Sustainable Coastal Protection and Management Investment Programme – Karnataka (SCPMIP-K)

Background
• The Central Water Commission, GoI directed all the state
Governments concerned to identify critical reaches of coastal
belts as to prepare a comprehensive scheme called National
Coastal Protection Project(NCPP) during 2007
• Accordingly GoK submitted a Master plan to MoWR to include
critical reaches sustaining sea erosion along Coastal Karnataka
during 2008
• The coastline of Karnataka is 300 km in length, of which about
20% is subject to significant coastal erosion as per National
Coastal Protection Project (NCPP).
• Ullal in Dakshina Kannada district is one of the urban areas that
is severely affected by coastal erosion that needs immediate
attention to mitigate sea erosion.
• As the outcome of NCPP, GoI and MoWR approached ADB for
financial assistance during 2008
• Based on the PPTA prepared during 2009, the ADB agreed to
extend financial assistance in the form of loan to implement
SCPMIP-K and the loan is sanctioned under MFF during sep
2010

Status of Development of Shoreline
Management Plan / Master Plan for
Coastal Protection
• Draft SMPs have been developed for the three coastal
districts of Karnataka viz. Dakshina Kannada, Udupi and
Uttara Kannada
• The Draft SMPs will be modified, updated and finalized
based on the field data and comments received
• Littoral environmental data and beach profiles pertaining
to the whole Karnataka coast are proposed to be collected
during October – November 2017

Coastal Data Inventory • CIMS is proposed as a platform for Integrated Coastal
Information Management System
• Works on a customized and user friendly Web based
application with GIS data, both spatial and attribute on
its back end.
• The current initiatives of Karnataka as a part of ADB
project works on all base level information form data
on State level, District level, Taluk level, Block level,
Village level and Panchayat level.
• All general information like boundaries, roads, rivers,
soil, topography, drainage, slope, relief etc. are already
available as spatial data will be collated in a single
platform.
Coastal Information and Management System
A web-Application to enable easy access to coastal management
Coastal Data Inventory
The coastal data to be incorporated in CMIS include :
• Project information
• CRZ and EIA information
• Hydrodynamic data (like wind, waves, currents,
tides),
• Bathymetric and beach profile data (subject to
approval)
• Land use/land cover data
• Coastal geomorphology
• Coastal inventory like coastal structures, protection
sites, sea walls, etc.
Infrastructure available like numerical modelling,
physical modelling, availability of instrument for
coastal data collection
• Presently infrastructure is lacking for numerical
modelling, physical modelling, and coastal data
measurements.
• Coastal Infrastructure Management Unit (CIMU)
has already been established as part of the
SCPMIP
• CIMU will be equipped with some of the above
facilities in the next 3 years including capacity to
undertake coastal projects
A coherent and results-based approach to project planning, performance
monitoring, and evaluation of results.
During the design phase, PPMS emphasizes :
stakeholder participation
builds on a cause-effect relationship in problem analysis;
assesses alternative approaches
ensures a consequential relationship between inputs, activities, outputs,
outcome, and impact and
determines a set of measurable process and result indicators with
performance targets
The Project Performance Report provides early warning of emerging problems that
require corrective actions
It is a system that facilitates efficient project progress monitoring & reporting.
PPMS
Draft PPMS developed in Microsoft Excel to track the progress of the
project achievements
Work is progressing to complete the PPMS.

1. Review of impact of the off-shore reef on the shore in between the Gap of North and South reef.
