Key Concerns

The poor are worst affected !

Lagos Growing Urban Challenge: The Transport Dimension

Increasing air pollution – impacting health and quality of life

Severe congestion - impacting social and economic activities

Ineffective public transport system – with the poor often vulnerable to high cost of transportation

Pattern of urban growth – with the less privileged often commuting long distances

Reason for choice of BRT Technology

A potentially less expensive transit mode A quicker solution An opportunity to take advantage of underutilized rights-

of-way Opportunity to reduce Green House Gas emission

drastically Operating flexibility A fast and reliable travel time

Benefits of BRT Over 220 million ridership since inception

– Daily ridership well exceeds 180,000

Reduction of travel time by 30% – Average waiting time of 10mins

Generation of over 15,000 employment (Direct& Indirect)

Fare reduced by about 40%

Reduction in air pollution along the corridor by 13%

Reduction in noise level by 50%

Most of the pollutants e.g., particulate matters, Nitrogen dioxide,

Sulphur dioxide and the likes reduced by almost 30%

How can it be scaled up with CIF support

Conversion of HOV buses (about 1000 in Lagos) to cleaner fuel/CNG fuelled buses

Replacement of mini-buses with new energy efficient technology (Bus reform programme)

Introduction of more segregated lanes to improve bus operations efficiency

Introduction of ITS e.g., well equipped control centre and passenger information system

Expansion of e-ticketing

Challenges and how to overcome them S/N Challenges Possible solutions 1 Human capacity problems Training of key personnel

2 Acquisition of technology to address the current environmental issues

Retrofitting

3 Local supply of CNG/cleaner fuel refueling stations Private sector participation

4 Regulatory approval process for installation of CNG/ cleaner fuel facilities

Network with the private sector to secure approval

5 Process of getting CIF funding Streamline the approval and disbursement of funds

6 Lack of a standardized way of measuring the impact of transport interventions on the environment to access clean technology funds

Development of a standardized framework by World Bank and other relevant agencies
