IcommendthehardworkofboththeContraCostaCountyCommunityCorrections
PartnershipExecutiveCommitteeandtheCommunityAdvisoryBoardindeveloping
recommendationsonhowtospendourCounty'sallotmentofAB109realignmentfunds.
Ibelieveanydecisiontofullyfundtheconstructionandstaffingfor150newbedsatthe
WestCountyDetentionFacilityispremature.
TheCommunityAdvisoryBoardandpolicechiefs,includingRichmondPoliceChiefChris
Magnus,havesuggestedthattheSheriffsDepartmenthasnotyetsufficientlyjustifiedits
plantoexpandtheWestCountyjailby150beds.Iagreewiththatassessment.
ThemajorityofoffendersinCountydetentionfacilitiesareawaitingtrialandhavenot
beenconvictedofanycrime.Anumberofcountieshavesuccessfullyimplementedbail
reformandinsteaduseriskassessmentstrategiestodeterminewhoiseligibleforpre-
trialrelease.Thisincreasespublicsafetyanddecreasesdetentioncosts.Implementing
bailreforminContraCostaCountywouldfreeupjailspacecurrentlyoccupiedbylowrisk
individualswhoarefinanciallyunabletopostbail.
Inaddition,thecurrentSheriffs'DepartmentpracticetocontractwithICEtohouse
undocumentedindividualsfordeportationusesvaluablejailbeds.Thispracticeshould
endandtheCountyshouldcancelitscontractwithICE.Thefreedupjailcapacitycan
insteadbeusedtohousemanyofthoseindividualstransferredfromstatetocounty
controlunderrealignment.
Reducingrecidivism,increasingpublicsafetyanddecreasingcostsarebestachievedthroughimplementingourCountywideRe-EntryStrategicPlanratherthanenlargingour
WestCountyJailby150beds.
