What is an InterCluster ?
Objectives
Several Interclusters are currently under development in the areas of lead markets such as bio products and vehicules of the future
Regular Interclustering Labs on specific markets
1. exchange-cooperation: exchanging practices, networking > Europe INNOVA and ProInno Europe previous generationcrosscut approach: regional (CEE Clusternetwork)disciplinary approach: ex: automobile (Belcar), biotechnology (Netbiocluster), textile (Innotex), microelectronics (Omninet)
2. cooperation-coordination: temporary establishment of consortia to participate to calls for tenders, develop a strategy for various EU programs. Ex: FP7, INNET,.. in a supply-driven manner (funding, programs,...)
3. integration-cooperation: establishment of sustainable consortia of several complementary clusters on the value chain... in a market demand manner. Ex: intercluster: under construction in the fields of bio-products, mechanics,...
Attempt to classify types of cooperation
Cluster to cluster cooperation approach
• Identify the initiating cluster’s competitive assets and weaknesses in the ideal value chain requested for the focused market
7
• Point out the performances that should be mastered by clusters partners.
• Links between connecting actors
Keypoints for this approach
• All members from each cluster cannot be involved
• Concrete projects cannot be defined in advance, but instead stem from a common strategic outlook
• Partners are chosen through a selection process and not because of a single opportunity, visibility or personnal network
• Important to have a neutral third party in order to:– Facilitate contacts between the partners– Explain the approach – Moderate the first meetings – etc.
The White Paperon the Emerging of World Class Clusters
- 3 challenges
- 9 guiding principles
- 7 proposals
