Executive Summary This report contains a detailed statistical analysis of the results to the survey titled AASHTO 2016 Fall IT Survey. The results analysis includes answers from all respondents who took the survey in the 47 day period from Friday, September 30, 2016 to Tuesday, November 15, 2016. 29 completed responses were received to the survey during this time. The survey was closed on November 20, 2016.

eConstruction, an initiative beginning at ALDOT to provide a paperless construction administration, including the collection, review, approval, and distribution of highway construction contract documents in a paperless environment.

Replace current maintenance management/asset management off-the-shelf legacy application, RoadMAP. It is used by the Maintenance Bureau to manage Work Requests, Work Orders, physical and personnel assets, Condition Assessments, and annual maintenance budgets. Not sure if it will be a COTS or developed in-house.

Create Modal Transit Grant Reporting System that will monitor and maintain all federally required usage and maintenance reporting of transportation provider’s vehicles receiving government funding. This will replace two legacy systems.

The agency has taken a proactive approach to IT/OT convergence and create a Transportation Technology Office. This is to further our strategic plan to implement Enterprise Technology Governance, Enterprise Information Management, Enterprise IT Standards, and Enterprise Architecture. This is in preparation for the onslaught of data and processes to accommodate autonomous and connected vehicles, complete streets, and data analytics. The State has implemented a detailed set of security standards (Florida Security Standards, Chapter 74-2 Florida Administrative Code) which require a more extensive, agency-wide look at cyber security. The agency must look at additional tools, funding, staffing and processes needed to support these new standards.

Two largest divisions (engineering and Maintenance) are embracing and expecting mobile computing tools. In the next two years, I see our field staff fully embracing mobile technologies as a regular part of their business. Data collection (UAV and Lidar) and subsequently demand for large data management/storage needs will continue to grow.

NH Need for data centralization and system integration to improve accessibility and reporting. OK Reduced funding. Oklahoma is currently experiencing a funding shortage and does not see relief for the next few years. Procuring the necessary technology to create efficiencies will be difficult.

KY A few of these items are combined efforts at this time between DOT and centralized IT.

MI all are managed by central IT department but they do use staff aug to fulfill some roles

MT Montana is moving to a centralized management of our infrastructure

TN IT consolidation happening in state. TDOT is strongly resisting. Successfully, so far.

UT Project Management, Business Analysis, and Project Contract Management Lines are blurring

WY The implementation of IT consolidation in our state allows for dedicated personnel to be assigned back to the DOT. The DOT covers all the costs of these personnel and has some control over directing their work.

From a transportation agency perspective, what specific areas would your agency like to see

improved in AASHTOWare product delivery? CO Innovative contracts. Most of our design-build/CMGC projects are executed using other software than AASHTOWareCT N/A FL Improvements in the upgrade path to AASHTOWare products would be greatly beneficial. E.G., better data

migrations and support for changing database platforms such as Oracle to SQL server migration assistance. IA Patches to Project needs to be delivered with an installer instead of manually renaming old files and copying all the

new replacement files. ID None IL Materials management; Asset/Pavement management KS At times it appears as though revisions and new releases are not as timely as desired. KY Better ability to consume the data or share the data with AASHTOware products. One of our guiding principles is to

enter data only once. This is challenging when trying to integrate with AASHTOWare products. LA Provide a solution for tracking and rating engineering design and consultant contracts. These contracts fall under

How can AASHTOWare products evolve to better meet the business and technology needs of the transportation agency?

It needs be more user and data focused vs. solution driven. I feel that these solutions are so focused on TMRs and requirements vs. how to make the end user's life easier. Also, there is zero marketing or change mgmt aspect to these solutions. I am sick of hearing "create a TMR" and it's a "training issue". These products need to be more intuitive...there is no reason why DOTs should be spending this much on upkeep and training when it's easier and cheaper to create a more intuitive database.

CT Become completely cloud based and utilize mobile devices

FL Consistency in interface and delivery platform. I.e., all web with a common theme. Right now it's a mixed bag of thick client and web based solutions. No interface consistency between the solutions.

IA Involve the Project Users Group more to help direct the Project Task Force (PTF) on software development and technology usage.

ID Include a Professional Agreement Tracking System. Mass import feature for Item Bid Histories in Estimator software.

KS Be more mobile enabled and continue to be adaptable to cloud adoption.

Standardize database versioning across applications. With an enterprise database we have to support the lowest database version that the software supports. AASHTOWare Bridge Design and Rating supports a lower version of Oracle where AASHTOWare Project supports a higher version. This prevented us from upgrading to the higher version of the database software.
