Overall the survey respondents are pleased with the experience at Sylvan Lake. Most shared a preference for natural systems and the opportunity to experience nature as the predominate motive for visiting the area. They are frustrated with the availability of parking, want limitations on where cars can be parked and want this solved with little or no impact on the natural environment. Many would accept development of alternative parking and trailheads for hiking some of the busiest trails. Some questioned the “preference” given for weddings as it affects parking and the visitor experience for others. Residents of the Black Hills are the predominate responders and are passionate about Sylvan Lake and Custer State Park. They are concerned about changing the area for the sake of accommodating an increasing number of visitors. Most understand that some minor improvements or changes have to be made but want the setting to be preserved. We received 627 survey responses, of which: · 59% of survey respondents have visited Sylvan Lake more than 5 times in the last 5 years. · 73% of respondents stay 1-5 hours. · Of the survey respondents, the most popular activities are: hiking around the lake (57%), hiking to Black Elk Peak (48%), driving/sight seeing (64%), enjoying the scenery (84%), enjoying the pristine wilderness (62%), rock climbing (26%), learning about nature (37%) and social gathering (28%). ·Ofthesurveyrespondents,theleastpopularactivitiesare:boating(8%),fishing(9%), stand-up-paddling (8%), shopping (6%) and biking (6%). · Conditions that prevented or delayed activities were primarily the availability of parking (62%) as well as lack of available space (30%) and weather (26%). · When asked if visit to Sylvan Lake met expectations, 87% strongly agreed or agrees. · When asked about the level of development, 20% said they were overdeveloped, 50% said they were developed appropriately. · Many survey respondents commented on the need to update the store and improve food service options. · Concerning facilities that could be removed, some items included: o Mechanical device in lake o Roadside parking o Relocate Trail 9 trailhead o Watercraft activities o In-State residents want less disruptive parking · Concerning facilities that could be added, some items included: o One-way on Needles Highway o Park-wide bus/shuttle service OR o Local shuttle service

o Picnic tables at lake o Benches at lake o Better restrooms at lake o Climber parking at maintenance building o Out-of-State residents want more parking · The respondents visit many other areas of Custer State Park. · 32% of respondents would consider hiking from an alternate location even if a longer hike. An additional 26% of respondents would do so if the distance and steepness were similar. 15% prefer leaving the trailhead where it is. · 73% of respondents are SD residents, 12% are from States bordering SD and 13% are from elsewhere. · 81% of respondents have a traveling party of 1-4. (43% 1-2 AND 37% 3-4) · The age of respondents varies. · In response to suggestions, the respondents offered many ideas and opinions. Those responses, combined with discussions held at the two public open houses, there is a sentiment towards

8 I visited twice in the past two years and am deeply disturbed by the sheer volume of people andcars. Literally hurt my heart that a once special secluded little place had huge amounts of peopleand even a giant swan float in the lake the size of a pool. The lake is no where near as peacefuland private as it was 15 years ago. Many people on the trails should not have been and found atdevil's bathtub people are hiking up completely undersized about what type of hike it is, andphysically unsafe doing so. The trails that were once nearly undetectable getting to the back of thelake now have blue spray paint with arrows and a worn path over lots of exposed roots. My answeris not in more parking or accessibility for everyone! We need to maintain a smaller footprint adhumans. What are we leaving for our children's children to enjoy if we keep adding parking lotsand "patheays". The beauty of what sylvan used to be is gone. I would hate to see it get anyworse. We need to focus on preservation of the area!

9 The activities were rated fair or poor depending upon the time of year, i.e. late autumn to earlyspring there are virtually very few visitors and the experience is decidedly very different from a dayin November versus a day in July. I personally avoid the area in summer months.

Often, the busy season in the 10-4pm time zone is difficult to findparking to enjoy the several trails, many cars (and pickups and even travel trailers) on needleshighway. Yet, at other times and dates, it is more pristine and more birds, fewer contact withothers, etc. also, each question above has qualitative dimensions that aren’t being asked about.

But the crowds and congestion, especially on the 5th of July this year, werehorrible. Parking is impossible. Hiking is less serene. I also feel the goose poop on the beach veryunhealthy. (The goose poop problem is also at Stockade and Legion). I miss the few shade treesat the Sylvan beach area. Would it be possible for Sylvan (and Stockade for that matter) to have ashaded picnic area like Legion has? One other thing that takes away from the natural beauty of thearea is the noise pollution of the helicopter tours. It feels like a war zone when you Hike to BlackElk Peak. 99 It’s time for the General Store to be updated. It was the worst we’ve ever seen it this year. Verydisorganized and bad smell in the store. Hard to order food there and extremely slow service. Iknow change is expensive and difficult but the store is just too busy and trying to serve too manypurposes in such a small space. A new updated store would with a more convenient setup forfood, souvenirs, etc is needed for your staff and your customers! Everything else in the park iswonderful!

110 The trail maintenance and tree removal on the Sunday Gulch trail has been a bit slow. I think it isa mistake to not maintain trail 1 (the Paha Sapa trail) the walking trail around the lake is very niceand I appreciate the addition of ADA compliant features. I do not think there should be a RVcampsite or full hook-ups near Sylvan, there are plenty of other larger spaces within Custer statepark to accommodate them, and some places should be left in more of a wilderness state. Thetrail into the Cathedral Spires also needs repair work.

8 Again, adding parking to the area is only exacerbating the deterioration of a wonderful spot in thehills. I read comment of others on Facebook and they suggested moving the trailhead for BlackElk, or a different spot for long term people. My question is how can we lessen our footprint andnot ruin and special place that is heartbreaking to visit. Having to wait in line to hike behind thedam was frustrating. Elderly people with canes being physically supported by relatives who had noidea what the hike truly entailed that we had to go around and warn that they should turn around.Same problem at Devil's Bathtub. By making is more accessible and "safer" for parking, it alsoallows too many people into a small area. These two spots have lost so much by tying toaccomodate more people.

148 Here are my comments. I know this area for over 60 years. It is a special area and I am excitedabout this initiative. I am in Africa or I would be at your public hearing. The parking lot servicingCuster park and Black Elk Wilderness does not need to be on the lake. Move parking to other sideof the Custer gate. Reduce cars! Public transportation form Custer or Hill City. Make thetransportation through the needles one way and during summer do not allow private cars like ZionNational Park. Devils tower trail head could be another picnic area. Providing bus service to allowhiking from Cathedral Spires to Sylvan Lake could work during summer would help. 271 WOW I can't believe you asked this. Thanks. I think there are too many cabins, I lost count of thenew ones near the Sylvan lodge (and elsewhere in CSP). Each cabin = 5 people and 1-2 vehiclesand related noise and space issues. I understand more than 50 buildings have been constructedin the park in the past 5-10 years. Stop it! It's been my experience GFP (across the state, not justin CSP) cares more about serving ever-increasing numbers of tourists and making things great forpeople to "use" the land, than in protecting wild or semi-wild areas or non-game animals. Note: it isOK if visitation goes down, we (speaking as a tourism-related business here) will get by. Don't ruinour quality of life at the expense of ever-greater tourism "numbers".

133 I live in Custer, so enjoy all areas of the park accessible by vehicle, I no longer am able to hike.We enjoy driving to Blue Bell for breakfast, checking out all the animals on the Wildlife Loop,shopping for gifts at Coolidge Store, having a picnic at Center Lake, taking in the scenery on IronMountain Road or Needles Highway. These activities we rarely do in the summer monthshowever, as you just can’t get near the places you want to be. We have even given up going to theBuffalo Roundup as it has become a tourist oriented event. The price of having moved the actualroundup to the weekend rather than the Monday following the Arts Festival, is a solid line of carsmoving at a snails pace from the Roundup parking all the way back to the festival parking. And allin the name of getting more tourist dollars. Sad to stress our natural resources for our coffers. Ourenjoyment of the park is mostly in the fall, winter & spring.

And I am grateful thatin the end the updates to the Game Lodge did manage to preserve most of the historic character,but I am very concerned that on the whole the historic look and feel of the park seems to beundervalued and I hope that the intent of this effort to hear from the public will lead to greaterpreservation of what we have and protection in the future.

There is a road and open area just below and north of the lodge thatcould allow climbers closer access to main climbing areas and free up general parking near thestore. The parking nearest the store could be limited to an hour to accommodate short termvisitors. The newest parking area NE of the lake needs a bit more definition , perhaps slightenlargement. Parking along the lakeshore road needs to be addressed. If allowed in certain spotsthe shoulder needs to be widened, road edges, and parking areas clearly marked. A cleared arefor ice skating when appropriate would be appreciated. Nothing needs to be done to “improve” thearea or attract any more visitors. If hiking Sunday Gulch clockwise a little sign where the climberstrail branches off would be helpful. I encounter “lost” hikers in the outlets fairly often.

We have stayed in the cabinsfor family vacation, camped in the camp ground, swam, fished, kayaked at the lake, had a familywedding there. We never would want the lake or facilities to change but because of the popularity,it is nearly impossible to find parking, get camping spots, or use the restrooms fue to people usingthem as dressing rooms. Updates in those areas are needed without taking away from theamazing place Sylvan lake is.
