Under National Action Plan on green public procurement for 2007-2009,the following activities were accomplished:
� translation into Polish language of GPP Toolkit and its publication on the PPOwebsite;
� development of a guide for Polish contracting authorities;

� translation of good practices from the analysis ”Costs and Benefits of GreenPublic Procurement in Europe” carried out by Öko-Institut (Applied EcologyInstitute) and ICLEI (Local Governments for Sustainability);
� creation of the “Green Public Procurement” tag on PPO website (its currentupdate);
� organisation of three annual conferences with participation of over 300representatives of public authorities and trade associations;

Under National Action Plan on green public procurement for 2007-2009,the following activities were accomplished:
� organisation of two GPP training series in cooperation with the NationalAgency for Energy Conservation, the Mineral and Energy Economy ResearchInstitute, and the Poznan University of Economics, for over 220 representativesof public administration;

� development by the Ministry of Economy in cooperation with the PublicProcurement Office of information brochure on GPP;
� establishing under the Ministry of Economy of informal working groups in orderto prepare recommendations on application of environmental criteria in publicprocurement;
� development by the Ministry of Economy and the Public Procurement Office ofthe document “New approach to public procurement. Public procurementand small and medium enterprises, innovation, and sustainable growth”.

� The institution responsible for coordination of activitiesconducted under SPP NAP is the Public Procurement Office.
� Cooperation with other authorities:

GENERAL GPP OBJECTIVES:
� Increase in GPP level nationally to 20% (based on the methodology of PPO);
� Boost the market development by creating demand for products meeting highenvironmental standards and innovative environmental technologies on thepart of public administration.
Detailed objectives:
� increase in GPP awareness, measured by the number of trained persons

� increase in GPP awareness, measured by the number of trained personsand increase the level of contract award procedures integrating environmentalconsiderations (increase in GPP percentage up to the level of 20%, increase in no.of trained persons by 20%);
� increase in number of units applying a verified environmental managementsystem (EMS), (e.g. EMAS or PN-EN ISO 14001:2005) (by 20% in relation
to the current state);
� increase in number of national products certified by the Polish Ekoznak
and/or EU Ecolabel (by 50% in relation to the current state).

GENERAL SRPP OBJECTIVE:
� Increase in level of “social” public procurement at the national level to 10%(based on the methodology of PPO);
Detailed objectives:
� Increase in number of public contract award procedures taking account of socialconsiderations to the total number of procedures up to 10% (based on

considerations to the total number of procedures up to 10% (based on
the methodology of PPO) in relation to the preliminary survey which will becarried out in June 2010;
� Dissemination of information among participants of training/conferences onthe possibilities for reserving contracts for supported employment enterprises,basis for exclusion from contract award proceedings in the case of committingan offence against rights of persons performing gainful employment.

� Maintenance and update of the tag ”Zielone ZamówieniaPubliczne” at the PPO website

� Dissemination of information materials on GPP criteria as well asmarket analyses of product groups;
� Three annual conferences referring to GPP and SRPP issues;
� Analysis of GPP based on the PPO methodology;
Popularization of the Internet guide on the clean and energy-� Popularization of the Internet guide on the clean and energy-efficient road transport vehicles;
� Conduct of the programme ”Energy management in publicbuildings” as well as other initiatives in this scope;
� Launch of the website www.zielonezamowienia.gov.pl(maintenance and its update).

� Launch of a SPP link on the PPO website and its current update
� Dissemination of the guide ”Buying Social” and its publication onthe PPO website
� Analysis of SRPP based on the PPO methodology
� Cooperation on issues related to SRPP within the project “BetterFuture of Social Economy” financed from EU FundsFuture of Social Economy” financed from EU Funds
� Development of a questionnaire addressed to awarding entities inorder to estimate the level of consideration of social aspects inpublic procurement and identify the possible barriers in theirapplication (scheduled for 2012)
