Introduction• Climate change is one of the biggest global

problems posing challenges to sustainablelivelihoods and economic development, particularlyfor Developing Countries like Tanzania.

• There is a large number of global and nationalefforts to address the problem of climate changethrough adaptation and mitigation activities .

• Recently, the Governments of Norway and Tanzaniahave agreed to cooperate with some NGO to executeREDD activities under REDD framework in order toreduce carbon emissions and minimize the impactsof global warming.

PROJECT GOAL

To enable communities and high bio-diversityvalue forests in western Tanzania benefit fromREDD based global approaches to climatechange mitigation.

PROJECT PURPOSETo build awareness and enhance capacity andgovernance mechanisms for local communities andgovernment institutions to administer and benefit fromREDD-related obligations and opportunities in theMasito Ugalla ecosystem in support of national REDD

readiness.

PROJECT OUTPUTS• Output 1: A cadre of local trainers comprised of stakeholders

from the project area empowered to facilitate broadstakeholder participation in REDD project design andmanagement.

• Output 2: Inter-village forest conservation CBOs formed andempowered to manage forests on general lands in support ofa national REDD accounting program

• Output 3: A replicable and scalable methodology for remotesensing/GIS/GPS based forest and carbon accounting atvillage scale, developed, analyzed tested, verified, documented and disseminated.

• Output 4: Communities and CBOs are provided with the toolsand skills to monitor forest biomass and carbon stocks

• Output 5: A community based equitable benefit sharingmechanism developed and practiced.

• Output 6: Remote sensing and GIS capacity for carbonmapping and monitoring at the project scale supported, strengthened and disseminated.

PROJECT AREA

•KigomaRegion

•KigomaDistrict

7 villages in Kigoma

90,000 ha of Miombo forest and Woodlands

Key activities implemented• Introduction of the project at Regional, District andVillage level

• Sensitization and awareness creation to targetedcommunity basic principles of carbon standards andclimate change• Various training were conducted such as : Forest carbon sequestration principles and processes Central Government policies and plans related to carbon

standards Sustainable forest management practices and participatory

forest mapping Forest management rights Good governance Business management and marketing skills

Key activities cont......

• Support community Forest monitors attendshort course on management of naturalresource at training Institute

• Baseline assessment and behavioralresponse to carbon emission

• Research to determine effects of fire oncarbon accounting.

• Forest resources assessment• Beekeeping support in the project area

Approach used• Participatory forest management whereby

community members involved inmanagement of forest through CBO. TheCBO will oversee all activities related to forestmanagement and economic benefit sharingamong the village members.

• Utilizing expertise from district

• Community forest monitors supported tostrengthen forest patrol in village reserveforest and project forest.

CHALLENGES• Data collection: the area is

too large with fewer villages (Multi source Inventory)

• Anthropogenic activities: charcoal makers, illegal timber extraction, refugees, shifting cultivation, large held of cattle, Tobacco farming, & salt mining

• Forest fire in Masito-Ugalla ecosystem

• Benefit sharing mechanism. among the villages and individuals

• Over-expectations- Co-benefits

LESSONS LEARNED• Adequate awareness on forest conservation

• Build Social Capital – Good Rapport, Mutual Trust. The project, district staff and CBO members are now one team

• Ownership and value of forest

• Charcoal makers have Shift to beekeeping industries

FOREST RESOURCE ASSESSMENT

•Follow National Forestry Resources Monitoring and Assessment of Tanzania (NAFORMA) guideline for sustainable forest management (SFM)

•While at the same time, addressing issues of Reducing Emissions from Deforestation and Forest Degradation (REDD) and Green House Gas (GHG) as international reporting obligations.

Sampling design•NAFORMA sampling design follow a stratified systematic cluster sampling.•The sampling design takes account cost estimation and error estimation. •The objectives of the sampling design study were:

• Further analyze the utility of available remote sensing, digital mapping andInventory data in Tanzania for SFM/carbon pool and carbon pool change estimates and international reporting requirements;

Sample units•The sampling unit is a concentric circular sample plot•Sample plot information is collected in the plot area and observations are also carried out on the area surrounding the plot.•Plot information is collected and recorded forEg. land use, vegetation type, soil, and forests products and services•Also information about shrubs, regeneration, dead wood, stumps and bamboos is collected•Every 5th tree in the cluster is selected as sample tree and more parameters are recorded.

Concentric sample plot

•The use of concentric plots in forest inventory aims at increasing the accuracy of the measurement and sampling intensity of large trees, and simultaneously at saving time•Data analysis is going on

Remote sensing biomass mapping methodology Plan

• The information obtained from forest resources assessment (NAFORMA) will be used to validate WHRC model, (July)?

• Collect Google Plots in GLAS sites to validate WHRC model

• Validate biomass model using NAFORMA and Google field measurements

• Develop a training module describing carbon remote sensing mapping methods for dry forests and miombo woodlands

• Develop a paper summarizing the research results and submit it for publication
