A framework agreement is an arrangement between the City of Bradford MDC and one or more care and/or support provider. It will set out the terms (particularly relating to price, quality and quantity) under which individual contracts (call-offs) can be made throughout the period of the agreement (normally a maximum of 4 years). In this instance Bradford will award a framework agreement for 3 years + a further 1 year extension if it chooses to use this option.

Due to the size of this framework and the potential spend under the framework a full OJEU process will apply. There is no guarantee of business for a

provider having secured a place on a framework agreement however; you do become an accredited provider for the Local Authority whereby should the need for a service provision occur there is no need for individual tender processes. The “Call Off” process will be followed. In some instances direct call offs can be arranged in others a further mini tender may be necessary if there is no clear or relevant reason to simply call off from the list of providers.

Supported Living is a term used to describe a place where someone lives with care and support. The term supported housing is often used in the same context.

l Supported Housing is focussed in the support that enables individuals to maintain their own tenancy, promote independent living and move on. Usually people who live in supported housing have their support needs met by ‘housing related support’.

l Supported Living is more likely to be longer term help and support to enable a person to live as independently as possible.

For the purpose of this tender both terms are included in the supported living tender.

During 2015 Adult Social Care Commissioning will be running a tender for a Supported Living Framework. This is to be completed by June 2015 and will include 6 Lots shown in the illustration on page 3. The Council is currently looking at pre market engagement and market shaping to ensure it can provide a wide variety of suitable providers to meet the needs of the citizens of Bradford.A series of Market Position Statements (MPS) will be produced during 2015 and published on the commissioning page of the council’s website. You can find the core MPS and the MPS for Supported Living Services, this gives the background to why we are tendering for the above framework on the website below.

Due to the unprecedented budget pressures we are currently operating in, re modelling of services service design and the way we commission services has to be changed. One fundamental change here is that we will not tender this time round individually for services identified by client group needs but by service type, in this instance, one tender for a framework of suppliers that can meet our needs of Supported Living Provision across 6 separate lots. In this instance, the tender we are referring to will be known as the supported living tender 2015. This is being designed to encompass all service types required under the remit of supported living and in the main support to maintain independence within a community setting with a tenancy attached to

accommodation, Excluded on that basis are extra care schemes, domiciliary care for older people and residential care these are not included in the scope of this tender. However, homeless services, hostel provision floating support, short term tenancies with support, 24 hour supported living and shared accommodation services are. (Please see the illustration below which sets out the separate lots we are considering).

Once the procurement activity begins queries regarding the framework and tender process will be managed through the Yortender platform.

To meet the very complex and diverse ranges of services we require to meet the needs of its vulnerable citizens. Providers in and around the district and outside of the District, including large national companies to small local independent organisations voluntary and charitable organisations and consortia are encouraged and invited to consider the tender opportunity being presented for 2015.

key messages are shared with all existing and potential new service providers.

General key points for ProvidersBradford District is particularly interested in developing its provider market for complex and multiple needs. The councils focus is on prevention and wellbeing, reducing the need for hospital admissions and long term institutional care. These will be under sub lots on lots 4 and 5.
