The « Grenelle de l’environnement » momentum

The French «Grenelle de l’Environnement» Environment Policy, developed in October 2007, created a longterm policy plan for tackling environmental issues and promoting sustainable development.

The « Grenelle de l’Environnement» established the use of renewable energy and green building construction as a priority for France.

HQE® The French SB Assessment System

HQE is a global approach to improve the environmental quality of the built environment. The NF tertiary buidlings HQE® approach is a certification run by

a subsidiary of the CSTB Group.

The HQE® certification is applicable to all types of new and existing buildings in the residential, tertiary and industrial sectors, as well as roads and highways.

A global picture.Confusion for the market?

CSTB | MAI | Helsinki | Bruno Mesureur | November,13, 2009

Various assessment systems co exist all over the world. But without core principles and comparable rating systems they may be confusing for the construction stakeholders.

There is an enormous and growingappetite for rating methodologies thatcan be used to demonstrate theenvironmental performance of ouractivities.

From personal carbon foot-printingmethodologies to sustainabilityassessments of entire cities andstandards, there is a drive to developmore and more rating methods.

SB Alliance

SB Alliance was set up a year ago to define acommon core set of indicators to be shared by thedifferent participating organizations on a voluntarybasis.

This core set is composed of six indicators (GhG,energy, water, Waste, Air Quality, and FinancialPerformance) defined by BRE, CSTB, DGNB, FCAV,VTT and NIST.

It was presented in November during the Batimatexpo in Paris. These organizations have decided toseek UNEP-SBCI’s endorsement

A core set of indicators, why?

To enable the assessment of main environmental impactsTo develop a common international vocabulary for building environmental assessmentTo facilitate communication between stakeholders To support the development of future assessment schemesTo facilitate inter building and inter countries comparisons

Key challengesto get the core set of indicators

1. Select first candidates among a large number of potential indicators

2. Define a methodology to assess them

3. Define a way to report on the indicators

4. Define subsidiarity between international and national approaches

Select first candidates amonga large number of potential indicators

1st step : bottom up approach> Analyze all potential indicators coming from

> Existing approaches> Standards under development

> Get a long list of potential indicators

2nd Step: Top down approach> A vote among SB Alliance members enabled to select first

priority indicators

A pragmatic life cycle approach

The goal is to take into account the whole life cycle But Assessment methods have different levels of maturity> Some elements can be assessed with well known methods

> e.g. Methods used for Energy performance regulations

> Some elements can be assessed with recently developed methods> e.g: Cradle to gate Environment Product Declarations

> Some elements can be assessed with methods which are not available in all countries

> e.g. Cradle to grave Environment Product Declarations

A working group of SB Alliance has produced > A selection of 6 indicators> A methodology to assess them> A method to report on the indicators> A proposal for links between SBA indicators and

assessment schemes

The next steps are> To discuss this proposal with all SB Alliance members> To make a decision> To implement these indicators in assessment schemes
