Introduction Wendell and Stephan
Wendell Durnford, Service Manager - HPTSS: Wendell is the local Manager looking after the East Coast HPTSS operations. He has extensive knowledge and experience from his employment with the previous HPTSS supplier as well as the test facilities in Halifax where suit approval testing and research related to cold water survival equipment was conducted. Stephan Leijen, Service Manager – Canada: Stephan is responsible for overall management of all service activities conducted in Canada, including project management of the HPTSS operations set-up wen the contract was awarded. Stephan’s background is in the Marine industry, having worked as a Maritime officer / Safety Officer on cruise ships. Late 2006 he transitioned into a shore based marine safety and lifesaving equipment service management position, and subsequently he joined Survitec 3 years ago, expanding into the aviation safety equipment field.

Originally a Consortium of 5 Operators: • Suncor • Husky • Exxon • Statoil • EnCana Followed by the addition of Shell October 2015 in Halifax. The new suit design was the result of a new regulatory standard for HPTSS performance. The HPTSS consists of a suit with liner, a LPU (Life Preserver Unit), a HUEBA (Helicopter Underwater Emergency Breathing Apparatus) and PLB (Personal Locator Beacon). Two types of PLB are in use: ACR in Halifax and MRT in St. John’s.

Trigger: At suit launch in March (Halifax) and April (St. John’s) of 2015, some individuals reported difficulties with donning of the hood element of the HPTSS, due to tightness when moving the hood over the head.

Root Cause: The knitted yellow fabric forming the outer layer of the hood was found to be of insufficient stretch-ability, limiting the stretch of the neck area of the hood, while moving it past the forehead.

Resolution: All hoods were replaced with a redesigned model, made from a different material allowing for significantly increased stretch-ability. In addition, a donning aid made from very low-friction material was installed on every liner. This is placed between the head and the neck seal prior to donning, creating a very low friction surface and further significantly reducing the donning effort. This effectively eliminated donning difficulties experienced by passengers.

Strobe light reprogramming
Item: Strobe light (OEM: ACR Electronics) integrated into SASS-01 LPU. Trigger: On June 29, 2015, during an inspection of a SASS-01 suit, it was noted that after inflation of the Life Preserver Unit (LPU) the strobe light did not illuminate. Root Cause: The OEM redesigned the strobe light from an analogue to a digital design. The intended purpose was to improve the strobe light; however the change turned out to negatively affect the battery life when units are maintained in the ARMED state. Resolution: All strobe lights were returned to ACR Electronics for firmware reprogramming. ACR guarantees a minimum operational life of 13 months in the ARMED state, which exceeds the annual service requirement of the LPU. A Service Difficulty Report (SDR # 20150710006) was issued to Transport Canada.

Item: 2nd stage regulator on HEUBA (OEM: Aqualung) Trigger: Survitec received reports that HUEBAs issued pre-flight in full (green gauge indication) condition were found to be in unserviceable (red gauge indication) condition upon arrival after flight. Root Cause: The OEM investigation revealed that the factory (production) calibration or set-up procedure did not adequately take into account the effect of prolonged exposure to cold temperatures. This allowed the leakage of air from the 2nd stage regulator to occur under these conditions.

Resolution: • For new units coming from Aqualung factory: Production procedures at AQA have
been modified as a direct result of this investigation. This Corrective Action is intended to prevent a reoccurrence of this issue.
• For the units in service when the issue was identified: Aqualung issued specific technical instructions on January 26, 2016, explaining to make an adjustment to the 2nd stage regulator. Survitec immediately acted on this instruction and adjusted all units accordingly. This has been proven to be timely, effective and correct.

In order to keep the community informed, Survitec has started to issue Product Notices. These are intended to explain any issues found in the field / reported to Survitec and give guidance to the community on how to avoid a reoccurrence. These notices should be posted in heliports and offshore, and utilized by the helicopter service providers and operators to inform / instruct their crews accordingly.

Product Notices: specific items HUEBA: A notice was issued on the HUEBA related to an accidental discharge while the passenger was being buckled up in the helicopter. The importance of careful pre-issue inspection of the HUEBA by heliport and heli-admin staff in accordance with the relevant SOPs was highlighted. Donning and Doffing: To support the durability of the suit and its performance, a notice was issued instructing to carefully follow the applicable SOPs especially related to the donning and doffing of the: • Hood (zipper) • Sleeve (seals) • Neck assembly (seal)
MRT PLB (to be issued shortly): We have noticed MRT PLB protective caps going missing. A notice will be issued shortly instructing to follow the relevant SOPs related to the MRT PLB treatment to avoid this. PLBs stored or transported without these protective caps could be damaged. These caps can only be obtained from MRT at GBP 8 each.

Suit usage other than helicopter passenger transport
From time to time a suit is returned to the service stations that has indication that it was worn during other activities than helicopter transport only. We do our best to clean these, however, the presence of grease or oils on the suit material shortens its lifespan and in more severe cases may lead to immediate condemnation. This is a recent example of a suit with a greasy deposit on the knee. This type of usage resulting in contamination may trigger a product notice in the near future. An important reminder that the suit is strictly and only to be used for helicopter transit.

Consortium of 5 Operators sharing an installed base of 2250 suits between Halifax (270) and St John’s (1980) spit in 32 sizes. Note, this does not include training suits. Addition of Shell in Halifax October 2015 with an installed base of 300 suits.

New Product Development New innovations/research for possible next generation of HPTSS suit:
• Work around a unique suit system solution: mixing marine abandon requirements and flight approval rules.
• 'Wearable Technology’: integration of electronics that can be worn with the suit, either as an accessory or as part of material used in the suit. With the ability to connect with rescue teams, enabling live data to be exchanged.
• Hypoallergenic, lightweight seal materials : eliminating rubber foams worn against skin, more comfortable to wear for longer periods
• Lightweight and new design of the LPU bladder - to allow packed size & weight to be reduced and also improve casualties to move more freely
• Temperature control: options to increase in cold water exposure while also increasing flight comfort (be warm in the winter & feel cool in the summer).
