesrestrictingthewidthoftheroadandhencetrafficflowevenfurther.PartofapotentialsolutionisshownbelowinFigure2.9withfurtherdetailsinAppendix4.Workshavealreadybeenapprovedandarescheduledtocommencein2017.Figure2.9–Governor’sStreetPavementUpgrade

2.9 KeightleyWayTunnelGibraltar’s tunnels are also a crucial element of the road infrastructure that allows vehicular andpedestrian access from one key district to another. KeightleyWay tunnel is a popular pedestrianroute heavily used by the public, especially tourists in order to access Europa Point (touristiclandmark) fromRosiaBayandLittleBayandback. It isalsoapopularpathformany localscarryingout exercise and leisure walking activities. 2.15 RosiaRoadPedestrianBridgeProposalAnother popular area where a pedestrian bridge would enhance both traffic fluidity and mostimportantlythesafetyofpedestriansisRosiaRoad.DuetothefactthattheSalutingBatteryisaverypopularpedestrianrouteandleisurearea,itiscommonformanypeopletocrossRosiaRoadviasmallopenings through the existing retainingwall. These crossings are dangerous as they are concealedexitsleadingontothemajorarterialroad.Thisareahasseenitsshareofaccidentsandnearmissesinthepast.Forthisreason,considerationshouldbegiventoprovidingapedestrianbridgetolinkthesalutingbatterywithAlamedaEstatePromenade.Figure2.21belowshowsanartistic impressionofapedestrian footbridgeand theexistingcrossingthat is currently utilised by pedestrians below it. IntroductionOneofthekeyunderlyingprinciplesof theSTTPP is toencouragethepopulationtousealternativeandmore sustainable forms of transport.When it comes to personal transport, othermethods ofpropulsion other than those that use fossil fuels, especially diesel fuel are beneficial for theenvironmentandresultinadecreaseinharmfulemissions.Forthesealternativeformsoftransporttobecomesuccessfulitisparamountthatthenecessarysupportsystemsarewellestablishedandthatpriorityisalsogiventothesevehiclestopromotetheiruse,whichmustalsobeseenbytheuserastrulyadvantageous.AgoodexampleisthepresentGovernmentinitiativeofwaivingimportdutyandprovidinga£1,000cashbackincentivetopurchasersofhybridandelectricvehicles.Alternativeformsofsustainabletransportthatareconsideredviableincludethefollowing:

3.1 ElectricCars,HybridCars&‘MicroCars’Asexistingtechnologydevelopsitispossiblethatelectriccarswillbecomemorecompetitivelypriced.Governmentcanalsoactivelyencouragethepurchaseofthesevehiclesbyincentivisingpurchasers.Initiativesfortheadoptionofelectriccarvehiclescanalsobeexplored:

• Incentivise the use of electric cars by facilitating their use and implementing suitable carcharging stations at strategic on-street locations throughout Gibraltar. It is Governmentpolicy to provide electric charging points within any new car park built. Charging pointsalreadyexistwithinDevil’sTowerRoad,Engineer’sLane,TheatreRoyalandMid-TownCarParks.

• Considerlowercostsofotherchargesforelectricand/orhybridvehicles.Zeroimportduties

for these vehicles and £1000 cash back initiatives have already been implemented inGibraltar.

• Allocatepriorityparking’sforelectricvehiclesthroughoutdifferentparkingzones.

• Considerthepossibilityofprovidingfreeelectricalchargingpointswithinthecitycentre

Hybridvehiclesarenowbecomingmorepopularandmanufacturersarenowsuccessfullycombiningbothpetrolanddieseltechnologywithelectric.Itisalsorecognisedthatsmallercarswithlesspowerfulenginesconsumelessfuelandarethereforeconsideredbetterfortheenvironment,apartfromtakinguplessspaceontheroad.Encouragingthepurchaseanduseof‘microcars’inordertomakebetteruseofthelimitedparkingspacesthroughoutGibraltarwouldalsobeworthconsidering.Withthisinmind,itwouldbebeneficialtoexploretheincentivisationof‘microcar’usageviaseveralproposedinitiatives:

• Establishacriteriontoallowthecategorizationofa‘microcar’vehiclebasedonamaximumpermittedlength.Thesedimensionswouldbedictatedbypolicy.

• Investigateareaswherecarparkingspacesarerestrictedinspaceandstudythepossibility

of adding ‘micro-car’ parking spaces at these locations so as to utilise this limited spaceavailableprofitably.

• Providepriorityparkingspacesfor‘microcar’vehicleswithinexistingparkingzones.Perhaps

allow‘microcars’tobeabletoparkwithincertainzonesofaresidentialparkingschemenotthereown.

• Consideringloweringthecostofimportdutiesandothercharges.

3.2 CarClubsandCarSharingSchemesA car club offers members/residents the convenience of being able to use a clean, modern andreliable vehicle for those trips that cannot be conducted bymeans of public transport, cycling orwalking.Theyprovideaconvenientalternativetousingaprivatelyownedvehiclebecausecarclubmembersonlypayforwhattheyuseandthereforedonothavetoworryabouttax,insurance,parkingpermits,servicing or repairs. Therefore, there are none of the troubles associated with owning andmaintainingacarwhenutilisingcarclubfacilities.Althoughcarclubsmayat timesbebetter suited fordaily commutes in largercountries thatentaillongerdestinationtripsitmaystillbeagoodopportunitytoconsidertheseinGibraltarandprovideanelementofserviceforit.Carclubscanalsoprovidelargervansforthetransportationofbig/heavyitems(e.g.whenmovinghome).Atpresent,manycross-borderworkersrunanunofficialvariationofthesystembydriving intoGibraltar inthesamecar inwhichtheyallcontributetowardsfuelcosts.ThisarrangementcouldbefurtherexploredviatheintroductionofWeb-BasedAppsandsubscriptiongroups in order to promote the use of more car sharing opportunities in Gibraltar. Reducing thenumberofsingledriverorsingle-passengertripswouldhaveasignificantpositiveimpactinreducingcartrafficinGibraltarespeciallyinpeakhoursthroughouttheday.Figure 3.2 shows a typical example of a car-sharing bay in which the user would only need tosubscribeonline,reserveitsuseandviaitsmembershipzipcardthecarcanbeunlockedandlockedafter itsuse.Theseopportunitiescanalso tackle theparkingproblems inGibraltarby reducinganddiscouragingtheneedforsecondcarownership.

3.4 BicycleandCyclingFacilitiesIn order to promote the use of cycling in Gibraltar and support the STTPP objectives under‘Sustainable Travel – Cycling’, there have been several bicycle parking racks installed throughoutGibraltar. A current review of other potential areas for bicycle parking are being investigated andconsiderationwillbegiventolocationsinwhichbicycleparkingbayswouldbevaluableforusers.Figure3.4belowshowssomeof the locationswherenewbicycleparking rackshavebeen installedand are now successfully in use aswell as areaswhere high demandof bicycle parking have beenidentified. A lack of bicycle parking facilities is evident throughout Gibraltar especially nearworkplace/commercialcentres.LocationplanandphotographshavebeenattachedinAppendix5.

AreviewoftheamountofcommercialdeliveriesaroundcongestedpublicareassuchasMainStreetand IrishTown is recommended,as there isoftenconflictbetweenpedestriansandvehicles in thepedestrianisedareas.Apartfromreducingdeliverytimesandincreasingloadingbaysatkeylocations,considerationshouldalsobegiventopromotingtheuseofelectriccommercialvehiclesasthiswouldalsohelpreducetheenvironmentalimpactinresidentialandleisureareas.Atpeaktimes,especiallywhencruiselinersareinport,MainStreetisahiveofactivityandonhealthandsafetygroundsthe loadingandunloadingofcommercialgoods is incompatiblewithpedestrianuse. Consideration needs to be given to try to ensure delivery times are outside of the currentallowabletimeframe,whichispresentlyfrom0700hrsto1030hrs.Figures3.5and3.6belowillustratetheexistingscenariosatbothMainStreetandIrishtownduringpeakdeliverytimes.In order to promote the use of such electric vehicles, the Government should consider devisingseveral initiatives that will encourage businesses to adopt this mode of sustainable transport ofgoods.Thesecouldincludeextendeddeliverytimesandpriorityloading/unloadingbaysforelectricalvehicles.Theuseofmodernelectricdeliveryvehicleswiththelatestsafetystandardsincludingstopsensors,warning lights/sounds alongwith the benefits of zero emissions couldwell result in thesebecomingacommonstandardinthefuture.Figure3.7showsscenariosoftypicalexamplesofelectricvehiclesthatmayverywellbeimplementedinthefuture.FurtherdetailscanbefoundinAppendix6.Figure3.5–ExistingMainStreet&IrishTownCommercialDeliveries

IntroductionImprovements to traffic are an important part of the STTPP although the principle and aim is toexplorealternativestotheprivatemotorvehicleadoptingmoresustainablemodesoftransportasameanstoimprovingourhealthandtheenvironment.Manytrafficmanagementandroadimprovementschemesareconstantlybeingexploredwithaviewof enhancing the fluidity of traffic and improving road safety.By reducingbarriers to traffic flowareductioninjourneytimecanbeachievedleadingtoadecreaseinemissions,makingtripssafertoallroadusers regardlessof theirmeansof transportandallowpublic services to circulateunhinderedandontime.Byprovidingmoredriveroptionsareductioninjourneytimescanalsobeachieved.MakingroadsinGibraltarsaferisparamounttoincreasingpublicconfidenceandencouragingpersonsto walk and cycle. Maintaining road surfaces reduces the risk of injury from accidents related tounevenroadandpavementsurfacesandhelpsdecreasenoisepollution.Ensuring that vehicles travel at theprescribed speed limit is alsoparamount tohelpensure safety,reducenoiseandpollutionlevels.Variousdifferentschemeshavesofareitherbeenimplementedorarebeinginvestigated.Thesearelistedbelow:

Tools such as those adopted as part of the STTPP, such as digitalmodelling provide themeans ofanalysing what-if scenarios before major works are carried out. 4.4 SpeedLimitReviewProgramA comprehensive studyof vehicle speedbehaviourwas conductedalongmanyofGibraltar’s roadsusing specialist-monitoring equipment. 4.6 TrafficSpeedIndicatorsA study was carried out in conjunction with the Royal Gibraltar Police (RGP) in order to establishsuitable locations for the installation of ‘Traffic Speed Indicator’ signs. These road signs provideilluminated LED digital displays that have integrated sensors to capture the speed of oncomingvehicles/motorbikes.ThespeedcapturedisthendisplayedontheLEDroadsignandallspeeddataisrecordedforanalysis.Warningmessagesinformdriverswhenthespeedlimitforthatspecificroadissuperseded and a ‘slow down’message is displayed. 5.4 JohnMackintoshSquareThe area of JohnMackintosh Square could be consideredwith a view of creating a limited accesszone.TheideabehindthisschemewouldbetoreducethetrafficflowwithinthisareaandincreasetheoveralllevelofpedestriansafetyattheCityMillLane/MainStreetjunction.Theintroductionofretractablebollardscouldcontroltheflowoftrafficandonlyallowemergencyservices,commercialandpublictransportvehiclestodrivethough.Furthermore, permit holder residentswould also require access toCityMill Lane inorder to reachbothEngineer’sLaneandTheatreRoyalCarParks.Theproposedschemewouldprovidethefollowingbenefits:

• RestrictaccesstowardsCityMillLaneinordertoimprovethelevelofsafetyforpedestriansatitsintersectionwithMainStreet;

• ThepossibilityofprovidingadditionaltaxiranksoutsidetheCityHallinordertoimprovethe

TaxiCityService;

• Create a suitable and safe delivery/commercial vehicle route via the introduction ofsufficientloading/unloadingbaysandpossibleroadcalmingmeasures;

• ProvisionforafreedisabilityaccessparkingbayatCloisterRamp;

• PossiblerelocationofrecyclingbinsfromCloisterRamptoLineWallaboveFountainRampto

Many of theseschemes tackle the parking issues that have been described throughout the report. They alsoincentivisetheuseofalternative formsofsustainabletransportaswellasmakinguseof thepublictransport system. P&D zones can limit cars from parking for very long periods of time preventingotherusersfromutilisingtheavailableparkingforshortstayvisits.Thisindirectlyalsocontributestolimitinglongstayon-streetfreeparkingthereforepromotingthereductionofsecondcarownershipasameansofreducingoverallvehicleownershipsinGibraltarBelowarethreeP&Dschemesthatareeitherproposed,inthefinalstagesofimplementationorhavealreadybeencompleted.

There are also several other areas throughoutGibraltar that are subject to further study/review inordertopotentiallyimplementorfurtherexpandP&Dzones.Thesehavebeenlistedbelow:

AnelementofP&DParkingwillalsobenecessaryinalloftheResidentialParkingSchemeareas.Thisistheonlywaythatvisitorscanbeassuredoffindingparkingwhenvisitingfamilyandfriends.Thisisexpectedtoeliminateindiscriminatelongstayparking.5.5.1 WatergardensPay&Display(WaterportRoad)ThispilotP&DParkingSchemewas recently completed. This areawasnotorious for carsbeing leftparked for months on end. Circulation of vehicles was poor and the businesses in the area weredifficulttovisit.Asaresultcarssimplyparkonthedualcarriagewaycausingaseriousobstruction.ThisroadisabusythoroughfarewhencruiseshipsareinPort.Ashuttleserviceoperatesduringthesetimes.Thisroad isalsoaverybusyroad leadingfromthenorthtotheWestsideareawhereoneofGibraltar’slargestsupermarketsislocated.This road is a policing challenge, as driverswill still insist onparkingon thedual carriagewayevenwhentherearefreeparkingspacesavailableandwhentheP&Dzoneisfreeofcharge.It is recommended that a bus and taxi lane is considered along this road and that red lines areconsideredalongthisroutetoprohibitthisprecariousparkingtrend.Furthermore,camerascouldbeconsideredasapolicingmeasureforthisareainthefutureifnecessary.

A series of P&D parking bays have been provided to allow both boatownersandvisitorsaliketoparktheirvehiclesforareasonableamountoftime.TheP&Dalsoworksasaparkingcontroltoavoidlongstayvehiclesandresidentsofthesurroundingcatchmentareafromtakingadvantageoftheparkingspacesprovided.The P&D parking zone is operational and enforced fromMonday to Sunday (0900-1700hrs) afterwhich it converts to ‘free parking’. 5.8 ResidentialParkingScheme(RPS)The overwhelming growth in vehicle ownership and the associated lack of parking has led for therequirementtoconsiderestablishingresidentialparkingschemesthroughoutGibraltar.Thisisseenbystakeholders and residents as the only way to tackle the parking problems, which are intrinsic tohighlypopulatedareaswhereprivateparkingspacesarenotcommonlyprovidedwithdwellings.Thiswasoneofthemostsalientpointsraisedduringthepublicconsultationexercisebyresidents.Enforcement is a vital element in ensuring that parkingmanagement and planning schemes are asuccess. The introduction of Parking Management Officers (PMO) has seen a reduction inindiscriminate parking and better controls in those areas where new parking schemes have beenimplemented.StatisticsshowthattheexistingnumberofregisteredvehiclesinGibraltarisonasteadyincrease.Thedata has been summarised in Table 5.1 below and shows the total number of newly registeredvehiclesinGibraltaronanannualbasis.Figure5.14illustratesthegeneralincreaseinregisteredcarsandmotorcyclesandTable5.2showsthatina10-yearperiodvehiclesregisteredduringtheseyears(2005-2015) there were a total number of 5300 vehicles disposed of. Many tried and tested schemes are being modified and adjusted to suitGibraltar’suniquedemographyandspaceconstraints.Itisthereforecrucialthatcarownershiplevelsdonotcontinuetoincreaseinordertoenhancetheeffectivenessofanyresidentialparkingschemethatmaybeimplemented.The following points describe various options that have been under consideration so that a well-devisedschememaybe implemented in thenear future.Constant reviewwillbenecessaryso thatthesetlimits,detailsanddynamicsoftheschememaybeassessedinordertoofferthemostefficientstrategypossible.5.8.1 ResidentialParkingSchemes-ItemsforConsideration1. Identify the need to control foreign vehicles from parking in ‘free’ parking bays throughout

Gibraltar.2. Identify the needs for visitor parking and loading/unloading bays within different residential

implementationtolowerinitialcostimpact.5.9 OtherMethodsforTacklingParkingProblems5.9.1 StreetCleaningCampaignsStreet cleaning campaigns are usefulmeans to tackle indiscriminate long-term parking. For this tosucceed, it is imperative that there is a strong policing plan. 5.9.2 DerelictVehiclesItisalsocommonforvehicleownerstoleaveoldcarsabandonedonthepublichighway.Althoughitmaynotbetheintentionofownerstoallowtheircarstobecomederelict,anunusedvehicleslowlydevelops faults, their tyres losetheirpressureandtheelementstaketheir toll.Eventually theMOTexpires and the car, left there with the intention of being repaired or passed on to the son ordaughtertouseasalearnervehicleneveroccurs.Thelackofpunitiverecoursesimplymeansthatanabandoned carwill eventually become the victimof a cleaning campaignandwill be removedandeventuallydisposedof,atnocosttotheowner.Inthemeantime,thatcarremainsonthehighwayformonths,ifnotyearstakingupvaluablespaceonthepublichighway.It is recommended that the legislation pertaining to derelict vehicles be reviewed to make it anoffencetoleaveavehicleabandonedontheroadalthoughthevehiclecouldbeclassifiedas“litter”anddealtwithunderenvironmentallegislationpertainingtothedumpingoflitter.Theleveloffineshouldbesetsothatanabandonedvehicledeterscarownersabandoningvehiclesonthepublichighway.Anamnestycanbeagreedsothatpersonscan informtheauthorities that theyhaveavehicle thattheywant todisposeof and this canbedoneatno charge to theowner.After a givenperiod thecampaignshouldcommence.

06.CarCulture&VehicleOwnership6.1 IntroductionInlightofallthemeasuresthathavebeendiscussedintheSTTPP,itisveryimportanttonotethatthe“Car Culture” in Gibraltar is one of the core problems that needs to be tackled in order to allowGibraltartoflourisheconomicallyandenvironmentally.It isevidentthatmanylocalsturntosomeformofmotorvehicletransportwhencarryingoutshorttripswithinGibraltar.Althoughmanypeoplewalkonadailybasis,thereisalsoahugeinfluxoftrafficatpeakhoursofthedaybycommutersandasaresultofschooldropoffs.Althoughmotorbikesmaybeseenaslessproblematicintermsofcreatingtrafficproblems,theyalsocontributetotheissueatsomelevel.Motorcycleparkingbaysnearthetowncentreareattimesatsaturationpointleadingtoindiscriminatemotorbikeparking inotherareasoftown.Findingacarparkingspacenearthetowncentrewherepeopletendtotravelforworkisdifficultafter0900hrsunlessanalternativepayoptionis chosen, although this has improved somewhatwith the construction of theMid-TownCar Park.P&Dbaysareincreasinglyatfullcapacityaspeopleareturningtopayparkingoptionsinordertoparktheir cars close to work. Inclement weather further adds to the problem often causing completegridlocktothesystem.Itisacknowledgedthatcartravelmightbenecessaryforseveralindividualsanditshouldnotbetheintentiontoabolishallformsofprivatetransport.Ontheotherhand,theSTTPPaimstoencourageamodalshifttosustainabletravel(cycling/walking)andenhancetheexistingpublictransportnetworkinordertoreducethegeneraltrafficproblemsinGibraltar.Othertrafficconcernsrelatetothelevelsofcarownership,whereitisverycommonforlocalstoownmore than one car. Many who own a private parking space tend to park their second car (oftensmallerandlessvaluable)inanoff-oron-streetfreeparkingspace.ThistrendgoesbackmanyyearswhenmanylocalswouldpurchasebiggercarsforlongercommutesthroughoutSpainwiththesmallerlessvaluablecarusedforshortlocaltrips,traditionallyknownasa“rockrunner”.Highlocalincomescoupledwith the relatively lowcostof vehicleownershiparealso seenas contributors to thehighnumberofvehiclesonGibraltar’sroads.The fact that free parking availability without time restrictions is prevalent throughout Gibraltar,results inmany still owningmore than one vehicle thus parking their second car in a free parkingspace.TheincreaseofvehicleownershipisalsoevidentinGibraltarwithstatisticsshowingthathighnumbersofprivatevehicleshavebeenregisteredfrom2005-2015.Furtheraddingtotheproblem,alargenumberofcommercialvehiclesarealsoparkedfreelyonthestreet,largevansarealsousedasmobileworkshopsandsomevehiclesareutilisedasstorageunits.Thisisseenasamoreeconomicalalternativethanrentingastorageunit.Otherpotentialfactorsthatcontributetovehicleownershipareasfollows:
