International Speaker Colin Milner, International Council on Active Ageing, Vancouver will open the conference with a presentation around the top trends in active ageing and marketing the services to older adults.

Peter Shergold, Academic and former public servant will address the conference around the Aged Care Reforms.

15.45 – 17.00 Plenary Session Three Dominic Campbell, Director, Creative Ageing International (Ireland) - Isn’t it Past Time You Celebrated Growing Older? As professionals how can we change the way we respond to an ageing population if we cannot first change the stories we tell ourselves about growing older? Drawing on experience as the Artistic Director of Ireland’s ground breaking Bealtaine Festival and mentor to new events across the UK and Europe Dominic Campbell will illustrate how creative celebrations are gently questioning individual and political expectations of ageing.

Join educator and researcher Adam Fraser who explains the reasons why change doesn’t happen and how industry can prepare to implement change. The Holy Grail of business performance is the ability to successfully alter behaviour. Of all change efforts introduced into organisations 75% fail. Likewise 65% of all strategy introduced by the executive team is not adopted by the people in the organisation. In terms of our own personal struggle with change, between 80 and 91% of all New Year’s resolutions are never followed through.

Tan Choe Lam, International Ageing-in-place expert, Founder & Managing Director, Jeta Gardens Group, Australia, Jeta Care Group, Malaysia, will share his insights on ‘Future of assisted living and ageing-in-place: Intergenerational Communities with Care’. This presentation will provide examples and approaches on key factors behind a successful ageing-in-place community.

Dr Freek Lapre, Movinex BV, Netherlands will share a study around a validated service quality construct for Residential Aged Care Facilities (RACF) managers to improve resident focus and to increase resident and family satisfaction with the delivery of services.

Wolfgang Meyer, Sozialwerk St. Georg, Germany presents the development and implantation of Just-in-Time Assistance Program: an integrated service encompassing care services vital to meeting the acute needs of people in the social environment. Services are tailored to clients’ individual needs.

Natalia Farrugia, Caremalta will share her country’s experience in creating a hospital linkage program, an evidence-based example of implementing a public private partnership (PPP). She will explore the challenges they faced along the way.

Markus Leser, Curaviva, Switzerland will share the outcome of a research project which builds on building an attractive place to work in long-term care. Hear the outcome of this study, gain access to the questions asked and share experiences. This presentation will leave you with examples of best practices workplaces.

Gill Hicks, Australian of the Year in the UK and Australian Woman of the Year in the UK in 2009. There are few people who can speak about a tragic event in such an engaging and uplifting way as Gill. Equally there are few people who have endured such unimaginable trauma and be able to rejoice and celebrate just being alive. Her appreciation and gratitude is infectious and offers a brilliant reminder of just how precious our lives are.

These afternoon sessions are held on both Monday 10th Nov and Tuesday 11th Nov.

Masterclass 1 – Program of All Inclusive Care for the Elderly (PACE) PACE is a program out of the USA that allows seniors 55 years and older to receive the care they would normally get at a Residential Aged Care Facility while remaining in their community. How can we adapt this program for the Australian market? Join International speaker Gretchen Brickson, Executive Director, Brandman Centers for Senior Care (USA) to learn about this program.

Masterclass 2 – Dementia – Friendly Communities Dementia-Friendly Community is an intergenerational program running in the UK using ‘Archie’s Story’ to educate around the signs and symptoms of Dementia. The program illustrates the main signs and symptoms of Alzheimer’s (the most common type of dementia), and the things we should say and do to ensure people with dementia feel they are a meaningful part of their community. Join International speaker, Fiona Mahoney, Reminiscence Learning (UK) to learn more about the program, how it has been working since its implementation and ways of bringing ‘Archie’s Story’ into your facility to create a Dementia-Friendly Community.

Masterclass 3 – My Home Life - Care to the Community My Home Life promotes quality of life for those living, dying, visiting and working in care homes. It was established to improve the quality of life of everyone connected with care homes for older people and has now become the recognised voice in the UK for the sector which promotes best practice through appreciative support and transformative action. Join International speaker, Julienne Meyer, Executive Director, My Home Life (UK) to learn more about this innovative program.

Masterclass 4 – Where is Living Longer Better up to? The Department of Health and Ageing will present an update on the Living Longer Living Better Reforms.

Masterclass 5 – The Pricing Paradigm Under the Living Longer Living Better Reform, accommodation bonds will change. Join us in this session for an overview of the Refundable Accommodation Deport (RAD) and Daily Accommodation Payments (DAP) and how these changes will affect your facility.

Masterclass 6 – The reform of Aged Care facilities through IT, great benefits ... new exposures. The proliferation of IT and digitisation of data has had a transformational impact on Aged Care facility operations in Australia. In this Masterclass we explore some of the changes that have had a positive impact on the efficient operations of aged care facilities and the benefits that have been produced. This ‘not-to-be-missed’ panel discussion will comprise subject matter experts from aged care, legal and the insurance industry. It will cover: the key changes that have occurred within aged care facilities - an aged care operator’s perspective; privacy and security - legal implications; risk mitigation - how can you minimise your risks?; and insurance - issues for consideration.

Masterclass 7 – IR for Reform - the industrial implications of consumer directed care Join us for a practical guide to changes to Industrial Relations under the Reform Agenda.

Masterclass 8 (Mon only) – Value of and Challenges to the Not-for-Profit Sector - what is your social value and how do you measure it? Join this interactive Masterclass where our 3 invited experienced speakers will debate and discuss the social value of NFP’s and how organisations can measure this for both social and financial worth. The presentation from speakers will be followed by a chair interactive panel. This session will have special interest for Board members and CFO’s. Panellists: David Locke, Assistant Commissioner, Charity Service, Australian Charities and Not-for-profits Commission (ACNC), Dr Stephen Judd, Chief Executive, HammondCare, and Olivia Hilton, Partner, Social Ventures Australia (SVA) Consulting

Masterclass 8 (Tues only) – You Have To See The Hurdles To Be Able To Jump Them The industry is being drip fed legislative changes through the Living Longer, Living Better reforms. Each new draft piece of subordinate legislation in the Principles has a significant effect on the way you manage your business. For example, the draft Accommodation Pricing Guidelines and the Exposure draft of the Fees and Payment Principles. You may not have considered what effect these may have on your organisation. Each new piece of legislation seems to have details that providers were not aware of. We will explore these and identify the pitfalls for providers. What about all your other obligations that will be scrutinised for the first time in Aged Care. The Australian Consumer Law under the Competition and Consumer Act 2010 (Cth) will have a significant effect on the way in which you market your organisation. False and misleading conduct will be an exposure that providers have not had to deal with in the past. What you say on your Website will now be scrutinised in a way that may expose you to significant penalties if you breach that Act. Your pricing structure and what you undertake to provide, how accurate is it? Victor and Sabine will demonstrate the hurdles in both residential and home care and offer practical solutions to getting over them.

Adam Fraser Educator and Researcher

Dr Adam Fraser has been an educator and researcher in the area of human performance for the past 18 years. In this time he has worked with elite level athletes, the armed forces and business professionals of all levels.

The past 4 years he has delivered more than 600 presentations to over 50,000 people in Australia, US, New Zealand and Asia. In 2005 he was runner up in the Young Investigator of the Year for his PhD research. His topics included the psychology of performance, improvement of productivity, transformational leadership, engagement of teams, work life balance and development of high performing cultures.

He is regularly featured in the media, having appeared in the Australian Financial Review, CEO magazine, Business Review Weekly (BRW), Fast Thinking, Readers Digest, Human Capital magazine and Management Today. Colin Milner International Council on Active Aging, Vancouver, Founder and Chief Executive Officer

Colin Milner, founder and chief executive officer of the International Council on Active Aging® (ICAA), is a leading authority on the health and well-being of the older adult. For the past five years, the World Economic Forum has invited Milner to serve on its Network of Global Agenda Councils, recognising him as one of “the most innovative and influential minds” in the world on aging-related topics. An award-winning writer, he has authored more than 250 articles. Milner is an editorial advisor to ADVANCE for Long-Term Care Management, a Contributing Blogger to the US Department of Health and Human Services’ Be Active Your Way Blog, the PBS sponsored website Next Avenue, and has been published in journals such as Global Policy. He also contributed a chapter to the book Global Population Ageing: Peril or Promise? published by the Forum in 2012. Milner’s speeches have stimulated thousands of business and governmental leaders, industry professionals and older adults worldwide. He hosts the Age-friendly BC Community video series released in spring 2012 by the British Columbia Ministry of Health.

Milner’s efforts were recognised by The Canadian Fitness Professional Association in 2010, as he was awarded the Can-Fit-Pro Lifetime Achievement Award for his contributions to the Canadian fitness industry. His efforts have inspired a broad spectrum of leading-edge publications, television networks and radio stations to seek also his insights. Dominic Campbell Creative Ageing International, Director, Ireland

Dominic Campbell is an Artistic Director, Producer and Creative.

From 2006 to 2013 he led the “Bealtaine Festival” Ireland’s groundbreaking celebration of creativity in older age growing it into one of the countries largest most significant annual events. 700 partner organizations now make around 3,000 events for 122,000 people. Innovation in all art forms takes place across the country in care settings, libraries, and cultural centres. The festival enriches communities and individual lives, establishing new narratives of ageing in Ireland as common wealth.

Previously he transformed Dublin’s St Patrick’s Festival (1999-2004) attracting an audience equivalent to one quarter of the national population to live events while generating global publicity for the city. With that team he also produced a National celebration marking the expansion of the EU during 2004.

Dominic has been a member of the Department of Justice and Arts Council of Ireland exploration of “Cultural Diversity and The Arts” advisory group and was a cultural representative on the National Economic and Social Forum Futures Ireland initiative. In 2012 he adjudicated at Tehran’s Fadjr Theatre Festival. He is primarily a Carnivalist interested in the role art plays in personal transformation as a precedent to cultural and social change. He tries to remember learning takes place with his hands as well as his head.

Dr. Freek Lapré Movinex BV, Partner, Netherlands

Mr. Lapré studied at the Nursing School in Eindhoven (R.N.) and Health Sciences at the Maastricht University (Master of Health Sciences). He holds a Master in Change Management at the SIOO Business School in Utrecht (MCM). He is a Doctor in Business Administration at the University of Bradford, School of Management in the United Kingdom. He has specialised in service quality research in elder care.

He started his career in 1985 as a staff-member on research at the Amsterdam Homecare Organisation. From 1987 - 1992 he was head of the Department of Quality Assurance of the National Homecare Association. From 1992, he worked as a senior consultant/partner in the field of the elderly and homecare for Ernst & Young and Twynstra Gudde.

He is the founder and partner of Movinex BV, a consultancy firm that focuses on strategy, innovation and organisational development. Dr. Lapré works as a certified management consultant (CMC) mainly in the field of long term care, homecare, hospitals, health insurance companies, pension funds, investment banks and housing corporations for Dutch and international clients including the US, UK and the Russian Federation.

He is involved as a partner in a care cooperative that is aiming on setting up liveable ageing communities. Since 2013, he is also the Academic Director of the Executive Master in Health Administration (MHA) at the TiasNimbas Business School of the University of Tilburg in the Netherlands.

Finally, he is member of the Board of Directors of the European Association of Homes and Services for the Ageing in Brussels, Belgium.

In his spare free time he is a private pilot who also flies for the Highflyer Foundation (Stichting Hoogvliegers) in the Netherlands that organises flights for handicapped and chronically ill children. He is member of the Rotary Club Woudrichem.

Fiona Mahoney Reminiscence Learning, United Kingdom

Fiona trained as an occupational therapist working in physical and mental health, set up a medical equipment business and has established a variety of innovative health care projects.

She has written numerous books, taken part in European and community projects and 10 years ago developed her own charity and training company Reminiscence Learning.

Reminiscence Learning has an office/training base in Taunton in the South West of England and offers a series of training courses both accredited Open College Network and taster workshops for those wishing to improve their knowledge and skills within the field of reminiscence, dementia care and planning activities.

They also provide Activity Angels and Fitness Fairies to work alongside carers and care assistants to run activities and specialist projects encouraging integration among isolated individuals and the older person and those with long-term physical and mental health problems.

Over the past five years a strong collaboration has been forged with Somerset Care. They have now have created an exciting intergenerational dementia awareness project called “Archie’s Story” linking care homes, schools, local businesses and services and the community together with the ultimate aim of creating dementia friendly villages and towns.

Gill Hicks Australia

Severely and permanently injured in the London bombings of 7th July, 2005, Gill Hicks lost both legs from below the knee. She discovered a great inner strength to not only fight for her life that morning but to learn to walk again using prosthetic legs.

Gill is truly grateful to even be alive. She is determined to make her life count, to make a significant difference. Her aim is to use her experience to do all she can to deter anyone from following a path of violent action. She is a firm believer that we all have the strength and ability to make a difference and to create a world that is peaceful.

Originally from Adelaide, Gill has lived in London since 1992 and now divides her time between the UK and Australia. She is former Publishing Director of the architecture, design and contemporary culture magazine, Blueprint, Director of Dangerous Minds multi-disciplinary design and publishing group, and latterly Head of Curation at the UK’s Design Council. She is a Fellow of the Royal Society of Arts, Trustee of the Women’s Playhouse Trust and is an Advisor to Psychology Beyond Borders.

In 2006 Gill was appointed Ambassador for Peace Direct (Best New Charity 2005), in 2007 an Advocate for Leonard Cheshire Disability and most recently has founded M.A.D. for Peace, a not-for-profit organisation which communicates the importance of our individual responsibility in creating a world in which extreme conflict is ended.

She is well-known for her inspirational talks and seminars with many diverse organisations in the UK and Australia including charities, city institutions, schools and community groups.

Her first book, One Unknown, is published by Rodale, part of Pan Macmillan and was shortlisted for the Mind Book of the Year, 2007.

Gill has recently been honoured with an MBE for her services to charity in the Queen’s New Year’s Honours List, and became both Australian of the Year in the UK and Australian Woman of the Year in the UK. She was also listed in the prestigious 2011 edition of Who’s Who of Australian Women.

Gretchen Brickson is the Executive Director of Brandman Centers for Senior Care (BCSC). Ms. Brickson managed the development of the Los Angeles Jewish Home PACE during the start-up period. Now that BCSC has opened, she is responsible for managing all aspects of the program and ensuring program compliance with Medicare and Medicaid guidelines. She provides oversight to program growth, fiscal viability; managing business relationships with contracted providers, quality assurance, and positive client and staff relations.

Ms. Brickson holds Master’s Degrees in Social Welfare, Business Administration and Public Health and is licensed as a clinical social worker in California. She has extensive experience with PACE and managed care, including nine years at On Lok, the prototype for the PACE model, and over five years with Kaiser Permanente Medical Care Program in Northern and Southern California. He is intimately involved in Australia’s health and ageing sector and regularly provides insight and commentary regarding business performance and financial viability for the industry. He is a key advisor to many in aged care, including a wide range of private and not-for-profit providers, capital funders and the Department of Health & Ageing. Heath heads up the Bentleys National Health and Ageing Business Unit and is the Team Leader across major aged care projects for the firm including ACAR Financial Viability Assessment work and the annual Bentleys Aged Care Survey. Julienne Meyer My Home Life, Executive Director, United Kingdom

Professor Julienne Meyer leads research in Care for Older People at City University London and is Executive Director of My Home Life Programme (MHL), a UK-wide initiative to promote quality of life for those living, dying, visiting and working in care homes for older people (www.myhomelife.org.uk). MHL is led by Age UK in collaboration with City University and Dementia UK and has the support of the Relatives and Residents’ Association and all the national provider organisations that represent care homes across the UK. She is Adjunct Professor at Griffith University, Australia and Visiting Professor, University of Wisconsin-Maddison, USA. She is also a Board member of the International Association of Homes and Services for the Ageing and Co-convenor of the National Care Homes Research and Development Forum in the UK.

Her research focuses on acute, continuing and end-of-life care for older people. Sub-themes include ‘quality of life’, ‘quality of care’ and ‘quality improvement’. As a nurse, she is also interested in the ‘value and contribution of nursing’.

Professor Meyer has an international reputation for expertise in action research, qualitative methods and aged care. Due to other work commitments, she recently stepped down from being Co-Editor of the international journal ‘Educational Action Research’ (linked to the Collaborative Action Research Network) and the ‘Journal of Nursing Research’. She remains a Board member of the ‘International Journal of Nursing Older People’ and ‘Journal of Nursing Research’.

Margie Van Zyl GERATEC, South Africa, Director Strategic Partnerships, South Africa

Margie van Zyl holds a B.Soc Sc (Hons) cum laude from the University of Natal and a MA (Social Science) from UNISA. A social worker by profession, Margie has worked for many years in the field of ageing, with a particular interest in long-term care, leadership training, and partnership development. She is passionate about networking, helping organisations to share their stories, and partnership development for the greater good. Prior to joining GERATEC as Director of Strategic Partnerships in March 2011, she was the CEO of PADCA (Pietermaritzburg and District Council for the Care of the Aged) in Pietermaritzburg, where she led the organisation for 15 years. Margie has also worked for The Association for the Aged in Durban, the Human Sciences Research Council in their Centre for Gerontological research in Pretoria, as well as the School of Business Leadership at UNISA.

She served on the Executive of SAAHA (South African Association of Homes for the Aged) for 10 years and was their National president for 4 years. She has been a member of many national working groups contributing to the development of policies and legislation in South Africa.

She currently serves on the Board of Directors of IAHSA (International Association of Homes & Services for Ageing) and is the Founding Chairperson of the South African Care Forum.

Margie has been a speaker at many international conferences around the world.

Within this company he was responsible for the marketing of these homes.

Today he heads the Old Age Department of CURAVIVA Schweiz - an association of homes and institutions (www.curaviva.ch). The Old Age Department is the research and development centre for the sector of elderly and nursing institutions in Switzerland. Its focus is on the exploration of new and innovative initiatives and concepts for the sector as well as political representation to national policy-makers.

Mr Tan found his passion in aged care after his father suffered a stroke in 1981, sowing the seed that would later sprout into the developments of the first culturally apt aged care & retirement resorts in Australia and Malaysia, and shortly in other parts of Asia Pacific Region. Natalie Briffa Farrugia graduated in Psychology and Management studies in 1995 from the University of Malta. A year later, she read for her post-graduate certificate in Education and in 1999 graduated in Gerontology and Geriatrics from the European Centre of Gerontology at the University of Malta. As part of her under-graduate studies, she also carried out studies at Clarion University of Pennsylvania, USA.

After finishing her studies, she spent 10 years doing voluntary work in Guatemala and Ethiopia offering her services to sick and dying people and also working in the educational field. She rejoined the Care Malta Group in 2006 and was employed as Director of Operations. In 2010, she was appointed as the Chief Executive Officer of CareMalta Ltd.

Norman Swan Conference MC

Producer and presenter of the Health Report, Dr Norman Swan, is a multi-award winning producer and broadcaster. One of the first medically qualified journalists in Australia, Dr Swan is highly regarded by the medical and health professions.

Dr Swan’s career has been highlighted by his desire to keep the Australian public informed of health developments as they happen. This allows him to combine medical expertise with investigative reporting, clear analysis and the knowledge to report the latest research in health and medicine. In addition to the Health Report, Dr Swan appears on local ABC radio, presenting the popular Health Minutes on ABC Newsradio each week, has hosted ABC Television’s science program, Quantum, and edits his own newsletter, The Choice Health Reader, which is published in association with the Australian Consumers Association.

Dr Swan was named Australian Radio Producer of the Year in 1984 and was awarded a Gold Citation in the United National Media Peace Prizes for his radio work. He has won three Walkley National Awards for Australian journalism and in 1989 he was given Australia’s top prize for Science Journalism, the Michael Daly Award. He was the Australian correspondent for the Journal of the American Medical Association and has consulted for the World Health Organisation in Geneva.

Peter Shergold REFORM Implementation Council, Australia

Professor Peter Shergold AC is Chancellor of the University of Western Sydney and Macquarie Group Foundation Professor at the Centre for Social Impact. For two decades he was a senior public servant, serving from 2003-2008 as Secretary of the Department of the Prime Minister and Cabinet. Over this time, he served four Prime Ministers and eight Ministers in both Labor and Coalition governments, established the Office of Multicultural Affairs, headed the Aboriginal and Torres Strait Islander Commission (ATSIC) and was Public Service Commissioner.

He is Chair of the NSW Public Service Board, a Director on the Boards of AMP and Corrs Chambers Westgarth and, in the NFP sector, of the National Centre of Indigenous Excellence, the Sydney Writers’ Festival and the National Centre for Vocational Education Research.

Sharon Blackburn RGN RMN National Care Forum (NCF) Policy and Communications Director, United Kingdom

Sharon is Policy and Communications Director for the National Care Forum (NCF) - the leading representative body for not-for-profit care providers in the UK. Until April 2009 Sharon was the Managing Director for Heart of England Housing and Care Ltd. She has developed skills in social care and health policy, for which she represents the NCF, and a particular interest in the management of change, regularly working with Chief Executive Officers, Directors and Boards on the successful management of change.

Sharon has worked in the independent care sector for over 20 years, having previously spent 10 years in the NHS in a variety of roles and responsibilities. She has held the posts of Director of Nursing and Director of Quality Assurance in one of the largest care providers. She serves on a number of national policy groups, where she seeks to bridge the gap between policy and practice, including: the Prime Ministers Nursing and Care Quality Forum (where she has a lead role all care settings and social care); as National Advisor to the National Council for Palliative Care on older people, dementia and end-of-life care; a member of the charity The Residential Forum and serving on the England Advisory Group for My Home Life programme promoting improved quality of life in care home settings. In addition she is Chair of the Department of Health –Chief Nursing Officer/Independent Sector Advisory Forum and Co – Chair of the Dementia Action Alliance established by Alzheimer’s Society UK. She is a Board Member of EAHSA.

In 2003 Sharon was the winner of the Nursing Standard - Nurse Leadership award. She is proud to be a Fellow of the Royal Society of the Arts. Sharon describes her work passions as “quality, people and their potential”.

Victor Harcourt Russell Kennedy, Principal

Victor is a principal with Russell Kennedy who heads the Aged Care team and the Pro Bono program. He has a national practice in the areas of health and aged care, administrative law, professional conduct and alternative dispute resolution. He was recognised in Best Lawyers in 2013 and 2012 for his expertise in Health and Aged Care Law.

Victor has a Masters in Health and Medical Law, in addition to his Commerce and Law degrees. He has been on the Board of not-for-profit aged care providers and the Dental Practice Board of Victoria.

As an active partner in the European social market, the Brussels Circle is positioned at the interface between a developing social Europe and the changing welfare state. It takes up positions and develops proposals on current socio-political developments and on legislative measures.

Through its membership of the IAHSA the Brussels Circle, represented by Wolfgang Meyer, became a member of EAHSA.
