INTRODUCTIONWelcome to the 37th Devils Own Rally. Kirkby Lonsdale Motor Club was first formed in 1955 by a group of local motoring enthusiasts. The Devils Own Rally was named after Devils Bridge, a famous local landmark, and was one of the first events run by the club. The Devils Own was renowned as one of the toughest night rallies and enjoyed the status of Motoring News championship for many years. Our most famous competitor, HRH Prince Michael of Kent competed on the event in the early seventies but unfortunately rolled his Escort Mexico to retirement. Don’t worry we are not using that section of road in 2017! We have a small organising team made up of regular competitors from all forms of motorsport, which added to the varied terrain of the Lake District should create a challenging event for all.

Voted as 2016 Rally of the Year by ANWCC competitors, this year will see the event as part of the HRCR Hagerty Insurance Clubmans Road Rally Championship, ANWCC, ANCC and the NESCRO Historic championships with the start and finish headquarters hosted in the excellent facilities of Greenlands Farm Village just off junction 35 of the M6. For 2017 we have now included a Clubman event open to NESCRO invited clubs for crews who do not have a competition licence. When competition gets underway you will be faced with an afternoon of tests and regularity sections across southern Cumbria. After an evening meal at a local stately home, the event will then return to its roots with an evening section on some of the infamous roads of the South Lakes.

This is a challenging event featuring traditional style plotting, endurance driving and a relentless schedule focusing on getting back to basics with the driver driving and the navigator reading a map. We have taken on board comments from last year and have made some changes to allow all crews to complete the route in a reasonable time and won’t be using any private land which might be considered rough.

We will be providing an afternoon coffee halt, tea halt and a full evening meal before the awards take place at Greenlands Farm Village, where tales of derring-do can be exchanged before the silverware is presented.

All cars are due to finish by 22:00 which classifies the event under a daylight permit. This allows us to run any vehicles which can receive a MSA waiver to compete, so if your car is eligible for the other HRCR events then it will be for this one!

The event is limited to 60 cars to make sure we give you the best event possible, so get your entries in early to avoid disappointment.

1. ANNOUNCEMENTKirkby Lonsdale Motor Club will organise a dual permit Historic Road Rally named “TheDevils Own Rally” and the “Devils Own Clubmans” on Saturday 7th October 2017. The rally will be based atGreenlands Farm Village, Tewitfield, Carnforth, Lancashire, LA6 1JH

2. JURISDICTIONThe meeting will be governed by the General Regulations of the MSA Ltd (incorporating the provisions of theInternational Sporting Code of the FIA), these Supplementary Regulations and any written instructions that theorganising club may issue for the event

4. ELIGIBILITY & DOCUMENTATIONThe Devils Own Rally is open to all fully elected members of the organising club, HRCR and members of ANCC,ANWCC, ANECCC, NESCRO, and CMSG clubs. Non-members can pay £15 to become a KLMC member until May2018. The Devils Own Clubmans is open to HRCR, KLMC and NESCRO clubs for crews who do not hold acompetition licence. Both events will follow the same route and be subject to the same penalties.

The Devils Own Rally requires a valid MSA Competition Licence of National B status or higher for both crew members. Competitors must produce a valid club membership card and MSA Competition licence at Signing On. The Devils Own Clubmans will require a valid club membership card.

All cars must comply with J5 of the MSA Technical Regulations A noise check will be carried out for all vehicles before scrutineering on the morning of the 7th of October. Vehicle noise must not exceed 98dB(A) @ 2/3rd max rpm at 0.5 metres. Any car exceeding these limits will not be allowed to run. There may be a noise check during the event at an undisclosed point on the route. Competitors are required to present a current MOT certificate (for cars manufactured post 1960) Waivers in accordance with R19.5.1 may be applied for by Cat 2,3 and 4 cars in respect of R18.2 by the entries secretary. Please complete the waiver request on the entry form. Please also note competitors may be required to produce documentary evidence to establish that the modifications to their car were used on rally cars of that period.

5. CHAMPIONSHIPSThe Devils Own event is a qualifying round of the HRCR Hagerty Insurance Clubmans Road Rally Championship, Amazon Cars Challenge Cup, ANCC, ANWCC Historic Championship and the KLMC Historic Challenge. The Devils Own Clubmans is a qualifying round of the NESCRO Challenge.

6. PROGRAMMEThe Provisional Programme (subject to alteration) will be:

*Any competitor not signed on one hour before their start time may be excluded.

The event website is devilsownrally.co.uk where all official documents will be published.

7. ROUTEOrdnance Survey Landranger maps no. 96, 97 and 90 most recent editions will be required.The route will be approximately 180 miles. This includes public highways and up to 22 miles of private land,predominantly gravel.The whole route has been driven in a standard road car, although a sump guard is recommended for the moreenthusiastic drivers. Locations of petrol stations will be issued as part of the pre event plotting.

There will be one rest halt where competitors should reduce lateness (R12.6). The event will be made up of transport sections timed to the minute, regularity sections and special tests timed to the second. The correct route will be the shortest route using any roads marked on the maps specified above, while complying with the route instructions (unless tulip notes have been issued for the section, in which case the tulips will be deemed to be correct). All official mileages will be deemed correct and no protests will be allowed regarding this. Details of the measured mile will be issued in the final instructions starting close to the rally HQ.

9. CLASSESThe National B event will consist of the following classes:

Definition of Expert A crew who does not qualify as a master or a novice

Definition of Novice A crew in which no member has had two or more finishes in the top 15 of a National B or higher status rally.

The Devils Own Clubman event will be split into three classes Master, Expert and Novice using the definitions above.

Awards After the results have been declared final the following awards will be presented for both events. 1st overall 1st in each class 2nd in each class subject to 5 entries 3rd in each class subject to 8 entries “Best on the night section” the crew with the lowest penalties in either event between MTC2 and MTC3 “1st KLMC Crew” based on lowest penalty in either event.

All named officials and all marshals will be deemed Judges of Fact for the entire event. The decision of a Judge of Fact is not open to protest. A full list of the Judges of Fact will be available from the Secretary of the Meeting.

Control definitions and abbreviations The rally will be run under Scheduled Time (R.12.2). The following types of controls may be used: MTC Main Time Control TC Time Control PC Passage Control manned control where a signature is provided RC Route Check is an unmanned control where crews write down a combination of letters and numbers to act as proof of passage and get it signed for at the next manned control RS Regularity Start Control

TP Intermediate Timing Point, where a crew are required to stop and receive a time from the marshal TS Test Start TF Test Finish

Penalties Penalties will be as per R13 of the MSA General Regulations, except as modified below.

• Reporting late to a MTC or TC, per minute late. Unless stated otherwise on the timecard. 1 minute • Reporting early to a MTC or TC, per minute early 2 minutes • Not reporting or reporting OTL to a regularity start control (RS) 5 minutes • Not reporting or reporting OTL to an intermediate regularity control (TP) 5 minutes • Stopping within sight of an intermediate regularity control other than to comply with traffic laws 1 minute• Inappropriately slow within sight of an intermediate regularity control 1 minute • Penalty for early or late arrival at an intermediate regularity control 1 second

per second, up to a maximum of 1 minute.• Wrong approach or departure from a control 5 minutes • Failure to obtain a signature at the following manned control per RC 5 minutes • Missing/incorrect RC or PC, this includes the use of pencil 5 minutes • Entering a black spot given in the route instruction Exclusion • Failure to hand in a time card at a specified point Exclusion • Not attempting or being ready to start a test when instructed Test max • Jump Start 30 Seconds • Incorrect route, failing to finish a test Test max • Striking a cone or bollard 10 Seconds • Failing to cross or stop at any point or line in a test, as per the instructions 10 Seconds per mistake • For every second above bogie and below test max Time Taken

The clerk of the course has the discretion to apply penalties to any crew who bring the sport into disrepute, block rally route, baulk other competitors or use electronic devices. Up to Exclusion Ties in the results will be decided by the crews with the fewest penalties on the Regularity Sections. If that doesn’t resolve the tie we will look to the fewest penalties on the Tests.

Additional Notes • PC’s or RC’s can be placed on transport sections and regularity sections. They might not be in the route

information, you have been warned. Also there may be RC’s on the wrong route.• Code boards will be in the form of car number plates and might not be marked by a control board in advance• Cross roads can be used twice so long as the routes do not conflict with each other• Roads can only be used once in a regularity section unless there is a specific instruction telling you to do

otherwise.• Congratulations for reading this information, not many crews will read this bit.

Identification The organisers will provide a self-adhesive rally plates and two self-adhesive competition numbers. The rally plates are for the front and the rear of the car and the smaller numbers to each rear side window.

Electronic devices In-car cameras are not allowed to be used at any point during the event. The use of one will be viewed as bringing the sport into disrepute. Sat Navs, Mobile phones, tablets and other similar devices are to be switched off and out of sight once crews are signed on for the event, only to be used in the case of emergency. The use of digital mapping is not in the spirt of the sport and bear in mind that google street view is six years old in places; so it might not help you as much as you think!

Entries Entries will be accepted via the on-line entry system (devilsownrally.co.uk), or you can print a form from the internet and post to the Entries Secretary, accompanied by the correct fee. Entries to this year’s event open on the 7th of August with an entry fee of £150. You will be able to pay online by BACS transfer or just send a cheque payable to KLMC for the full amount to the entries secretary. The closing date for entries is 25th September 2017. Entries received after this date cannot be guaranteed. The maximum number of entries for the Rally is 60 for the two events combined. The minimum is 30. Entries will be selected on a first come basis. Entries cancelled, in writing, up to 4th of September will receive a full refund. Entries cancelled after that date may be refunded at the discretion of the organisers. If unforeseen circumstances should force the abandonment of the event at any time, the organisers reserve the right to retain a proportion of the entry fee to cover administrative costs.

21 Insurance The Organisers have applied to Jelf Insurance Partnership for a Blanket Cover Note under the above scheme. This will provide competitors who need to use the scheme with the Third Party Cover necessary to meet RTA requirements on the Road Sections of the event. The basic rate for the event before any loadings will be £13.25 including insurancepremium tax. All applicants wishing to use the scheme must be able to comply with all points of the Jelf Insurance Partnership’s Declaration: -

- I do not have the Third Party Road Section extension on my current Motor Insurance. - I am aged 20 or over.- I have had no more than 1 fault claim in the last three years- I have no more than maximum of 6 conviction points on my UK driving licence- I have the appropriate competition licence as well as a UK/EU driving license and if my license is provisional I will besupervised by an adult over 25.- I have no physical or mental disabilities- I have no other material facts to disclose- Anyone aged less than 20 years old will also be accepted at the same price should their co-driver be a more seniormember of their family or over 25.If you comply with all points above no Letter of Acceptance will be required.
