1.  Introduction• Philippines as a maritime nation• Geographically  it depends mainly on seaborne shipping to transfer people and goods among its 7,100 islands 

• Inter‐island shipping facilitates 98% of domestic inter‐island trade & passenger movement

• There area about 1,776 domestic shipping routes connecting the islands

in four more of its ports.

2.4e. If you said ‘Yes,’ please describe the monitoring organization.1. (Executive Order No. 57 established a National Coast Watch System (NCWS) as a ce

ntral interagency mechanism for a coordinated and coherent approach in addressing maritime issues and maritime security operations towards enhancing governance in the country’s maritime domain. Under the NCW System, a National Coast Watch Council is formed serving as the central inter‐agency body which shall be in charge of formulating strategic direction and policy guidance for the NCWS. Likewise, a National Coast Watch Center was established. Headed by the Philippine Cost Guard, the Center shall implement and coordinate maritime security operations. 

2. The PCG, Navy, the PNP‐Maritime Group, Philippine Center on Transnational Crime, National Bureau of Investigation, Bureau of Customs, National Prosecution Service of the Department of Justice, Bureau of Immigration, Bureau of Fisheries and Aquatic Resources are among the support agencies which shall provide manpower, equipment and material in support to the mandates of the NCWC. )

6. Challenges / Other concerns 7.1 Three main factors considered to be current obstacles to thesafe operation of domestic passenger ship in the country.

1. non‐convention size ships and aged vessel fleet‐mostly acquired and operated ships are second‐hand vessels operating domestic routes ;

2. Inadequate maritime safety infrastructure,‐maritime aids to navigation (ATON) and maritimecommunications system ;

3. the country’s geographical location‐ visited by an average 19‐22 typhoons per year

6. Challenges / Other concerns (cont.)7.2 Other issues relating to the development of domestic

passenger ships:

1. Need for Strict Implementation of Safety Standards of Vessel;2. Need to Improve the quality and competence of the Seafarers

that operate the vessels;3. Need for upgrading the maritime transport infrastructure (Like

ports and harbours, sea routes, communication systems, ATONSystems and Search and Rescue Equipment and Facilities) insupport of the activity;

4. low accession rate to existing IMO instruments/conventions;5. Need to establish a maritime database i.e., shared information

by and among maritime agencies
