SUPPLEMENTARY AGENDA ITEM NO. 248.1
Subject : Procurement of 02 No. Of chain Dozer for maintenance and upkeep of Sanitary
landfill.
An agenda was placed before F&CC in its 269th meeting held on 14.2.2017 regarding
hiring of 02 No. Of chain Dozer for maintenance and upkeep of dumping ground at Dadu Majra.
F&CC considered and resolved as under :-
“The Committee considered and accorded ex-post facto approval to hire 02 No. of Chain Dozer from L-1 i.e. Mr. Krishan Singh @ Rs. 790/- per chain dozer per hour
basis for one year i.e. 1.11.2016 to 31.10.2017 at the total tentative expenditure of
Rs. 46,13,600/-.”
A supplementary agenda was placed before 244th meeting of General House held on
28.4.2017 regarding purchase of machinery and equipments under Swachh Bharat Mission. In the
machinery, it was also proposed to procure 02 chain Dozers as per GFR required for maintenance and
upkeep of sanitary landfill.
The General House considered and approved all the machinery mentioned in agenda.
An agenda has been placed before High Power Committee regarding purchase of 02
No. of Chain Dozer. The minutes are awaited however, it was discussed during the meeting of High
Power Committee that 02 chain Dozers may be procured or hired which is economical. A comparative
statement has been prepared regarding expenditure involved to procure the Chain Dozer and to hire
the chain Dozer. It has been found that hiring of Chain Dozer is economical.
It is pertinent to mention here that the present contract of one year is going to expire on
31.10.2017 and as per the clause in DNIT, the present contract can be extended upto 3 years on the
year to year basis after mutual consent and Sh. Krishan Singh contractor has given consent that he is
agree to extend the contract of hiring of 02 no. of Chain Dozers on the same terms and conditions.
Agenda is placed before the General House whether to extend the present contract for
another one year or new tender may be floated for hiring of 2 no. Chain Dozer.

The Municipal Corporation Engineering Wing are facing acute
shortage of staff in all cadre and work is suffering badly. There are very much
need of drawing section and other cadre. The present position of same cadre
are given as below:-

In the B&R Circle , there are total 12 no. posts of Draftsman (Direct+
promotional) . Out of which 2 no. regular Draftsman , 04 no. on outsourcing
and 01 no. on contract basis are working . Regarding Jr. Furnace Operator
cum Electrician , there is only one sanctioned post and is lying v~cant.
There are 07 no. sanctioned post of Draftsman in the P .H. Circle,
M .C . Chandigarh . Out of which all 07 no. posts are lying vacant.
There are 08 nos. sanctioned posts of J .D.M. in each circle and
out of which 04 no. post are filled and 04 nos . ar'=l vacant in B&R Circle and
03 no. posts are filled and 5 nos. are vacant in P .H . Circle .
The work of Draftsman/J.D .M is one of the most important in the
official work like Checking of estimates , checking the analysis of rates,
checking the estimates as per CPWD Norms, Checking of DNIT's ,
enhancement of works etc. and all other miscellaneous and major matters
relating to the Drawing Section.

It is further to submitted that B&R Circle is entrusted with the work of
laying and maintenance of various roads & buildings, maintenance of Green
Belts and other gardens, Street Lights at various roads of city beautiful and all
these work are to be cared for immediately being one of the basic amenities
and Circle office is facing great difficulty to carry out the work due to shortage
of staff in the drawing sections of various divisions.
As per position explained above, it is requested that at least 5 no.
Draftsman for B&R Circle, 07 no. Draftsman for P .H . Circle, 09 no. J.D .M . in
B&R / P.H. Circle and 01 no. Jr. Furnace Operation -cum Electrician
through outsourcing be engaged so that work could run smoothly till the
regular staff is appointed.
The financial implication for above mentioned posts is given as

Subject: Work Management System on Software as a service basis for Municipal Corporation, Chandigarh office.
(Amount Rs. 6.60 lacs)
The Chandigarh Municipal Corporation (CMC) floated a tender of Work Management
System on Software as a Service (Saas) basis to track/monitor filed projects like bridges and roads,
water supply, sewerage & sanitation, street lighting of other operation and maintenance works using
smart phone based technology, wherein officials can capture pictures and locations of the field
operations and send them to the CMC Control Centre in real time.
Further, it is also mentioned that it can be used to send status updates via e-mail / SMS
alerts to Councillors and other stake holders regarding the progress of projects being executed in their
wards. There will be an MIS for managing data related to work orders of a Municipal Corporation with
progress monitoring and reporting features that are best in class in industry.
In this regard, the tender document was prepared and approved by the Committee has
been floated through e-tendering process following the CVC guidelines. The main features of the
software are as follows:-
1. Web based Works Management System. 2. Pool of self of projects for new Project Plan. 3. Ongoing Projects Management. 4. Public Grievance Management. 5. MIS Reports. 6. Mobile Application. 7. Public Mobile App. 8. Maintenance and Data Backup. 9. Training and Support for three years.
On the basis of the e-tendering, the bids were invited and the last date of submission of
the bid was 04.08.2017 and the tender was opened on 07.08.2017, in which M/s Mobilyte Solution
Private Limited, Plot E-40, Phase VIII, Industrial Focal Point (ELTOP Area), Sector 72, SAS Nagar,
Mohali emerged to be the lowest agency. The work has been allotted to the M/s Mobilyte Solution
Pvt. Ltd. vide this office Memo No. 7553 dated 24.08.2017 amounting to Rs.6,60,000/-i.e (one time
software and its set up cost for Rs. 4,80,000/- + annual maintenance and training & support cost for
three years Rs.1,80,000/-) with the condition that the agency shall depute a full time Technical Support
Engineer with eligibility criteria as specified in DNIT document for a period of three years in the
Municipal Corporation, Chandigarh. The estimated cost of the project is Rs.6.60 lacs, which includes
one time software cost, its set up cost, training and maintenance and support staff for three years.
The matter is placed before the General House of Municipal Corporation, Chandigarh
for consideration and decision please.

NOTICE INVITING TENDER
The Executive Engineer Road Division No 3, M.C., Chandigarh on behalf of Commissioner, Municipal Corporation, Chandigarh invites e-tender on lowest bid basis from the renowned companies. Name of work: Work Management System on Software as a service basis for Municipal Corporation, Chandigarh office.
CONDITIONS :
1 Eligibility Criteria for the Post Qualification shall be as follows: -
The bidder should be a company registered under the Companies Act 1956 and should have completed one such project in India or Abroad, preferably for any Government organization.
2 Cover-1 Shall contain scanned copy of Earnest money, Affidavit duly attested, certificate of registration of GST and other documents as per clause 12 of tender notice.
Cover -2 Shall contain Financial Bid.
3. The Earnest Money in the form of treasury challan or demand draft or pay order or banker‟s cheque or deposit at call receipt (drawn in favour of Executive Engineer, roads Division No.3, M.C., Chandigarh) shall be scanned and uploaded to the E-Tendering website within the period of bid submission. The physical EMD of the scanned copy of EMD uploaded shall be deposited by the lowest tenderer within a week after opening of financial bid, failing which the tenderer shall be rejected and enlistment of the agency shall be withdrawn by the enlisted authority. Further the following undertaking in this regard shall also be uploaded by the intending bidders: -
“The physical EMD shall be deposited by he/us with the E.E calling the tender in case i/we become the lowest tenderer within a week of the opening of financial bid otherwise department may rejected the tender and also take action to withdraw my/our enlistment”
4 The Cover-1 shall be opened on the due date of opening at 12.00 Noon
5 The Cover-2 shall be opened only of Company whose scanned copy of Earnest money and financial bid.
6. The bidder should furnish the Affidavit that: I/we hereby declare that I/we have not been black-listed by any Govt./Semi/ Corporation/Pvt. Organization during the last seven years and not debarred/suspended on the date of submission of bid.
The bidder will submit the undertaking at the time of submission as under: -
“I/We undertake and confirm that eligible similar work(s) has/have not been executed through another company on back to back basis. Further that, if such violation comes to the notice of the department/Municipal Corporation, Chandigarh then I/We shall be debarred/blacklisted for tendering in Engineering Wing M.C. Chandigarh in future forever. Also, if such a violation comes to the notice of Department before date of start of work, the Engineer -in - Charge shall be free to forfeited the entire amount of Earnest money /performance guarantee.”

10 Copy of EMD, Affidavit, Undertaking, Enlistment Order, certificate of work experience and other documents as specified in the press notice shall be scanned and uploaded to the e-tendering website within the period of bid submission. However, certified copy of all the scanned and uploaded documents as specified in press notice shall have to be submitted by the lowest bidder only along with physical EMD of the scanned copy of EMD uploaded within a week physically in the office of tender opening authority.
11 The agency has to produce the original document as and when it, asked for by E.E. The failure of agency to furnish the said original document will entail summarily rejection of its tender.
12 The bid submitted shall become invalid and rejected if the bidder is found ineligible on account of following:-
a) The bidder does not upload all the documents (including GST registration) as stipulated in the bid documents. b) If any discrepancy is noticed between the documents as uploaded at the time of submission of bid and hard copies as submitted physically by the lowest tenderer in the office of tender opening authority. c) The valid affidavit is not found in order.

14 Instruction to Bidders regarding e-tendering process : –
A Tenders without digital signatures will not be accepted by The Electronic Tendering System. No tender will be accepted in physical form and in case it has been submitted in the physical form it shall be rejected summarily.
B Before submission of on-line Bids, Bidder must ensure that scanned copies of all the necessary documents have been uploaded with the Bid.
C It will be mandatory for all the bidders to upload all the documents mentioned under „NIT Documents‟ template under the; Cover Details‟.
D The Department will not be responsible for any delay in on-line submission of the Bids due to any reason whatsoever.
E Bidder should get ready with the scanned copies of the EMD as specified in the tender document. The copies of all the Eligibility Documents as uploaded by the Bidder should be submitted only to the designated Authority and within the stipulated time period.
F The details of EMD specified in the Tender documents should be the same as submitted on-line (scanned copies) otherwise tender will be rejected summarily.
15 Corrigendum/Addendum to this tender, if any, will be uploaded on the website mentioned above. This may be noted by the company/bidder.
16 Successful tender shall be deposit an amount equal to 5% of the tendered and accepted value of the work as per performance guarantee.
17 The Agreement will be of three years total. In the first year, the company would set up the software and make it successfully operational within 6 months and provide training to all concerned officers and Councillors, post which Company has to provide maintenance and support staff to MC for three years.
18 The company whose tender is accepted will be required to deposit furnish performance guarantee of an amount equal to 5.00% (Five point Zero Percent) of the tendered amount with in the period specified in schedule F. This guarantee shall be in the form of Deposit at Call receipt/demand

draft/FDR (without interest) of any scheduled bank in accordance with the prescribed form.
19 Tenderers are advised to inspect the website of Municipal Corporation, Chandigarh for details regarding number of logins and departments concerned.
20 The competent authority on behalf of Commissioner, Municipal Corporation, Chandigarh does not bind himself to accept the lowest or any other tender, and reserves to himself the authority to reject any or all of the tenders received without the assignment of any reason. All tenders, in which any of the prescribed conditions are not fulfilled or any condition including that of conditional rebate is put forth by the tenderer, shall be summarily rejected.
21 The competent authority on behalf of Commissioner, Municipal Corporation, Chandigarh reserves to himself the right of accepting the whole or any part of the tender and the tenderer shall be bound to perform the same at the rate quoted.
22 The company shall not be permitted to tender for works in the Circle (responsible for award and execution of contracts) in which his near relative is posted in any capacity. He shall also intimate the names of persons who are working with him in any capacity or are subsequently employed by him and who are near relatives to any officer/official in the Engineering Department of Municipal Corporation, Chandigarh. Any breach of this condition by the company would render him liable to be removed from the approved list of company of this Department as well as for future works.
23 No employee of Engineering Department of Municipal Corporation, Chandigarh is allowed to work as a company for a period of two years after his retirement from Government service, without the previous permission of the Municipal Corporation, Chandigarh in writing. This contract is liable to be cancelled if either the company or any of his employees is found any time to be such a person who had not obtained the permission of the Municipal Corporation, Chandigarh As aforesaid before submission of the tender or engagement in the company‟s services
24 The tender for the works shall remain open for acceptance for a period of ninety days from the opening of financial bid. If any tenderer withdraws his tender before the said period or issue of letter of acceptance, whichever is earlier or makes any modifications in the terms and conditions of the tender which are not acceptable to the department, then the Government shall, without prejudice to any other right or remedy, be at liberty to forfeit 50% of the said Earnest Money as aforesaid and to forfeit the whole of the Earnest Money if the tenderer fails to submit the Performance Guarantee in the prescribed time after issue of letter of acceptance. Further, the tenderer shall not be allowed to participate in the re-tendering process of the work.
25 In the event the tenderer whose tender is accepted and the award letter issued after the receipt of Performance Guarantee MOU signed with requisite associates in the prescribed form and time, fails to commence the work “along with change in scope, if any” in the prescribed time or abandons work before its completion, the Government shall without prejudice to any other right or remedy be at liberty to forfeit the whole of the Earnest Money and Performance Guarantee shall stand forfeited in full and shall be absolutely at the disposal of the Commissioner, Municipal Corporation, Chandigarh.
26 This Notice Inviting Tender shall form a part of the contract document. The successful tenderer/company, on acceptance of his tender by the accepting authority, shall, within 10 days from the stipulated date of start of the work sign the different component part of the contract consisting of.
27 E.E. incharge of work of the concerned discipline will be competent authority for deciding reduced rates, if any of work will be same. Levy of compensation under Clause 2 as well as fair and reasonable extension of time will be granted by the E.E. in charge of this work.
28 The amount to be withheld under Clause-5 of the contract will be decided by the E.E. Incharge of work. In the event of not achieving the necessary milestones as assessed from milestone bar chart, specified percentage of the tendered value of work will be withheld for failure of each milestone.
29 Arbitration case shall be handled by the E.E. Incharge of work.
30 Blacklisting clause as per notification of Chandigarh Administration of year 2009 will be applicable.
31 The Earnest Money deposited alongwith bid shall be returned after receiving the aforesaid performance guarantee (Modified vide OM DG/CON/273 dated 01.10.2013).

32 The list of eligible company / firms who are found eligible will be informed by E-tender software. No separate information to ineligible company / firms will be issued. Company / firms shall be solely responsible to know the status about their eligibility from this office and this office shall not be responsible on any account in this respect.
33 Acceptance of tender shall be done by the competent authority as defined to schedule F and conveyed by the Engineer-in-charge of the work. After the work is awarded, the main company will have to sign copies of agreement.

38 The earnest money deposited at the time of tender will be treated as security on allotment to successful tenders. The same will be released after satisfactorily performance/completion certificate issued by the Engineer on the completion of work.
39 In case of failure, in performance or default of responsibilities of breach of terms and conditions of DNIT or agreement action as per „policy on blacklisting 2009‟ issued vide Finance Department Chandigarh Administration Notification No. 1927-F&PO (3)-2009/1170 dt. 27.02.2009 will be taken.
40 All disputes concerning in any way with these tenders are subject to Chandigarh jurisdiction only.
41 Successful tender shall deposit an amount equal to 5% of the tendered and accepted value of the work as per performance guarantee within 10 days of issue of acceptance letter.

8. Maintenance & Data backup:
Systems, applications and servers will be maintained by the vendor including the MIS, the web
server, the RDBMS, the email server, the SMS gateway etc. Databackups will also be taken
by the vendor on a weekly basis on Compact Discs or DVDs and duly submitted to the MC
Chandigarh.
The bidder will be responsible for maintenance of software, regular updations of data,
information on the software, providing training and support staff to MCC initially for a period of
3 years which can be further extended, if required.
9. Training & Support:
Training sessions for personnel engaged in using the work management system as well as
android based modules.
10. Training:
Three comprehensive training workshops shall be conducted for all officers/ stakeholders for
both mobile app and web admin side.
Field training shall be provided to entire field staff engaged in sending picture based updates

having experience : (i) BSC (IT) / BCA with minimum 7 years experience OR (ii) MCA with
minimum 5 years experience to be provided in Municipal Corporation, Chandigarh for

providing a roadmap for maintenance and upkeep of Rose Garden and trees.

ROAD MAP FOR ROSE FESTIVAL / HORTICULTURE WORKS
IN THE CITY CHANDIGARH
1) Rose Garden Sector – 16, Chandigarh
The Zakir Rose Garden was created in 1967 under the guidance of Dr. M.S.Randhawa, ICS,
the first Chief Commissioner of U.T. Chandigarh. It is spread over 30 acres of land comprising 47,355
rose plants of 829 varieties in 1,438 flower beds, including both the indigenous and exotic varieties. It
is one of the most popular entertainment/tourist destinations for the local residents as well as tourists
and also prominently figuring into national and international tourist maps. One of the major attractions
of the Rose Garden is Rose Festival, which is celebrated every year in the month of February, when
roses are in full bloom. The festival attracts a large number of local people and tourists who enjoy the
ambiance and beauty of the garden in a festive environment.
A) Action plan for holding Rose Festival :
i) No activity shall be allowed which disturbs the rose beds, etc. Attempts shall be made to have
minimum or only essential activities in the active area of the garden.
ii) Rose Festival including rose competition and people centric activities shall be organized in the
Rose Garden with carnival activities like Merry-go-round, etc. shall be shifted to Rose
Garden in the Leisure Valley Garden, Sector – 10 and other appropriate locations in the
city.
iii) Food stalls etc. for the visitors shall be relocated in Punjab Kala Bhawan/Museum side which
is not the active area of the Rose Garden.
iv) Additional manpower and garbage bins shall be provided for segregated disposal of wet and dry
waste during the Rose Festival to ensure proper cleaning and maintenance of Rose Garden.
v) Special arrangements to put mesh around rose beds shall be made during the Rose festival time
to avoid damaged to the plants.
vi) ICT activities shall also be initiated for the awareness of visitors by way of providing an App for
the Rose Garden highlighting the Rose Festival, so that general public may know about the
various varieties of rose flowers and activities that take place in the Rose garden.
vii) Free wifi zones may also be provided during the Rose Festival.
viii) During the Rose festival, trees and the beds shall be lit up in different colours to give the garden
a festive look and promote night tourism during Rose Festival.
ix) Foldable wheel chairs shall also be placed at the entrance of the Rose garden for use by the old
and disabled persons.
x) During the festival, a number of relocatable toilets shall be provided inside as well as outside the
Rose Garden and the toilets in Punjab Kala Bhawan shall also made available for use by the
general public.

xi) A temporary reception hut shall also be constructed at the entrance point of the Rose Garden
equipped with map of the garden, lost and found counter, photographs showing variety of roses
in the garden, etc.
xii) A medical counter fully manned with doctors and paramedic staff alongwith a standing
ambulance shall be provided during the festival.
xiii) The volunteers/NGOs shall be trained and deployed at the entrance to escort visitors and guide
them not to damage the rose beds and shall also take care that littering does not take place in the
garden.
xiv) At round abouts and traffic light points, volunteers shall be stationed to guide the visitors to park
their vehicles at the Multilevel parking and other parking areas in Sector – 17, Chandigarh so that
the people do not park their vehicles on roads adjoining the Rose Garden.
xv) Water ATMs in sufficient number shall be stationed in the garden to provide clean and safe
drinking water to the visitors.
xvi) Specially designed kiosks shall be provided inside the Rose garden to sell artifacts /souvenirs
indicating cultural heritage of the city Chandigarh.
B) Maintenance and upkeep of Rose Garden:
i) 829 varieties of rose are planted in separate beds which shall be maintained by removing dry
leaves, branches and planting fresh rose plants in place of dead plants, by 35
gardeners/chaukidars who shall work in shifts throughout the year. One supervisor shall be in
charge of them.
ii) For a healthy growth of rose plants, it shall be ensured that soil is mixed with manure in a timely
manner i.e. during the months of October – November and January, and hoeing and weeding of
rose beds is done after every two months for aeration and supply of nutrients to the roots of the
plants.
iii) Rose Garden has a large lawn area of about 30 acres in which cutting/mowing of grass shall be
done after every 15 days during the rainy and summer seasons and after a month in winter
season, as growth of the grass is slow during the winter season. The weeding of the grass shall
also be done twice during the months of May and December. It shall also be ensured that cut
grass and weeds are lifted simultaneously from the premises of the Rose Garden. In order to
maintain lush green lawns, combination of DAP, NPK and urea shall be applied thrice in a year
i.e. in the months of January, April and November so as to provide nitrogen and phosphorus for
the healthy growth of the grass.
iv) Watering of the lawn shall be done with tertiary treated water which is available in the Rose
Garden, as and when needed. In case of non availability of tertiary treated water, the tubewell
water shall also be made available for the purpose.
v) In order to prevent the insects – pest and fungus attack, the insecticides and fungicides shall be
sprayed on the plants and grass in the months of winter season during which the insects and
fungus are on rise.

vi) Some rare varieties of trees i.e. bauhinia blackeana , taxodium etc. which are planted in the
Rose Garden shall be regularly maintained. Pruning of these trees shall be done after every two
months to ensure their proper growth. The dead trees and shrubs shall be removed and the gaps
shall be filled up with same variety of trees in order to maintain the harmony of the Rose Garden.
vii) A small Rose Plant Nursery in Sector – 23 also been maintained for filling up the gap of rose
beds with budded Rose plants ready for plantation.
viii) The branches of the trees shall be pruned with chain saw, so that irregular cutting of trees does
not happen which lead to attack by the woodborer . Fungicides mixture shall be applied on the
cut surface so as to avoid attack of fungus and other insects.
ix) Soil area around the trees shall be drenched with a solution of chlorophyriphos during the months
of March and September to prevent from termite attack.
x) Since lots of people visit the Rose Garden on a daily basis, it shall be ensured that dustbins are
available in adequate numbers to minimize littering. It be ensured that picking of wrappers and
food articles is done throughout the day and dustbins are cleaned daily.
xi) Rambler roses and climber roses like Marechal niel, albertine shall be planted all around the
Rose Garden to spread fragrance of roses and to give an exclusive look and feel of roses which
shall gel with the Rose Festival also. Shrub roses are usually larger than modern bush roses and
have thorny stems, often with scented flowers. Many shrub roses are suitable for hedging around
the garden.
C) Civil Works:
i) It shall be ensured that toilets are cleaned and hygienic conditions are maintained by deploying
sweepers. The water in overhead water tanks shall be available all the time. It shall also be
ensured that toilets are renovated and ramp, railing etc. are also provided to make these toilets
disabled friendly. Moreover, eco friendly drinking water points and light points shall also be
installed.
ii) Walking and jogging tracks in Rose Garden shall be cleaned by removing grass and mud once in
a month or whenever required and cinder track shall be ploughed regularly to make it comfortable
for the daily walkers.
iii) Children play equipments in sufficient numbers shall be installed in all the corners of the rose
garden. Sand pits shall be provided underneath the play equipments to avoid injuries to the
children while playing.
2) Maintenance Tree varieties in the city :
Under the Municipal Corporation Chandigarh, trees have been planted along the roadside berms,
gardens, green belts, neighbourhood parks, parking areas etc. Many shade giving and ornamental trees have
been planted in these areas according to the requirement of that road or areas. As the trees are permanent
assets and important landscape item. The selection of varieties for plantation at particular places are as per the
details given below:

Action plan for maintenance of these trees is as under:
i) While planting the trees, suitable size of healthy plants shall be selected. Further the trees shall
be protected with tree guards, watering and manuring shall be done at the required time.
ii) For protection of trees against mealy bug, an insect, slippery band of polythene sheet during the
third week of November shall be wrapped around the main stem of trees at a height of 3‟
above the ground level . To prevent host trees like Mango, Kanak, Champa, Guava etc. from
nymphs of mealy bugs from crawling up the tree trunk top, the solution of Profenofos 50%/EC or
triazophos 40% EC shall be applied to these trees in case of large scale emergence.
iii) Precautionary measures shall be adopted to reduce incidence of termite by adopting suitable
measures like soil drenching with required doses of chlorophyriphos during the months of March
to April and October to November.
iv) Tree trunks shall be white washed up to a height of 3 feet once in a year to reduce the invasion of
white ants.
v) The Municipal Corporation, Chandigarh has carried out a census of trees in its area and it has
been found that out of a total of 1,24,999 trees, 1,029 trees are dead and dry and 258 trees
are dangerous. All these identified dead, dry and dangerous trees shall be removed by the end
of September, 2017. The census of the trees shall be carried out after every five years. The last
census shall be regularly updated on the basis of checking and information received from various
sources, and subsequently, identified trees shall be removed within 45 days on its identification.
vi) The replacement shall be done with similar variety of trees for which plant nursery in Sector – 29
shall be maintained in which shade giving/ornamental trees and shrubs shall be propagated for
serving the need of plantation on roads, green belts and parks.
vii) Municipal Corporation, Chandigarh shall purchase mechanical pruning machine for minimizing
pruning time to give an uniform shape to the trees and to prevent injury to trees which otherwise
happens because of rough cut with an axe.
viii) Pruning of trees shall be done in a time bound manner throughout the year. It shall be ensured
that fungicides are applied on the cut surface of the branches to prevent the trees from diseases.

3. Maintenance of gardens/green belts/neighbourhood parks:
i) The Municipal Corporation, Chandigarh is maintaining about 26 gardens, 74 green belts and
1,800 neighbourhood parks. Proper maintenance of green covers shall be assured by
timely mowing and spray of insecticides.
ii) Tertiary treated water for irrigation purpose shall be made available in all the garden/green
belts /parks/neighbourhood parks within a period of one year.
iii) Maintenance of 648 neighbourhood parks has already been given to the Residents Welfare
Associations for its proper upkeep and maintenance. The Municipal Corporation,
Chandigarh shall also explores other models and practices for upkeep and maintenance of
parks.
iv) Various competitions shall be held among the Residents Welfare Associations for best
maintained neighborhood park as an encouragement to further better performance.
4. Maintenance of Roundabout/ berms:
i) All the round abouts have been given to various private/government agencies for development
and maintenance. The competitions shall be conducted for giving awards to the best
maintained round about for encouraging these agencies.
ii) Regular inspection of round abouts shall be conducted so that MoU of ill-maintained round
abouts are cancelled and given to other interested agency.
iii) For the maintenance of road berms schedule for regular cleanliness and maintenance shall
be prepared after rainy season so as to level and dress the same by removing wild growth
form the berms along roads.
iv)Various models and practices shall be explored to give road berm/island/center verge to
various private/government organizations for upkeep and maintenance .
5. Various festivals and functions:
Besides, Rose Festival, various festivals like, Teej, Lohri, Vaisakhi, Chrysanthemum show
are organised in other Gardens of the city to encourage festivity with the Green Environment in the city.
The Chrysanthemum flower show which was started in the year 1985 is being celebrated for the last 30
years and has now become an annual festival for the city. It is celebrated in Terraced Garden, Sector –
33, Chandigarh. During all these festivals, it shall be ensured that no damage to the flower beds,
plants etc. shall be done by the visitors. Proper care shall be taken to ensure that no damage is caused
to the eco -system of the garden. Additional manpower and dustbins be deployed during the festival
time to ensure proper cleaning of gardens.
