Redistricting Charge PURPOSE OF THIS REDISTRICTING The AACPS Superintendent of Schools has formed a Redistricting Advisory Committee at the direction of the AACPS Board of Education. The Committee’s stated purpose is to recommend a redistricting plan that resolves school capacity issues in three schools located in the North County High School feeder zone. These schools are George Cromwell Elementary School, Hilltop Elementary School and Ferndale Early Education Center. The Committee was asked to consider several areas of concern, described below. 1. Redistricting based on the completion of the George Cromwell Elementary School

revitalization George Cromwell Elementary School has broken ground on an extensive construction program designed to revitalize the school. As part of this program the building will include four classrooms specifically designed to house Early Childhood classrooms. These rooms are designed to house Pre-Kindergarten and Kindergarten classes. Currently George Cromwell contains neither Pre-Kindergarten nor Kindergarten classrooms. The school does not have a Pre-Kindergarten program. Kindergarten students living in the George Cromwell Elementary School attendance zone are assigned to the Ferndale Early Education Center (EEC). In effect these Kindergarten students are George Cromwell students, housed at Ferndale EEC due to the fact that Ferndale has adequate space for it. The intention all along has been that Ferndale’s Kindergarten students would be reassigned to George Cromwell if and when ample Early Education space were added there. The current construction program will provide this space, and so the Board of Education deemed this to be the appropriate time to consider officially reassigning these Kindergarten students from Ferndale to George Cromwell. The Redistricting Advisory Committee was charged with the task of recommending whether or not this reassignment represents a favorable action that would benefit the schools and children involved. The act of reassigning Ferndale EEC’s Kindergarten students to George Cromwell Elementary School Communities makes available three classrooms at Ferndale that could be used to house other students. The Redistricting Advisory Committee was charged with the task of recommending how best to make use of these three classrooms. The remaining school included in the current redistricting effort is Hilltop Elementary School. Hilltop has been operating under overcrowded conditions and the Redistricting Advisory Committee was asked to consider whether the newfound availability of three classrooms at Ferndale EEC could be used to ease overcrowding at Hilltop. 2. Additional boundary line adjustment In the course of the present redistricting evaluation there arose the opportunity to reassign two small

neighborhoods from George Cromwell to Hilltop Elementary School. These communities are located on Vista Avenue and Sauers Lane (also including Sauers Court, a cul-de-sac connected to Sauers Lane). Under current school districting these students must walk through portions of the Hilltop attendance zone, cross a dangerous bridge that carries Wellham Road over I-97 and from there to George Cromwell Elementary School. It made more geographic sense to redraw the school attendance boundaries to incorporate these neighborhoods into the Hilltop attendance zone. Elementary school students living in these areas thus would join the rest of their community in walking to Hilltop. APPROVED RECOMMENDATIONS

Charge (1) Move Kindergarten students from Ferndale EEC to George Cromwell Elementary School effective 2020-2021 school year, the first school year following the completion of the George Cromwell Elementary School revitalization construction project.

◦ Decision: UNANIMOUS, in favor of

Charge (2) Move Pre-Kindergarten students from Hilltop Elementary School to Ferndale EEC effective 2020-2021 school year, adjusting bus route catchment to provide bus transportation to redistricted students outside of the half-mile walking area.

◦ Decision: UNANIMOUS, in favor of

Charge (3) Keep students living on Sauers Lane and Vista Avenue currently attending George Cromwell Elementary School would remain at this school until promoted to middle school. Beginning with the 2018-2019 school year, students living in this area NOT currently enrolled at George Cromwell Elementary School would enroll at Hilltop Elementary School and would be included in the Hilltop attendance zone. There is an additional exception: households having students in both schools would be given the option to enroll all students into Hilltop Elementary School at the time of the youngest student’s enrollment.

◦ Decision: UNANIMOUS, in favor of

Charge (4) Suggest that The Board consider redistricting a portion of the students in the Heritage Hill area to North Glen Elementary School to further alleviate the overcrowding issue Hilltop Elementary School faces.

◦ Decision: UNANIMOUS, in favor of

Charge (5) Suggest County to consider proposing further expansion of the Judy Center to include the redistricted Ferndale EEC Pre-K and ECI students, beginning with the 2020-2021 school year.

Suggest enforcement and possibly ticketing of parked and “standing” vehicles in NO PARKING zones.

Suggest NO PARKING signs be added and enforced at median separating the bus lane from Packard Ave., as parked vehicles above the school’s parking lot (on the school side of Packard Ave.) removes space for thru traffic movement, blocks progression of drop-off queue, and results in buses being blocked from entering and exiting bus lane.

Suggest additional crossing guards along Hollins Ferry Rd. crossroads.

Hilltop Elementary School:

Suggest County evaluate and address walker safety issues with 4-way stop signs at crossroads, additional sidewalks, and speed limit adjustment/enforcement throughout areas in which students are to walk to school.

Suggest additional crossing guards throughout area as well. Suggest to consider redistricting a portion of the students in the Heritage Hill area to

North Glen Elementary School, as North Glen is closer and currently has 110 available seats.

o Specific portion suggested to consider between West Ordnance Rd. and Allen Rd.

o This would potentially reduce the amount of buses needed to transport students. o Suggest that if these students are redistricted to North Glen Elementary School,

and are then within walking distance, crossing guards be added at West Ordnance Rd./Furnace Branch Rd. crossroad.

George Cromwell ES

Suggest NO PARKING signs be added and enforced along Olen Dr., as parked and “standing” vehicles cause visibility and safe driving issues around curve leading to Wellham Rd.

Question: Will Olen Dr be widened to accommodate queued vehicles and buses waiting to enter the

parking lot, drop off/pick up lane, and bus lane, or will traffic along Olen Dr possibly be impeded?

MIDDLE AND HIGH SCHOOL REDISTRICTING None of the recommended redistricting items affect middle or high school attendance.
