SUSQUEHANNA STEAM ELECTRIC STATION CHANGE TO SUBMITTAL REGARDING LICENSE AMENDMENT REQUEST FOR ADOPTION OF TECHNICAL SPECIFICATION TASK FORCE TRAVELER TSTF -522-A PLA-7605
TALEN~ ENERGY
10 CFR 50.90
Docket Nos. 50-387 and 50-388
Reference 1: Technical Specification Task Force Traveler TSTF-522-A, Revision 0, "Revise Ventilation System Surveillance Requirements to Operate for 10 Hours Per Month. "
Reference 2: Susquehanna Steam Electric Station, "Proposed Amendment Requests to License No. NPF-14 and License No. NPF-22: Adoption of Technical Specification Task Force Traveler TSTF-522-A, Revision 0, 'Revise Ventilation System Surveillance Requirements to Operate for 10 Hours per Month' using the Consolidated Line Item Improvement Process," dated February 1, 2017 (PLA-7444).
Reference 3: NUREG- 1433, Standard Technical Specifications, General Electric Plants, BWR/4, Revision 1, dated Apri/1995.
By a letter dated February 1, 2017 (Reference 2) Susquehanna Steam Electric Station (SSES) submitted a proposed License Amendment Request to SSES Units 1 and 2 Operating Licenses NPF-14 and NPF-22 to adopt Technical Specification Task Force Traveler TSTF-522-A, Revision 0 "Revise Ventilation System Surveillance Requirements to Operate for 10 Hours per Month." This amendment would modify the Technical Specifications (TS) by changing the run time of monthly Surveillance Requirements (SR) for the Standby Gas Treatment and Control Room Emergency Outside Air Supply Systems from 10 hours to 15 minutes.
Subsequent to submitting the amendment request, an administrative change was identified in the Unit 1 and 2 TS mark ups. Specifically, TS 3.7.3 Control Room Emergency Outside Air Supply (CREOAS) Systems SR 3. 7.3 .1 states, " ... with the heaters operable." The surveillance should state," ... with the heaters operating." This administrative language change aligns TS 3.7.3, SR 3.7.3.1 with the existing language in TS 3.6.4.3 Standby Gas Treatment (SGTS) System, SR 3.6.4.3.1. Additionally, this change aligns with the language within NUREG-1433 Rev 1 (Reference 3) and TSTF-522-A, Rev 0 (Reference 1).
Attachment 1 of this letter provides replacement pages for the associated TS mark-ups provided under Attachment 1 ofPLA-7444 (Reference 2). These pages replace Page 3 and 4 ofthe Attachment 1 of Reference 2.
- 2 - Document Control Desk PLA-7605
Attachment 2 of this letter provides replacement pages for the associated TS revised pages provided under Attachment 3 ofPLA-7444 (Reference 2). These pages replace Page 3 and 4 of the Attachment 3 of Reference 2.
The administrative change identified within this letter does not impact or alter the conclusions reached under the No Significant Hazards Review and Environmental Evaluation completed under License Amendment Request submitted under Reference 2. This letter contains no new regulatory commitments.
