1 Summary 1.1 The purpose of this paper is to brief the Panel on the detail of one of the five
investment portfolios which make up the £4bn Road Modernisation Plan. The focus of this paper is Major Highways Improvements.
2 Recommendation 2.1 The Panel is asked to note this paper.
3 Scope 3.1 The Appendix contains detailed information on:
(a) Strategic context – why London needs this investment and what it aims to achieve;
(b) Portfolio overview – how the funding is distributed across the main areas of the investment portfolio;
(c) Transforming Streets and Places – examples of the schemes being delivered as part of the investment portfolio, including scheme details and benefits; and
(d) Transport for London Road Network (TLRN) Regional Improvement Programme – examples of the schemes being delivered as part of the investment portfolio, including scheme details and benefits.

Strategic context Road Modernisation Plan: £4bn of investment to 2021/22
1 Ensuring our roads assets are fit for the future
3 Delivering a programme of major highway improvements to: » unlock economic growth & regeneration » Optimise use of road space (for all modes) » improve pedestrian, cycling and bus facilities » enhance urban realm and ‘place’ function » deliver safety improvements

2 Keeping London moving
Strategic context London’s population and economy are growing
As a result, by 2031, we expect to see increases in:
• Population to reach 10 million • Vehicle km by 10% • Bus travel by 30% (& capacity by
10%) • Freight traffic by 22% • Cycling to triple in volume • Substantial private sector
investment (e.g. Earls Court, Brent Cross Cricklewood and more)
The road network needs to change to meet these growth challenges and to cater for the needs of London’s road users

• Roads Task Force vision - world-class streets, fit for the future
• Roads and streets should provide for the efficient and safe movement of people, goods and services
• Roads and streets should also be great places that contribute to the look, feel and reputation of the city
• Working with London’s Boroughs, TfL is delivering an unprecedented programme of road improvements and transformations

• Schemes within the portfolio are designed to deliver one or more of the following: – Movement – Place – Growth and development
• Schemes also deliver against the relevant TfL Surface Transport’s principle outcomes

Focus on growth: Vauxhall Cross Reducing severance, improving road safety and providing improved facilities while supporting the creation of a new thriving District Centre and centralised transport interchange
77% of people said they supported plans to return the gyratory to two-way. 63% supported the plans to redesign the existing bus station at Vauxhall, providing safer, more attractive and more accessible facilities

TLRN Regional Improvement Programme A316 Twickenham Crossings
Improved crossings for spectators and pedestrians accessing Twickenham Stadium including the Rugby World Cup and future events. Innovative ‘hybrid’ crossing - functioning as a gateway to the stadium during events, and reverting back to a toucan crossing on non-event days.
TLRN Regional Improvement Programme A10 City Corridor
Improved pedestrian facilities along Bishopsgate, to manage increased demand for footway space that will come with the opening of Crossrail and other committed developments. Partnership working with City of London and numerous landowners/estates to deliver urban realm enhancements.
The overall ‘Major Highway Improvements’ portfolio will deliver the transformational change to London’s road network. This unprecedented ‘once in a generation’ investment in our roads will:
• Transform London’s public spaces and streets • Making roads more safe and reliable • Support the Capital’s growth
Work is already well underway:
• We have relieved congestion at Malden Rushett • We have removed a gyratory and created a new bus station at Tottenham Hale • We have started the transformation of Elephant & Castle Northern Roundabout • We have received strong support for our proposals at Vauxhall Cross and are
assessing responses to our proposals at Bow, Croydon Fiveways, Old Street Roundabout and Wandsworth Gyratory
• We continue to deliver improvements for Londoners across the TLRN through our annual TLRN Regional Improvement Programme, with improvements delivered at 60 locations in 2014/15.
