AFRICA BUSINESS DAY : Minister presented certificates

In Octo-ber 2016, the Minister of Ministry of International Trade and Industry (MITI), Mr. Y.B Dato’ Sri Mustapa Mohamed presented certificates to the participants of Trade Promotion for African countries during Africa Business Day where the participants took part in. The Training Institute of the TCTP, Malaysian External Trade Corporation (MATRADE) launched an alumni and Newsletter upon completion of the TCTP.

FACT - FINDING MISSION TO CLMV

for TVET identified needs With the representatives from Ministry of For-eign Affairs (MFA) Malaysia, Centre for Instruc-tor and Advanced Skill Training (CIAST )and JICA, the Fact-Finding Mission was dispatched to Cambodia, Laos, Myanmar, and Vietnam (CLMV) in January 2017. The mission was led by Mr. Suimi bin Abd. Majid, Director of CIAST, accompanied by Mr. Md Aznor Mahat, Under-secretary, International Cooperation and Devel-opment Division (ICADD), Department of Multi-lateral Affairs, MFA and Mr. Shinsaku Fukazawa, Senior Representative, JICA Malaysia Office. NEW 6 TCTPS STARTED

1 TCTP COMPLETED In Japanese Fiscal Year 2016, new six TCTP (Third Country Training Programme) started in the field of private sector development, biodi-versity, and occupational safety health. In the meantime, one TCTP completed in the field of custom administration for Myanmar by Royal Malaysian Customs Academy (AKMAL). In this fiscal year, Dem-ocratic Republic of Congo and Angola participated in TCTP for the first time.

PALESTINE: TRILATERAL MEETING

adopted new cooperation framework The 4th Trilateral Meeting to support Pales-tine was held with a TV conference system in April. For the first time, the meeting was directly connected to Ministry of Foreign Affairs (MFA) Malaysia. The meeting adopt-ed new cooperation framework form 2017 in the field of Industry Development, Educa-tion Services Improvement, and Tourism Development.

FOR

REGISTRATION MMEA and ISM

In October 2016, Ministry of Foreign Affairs (MFA) Malay-sia conducted evaluation visits to Malaysian Maritime En-forcement Agency (MMEA) and Institute Social Malaysia (ISM). The visits were a step toward the registration of Training Institute (TI). It is expected that these two is-sues will be formulated as Third Country Training Pro-gramme (TCTP) in 2017.

TCTP Workshop

As part of holistic management mechanism of South-South Coop-eration (SSC) between the Malay-sian national focal point, Training Institutes (TI) and JICA, two an-nual meetings were convened in February 2017.

The meeting with the national focal point, the MTCP-JICA Cooperation Meeting, discussed implementation in 2016 and plan of 2017 with Min-istry of Foreign Affairs (MFA) Malaysia and Embassy of Japan (EOJ).

Meantime, MTCP-JICA TCTP Workshop was held with TI, MFA, and EOJ, which shared outcome of the Cooperation Meeting and discussed ways to expand horizons of TCTP implementation for crea-tivity and innovation which is promoted by the Eleventh Malaysia Plan, the national development plan of Malaysia.

TCTP participants visited DAIKIN and Perodua As  part  of  Third  Country  Training  Programme  (TCTP)  “Invest Promo on for African Countries”, seventeen par cipants visited Daikin  Malaysia  in  October  2016.  Mean me,  thirteen  par ci-pants  of  TCTP  “Trade  Promo on  for  African  Countries”  visited Perodua  in  the  same month.  The  par cipants were  impressed with the private-sector collabora on by Malaysia and Japan.

South-South Coopera on by Malaysia and JICA has more than thirty years of history. Through  a  series  of  TCTPs,  an  array  of strengths and challenges has been  iden -fied.  

Best mix of the strengths by both en es will  foster  unique  synergy  which  is  not available  from  other  modali es.  The mechanism is based upon more than sixty years  of  bilateral  coopera on  between Malaysia and Japan. Mean me, with such strengths,  challenges will  be  served  as  a good reference point to view future part-nership of both en es.

QUALITY TRAINING MANAGEMENT OF CUSTOMS ADMINISTRATION

ECONOMIC POLICY MYANMAR

As the sole RTC (Regional Train‐ing  Centre)  of  customs  in  the South‐East  Asia  region  ap‐proved  by  WCO  (World  Cus‐toms  Organiza. on),  AKMAL (Royal  Malaysian  Customs Academy)  is renowned for pro‐vision of high‐standard training programs.  In  October,  AKMAL received  ten custom officers of Myanmar for TCTP (Third Coun‐try  Training  Programme)  of training  management.  This  train‐ing is expected to narrow development gaps in the region and enhance the region‐al compe veness. 

During the TCTP, through a series of lectures and site visits such as Johor Customs, the par cipants understood planning of training process, development of training modules, efficient and effec ve  training management, and evalua on of  training programs. Mean me a  Japanese  lecturer dispatched  from  Japan Customs shared its Human Resource Development Poli‐cy and Training Plan.  

One of the par cipants felt the training was  worthwhile  since  they  were shared by both Malaysia and Japan in a short  period.  Training  management  is s ll  new  area  for  Myanmar  Customs. Nevertheless,  the  par cipants  are  ex‐pected to u lize the shared knowledge in Myanmar. ▪

SHARING POLICY MAKING WITH MALAYSIA AS WELL

SME DEVELOPMENT AFRICA

"Keys to assist the private sector are Watch, Listen and Discuss: inves. gate and analyze industries, decide the policy direc-

on and its tools through hearing needs of the industries, and verify the policy through interviews with company manag-ers.” Mr. Koichiro Yokoo, Senior Advisor to Director General, JICA talked at his lecture at the beginning of TCTP on SME Develop-ment for African Countries which started on 20 September for approximately two weeks. Mr. Yokoo has been seconded from METI (Ministry of Economy, Trade and Indus-try) Japan to JICA since 2015 and advised on formula on of SME promo on policy. In the lec-ture the par cipants and Mr. Yokoo exchanged various opinions on the effec ve policy imple-menta on.

Mean me, Mr. Yokoo par cipated in another sharing session with staff of the training ins -tute of Malaysia, SME Corpora on, where he introduced METI’s support to women entrepre-neurs. The session was received by enthusiasm. Approximately 60 par cipants joined the ses-sion. It was conf rmed that discussions on policy issues were in high demand in Malay-sia which levels and aspects are different from TCTP par cipants.

Although serving TCTP par cipants is the main objec ve, sharing experiences be-tween Japanese lecturers and Malaysian stakeholders on policy issues would be an in-teres ng tool to support Middle Income Countries. This mechanism would also be able to benef t both other developing coun-tries and Malaysia, which contributes to hor-izontal rela onship. ▪

IMPROVING PRODUCTIVITY WITH GOOD BLEND OF THEORY AND PRACTICALITY

KAIZEN & TQM AFRICA

Enhancing the role of private sec-tor is one of key issues in Africa, which was affirmed at the TICAD (Tokyo Interna. onal Conference on African Development) VI in Au-gust 2016. Kaizen and TQM (Total Quality Management) serve as an effec ve input to address the is-sue.

In August 2016, TCTP (Third Coun-try Training Programme) on produc vity Improvements through KAIZEN & TQM was held by MPC (Malaysia Produc vity Corpora on). Seventeen African par cipants par cipated in the training, who are civil servants of produc vity improvement organiza ons such as produc vity ins tutes, ministries in charges of economy, and voca-

onal training centers.

The training introduced basic concept of KAIZEN & TQM through lectures and site visits with prac cal opportunity of applica on. During the site visits to companies in Kuantan, with the knowledge that the par cipants acquired in the training, the par cipants made recommenda ons to the companies. This training design brought reciprocal ben-ef ts to both African par cipants and Ma-laysian companies. Mean me, at the end of training, Ms. Momoko SUZUKI from JICA HQ Tokyo introduced support to KAIZEN & TQM in Africa and provided comments for par c-ipant’s ac on plans. The par cipants valued good blend of theory and prac cality. ▪

SHOWCASED COORDINATED EFFORTS

INVEST PROMOTION AFRICA

Taking advantage of FDI (Foreign Di-rect Investment) is a key for econom-ic growth of developing countries. Malaysia boasts such success stories on FDI, which are coordinated by MIDA (The Malaysian Investment De-velopment Authority), the Malaysia's principal government agency for the promo. on of the manufacturing and services sectors.

In October 2016, MIDA implemented Third Country Training Program on in-vestment promo on with the par cipa-

on of fourteen par cipants from various countries in Africa. The training is implemented under the partnership between JICA and MTCP (Malaysian Technical Coopera on Programme) by Minis-try of Foreign Affairs Malaysia.

The training shared a profound insight on government-agency-led investment promo on and in-dustrial development through informa ve lectures and resourceful site visits. For instance, a site visit to Johor Bahru, the second largest city in Malaysia, showcased a series of success stories such as Johor Economic Planning Unit, Johor State Investment Centre and lskandar Malaysia, most re-nowned huge industrial development project in Malaysia.

Mean me, Mr. Susumu KATSUMATA, Deputy Director General of Industrial Development and Public Policy Department, JICA Headquar-ters stressed signif cance of investment pro-mo on and shared assistance of JICA in Africa in his lecture.

The par cipants were impressed with the concerted efforts of na onal-to-state level co-ordina on on invest promo on and the role played by MIDA as the principal coordinator.▪

TRADE PROMOTION AFRICA

A Third Country Training Pro-gramme (TCTP) was held to share Malaysia’s experiences on trade promo. on with African Countries. The par cipants took part in vari-ous events during the training.

On 31 October, the par cipants had an opportunity to join Africa Business Day, a trade promo on event by Ministry of Interna onal Trade & Industry (MITI) Malaysia along with its related agencies. In the event, the Minister of MITI, Mr. Y.B Dato’ Sri Mustapa Mohamed presented comple on cer f cates of the TCTP to the Afri-can par cipants.

Beside the event, the par cipants observed Perodua car manufacturing company, a joint in-vestment of Malaysia and Japan, InvestPerak an industry promo on agency at state level, and INTRADE an annual interna onal exhibi on with a large business matching event.

JICA dispatched Mr MUKAI Naoto, Advisor of Industrial Development and Public Policy De-partment, JICA HQ as the Japanese Lecture for the TCTP and shared JICA’s approach and experiences of industrial development in Africa, whereby the par cipants could explore poten als of applying their gained knowledge a er their return.

The par cipants were impressed with prac-cal experiences of trade promo on by

Malaysia and the presence of MATRADE as the coordinator. Further collabora ons are expected with the African countries, Malay-sia, and Japan.▪

IMPROVING OCCUPATIONAL SAFETY AND HEALTH

CLMV

Third Country Training Progamme on Occupa. onal Safety and Health Management for CLMV (Cambodia, Laos, Myanmar and Vi-etnam) was held from 14 August to 3 September 2016 for three weeks at Bangi, a suburb of capital city Kuala Lumpur, by DOSH (Department of Occupa onal Safe-ty and Health, Ministry of Human Resources Malaysia). The interna-

onal training was a ended by twenty par cipants who are gov-ernment officials of related minis-tries and other public agencies in charge of OSH (Occupa onal Safety Health) of SMEs and the construc on industry.

The par cipants received lectures on OSH Management such as Legisla on, Hazard Iden f ca-on, and Compliance Support. Subsequently, they underwent audi ng prac ce in which they

checked actual OSH management at a con-struc on site and a factory. Through the prac ces, the par cipants were impressed with the awareness of OSH among stake-holders in Malaysia.

The training course was a ended by two Japanese lecturers from Ministry of Health, Labour and Welfare, Japan who shared legal system and best prac ces of Japan.

Although the standards of OSH in the four countries vary from one country to another, the par cipants renewed their commit-ments to improve respec ve levels of OSH in terms of Legisla on or Compliance Support.▪

QUALITY EDUCATION THROUGH HANDS-ON TRAINING

SCIENCE AND MATHEMATICS EDUCATION AFRICA

Providing quality educa. on is one of ma-jor challenges in Africa. TICAD (Tokyo In-terna onal Conference for African De-velopment) VI held at Nairobi, Kenya in August 2016 has affirmed this agenda. Among others, mathema cs and science educa on leads to human resource de-velopment for industry. In order to teach abstract concepts of the subject, a shi should take place from knowledge-crammed lessons to problem solving method which students acquire skills of f nding and solving problems by them-selves .

In August 2016, SEAMEO-RECSAM, a regional center based in Penang City of Malaysia, has implemented a three-week training course on primary science and mathema cs educators’ training for African countries. The training course was a ended by twenty four par cipants from six countries, namely Ethiopia, Ghana, Kenya, Swaziland, Uganda, and Zambia, who were leading teachers, trainers and curriculum developers in respec ve countries.

The training provided a valuable opportunity for the par cipants: up-to-date and applicable teaching tech-nique and try-out to Malaysian primary students in English. Although the par cipants had been ex-posed to the problem solving method before they joined this training, they could rarely have a chance to learn and use the method. Therefor they highly evaluated the opportunity. Mean me, improvised teaching materials with inexpensive materials also a racted par cipants’ interest, be-cause RECSAM shares common challenges of teacher in developing countries.

Many of the par cipants are related to on-going JICA ac vi es of the same f eld in Africa, it is ex-pected that their learned knowledge and tech-nique can be shared with their African colleagues. ▪

ECOSYSTEM CONSERVATION ASIA, AFRICA

Sabah State, located in Borneo Island of Malaysia, promotes ecosystem conserva. on which is integrated with the community. In this process, academic ins tu ons play a great role. Not only do they provide scien-

f c evidences, they also support de-velopment of the State by their ex-panding interna onal networks. With the endeavors, Sabah State is being recognized as an intellectual hub of ecosystem conserva on in the world.

TCTP (Third Country Training Programme) “Integrated Biodiversity and Ecosystem Conserva on” held in October 2016 effec vely shared such a role of academic ins tu ons with the par cipants from various developing countries in the world and drew great interest of the par cipants .

For instance, before the site visit to Padas Damit Forest Reserve for the viewing of proboscis monkeys and f ref ies, the par cipants understands the related academic ac vi es through a lec-ture. During the site visit the knowledge en-hanced their viewing experience with on-site explana on about the rela on with academic ac vi es, importance of community par cipa-

on, awareness of conserva on among people in the State etc.

The par cipants were impressed with the ac-cumula on of indigenous knowledge that the Training Ins tute ITBC-UMS possesses. With ITBC-UMS, the network fostered with the par-

cipants through this training will be main-tained with websites and social networking services. ▪

TRIPARTITE MEETING OF COOPERATION FOR PALESTINE HELD MALAYSIA-JAPAN TRIPARTITE COOPERATION PALESTINE

A high official mee. ng on Malaysia‐Japan Tripar te Coopera on for Pales‐

ne was held on 28 April 2016. The purpose of the mee ng was to oversee the progress of this unique triangular coopera on framework by Malaysian government, Pales nian Authority and Japanese government by connec ng the three places through video confer‐ence. This is the f rst me that the Min‐istry of Foreign Affairs Malaysia directly connected to the system from its own video conference system. The mee ng was a ended by Mr. Mohd Aznor Ma‐hat, Undersecretary of the Interna on‐al Coopera on and Development Division, Ministry of Foreign Affairs, Malaysia, Ms. Dana Erekat, Spe‐cial Advisor to the Minister of Finance and Planning, Pales nian Authority, Mr. Takuma Sakaguchi, Ac ng Director, First Middle East Division, Middle Eastern and African Affairs Bureau, Ministry of For‐eign Affairs, Japan, Ms. Miyahara Chie, Deputy director General, Middle Eastern and Europe Depart‐ment, JICA Headquarters, Tokyo and JICA officials among others in the three par es as observers. IDENTIFIED NEEDS OF TVET IN CLMV

FACT FINDING MISSION FOR NEW TCTP CLMV

TVET (Technical Voca. onal Educa on and Training) plays a vital role in the socio economic development and narrowing country gaps in Southeast Asia region. Prior to commencement of future coopera on through TCTP (Third Country Training Programme), a Fact Find‐ing Mission was dispatched to Cambodia, Laos, Myan‐mar and Vietnam in January 2017 to collect basic infor‐ma on of the country needs for the TCTP.

The mission, comprised of officials from Ministry of Foreign Affairs Malaysia, CIAST (Centre for Instructor and Advanced Skill Training) and JICA, visited a series of relevant ins tu ons in respec ve countries such as vo‐ca onal training ins tu ons, ministries in charge of TVET and na onal focal points.

It was learned through the mission that there are similari es of key priority areas in TVET in the countries visited, namely Electri‐cal and Electronics, Mechatronics and Automo ve despite differ‐ences in level of industrial human resource in respec ve countries. The mission has also had the opportunity to conduct interview with several ex‐par cipants of TCTP who previously a ended the training in Malaysia. According to some ex‐par cipants, they f nd the course conducted in Malaysia relevant to their needs although faced some challenges such as language barrier, and that while some content could be u lized, some others could not be applied due to reasons such as outdated equipment in par cipa ng coun‐tries compared to those used during training in Malaysia. Such

feedback is deemed valuable to the planning of next TCTP, in effort to make a program course that is in line with needs and actual situa on of par cipa ng countries.

Mean me, Malaysian missions in the four countries also reaffirmed the importance of endeavor through human resources development and renewed their support to this programme such as nomina ng candidates, sharing of success stories and collabora ng with alumni.

It is expected that the collected informa on through this survey is ref ected to the course design of TCTP so that the training can be er meet the needs of benef ciary countries. ▪

GEARED TOWARD INNOVATIVE AND CREATIVE SSC

MTCP-JICA COOPERATION MEETING AND MTCP-JICA TCTP WORKSHOP

As part of holis. c management mechanism of South‐South Coopera on (SSC) between na‐

onal focal point and JICA, which has been in‐stalled since 2008 in Malaysia, two annual mee ngs were convened in February at the lev‐els of both na onal focal point, which mee ng is called Malaysian Technical Coopera on Pro‐gramme (MTCP)‐JICA Coopera on Mee ng, and Training Ins tutes (TIs), which mee ng is MTCP‐JICA Third Country Training Proramme (TCTP) Workshop. The two dialogues further advanced efforts toward the results‐oriented engagements of SSC.

The MTCP‐JICA Coopera on Mee ng held on 20 February at Putrajaya, the administra ve capital of Malaysia, was a ended by the Ministry of Foreign Affairs Malaysia (MFA), Embassy of Japan in Malaysia (EOJ) and JICA Malaysia Office. The mee ng affirmed outcome derived from the implementa ons of SSC in Malaysia in 2016 and took note of the strengths and challenges of their partnership. The par cipants also discussed the solu ons to address the issues arisen from the Mee ng and the plan of ac vi es in 2017.

Subsequently, MTCP‐JICA TCTP Workshop was held on 27 February at Putrajaya, whereby the representa ves of nine Tis, MFA, EOJ and JICA a ended. The par ci‐pants were shared the outcome of the MTCP‐JICA Co‐opera on Mee ng in 2017, reviewed beast prac ces of Tis in 2016 and explored innova ve and crea ve ideas for TCTP which is in line with Malaysia’s na onal devel‐opment plan, the Eleventh Malaysia Plan.

In the review session, Centre for Instructor and Ad‐vanced Skills Training (CIAST) and Malaysian External Trade Corpora on (MATRADE) shared their unique good prac ces regarding u liza on of alumni network for needs iden f ca on and course designing in rela on to expected benef ts. In the mean me, the par cipants understood a process of innova on and crea vity through experience‐based interac ve sessions.

The MTCP‐JICA Coopera on is expected to become a spearhead of prac ces in South‐South Coopera on through crea on of innova ve ideas with reciprocal intellectual endeavour and coopera on by the both en es.▪

While par. cipants remain seated, staffs of TI move busily. This is an ordinary scene when trainings are conducted. Ac‐cep ng foreign par cipants demands full of me culous tasks; TIs are very busy.

However, situa on was somewhat different in a TCTP about produc vity improvement which was held in a regional city. There was no hustle and bustle of trainings. While the staffs of TI work not‐so‐hurried manner, the par cipants showed higher presence in the training.

Taking a look at closely, it was found that some par cipants do what TIs are supposed to do: lead the lecturer to the lec‐ture room, contact absent par cipants, introduce the lectur‐er to par cipants, measure me, and express vote of thanks with insigh ul comments at the end. From the par‐

cipant’s face, a sense of ownership was felt. In fact, the par cipants’ evalua on to this training was rela vely high.

The manager of TCTP shared that, when a leader is selected from the par cipants (a standard proce‐dure in Malaysia), not only did the TI assign the leader a responsibility of representa ve, but also the leader is required to help the training management. Furthermore the tasks can be delegated to other par cipants as well. With this mechanism set in, the par cipants shared the given responsibili es well.

One of the principles of South‐South Coopera on is sharing, that is, Malaysia as the implemen ng country and the other developing countries as the par cipa ng countries cooperate together with hor‐izontal perspec ve. So called, teacher‐student rela onship is not recommended.

However, in reality, it is inevitable that the rela on between TIs and par cipants become the adminis‐trator and the administered. As a result, par cipants are likely to become passive. In order to avoid such situa on, it would be effec ve if TIs can delegate some of their responsibili es and let par ci‐pants take part in the day‐to‐day management.▪

Many of TCTPs in Malaysia introduce ac. vi es in training curriculums. Ac vi es signif cantly enhance par cipants’ learning experiences ra-ther than unilateral supply of informa on through lectures. A typical ac vity consists of a series of prac ces and presenta ons.

During a training on Occupa onal Safety and Health, which is to promote government ini a-

ve on safety, health, and welfare of people at work, a er learning basics through lecturers, par cipants are tasked to conduct inspec ons at actual workplaces such as a construc on site and a factory with the knowledge that they had learned. Furthermore they must present their inspec on results to the trainers of TCTP.

Similar prac ces are found in other trainings as well. The training on science and mathema cs educa-on provides teaching prac ces in front of real students with the student-centered approaches that

they learned in the training. The training on produc vity improvement let the par cipants share their inspec on results to the company owners that they visited. Whilst, the training on investment pro-mo on holds a seminar, where the par cipants promote respec ve investment opportuni es in front of Malaysian private companies.

Ac vi es impose enormous challenges for par cipants. Nevertheless, par cipants were obviously more conf dent of their learned contents a er the training. An African par cipant ardently shared what he had achieved and needed right a er his teaching prac ce.

If par cipants are passive during lectures and observa ons, their reac ons appeared very f at. How-ever, giving them a challenge through an ac vity would invoke more inspira on, which would become las ng memory of the training for par cipants. ▪

A  TCTP  curriculum  is  comprised  of  cere‐monies, lectures and site visits in general, of  which  lectures  and  site  visits  are  in close rela. onship in order for par cipants to understand the training contents. Dur‐ing  the  planning  stage  of  TCTP,  Training Ins tutes  design  the  rela onship  in  de‐tails.  Nevertheless,  the  key  is  whether par cipants comprehend the rela on. Be‐cause  of  different  cultural  and  societal backgrounds of many countries  that par‐

cipants  belong  to,  Training  Ins tutes may encounter an unexpected glitch. 

In a TCTP, par cipants visited an industrial estate located in a local government. The industrial estate was compact  in  its scale, it had well‐thought plans and implementa on. The industrial estate was indeed a successful case, which a racted many factories of industrialized countries including Japan. The presenta on by the industrial estate at the begin‐ning of visit was very intelligible and applicable. 

However, when  the Ques on and Answer session started,  the atmosphere was somewhat different. Ques ons raised from the par cipants were bea ng around bush. The venue was f lled with uneasy mood. Then a staff of the Training  Ins tute broke  in  the conversa on and started explaining mechanism of  industrial estate develop‐ment in the local government, the posi on of the visi ng industrial estate in the mechanism and background of selec ng visi ng sites in this travel etc. His explana on was very brief and concise though, a er the explana on, the par cipants appeared to zero in on the contents. The atmosphere suddenly improved and a lively discussion was held. 

In fact, Training Ins tutes explain such concept before site visits through lectures etc. However, par cipants may not understand it sufficiently because situa on of Malaysia is not always same as that of par cipants’ countries such as this case of  local government. Besides, par cipants are somewhat exited due to outdoor ac vi es, as a result of which they may end up with a photo‐shoo ngs. This site visit to industrial estate taught us importance of repeatedly explaining rela on between site visits and lectures.▪

South‐South Coopera. on by Malaysia and JICA has more than thirty years of history. Through a series of TCTPs, an array of strengths and challenges has been iden f ed.

Best mix of the strengths by both en es will foster unique synergy which is not available from other modali es. The mechanism is based upon more than sixty years of bilateral coopera on between Malaysia and Japan. Mean me, with such strengths, challenges will be served as a good reference point to view future partnership of both en es.

Malaysia’s strength

1. Remarkable Growth Malaysia has a ained remarkable growth and macroeconomic sta‐bility since its independence. The success in the long term perspec‐

ve harnesses effec ve experiences for other developing countries in order for them to envision their respec ve futures.

2. Capacity of Government Ins tu ons The growth was supported by the ins tu onal strength of govern‐ment ins tu ons, which derives from human resource develop‐ment. The emphasis on human resource development shares com‐mon value with Malaysia’s policy on South‐South Coopera on.

3. Prac cal Delivery Style The sharing style is very par cipatory and ac on‐oriented, which evokes par cipants’ thinking.

4. Communica on and Networks English is extensively used in Malaysia, which can readily convert knowledge and experiences into training materials and lectures. Malaysia’s network with Commonwealth, ASEAN, OIC etc. are an‐other advantage to share common values with other developing countries.

Challenges

1. Development process of Malaysia Magnif cent and excellent achievements of Malaysia impress par cipants. On the other hand, it is a fact that many of them are overwhelmed by sheer development gaps between respec ve own countries and Malaysia. Elici ng not only Malaysia’s achieved outcomes, but also its process of development would enable more effec ve knowledge sharing. Analy cal joint research or compara ve studies would provide good feedbacks to the contents of TCTPs.

2. Homogeneity of TCTPs Current TCTPs are homogenous in terms of scales, designs and implementa ons. The por olio doesn’t necessarily showcase the impact of our partnership effec vely. A project which represents the spirit of our engagement is expected. ▪

JICA’s strength

1. Abundant Coopera on Assets Japan has supported Malaysia’s development for more than sixty years, during which related government ins tu ons inherited effec ve experi‐ences which would be applicable to other developing countries. Mean‐

me, the trust forged through the process is a sound ra onale of the col‐labora on.

2. Extensive Network with Developing Countries JICA has 96 Overseas Offices in the world with rich knowledge on respec‐

ve countries’ situa on, which is highly effec ve to complement the Ma‐laysia’s outreach.

3. Synergy with Engagements in Developing Countries Mean me, by increasing alignment with on‐going JICA ac vi es in benef ‐ciary countries, for example, le ng counterparts of JICA coopera on pro‐ject par cipate in a TCTP, the arrangement helps iden fy quality par ci‐pants and create enabling environments a er par cipants’ return to own country.

4. Knowledge on Development Coopera on JICA acquired knowledge on development coopera on from numerous project sites in many developing countries, which can be u lized for South‐South Coopera on as well. While Japan’s own development experiences are interest of not only par cipants but also Malaysian ins tutes. JICA supports this process through dispatch of Japanese lecturers to TCTPs.

Japan International Cooperation Agency (JICA) Malaysia Office

JICA started the support to South-South

Cooperation (SSC) in Malaysia in 1983.

Since then, JICA has expanded its partner-

ship with the Government of Malaysia

through SSC. In 1992, a Joint Third Country

Training Programme (TCTP) was initiated

with the Economic Planning Unit (EPU)

under the Malaysian Technical Cooperation

Programme (MTCP). In 2002, a TCTP on 50-

50 cost sharing basis between MTCP and

JICA was implemented. Even after the

Ministry of Foreign Affairs Malaysia (MFA)

took over the MTCP in 2010, both MFA and

JICA has been deepening the partnership

through SSC.
